Japan Will Soon Launch Replacement Program for JMSDF 3 Towada class Replenishment Oilers
The Japanese Minister of Defense should soon launch a new replenishement oiler program to replace the three Towada class replenishment ships. The Japan Maritime Self-Defense Force (JMSDF) Towada, Tokiwa and Hamana were ordered in the 1980ies and commissioned in 1987 and 1990.

According to Japanese newspaper Yomiuri Shimbun, the Japanese government plans to lease retired Japan Maritime Self-Defence Force (JMSDF) TC-90 training aircraft to the Philippine Navy who will use the aircraft for air patrol missions related to China’s maritime expansion in the South China Sea.
Aircraft currently used by the Philippine Navy for air patrol missions have a limited range of about 300km.
“It’s difficult to patrol over all the area of the Spratly Islands where China has been expanding and then return to the Philippines,” said a source close to the government.
The TC-90 aircraft, which has a radius of action over twice that of those in the Philippine Navy, is reportedly capable of covering most of the Spratly Islands. The TC-90 being a training aircraft, the Philippine Navy will likely be limited to visual inspection however as it is not fitted with radar or electro optic systems.

The Japan Coast Guard (JCG) has acquired an additional twin-turbine H225 helicopter from Airbus Helicopters, the company announced on 14 March.
The acquisition will expand the JCG's fleet of similar aircraft in service to six. An Airbus Helicopters representative IHS Jane's spoke to on 15 March confirmed that the platform, previously known as the EC225, has been ordered in exactly the same configuration as its predecessors and is scheduled for delivery by the end of 2018.
The JCG first placed an order for five of the earlier platforms in December 2005. Known JCG vessels that have deployed the EC225 on maritime surveillance operations include the Hida-class and the Hateruma-class large patrol vessels.
According to specifications provided by Airbus Helicopters, the 11-tonne category H225 can accommodate up to 20 passengers and feature a lift capacity of up to 5.5 tonnes. The platform has a top speed of 175 kt and a maximum range of 452 n miles on an endurance of 4.5 hours.
Airbus Helicopters did not give specifications of systems that are found on board the H225, saying only that the platform will be equipped with "advanced search-and-rescue (SAR) mission systems".

The Japanese Ministry of Defense (MoD) is consideration the introduction of a new defence contracting scheme that is intended to spur local industry to reduce costs, a spokesman has confirmed to IHS Jane's .
The contracting system will be one of several methods that the MoD has implemented in recent years as part of its long-standing effort to promote cost-effective defence production.
The spokesman said, "Since defence procurement is unique in the sense that defence equipment does not have a market price, it is necessary to simultaneously achieve both a reduction in procurement costs and improve company incentives to reduce costs."

Dans la nuit du 31 mai au 1er juin 1942, trois sous-marins japonais de la classe Ko-hyoteki entrèrent dans le port de Sydney (Australie) pour tenter d’y torpiller des navires alliés. Un seul d’entre eux parvint à ses fins, en envoyant par le fond le ferry australien Kuttabul, transformé en bâtiment de guerre, tuant 21 marins.
Et, durant les 74 années suivantes, plus aucun submersible nippon n’a été vu dans le port de Sydney… Mais ce n’est désormais plus le cas. En effet, la semaine passée, le sous-marin japonais JS Hakuryu, de la classe Soryu, y a fait une escale avec les destroyers JS Umigiri et JS Asayuki, en vue de participer à un exercice bilatéral appelé Nichi Gou Trident, aux côtés des navires autraliens HMAS Ballarat, Adelaïde et Success.
Avec la montée en puissance de la Chine dans la région Asie-Pacifique, l’Australie et le Japon ont resserré leurs liens militaires. D’où la tenue de cet exercice, dont la dernière édition a eu lieu au large des côtes japonaises, en octobre 2015, afin d’améliorer l’interopérabilité entre les forces navales des deux pays.
Cela étant, la présence du JS Hakuryu dans les eaux australiennes ne changera pas la décision de Canberra d’écarter la proposition japonaise pour l’appel d’offres portant sur l’acquisition de 12 sous-marins destinés à remplacer ceux de la classe Collins actuellement utilisés par la Royal Australian Navy.
Selon plusieurs médias australiens, le Comité de sécurité nationale du Conseil des ministres aurait « pratiquement éliminé » la candidature japonaise pour ce contrat dont le montant est estimé à environ 34 milliards d’euros. Pour rappel, Tokyo a basé son offre sur le sous-marin de classe Soryu (le même que le JS Hakuryu), conçu par Mitsubishi Heavy Industries (MHI) et Kawasaki Heavy Industries (KHI).
« Dès le départ, les responsables du ministère [australien] de la Défense avaient des réserves sur l’offre japonaise car elle apparaissait comme un arrangement politique conclu entre l’ex-Premier ministre Tony Abbott et son homologue japonais, Shinzo Abe », écrit ainsi ABC News.
En outre, le président Obama a en quelque sorte désavoué certains responsables américains qui poussaient la candidature japonaise en affirmant que le choix d’un sous-marin européen (et en particulier français) empêcherait l’installation de systèmes de combat avancés fournis par Lockheed Martin et Raytheon, en raison du risque de « fuites ».
Or, le locataire de la Maison Blanche, rapporte ABC News, a clairement affirmé à Malcom Turnbull, le chef du gouvernement australien, que le choix des sous-marins était « une question souveraine pour l’Australie » et qu’il n’y aurait aucune incidence sur les relations militaires entre Washington et Canbera, quel que soit le « soumissionnaire » sélectionné.
Du coup, resteraient en lice ThyssenKrupp Marine Systems (TKMS), avec une version allongée de son Type 214, et le groupe français DCNS, qui a proposé le « le Shortfin Barracuda Block 1A », c’est à dire une version conventionnelle du sous-marin nucléaire d’attaque Barracuda.
A priori, le nom du vainqueur pourrait être connu très bientôt. Sans doute avant les élections générales qu’entend provoquer Malcom Turnbull. « Le fenêtre pour une annonce se réduit donc à la semaine prochaine, juste avant la présentation du budget », c’est à dire le 3 mai, estime ABC News.

The first F-35A Lightning II Joint Strike Fighter will make its maiden flight in September 2016, that reported janes.com.
Japan’s first conventional take-off and landing (CTOL) F-35A Lightning II Joint Strike Fighter, designated aircraft AX-1, is on track for roll-out on 29 September, IHS Jane’shas learnt during a tour of Lockheed Martin’s F-35 production facility in Fort Worth, Texas, where the first four aircraft destined for the Japan Air Self-Defense Force (JASDF) are being assembled.
AX-1 will then undergo a series of tests before being delivered on a yet to be determined date to Luke Air Force Base in Arizona – which has been selected as the primary training centre for US and international operators of the F-35A variant – to support training of the first cadre of JASDF pilots for the type.
The U.S. Navy has awarded Lockheed Martin a $73.8 million contract modification to acquire long-lead parts and components needed to build F-35A fighter jets for Japan.
The Defense Department said Friday that Lockheed will use the materials to complete and deliver six F-35As under low-rate initial production Lot 12 to Japan through DoD’s foreign military sales program.
The Naval Air Systems Command has obligated the full amount of the modification at the time of award from the Navy’s FMS funds.
Lockheed’s aeronautics segment will perform work through December 2020 at various facilities in Texas, California, Florida, New Hampshire, Maryland, Japan and the U.K.

Le 27 novembre dernier, la force aérienne d’autodéfense japonaise a dû faire décoller en urgence une patrouille de F-15 pour intercepter une formation de 11 avions chinois (8 bombardiers H-6K et 3 appareils de reconnaissance) entre Miyako et Okinawa, à la limite de l’espace aérien nippon. Du jamais vu.
Cet incident n’est que l’un des 873 de ce type constatés en 2015 par l’aviation japonaise. Cette dernière doit faire face à une intensification de l’activité chinoise à proximité de l’espace aérien dont elle assure la surveillance.
Par rapport à 2014, le nombre de sorties pour intercepter un appareil (ou plusieurs) s’approchant d’un peu trop près du territoire nippon est moins élevé (873 contre 943). En revanche, les « incidents » avec des appareils chinois évoluant vers Okinawa et l’archipel des Senkaku ont été nettement plus nombreux (571 contre 469).
Dans le même temps, les sorties de l’aviation de chasse japonaise pour aller à la rencontre d’avions russes a diminué significativement (288 contre 473 en 2014). Le ministère nippon de la Défense explique que l’intérêt de la Russie pour la région « semble décliner ».
Cette intensification de l’activité aérienne chinoise près de territoires contestés (comme le sont les îles Senkaku, revendiquées par Pékin) a déjà conduit la Force aérienne d’autodéfense japonaise à muscler son dispositif à Okinawa, en portant à 40 le nombre de ses avions F-15 basés à Naha.
« C’est la ligne de front même de notre défense nationale », avait commenté, en janvier, Kenji Wakamiya, le vice-ministre de la Défense japonais. Le renforcement des capacités aériennes à Okinawa a en effet pour but de mieux assurer la protection des îles Senkaku.

Chieko Tsuneoka, Tokyo - IHS Jane's Defence Weekly 18 May 2016 South Korea will join the United States and Japan in a joint anti-missile naval exercise in late June, a source in South Korea's defence ministry told IHS Jane's on 17 May on condition of anonymity.
Seoul's decision comes amid growing provocations from the communist regime in North Korea, which has recently engaged in a series of demonstrations of military might, including a fourth nuclear test in January and the launch of a long-range rocket the following month.
If confirmed, this will be the first time South Korea joins the US-Japan missile defence drill, which this year is set to involve an Aegis warship from each country that will simulate detecting, tracking, and shooting down ballistic missiles.

"The Chinese military has been unilaterally escalating its actions in the waters near our country," Nakatani told reporters a day after a PLAN spy ship had sailed in an area just outside Japan's territorial waters near Kitadaito Island in Okinawa Prefecture in the Pacific Ocean.
"The Ministry of Defense (MoD) and the Japan Self-Defense Forces (JSDF) are concerned," the minister said, stressing that the JSDF will be prepared to firmly protect Japan's territorial land, waters, and airspace.
The PLAN vessel - identified as a Type 815 Dongdiao-class intelligence ship - entered the Japanese contiguous zone at about 3.05 pm local time on 16 June and left about an hour later, said the MoD. Japan's Foreign Ministry lodged an expression of concern with the Chinese Embassy in Tokyo over the incident.
Beijing's reaction to the statement was swift. "We really can't understand why Japan has repeatedly hyped up Chinese warships' legitimate activities recently," said China's Ministry of National Defense (MND), adding that it was "completely in accordance with relevant principles of international law for Chinese warships to sail through Japan's adjacent waters during normal navigation on June 16".
Tokyo said the Chinese intelligence ship was the same one that had entered Japan's 12 n mile territorial waters west of Kuchinoerabu Island in Kagoshima Prefecture on 15 June, marking the first time a PLAN vessel did so since a Han-class nuclear-powered attack submarine entered the waters off Ishigaki Island in 2004.
China's MND responded by saying that the ship's move was in accordance with the United Nations Convention on the Law of the Sea (UNCLOS), given that "Japan's Tokara Strait is a territorial strait used for international navigation".

Leonardo Helicopters is in discussions with the Japan Maritime Self-Defence Force for a follow-on order of a dozen Agusta-Westland AW101 rotorcraft.
Tokyo already operates seven of an eventual 11-strong fleet of the heavy helicopters configured for minesweeping missions, designated as the MCH-101, plus two of an eventual three CH-101 utility transports.
Speaking at a 17 June media briefing, Giovanni Soccodato, Leonardo’s executive vice-president for strategies, markets and business development, said the company was “close to finalising” a new contract with Tokyo.
And Stefano Bortoli, sales and marketing senior vice-president for the helicopter division, adds: “We are in discussions for an incremental batch of over a dozen new aircraft.”

The Japanese Ministry of Defense (MoD) has revealed to IHS Jane's its plans to replace the Japan Air Self-Defense Force's (JASDF's) Mitsubishi F-2 multirole fighter aircraft, which was developed in the 1990s and produced in the 2000s in a collaboration programme between Mitsubishi Heavy Industries (MHI) and Lockheed Martin.
A spokesperson said on 30 June that earlier this month the MoD issued a request for information (RFI) to international combat aircraft manufacturers as part of a study into jet fighter technologies. The RFI closes on 5 July, with the companies expected to present their information by the end of August. The MoD will make a decision regarding the "future fighter aircraft" by fiscal year (FY) 2018, which commences April 2018.
The spokesperson said the RFI is intended to support consideration of available combat aircraft as well as gauge international companies' willingness to participate in a collaborative programme as the MoD decides whether to develop the F-2 replacement indigenously or to enter a joint development programme with a foreign firm based on an existing fighter aircraft design. An import programme, followed by licenced production in Japan, is also a possibility.
The new aircraft has been dubbed F-3, with the programme led by the MoD's Acquisition, Technology and Logistics Agency (ATLA), which was launched in October 2015.
"The MoD is considering from a broad perspective including not only creating a new aircraft type but also making use of foreign aircraft in operation," said the spokesperson. "The aim of the RFI is to gain information on [foreign companies'] intention to participate in the development of a new type of aircraft and on sales of, or the future increase of capability of, existing aircraft."
The spokesperson added, "This RFI does not make any contractual obligations for future procurement as it is aimed at gaining information from companies in order to make a decision regarding the development of a future fighter aircraft."
