Italian navy to launch AW101 early warning operations in March
The Italian navy expects to begin flying operational sorties with its AgustaWestland AW101 airborne early warning and control (AEW&C) system helicopters in March, following the recent completion of radar development work by SELEX Galileo.
Introduction of the HEW-784 sensor-equipped aircraft had been delayed to support the addition of an inverse synthetic aperture radar (ISAR) function to assist with the long-range detection of maritime vessels, said Cdr Maurizio Loi, head of the navy's flight operations support office.
Completed late last year, the development and trials work demonstrated the ability to detect surface vessels from a range of up to 300km (162nm) using the ISAR enhancement, said Angelo Aprile, SELEX Galileo's head of capability, Italy.

Four AEW-configured AW101s will be used by the navy as part of a 22-strong fleet of the Anglo-Italian type. Ten have been manufactured in a maritime surveillance configuration, with the other eight roled for maritime assistance tasks.
Already delivered, the surveillance aircraft have until now been used to support anti-submarine warfare training activities. In addition to providing early warning services, they could in the future be employed as command and control assets, for example in support of personnel recovery missions, Loi told IQPC's AEW and Battle Management conference in London on 17 January.
Future development work on the HEW-784 could extend the radar's detection range in ISAR mode, and also add strip and spot modes to its overland SAR function, Aprile said.

Le programme franco-italien Horizon s'est achevé avec l'admission au service actif de la quatrième et dernière frégate de défense aérienne de ce type. Il s'agit du Caio Duilio, qui a été déclaré pleinement opérationnel le 13 janvier lors d'une cérémonie organisée dans la base navale de La Spezia. Ce bâtiment est le sistership de l'Andrea Doria, mis en service en 2011. Longs de 152.9 mètres pour un déplacement de plus de 7000 tonnes en charge, ces navires mettent en oeuvre le système antiaérien PAAMS, articulé autour de 32 missiles Aster 30 et 16 missiles Aster 15. Contrairement à leurs homologues français, qui disposent d'Exocet MM40 Block2 , les bâtiments italiens embarquent jusqu'à 8 missiles antinavire Otomat. Les Andrea Doria et Caio Duilio se distinguent également de leurs cousins tricolores par l'embarquement d'une troisième tourelle de 76mm sur le toit du hangar, là où les frégates françaises ont un second brouilleur. Pour mémoire, le programme Horizon devait initialement être tripartite mais la Grande-Bretagne s'est retirée en 1999 afin de mener seule son programme de nouveaux destroyers lance-missiles, qui a donné naissance aux T45. The Italian Navy to Receive Mission Planning & Analysis System for Its NH90 NFH Helicopters
AgustaWestland, announced that the Italian Navy will receive a Mission Planning & Analysis System (MPAS) for its fleet of NH90 NFH medium twin naval helicopters. The MPAS contract, signed between AgustaWestland and NAHEMA (NATO Helicopter Management Agency), fulfills the requirement for a multi-mission and multi-platform mission planning system that will be available in time for the early operations of the first batch of Italian Navy NH90 helicopters. The MPAS will also be compatible with similar planning systems in use by other European Armed Forces and capable of being expanded to support additional helicopter platforms and provide a secure interface.
The NH90 MPAS will support the Italian Navy in conducting mission tasks with the NH90 NFH and it will also include the capability to support multi-platform missions, therefore interfacing with the service’s AW101 helicopters. Moreover, it will provide the growth capability for supporting the future MTTH variant of the NH90 helicopter dedicated to tactical transport. The system will support the Italian Navy’s operations as well as training activities by providing the users with enhanced situational awareness, flight and mission planning functionality and a complete aircraft data upload/download capability. The system will achieve full operational readiness by the end of 2013 and it will be deployed across the main Italian Navy operating bases and vessels. AgustaWestland will assist the Italian Navy to deploy the system as part of a three year Initial In Service Support package that will guarantee the maximum availability of the MPAS stations during operations.
The MPAS is based on the state of the art AgustaWestland-designed Planning System Skyflight™, a multi-helicopter flight and mission planning solution that all AgustaWestland mission planning stations currently utilise. In particular, Skyflight is currently operated by the Royal Netherlands Navy for the mission planning of their NH90 NFH fleet and Skyflight technology is in use for the development of the UK Ministry of Defence’s AW159 Lynx Wildcat and Apache AH Mk.1 Mission Planning Systems. It is also a core element in the Flight Planning System for AW101 VVIP helicopters. Skyflight has also been delivered to the Royal New Zealand Air Force, supporting the mission planning of their AW109 LUH helicopters. The Italian Navy’s NH90s will replace previous generation helicopters for a variety of roles including anti-submarine warfare, anti-surface warfare and utility. The NH90 will give the Italian services a major increase in operational capability and mission effectiveness due to its outstanding technology and performance.

Italy committed to F-35 programme but may cut order
Italy is aiming to slash €1.45 billion ($1.9 billion) from its defence procurement spending in 2012, with its plan to acquire 131 Lockheed Martin F-35 Lightning IIs likely to be in the firing line.
It previously indicated it would order a total of 131 of the type - 69 conventional take-off and landing F-35As and 62 of the short take-off and vertical landing variant F-35B. However, more recently, defence sources have suggested a reduction to the total order of between 20-30 units, with the majority of these F-35Bs.

The procurement has come under fire in the Italian parliament for its anticipated total cost of €17.4 billion, with €2 billion already spent on the acquisition.
Despite the possible cuts to its purchase, Italy remains a key stakeholder in the Joint Strike Fighter's industrial team.
Giampaolo di Paola, the country's defence minister, on 30 January visited the site of the final assembly and check-out (FACO) facility for the JSF under construction at Cameri air base, near Novara in the north of the country.
The previous week, a Lockheed team headed by Tom Burbage, F-35 executive vice-president and general manager of programme integration, visited Rome to meet with Italy's industrial and government representatives.
The 60,000m² (646,000ft²) FACO, which incudes 20 new buildings and attendant infrastructure, is planned to be operational by the end of 2012. It will deliver the first Italian JSF, an F-35A, roughly two years later, said Burbage. The aircraft will then transfer to the USA to support the training of Italian air force pilots.
The site is earmarked to assemble and deliver around 80 F-35As for the Royal Netherlands Air Force in addition to those for Rome. It will also have the capacity to develop a maintenance, repair and overhaul and upgrade capability at a later stage.
The facility will also include Alenia Aermacchi's assembly line for wing section units, which is expected to produce around 1,200 kits for the nine-nation programme through to 2023.
Including Alenia Aermacchi, around 20 Italian companies are due to be involved in the F-35 programme.

On Feb. 7, 2012, Gen. Claudio Debertolis, head of the agency that is responsible for the procurement of new armaments, has announced that Italy has already ordered the first three Lockheed Martin F-35s.
Unit price: 80 million USD.
Talking to the lower house’s defense commitee, Debertolis explained that these first planes will cost more than the rest of the fleet since costs are going to decrease as the program, currently in Low Rate Initial Production, continues. The Italian high rank officer is particularly optimistic, as he believes that the unit price will be around 70 million each (Lockheed Martin estimates 65M USD for the F-35A and about 73M USD for the F-35B), less than the 79 million USD currently paid for the Eurofighter Typhoon and much less of the 121 million USD per aircraft anticipated in 2011. Quite surprising, since unit price is one of the JSF partner’s main concern, but possible, considering also that the Typhoon has just lost India’s mother of all tenders based on price. Although there’s no official commitment yet, the initial requirement for Italy foresaw 131 examples (69 conventional take-off and landing F-35As and 62 of the short take-off and vertical landing variant F-35Bs). Debertolis confirmed that determining how many aircraft Italy will purchase is not a current task, since it will depend on the Defense Budget Review. Nevertheless, even if the number of aircraft will be much lower than the initial 131, the MoD will work to make sure that the industry will get the expected compensation.
Italy is working on stretching deliveries and slowing purchase “a much easier task than that with the Eurofighter program, since the F-35 procurement is modular therefore delays don’t imply increasing costs” Debertolis said.
Furthermore with the recent Eurofighter defeat in India, Italy is going to stop working on the Typhoon and “divert” part (if not all) of its workforce towards the F-35, being assembled at the Cameri FACO (Final Assembly and Check Out) facility.
Finally, Debertolis has confirmed that Italy will have both A and B variants, with the STOVL (Short Take Off Vertical Landing) ones serving both the Air Force and the Navy, that will use them on the Cavour aircraft carrier.

| Que les italiens réduisent les commandes de l'un ou l'autre avion, voire les deux, ne fera qu’augmenter les coûts de chacun. Si à chaque fois qu'ils font ce constat, ils continuent dans la même veine, les mêmes causes entraineront les mêmes conséquences jusqu'à extinction totale des capacités militaires aériennes italiennes. | |

" les effectifs passeront de 183 000 militaires et 30 000 civils à 150 000 militaires et 20 000 civils;
" le nombre d'officier supérieurs ( ammiragli et gennerali ) passera de 425 à quelques 300;
" l'armée de terre conservera 9 de ses 11 brigades, le nombres des chars, véhicules blindés, l'artillerie et les hélicos va être revu à la baisse;
" la povera marina verra le nombre de ses navires de haute mer et SM passer de 24 à 14 unités, dont 4 Fremm ( au lieu de 6 ), 4 U212 ( au lieu de 6 ) les 2 Hrz et le Cavour ...

Italy cuts order for F-35 combat jets
Several nations have delayed or cut orders for Lockheed Martin's F-35 Italy is cutting an order for combat jets by more than 30% as part of the country's austerity measures. Defence Minister Giampaolo Di Paola says the nation will buy 90 of the F-35 aircraft made by Lockheed Martin. The original order was for 131 jets.
That should save Italy 5bn euros ($6.6bn; £4.2bn) from the original cost of 15bn euros.
It is just one of several measures announced by the defence minister to reduce spending.
The number of military and civilian personnel will be cut by 20% and almost a third of military bases will be closed or sold over the next five years.
Italy's announcement is the latest blow for the Lockheed Martin project which has been hit by delays and rescheduled orders.
On Monday, the US Defence Department said it would delay an initial order for 179 F-35s to allow more time for testing.
The US plans to buy 2,443 of the jets at a cost of $382bn, making it the Pentagon's costliest weapons programme
Britain is the biggest international customer and it says it will not decide how many jets to buy until 2015.

Italian Air Force’s HH-139A Enters Operational Service
AgustaWestland, a Finmeccanica company, is pleased to announce that the first of ten Italian Air Force’s HH-139A medium twin engine helicopters has entered operational service. A ceremony held today at Cervia Air Base marked this achievement. These helicopters will supplement ageing HH-212 and HH-3F helicopters in the role of search and rescue operations across the nation. The remaining HH-139As will be delivered to the Air Force by the end of this year and are the first examples of the AW139M dedicated military variant to be delivered.
Bruno Spagnolini, Chief Executive Officer, AgustaWestland, said at the ceremony “It gives us great pleasure to celebrate the operational readiness of this new aircraft, twenty years after the last helicopter was delivered to the Italian Air Force. This significant event is the first major step in support of the service’s modernization programme which will also see the HH-101 “CAESAR” replacing the HH-3F Pelicans in the Combat SAR role. The HH-139A will complement the HH-101s whilst providing a quantum leap forward in operational capabilities and cost effectiveness compared to the present fleet of HH-3Fs and HH-212s.” The HH-139A has been selected as an interim solution for the Italian Air Force’s SAR fleet replacement and modernization programme. The all new AW149, now under development, has been designed to meet a potential Italian Air Force requirement for a new medium class SAR helicopter with certification expected in 2013.
The Italian Air Force joins a number of other military customers who are already operating the AW139 including the Irish Air Corps, the United Arab Emirates Air Force and the Qatar Armed Forces. The Italian Air Force’s HH-139A features an all new heavy duty landing gear providing higher ground clearance and improved crashworthiness, secure communications suite including IFF and an integrated defensive aids suite. The aircraft is also equipped with the following role equipment - rescue hoist, search light, wire cutters, nose mounted FLIR, cargo hook, loudspeaker system and emergency floatation gear. The only new generation helicopter in its weight class, the AW139 sets new standards of performance and has the largest cabin in its category. The AW139 has a maximum cruise speed of 165 knots (306 km/h) and a maximum range in excess of 570 nm (1060 km) with auxiliary fuel tanks. The aircraft has outstanding one engine inoperative capabilities, even in hot and high operating conditions. The advanced integrated cockpit minimises pilot workload allowing the crew to concentrate on mission objectives. Almost 170 customers from over 50 countries have ordered nearly 620 helicopters to perform a wide range of roles including government missions, EMS/SAR, offshore transport, VIP/corporate transport, law enforcement and utility.

La Marina militare n'échappera aux coupes sombres dans le budget de l'Etat italien. Le ministre de la Défense, Giampaolo Di Paola, a annoncé une cure d'amaigrissement de la flotte. La composante sous-marine va être réduite d'un tiers. Ainsi, quatre sous-marins seront uniquement maintenus en service, contre six précédemment. En plus des Salvatore Todaro et Scire, deux unités du type allemand 212A construites par Fincantieri et livrée en 2006 et 2008, seuls deux autres bâtiments seront réalisés en vue d'une livraison en 2015 et 2016. Les Primo Longobardo (1993), Gianfranco Gazzana Priaroggia (1995), Salvatore Pelosi (1988), Gianliano Prini (1989) et Leonardo da Vinci (1981) seront quant à eux désarmés.

Ainsi, le ministre de la défense a annoncé que la flotte serait réduite de 18 à 10 navires seulement. Logiquement, les 8 unités du type Minerva, mises en service entre 1987 et 1991, ne seront finalement pas remplacées. La Marine militare devrait uniquement conserver les quatre patrouilleurs du type Cigala Fulgosi (2001 - 2002), les deux Sciro (2002 -2005), ainsi que les quatre Cassiopea (1989 - 1990). Des craintes existent également autour des nouvelles frégates multi-missions (FREMM), dont la première unité, le Carlo Bergamini, a été mise à flot en juillet 2011.
