Kaohsiung, Jan. 22 (CNA) The latest minehunters added to the Taiwan's arsenal were shown in public for the first time as the country's Navy held an anti-submarine drill Tuesday to highlight its combat readiness.
The exercise, which was open to the media, simulated an emergency in which the Navy dispatched a frigate from Tsoying naval base in Kaohsiung to counter a potential submarine attack by enemy forces.
The Dyihuah frigate -- one of six Lafayette-class ships purchased from France in the 1990s -- sailed into the Taiwan Strait accompanied by two retrofitted U.S.-made coastal minehunters deployed to keep the sea free of mines and two Chengkung-class frigates.
Taiwan received the minehunters last August and were exposing them to public scrutiny for the first time Tuesday.
An S-2T anti-submarine aircraft was then dispatched to locate the opposing submarine, followed by an anti-submarine S-70C helicopter sent out to deploy dipping sonar systems to confirm the location of the submarine.
The submarine was finally pushed to the surface after the S-70C launched a simulated attack by firing a torpedo, concluding the drill.
Naval officials said the exercise was held to highlight the military's efforts to stay alert and strengthen combat readiness ahead of the upcoming Lunar New Year break in February.

Taipei, Feb. 16 (CNA) Faced with the growing power of China's navy, the deployment of Taiwan's self-developed Hsiung Feng III missiles will be expanded to its Lafayette-class and Knox-class frigates.
The supersonic anti-ship missile, designed by the military-run Chung-Shan Institute of Science and Technology after nearly two decades of research and development, is already in service on the Navy's Perry-class frigate, the Chinchiang-class corvette and the Kuang Hua VI fast-attack missile craft.
A military source who spoke on condition of anonymity said the military is planning to deploy the missiles on the Lafayettes and Knoxes between this and next year.
In addition, two Perry-class frigates to be bought from the U.S. could also be equipped with the missiles.
The speed and range of Hsiung Feng III missile tops all of the Hsiung Feng series of missiles.
With the introduction of the Hsiung Feng III missile, Taiwan became the third country in the world to produce supersonic anti-ship missiles, after Russia and India.
According to media reports, the possible speed of the Hsiung Feng III missile is mach 2.5-3.0, with a maximum range estimated at 150 km-200 km, although official specifications have not been released.
Compared with the Hsiung Feng I missiles of the 1970s and the Hsiung Feng II missiles of the 1980s, the Hsiung Feng III missiles are more accurate and have better defensive capabilities.

Cassidian to Equip Taiwan with an Island-Wide TETRA Network

TAIPEI --- The Taiwanese telecommunications company Chunghwa Telecom, as the prime contractor, awarded Cassidian the contract to deploy an island-wide TETRA network in Taiwan for the Ministry of National Defense of the Republic of China (ROC). Cassidian will deliver the network and terminals via its local value-added reseller (VAR) Highpull Technology Co., Ltd. The deployment of the TETRA infrastructure across the island and the delivery of the terminals will be concluded within a timeframe of three years.
60 base stations (TB3 and TB3c) and 1,500 terminals (THR9i, TMR880i and TGR990) will be delivered for the use by the Military Police Command, which is responsible for all Military Police units and operations. Together with the existing TETRA system in Taipei, the capital of Taiwan, which was also supplied by Cassidian in 2005, a true nationwide network with almost 5,000 terminals will support the customer's operations seamlessly.

Taiwan receives upgraded E-2K early warning aircraft
Taipei, March 9 (CNA) Two upgraded E-2K airborne early warning aircraft which were sent to United States for upgrading were transported to Kaohsiung International Airport Station in southern Taiwan Saturday for follow-up tests and inspections.
In October 2008, the U.S. agreed to the first arms sales deal to Taiwan since President Ma Ying-jeou took office, which included the US$250 million upgrade of four E-2T aircraft to the Hawkeye 2000 standard.
To avoid its combat power being affected by the upgrade process, the Republic of China's military sent the four E-2T aircraft in two batches to the U.S. to be upgraded. The first batch of two E-2T sent in June 2010 returned to serve in Taiwan at the end of 2011, while the other two E-2T were sent to the U.S. in 2011. The upgrade of the four E-2T has all been completed.
In June 2010, two E-2Ts were sent to the US to undergo upgrades and were eventually redesigned as E-2Ks.
The Northrop Grumman-built E-2K is an all-weather early warning and control system platform equipped with eight-blade propellers, upgraded radar and surveillance systems, software and avionics.
The E-2K aircraft's performance is equivalent to that of the E-2C, which is in service with the U.S. Air Force.
Airborne early warning and control aircraft are airborne radar systems designed to provide functions such as early warning of the approach of low-flying enemy air attacks, guiding fighters to execute interception and control missions, carrying out regional air surveillance and electronic reconnaissance, and assisting search and rescue guidance as well as communications relay.
In recent years, airborne early warning aircraft have been widely used for search-and-rescue missions.
The Minister of National Defense said that Taiwan's overall defense network will be significantly improved following the joining of E-2ks and the integration of the nation's command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems.

Mardi, Taïwan a confirmé qu’il envisageait d’étudier la construction par ses propres moyens d’une flotte sous-marine, une décision qui suggère qu’il perd patience face à une proposition américaine bloquée depuis longtemps de fournir 8 sous-marins.
La marine taïwanaise espère présenter un rapport approfondi dans 4 ans, sur des points allant de la conception et de l’achat d’équipements aux capacités de construction, aux essais et aux évaluations, selon un communiqué du ministère de la défense. Le rapport coutera 4,7 millions $ et sera financé par le ministère.
« Cette décision est un signe important, montrant que la marine a abandonné l’idée d’acheter des sous-marins aux Etats-Unis et a décidé de les construire à Taïwan, » explique une source navale.
Selon un journal, un premier rapport indiquait que le principal chantier naval de l’île, CSBC Corporation, avait acquis les compétences nécessaires à la construction des sous-marins. Mais Taiwan n’a toujours pas le savoir-faire nécessaire pour le développement de systèmes de combat, de sonar et de tubes lance-torpilles, ajoutait-il.
La marine taïwanaise dispose actuellement d’une flotte de 4 sous-marins, mais seuls 2 d’entre eux, de construction néerlandaise, sont opérationnels. Les 2 autres ont été construits dans les années 40.

Taiwan's military is determined to develop third-generation warplanes under its own steam, as the United States remains reluctant to approve its request to procure 66 F-16 C/D jet fighters, according to local media reports.
The decision is also prompted by China's incessant military buildup, including the introduction of new high-performance jet fighters and missiles, the reports said.
Citing a newly released quadrennial defense review, the reports said the Air Force will develop a new generation of warplanes with advanced features such as stealth, long-range flight and aerial refueling abilities, and the capability of launching missiles against land targets or ships.
The Ministry of National Defense (MND) said in the defense review that China's People's Liberation Army (PLA) has stepped up the replacement of weapons systems and military equipment in its Nanjing and Guangzhou military regions, both of which are adjacent to Taiwan, in recent years.
Moreover, the report said, most PLA training programs and live-fire exercises have focused on seeking a speedy end to island conflicts in an apparent effort to prevent foreign intervention in the event of such a standoff.
The following are excerpts from local media coverage of highlights of the MND's newly released quadrennial defense review:

Ruling Kuomintang Legislator Lin Yu-fang said recently that Taiwan's determination to build indigenous submarines and new- generation of warplanes is partly driven by Washington's increasing reluctance to assist Taiwan in defending its national security.
Although the two sides of the Taiwan Strait are seeking reconciliation, China's intention to annex Taiwan has remained unchanged as reflected in repeated exposure of China-related espionage cases, Lin said.
"For our national survival, we need to build up our defense capability under our own steam," Lin said, adding that building indigenous submarines and warplanes is part of the efforts.
According to the MND's quadrennial defense review, the military is also planning to develop unmanned aerial vehicle (UAV) capable of carrying out combat and reconnaissance missions to beef up the country's air defense muscle.
Nevertheless, MND spokesman Luo Shou-he said Tuesday that the decision to build indigenous warplanes does not mean that the military has ruled out the option of procuring F-16 C/Ds or even more advanced types of jet fighters.
"We have struck a deal with the United States on upgrading our F-16 A/B fighters and will continue evaluate our need for advanced warplanes," Luo added.
According to the MND's budget plan, there are still nearly NT$500 billion (US$16.89 billion) worth U.S. weapon procurement projects to be executed over the next five to 10 years.
Meanwhile, military sources said that indigenous submarine and warplane development projects will cost an estimated NT$500 billion. (March 13, 2013).

The MND released the 2013 Quadrennial Defense Review (QDR) Monday.
It marked the second time that the ministry has issued such a reportsince President Ma Ying-jeou took office in May 2008.
The latest version contains fewer pages than the first edition unveiled in March 2009.
The most significant difference between the two editions lies in the government's stance toward the establishment of cross-strait military confidence building mechanism.
The 2009 QDR quoted Ma as having repeatedly urged China to dismantle its missile deployment against Taiwan and as having proposed a three-stage plan to establish a military confidence building mechanism.
In contrast, the 2013 edition said the conditions are not yet ripe for the establishment of such a mechanism.
The latest version instead reaffirmed the government's "economy first" principle in dealing with cross-strait relations.
Meanwhile, the 2013 review only briefly mentioned China's military buildup efforts in three pages, while the 2009 edition clearly listed China's military threats to Taiwan in eight pages.
The new version also stressed Taiwan's commitment to the international regulations of non-proliferation of nuclear weapons, saying Taiwan would never produce or use nuclear weapons.

Taiwan Gives Up On Partial F-16C/D Release Mar. 20, 2013 - 01:51PM TAIPEI — Taiwan has suspended an effort to convince the U.S. government to release a squadron of F-16C/D Block 50/52 fighter jets to cover the downtime of one F-16A/B squadron undergoing lengthy upgrades.
There were hopes the request would snowball into fulfilling a longstanding push to acquire 66 F-16C/D fighters, a U.S. defense industry source said.
Taiwan originally requested 66 F-16C/D fighters from the U.S. government in 2006, but no release has been forthcoming. Taiwan military officials argue the Air Force needs to replace 55 aging Mirage 2000-5 fighters being readied for the boneyard.
Taiwan’s Air Force has a mix of 387 indigenous, French and U.S.-built fighter aircraft: 145 F-16A/Bs, 126 F-CK-1 Ching-kuo Indigenous Defense Fighters (IDFs), 56 Mirage 2000-5s and 40 aging F-5E/Fs.
The service is preparing to retire the F-5s in five years and mothball the Mirage fighters within five to 10 years due to high maintenance costs. This will reduce the number of fighters to 271 at the same time China is increasing its fighter strength.
A Taiwan defense industry source close to Lockheed Martin said there are still rumors the Ministry of National Defense (MND) might make another push, though “it seems unlikely as there is not a lot of money in the budget for new procurements.”
A U.S. government official said, “I have not even heard this mentioned as a rumor or talk for several years.”
A senior Taiwan ministry official told Defense News, “No such discussion is taking place at MND. Our position remains clear and firm in line with official statements made” in the recent Quadrennial Defense Review (QDR) released earlier this month.
The QDR states that Taiwan will acquire or develop next-generation fighters with stealth, air-refueling, long-range and beyond-visual-range engagement capabilities. These aircraft will be equipped with advanced electronic warfare systems and air-launched anti-radiation, land attack and anti-ship missiles.
This is due to Washington’s refusal to sell F-16C/Ds and in part due to China’s recent revelation that it has two new stealth fighter programs, the Chengdu J-20 and Shenyang J-31 fighter.
Taiwan’s state-run Aerospace Industrial Development Corp. is upgrading its fleet of IDFs to carry more weapons, more fuel and reinforced landing gear. Possibly expanding the design into a stealthy fighter has been discussed for years, but with little progress.

ca serait intelligent s´ils privent washington de la carte de pression des 66 F16 envers la chine et developent le leur,a un certain moment la patience prend fin ca pourrait en effet pousser les US a reconsiderer leur decision avant qu´il soit trop tard

Taiwan Army orders UH-60M operational flight trainers from L-3 Link 11 April 2013 L-3 Link Simulation & Training (L-3 Link) has been awarded a contract for production and delivery of the UH-60M Black Hawk operational flight trainers (OFTs) to the Taiwan Army.
Awarded by the US Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) as part of a letter of agreement (LOA) signed with Taiwan, the contract covers supply of two UH-60M OFTs similar to those used on the US Army's Flight School XXI programme.
L-3 Link president Lenny Genna said the advanced technology flight simulators would enable UH-60M aircrews to receive aircraft-equivalent training for all modes of flight.
"The delivery of the OFTs will enable the Taiwan Army to conduct pilot training commensurate with the US Army's Flight School XXI training capability," Genna said.
The company also secured a one-year contract, with a one-year option, for provision of contractor logistics support for maintenance of the UH-60M simulators and support equipment.
Equipped with a Taiwan geo-specific database solution, each UH-60M OFT system will realistically replicate a high-fidelity virtual environment providing high-definition, dynamic training scenarios to the aircrews.
Moving on a six-degree-of-freedom electric motion system, each trainer can accurately simulate the helicopter's subsystems, such as engines, electrical, hydraulic, navigation and communications systems, as well as survivability equipment.
Trainee pilots will also be able to use actual night vision goggles (NVGs) while conducting simulated night time missions.
The first UH-60M OFT is scheduled to become training ready in late 2014 as the army begins to take deliveries of initial UH-60M helicopters, whereas the second simulator will commence pilot training during the first quarter of 2015.
The Taiwan Army's Shinshou Training Facility will host the first simulator, while the second trainer's location has yet to disclosed.

Taiwan mulls contingency after F-5 jets retire in 2019
TAIPEI, Taiwan -- The military is mulling contingency plans following a decommissioning of existing F-5 fighter jets that is expected to take place in 2019, Defense Minister Kao Hua-chu (高華柱) said yesterday.
“The Air Force will consider all possible options (in the wake of the decommissioning of the F-5s),” Kao said yesterday in the Legislative Yuan.
The minister made the comments in response to a lawmaker's question on what measures the military will take to fill a possible gap in the nation's air defensive capability after the aging F-5s are officially retired.
During a legislative hearing yesterday, ruling Kuomintang (KMT) Legislator Lin Yu-fang (林郁方) said the military is scheduled to decommission all of its F-5 fighters in 2019, which have been the backbone of the Air Force for more than 30 years.
He expressed concern over what kind of contingency plans the Air Force has prepared for the departure of the aging jets.
The lawmaker further asked Kao if the ministry is mulling whether to purchase F-16C/D fighters or more advanced F-35s to fill the air defense gap.
In response, Kao, who fielded questions during the hearing, said the military will continue to purchase advanced defense technologies beyond its existing F-16A/Bs to boost the defense capability of local armed forces.
Kao was at the Legislative Yuan to brief lawmakers on the self-sustainability of national defense research and technology.
Taiwan started deploying the U.S.-built F-5 jets in 1974, but the aircraft were later relegated to training and intelligence gathering missions after the Air Force acquired new fighter jets, such as F-16s and Mirage 2000-5s, in the 1990s.
According to military sources, F-5s perform well in low-altitude dogfights.
The planes were often used to simulate enemy aircraft in training drills, but they are now mostly used on training missions.
At its height, Taiwan had a fleet of 66 F-5s, but through both accidents and decommissioning, only 32 are currently in service.
More than Half of Weapons Used are MIT: Kao
Meanwhile, Kao yesterday said more than half of the armaments and weapons systems currently deployed are self-developed.
Only 45 percent of the weapons are imported from foreign countries, mostly from the United States, he added.
Most of the armaments are developed and manufactured by the Taoyuan-based Chung Shan Institute of Science and Technology (中山科學研究院), the ministry's main research and development institute.
But due to Taiwan's limited international space, Kao said it is not possible for these locally made defense technologies to be sold on the global market.
