07:46 GMT, October 2, 2012 FORT WORTH, Texas | Lockheed Martin was awarded a contract valued up to $1.85 billion by the U.S. Government to initiate the upgrade of 145 Block 20 F-16A/B aircraft for the Republic of China (RoC). This retrofit program will include the addition of an Active Electronically Scanned Array (AESA) radar, embedded global positioning, as well as upgrades to the electronic warfare and other avionics systems of Taiwan’s F-16s.
Lockheed Martin has a proven track record of upgrading more than 1,000 existing F-16s for a combination of the U.S. Air Force and international customers. Most recently, Lockheed Martin was named the prime integrator to upgrade the USAF F-16 fleet. Both new upgrade programs will be based on the F-16V configuration announced by Lockheed Martin earlier this year.
“Lockheed Martin looks forward to a continued partnership with the Republic of China in upgrading their F-16s,” said Jeff Babione, vice president and general manager of the F-16/F-22 Integrated Fighter Group. “Based on elements of the F-16V configuration, Taiwan’s air force will receive the most advanced F-16 upgrades. The F-16 is the choice of 26 nations. More than 4,500 aircraft have been delivered worldwide from assembly lines in five countries. The F-16 program has been characterized by unprecedented international cooperation among governments, air forces and aerospace industries. Major upgrades to all F-16 versions are being incorporated to keep the fleet modern and fully supportable over the aircraft’s long service life.

Taipei, Oct. 6 (CNA) An Air Force official said Saturday that a suspension of the country's Mirage jet fighters after a fatal crash in France will likely be lifted next week at the earliest.
Taiwan grounded its fleet of Mirage fighters following a crash in France Wednesday, in which a Taiwanese pilot died while undergoing training on the warplanes.
Lt. Gen. Wu Wan-chiao, director of Air Force Command's Department of Political Warfare, said the French authorities have been decoding the black box of the crashed aircraft and will have initial results of their investigation in the next few days.
The Air Force will then conduct an examination of its Mirage jet fighters in accordance with the investigation's findings and will likely resume Mirage operations next week, he said.
The Air Force grounded all of Taiwan's Mirage jet fighters Thursday after Lt. Col. Wang Tung-yi, 37, died during training operations at the Luxeuil-les-Bains airfield in eastern France the previous day. The Air Force has also sent a team to France to help investigate the crash.
Wang's Mirage 2000-5 lost contact shortly after take-off in the French airfield and crashed into a wooded area some 500 meters from a group of houses.
Taiwan bought 60 Mirage 2000-5 planes in 1992 from French firm Dassault Aviation.
Under the terms of the arms deal, Taiwan sends a pilot to France biennially on a two-year training program and France is responsible for any unintended accidents that occur during training operations, Wu said.
The French air force has said Wang was an experienced pilot who had logged 1,300 hours of flying time. Wang arrived in France in 2010 and was set to finish the program in November, Air Force officials said.

Les applications cartographiques, qui fonctionnent avec des images satellites, comme par exemple Google Maps, peuvent parfois révéler l’existence ou encore donner des détails sur des sites militaires confidentiels.
C’est ainsi qu’en décembre 2011 que Flight Global a prétendu avoir découvert une base jusque-là inconnue dans le Nevada, plus précisément à Yucca Lake, sur laquelle la CIA, selon le site spécialisé, mènerait en secret des essais de drones.
En règle générale, les autorités militaires obtiennent de la part des entreprises concernées que les prises de vue de sites sensibles soient floutées. C’est ainsi le cas, en France, pour les bases ayant trait à la dissuasion nucléaire ou aux installations de la DGSE. Toutefois, une telle mesure ne peut être que demandée qu’a posterori pour les emprises censées rester secrète, sinon, ce serait justement trahir leur existence.
Cela étant, la révélation inopinée d’installations militaires confidentielles et sensibles ne sont pas rares. La dernière affaire en date concerne l’armée taïwanaise et l’application Plans, développée par Apple afin de remplacer Google Maps pour la dernière version de l’iPhone.
Bien que cette dernière a été abondamment critiquée pour son imprécision à la limite du gag (la ville de Berlin a, par exemple, été localisée dans l’Antarctique…), elle a toutefois mis les militaires taïwanais dans l’embarras en raison des informations qu’elle a rendu disponibles au sujet d’une base situé dans le nord de la province de Hsinchu et dont l’existence aurait dû rester confidentielle.
L’affaire, relayée par le site c|net, a été mise au jour par le journal taïwanais Liberty Times, qui a diffusé des images de ce site. Ce qui a permis d’en savoir plus à son sujet. Ainsi, il s’agit d’une base abritant un radar à haute fréquence qui, commandé auprès du groupe américain Raytheon en 2003 pour 1,23 milliard de dollars, doit permettre de repérer d’éventuels départs de missiles en Chine. “En ce qui concerne les images prises par les satellites commerciaux , légalement, nous ne pouvons rien faire à ce sujet”, a expliqué le porte-parole du ministère taïwanais de la Défense. “Mais nous allons demander à Apple de réduire la résolution des images satellitaires de certains établissements militaires confidentiels, comme nous l’avons fait avec Google par le passé”, a-t-il ajouté.

Apache helicopter pilots, crew to begin training

The Taiwanese army earlier this year took delivery of the first of 30 Apache combat helicopters from the US and next month pilots and crew will begin training on the platform, which recently received a new designation from the US Army.
As a result of the significant upgrades made to the AH-64D Block III Apache during its development, the US Army recently decided to re-designate it the E model. To date, 25 AH-64Es have been delivered to the US Army and Taiwan received its first delivery during a low-key handover ceremony at Boeing Co’s Mesa facilities in Arizona in May.
According to Aviation Week, training for Taiwanese pilots and crews is expected to begin next month.
Following approval by the US government in August of contracts for full production of the helicopter, Boeing is now building four AH-64Es per month for the US Army, which plans to buy a total of 690, and three for foreign military sales (FMS). The US has also notified Congress for the sale of eight AH-64Es to Indonesia, 22 to Qatar and 22 to India, the latter under a non-FMS “hybrid” agreement.
If tests at the Naval Air Station China Lake in California last year are any indication, Taiwan’s AH-64E will be a far more formidable combat helicopter than its predecessors. During the drills, the E model reportedly countered realistic air defense threats and was able to maintain its position, unlike the Block II Apaches, which was “shot down” in similar exercises.
“The Block III absolutely frustrated these folks that operate these [air defense] systems,” Colonel John Lynch, attack helicopter manager at Army Training and Doctrine Command, told Aviation Week.
This was partly due to the aircraft’s ability to operate at lower altitudes and thus evade radar systems arrayed against it.
Part of the Echo model’s advantages are its improved composite main rotor blades, which are 15cm longer than those used on older models, as well as a new tip design and General Electric T700-GE-701D engines, all of which give the aircraft improved aerodynamic performance.
The AH-64Es’ new power-to-weight ratio also makes it safer for operations at low-levels and gives it a performance similar to that of the AH-64A, which was significantly lighter than the AH-64D Block II model, Lynch told Shephard Media, a defense and aerospace publication.
Taiwan’s 30 Apache helicopters, administered under a program named “Sky Eagle,” were included in an October 2008 notification to US Congress for about US$2.5 billion. Full delivery of the multirole attack helicopters is expected to be completed in 2017.

Taiwan begins building prototype missile boat
Taipei, Nov. 5 (CNA) A Taiwanese shipbuilding company commissioned by the Navy has begun building a prototype missile boat for Taiwan, as part of the country's efforts to counter the military threat from China, a defense official said Monday.
The prototype will be around 450 tons, Defense Minister Kao Hua-chu said in the Legislature's Foreign Affairs and National Defense Committee, but declined to discuss any further details of the project.
He was responding to a legislator's question on whether the prototype will be outfitted with locally developed anti-ship missiles, the Hsiung Feng (Brave Wind) III and Hsiung Feng II, as reported in the local media.
The reports are not entirely true, Kao told the committee, in response to the question by Legislator Lin Chia-lung of the opposition Democratic Progressive Party.
Indigenous weapons will be fitted on the prototype in order to beef up Taiwan's defense capabilities at a time when China is expanding its naval fleet and developing aircraft carriers, the minister said, but he did confirm whether the Hsiung Feng III and Hsiung Feng II missiles will be included.
Taiwan's Lung Teh Shipbuilding Co. began building the prototype missile boat earlier this month and is expected to complete the project in November 2014, according to the Navy.
With a range of about 150 kilometers, the supersonic Hsiung Feng III has been described as an "aircraft carrier killer." It is manufactured by the Chung-Shan Institute of Science and Technology in Taoyuan, the defense ministry's main research and development unit.

The two Oliver Hazard Perry-class frigates, now serving in the US navy, will be delivered to Taiwan by 2015, Kao said while answering questions in parliament.
"The defence ministry has decided to take the two Perry-class frigates. It is a good bargain," Kao added, according to a statement released by Lin Yu-fang, the legislator who raised the question.
The two warships, estimated to cost a total of about TW$7 billion (US$240 million), will replace two of eight now ageing Knox-class frigates which Taiwan acquired in the early 1990s, Kao said.
Beijing put its first aircraft carrier into service in September this year amid escalating tensions over Tokyo-controlled islands in the East China Sea, which Taiwan also claims.
Ties between Taiwan and its former rival China have improved markedly since Ma Ying-jeou of the China-friendly Kuomintang party became president in 2008 on a platform of ramping up trade and tourism links. Ma was re-elected in January for a second and last four-year term.

Taipei, Nov. 12 (CNA) Taiwan has recently completed trials of a long-range version of the locally developed Hsiung Feng (Brave Wind) III missile, the local media reported Monday.
The Chinese-language United Daily News reported that the Chung-Shan Institute of Science and Technology in Taoyuan, the defense ministry's main research and development unit, completed last month trials of the long-range version of the supersonic anti-ship missile, which can reach a range of 400 kilometers.
Ministry of National Defense spokesman Maj. Gen. Luo Shou-he declined to comment on the report.
The paper said the weapon would beef up Taiwan's defense capabilities.
The existing Hsiung Feng III missile, outfitted on military craft such as the Chengkung-class frigates, has a range of 150 km. Also developed by the Chung-Shan institute, the weapon is described as an "aircraft carrier killer."
Asked whether the long-range Hsiung Feng III will be fitted on Taiwan's naval frigates, Luo also declined to comment.

RED FLAG:While fears of Beijing’s reaction scuttled the plan, insiders believe that Taiwanese pilots will be able to eventually participate in the large-scale military exercise
Taiwanese air force pilots came very close this year to participating for the first time in a highly realistic and high-intensity combat training exercise in the US, but a last-minute decision by Washington prevented them from doing so over fears of Beijing’s reaction, a defense magazine reports in its current issue.
According to the Chinese-language Asia-Pacific Defense Magazine, Taiwanese F-16 pilots were invited to participate in the RED FLAG 12-4 combat exercise held in July, but after a “careful assessment” by senior White House officials, the US side canceled the invitation over fears of China’s reaction and a potential impact on bilateral ties.
Held at the Nevada Test and Training Range north of Las Vegas, the RED FLAG combat training exercise, which has been held since 1975, involves air forces from the US and its allies.
The drills are orchestrated by the US 414th Combat Training Squadron and include as many as 1,900 possible targets, realistic threat systems and an opposing “enemy force” that “cannot be replicated anywhere else in the world,” Nellis Air Force Base says on its Web site.
The exercise involves command, control, intelligence and electronic warfare, as well as night missions, and all four branches of the US military take part.
A typical RED FLAG exercise includes fighter, bomber, air superiority, reconnaissance, electronic warfare as well as airlift aircraft.
Over the years, a number of US allies, including South Korea, Singapore, Sweden, the UK, Colombia and Saudi Arabia, have taken part, but Taiwan has yet to join.
Taiwanese officials based in the US have been seeking to increase the level of cooperation between their countries’ armed forces and their efforts were reportedly behind the decision to invite Taiwan to participate in this year’s exercise.
The air force has long hopes its F-16 pilots, who have been receiving training at Luke Air Force Base in Arizona since the 1990s, when Taiwan purchased 146 F-16A/Bs from the US, could participate in RED FLAG to test their skills, learn joint concepts and gain precious operational experience.
Despite longstanding defense ties between Taiwan and the US, Beijing strongly opposes joint training between the Taiwanese military and the US or its regional allies. Nevertheless, US military officers often participate as observers during military exercises held in Taiwan.
Citing unnamed insiders, the report said that despite the setback, both sides would continue to work together to secure Taiwan’s participation, adding that the agencies involved were confident that Taiwanese pilots would eventually be able to take part.
To compensate for the absence of Taiwanese pilots, the first Tien Lung exercise was held in Hualien and Taidong from Nov. 10 through Nov. 16, which mirrored the routines performed during RED FLAG, including a “training acceptance test” carried out by all the major fighter wings.
The test required all participating wings to draw lots to decide their simulated enemies before conducting various air combat drills, including day or night target intercepts, joint air-defense operations, air-to-ground and air-sea skills against possible tactics employed by the People’s Liberation Army.
These wings worked in coordination with combat control teams, including ground radar stations and E2K Hawkeye 2000, and air defense units.

TAIPEI — Taiwan plans to complete the first stage of an ambitious plan to upgrade its fighter jet force by the end of 2013, in an effort to maintain a credible deterrent against China into the 2030s.
Some 60 of Taiwan's Indigenous Defence Fighters (IDFs) will be upgraded and ready for deployment within 12 months, according to a report submitted to Parliament by the defense ministry.
The aircraft will be equipped with enhanced radar, avionics and electronic warfare capabilities, along with a locally-produced cluster bomb, according to the report.
The remainder of the country's 127-strong fleet of IDFs will be upgraded by 2017, the report said.
Taiwan deployed the IDFs in 1992 and the upgrade, which kicked off in 2009, will extend the service life of the aircraft for about another two decades according to the report, which was submitted to parliament last week and made available Dec. 31 to AFP by a legislator.
The United States last year agreed to equip Taiwan's 146 aging U.S.-built F-16 A/B jets with new technologies in a $5.85 billion deal that irked China.

Taipei, Jan. 5 (CNA) Taiwan's new early warning radar system covers nearly 360 degrees and a reconnaissance distance as far as 3,000 nautical miles that helped Taiwan detect North Korea's rocket launch even minutes earlier than Japan, a source with the Air Force has said.
The long-range early warning radar system helped the nation detected North Korea's rocket launch shortly after it blasted off Dec. 12, the source said.
The long-range early warning radar system installed at Loshan in Hsinchu County was formally inaugurated last month.
The source said that Taiwan's long-range radar can even collect information of some areas in Northeast Asia and Southeast Asia, including the disputed Diaoyutai Islands in the East China Sea and Taiping Island, the largest island in the Sprately Islands in the South Sea.
The Diaoyutai Islands, located about 100 natuical miles northeast of Taiwan, is under Japan's administrative control since 1972 , but is also claimed by Taiwan and China.
The budget of the U.S.-built radar system was increased by another US$200 million last year to more than NT$40 billion (US$1.38 billin), an mount the Air Force found unacceptable and has asked for an arbitration.
Statistics showed that the system is more powerful than those of the same type currently in service in the United States, according to the source.

Taipei, Jan. 8 (CNA) The United States will sell Patriot Advanced Capability-3 missiles to Taiwan in 2015 and this is Washington's firm promise, visiting U.S. Senator James Inhofe said Tuesday.
Prior to that sale, the U.S. will sell Taiwan 30 Apache attack helicopters this year and 60 Black Hawk transport helicopters in 2014, Inhofe said during a visit to President Ma Ying-jeou at the Presidential Office.
The co-chairman of the Senate Taiwan Caucus, a body consisting of senators friendly toward Taiwan, said the arms sales promises, as well as the 1979 Taiwan Relations Act, are part of Washington's promise to Taiwan, although he added that Washington should do more to implement the act.
For his part, Ma recounted that former U.S. President George W. Bush approved the sale of a batch of arms to Taiwan five months after he took office in his first term, a decision that was maintained by President Barack Obama.
Ma said that during the first three years of his first term, Washington sold US$18 billion-worth of arms to Taiwan, which was the largest sale since 1979 and proof that the U.S. is honoring its promise to help Taiwan protect itself.
Noting that more than 47 senators and 181 representatives have written to Obama urging him to sell F-16 C/D fighter jets to Taiwan in the last two years, Ma said Taiwan's security is a cause of great concern to its friends in the U.S. Congress.
Ma reiterated during his meeting with Inhofe the country's proposal to shelve its disputes with Japan over the Diaoyutai Islands in the East China Sea and explore resources around the islands jointly.
Inhofe arrived in Taipei earlier in the day at the head of a 19-member congressional delegation for a two-day visit.
During a dinner party hosted by Legislative Speaker Wang Jin-pyng later in the day, Inhofe was quoted by Legislator Lin Yu-fang as assuring Wang that he will convince a majority of U.S. senators to support Taiwan's request to buy the F-16 C/Ds.

Taiwan set to receive six attack helicopters
Taiwan is expected to receive six Apache attack helicopters in October, military sources said.
The six AH-64Es will be the first batch of an order of 30 of the most advanced US attack helicopters that the military bought for NT$59.31 billion (US$2.04 billion at current exchange rates) in 2008. The last batch is planned to be delivered before July 2014.
The contract to build the helicopters was awarded to US manufacturer Boeing in October 2010 and the first one came out of the Boeing hangar in Mesa, Arizona, last year in a ceremony presided over by Army Commander General Lee Hsiang-chou (李翔宙).
Pilots and maintenance crew have been sent to the US to learn how to fly and maintain thenew fleet.
The Apache helicopters have played a vital role in US operations in Afghanistan and Iraq and have been upgraded from models A to B, C and D based on the US experience in those theaters.
The model E is the latest and most advanced version.
In addition to its powerful attack capability, the AH-64E can serve as an operations management platform and can control several unmanned drones simultaneously.
According to information provided by Boeing, the model E can carry a maximum load of 10 tonnes and has a maximum speed of 365kph, a cruising speed of 265kph and an effective range of 480km in radius.
The helicopter is virtually an airborne arsenal.
In addition to a 30mm automatic cannon with 1,200 rounds of ammunition, it is armed with 16 Hellfire Missiles and four air-to-air missiles.
It can be fitted with Stinger Missiles, Sidewinder Missiles or TOW Missiles, depending on mission requirements.
It is equipped with a new four-blade rotor that improves the helicopter’s speed and lift ability, with less noise.
The US Army took delivery of its first AH-64E only at the end of 2011, and Taiwan will be the first country other than the US to deploy the helicopter.
