The Navy Command said in a press release that the price and date of delivery will not be decided until after the U.S. Congress passes legislation allowing the transfer.
It denied a news report saying that the proposed acquisition includes a "mini-Aegis" fire control system and a vertical launch surface-to-air Standard I missile system.
Neither system was ever requested, the Navy Command said.
It was responding to a report in the Liberty Times Monday saying that the ships will be delivered to Taiwan's Navy next year at a total price of NT$600 million (US$20 million).
The paper said that Taiwan wants to replace its fleet of eight U.S.-made Knox-class frigates built in the 1960s.
The United States has eight Perry-class vessels, currently deployed by the U.S. Coast Guard, that are slated for decommissioning in fiscal 2013. Taiwan managed to secure only two of them, with the rest going to other U.S. allies, the paper said.
The 4,100-ton frigates will take over part of the anti-submarine mission currently shouldered by the Knox-class fleet deployed along Taiwan's eastern coast.
It will mark Taiwan's first acquisition of the Perry-class frigate from the United States, although eight were built under U.S. authorization in Taiwan. Called the Cheng Kung-class, the ships were deployed by the ROC Navy between 1993 and 2004.

Taiwan’s chief of general staff General Yen Ming was named defence minister on Wednesday following the resignation of his predecessor over plagiarism claims just six days after taking office.
Yen, 63, who has served a number of top positions in the armed forces including the air force chief, replaced scholar-turned-minister Andrew Yang who resigned on Tuesday, the cabinet said in a statement.
Yang served the shortest cabinet term in Taiwan’s history following his surprise resignation after an opposition legislator and a university instructor came forward to accuse him of plagiarism over an article published in a book in 2007.
They claimed that the article, an analysis on the People’s Liberation Army that had both Yang and a friend’s name on it, plagiarised material from a mainland Chinese magazine, which was an translation of a foreign scholar’s work.
“I didn’t know that he (his friend) had plagiarised much from an article printed in a mainland magazine. This was my personal error. I want to apologise,” Yang told a press conference late on Tuesday.
Yang said he told President Ma Ying-jeou and Premier Jiang Yi-huah that he was resigning because “my personal error has undermined the government’s and the military’s honour when the government and the military are facing huge challenges”.
Observers said Yang’s resignation dealt another blow to the military, after his predecessor Kao Hua-chu was forced to resign last week amid mounting public outrage over the death of a young conscript in an alleged military abuse case. Yang was then promoted from deputy minister to replace Kao.
A total of 18 military officials have been indicted over Hung’s case after military prosecutors found that corporal Hung Chung-chiu, who died of heatstroke on July 4, had been subjected to “cruel and abusive” punishment in the form of excessive exercises.
Hung was sent to solitary confinement and ordered to do exercises for bringing a camera phone onto his army base and for defying some duty assignments. He was refused water by one superior during the punishment despite being close to collapse, according to the indictment.
His family said he had previously filed complaints about other abuse meted out by his superiors.
Yang, who did not come from Taiwan’s military ranks and was an academic before he joined the government, had won praise for his patient and humble approach to those protesting over Hung’s death.

In yet another sign that Taiwan is taking the threat of a Chinese sea attack seriously, the Taiwan Navy this week introduced a land-based version of the indigenous Hsiung Feng “Brave Wind” 3 (HF-3) supersonic anti-ship cruise missile at the Taipei Aerospace & Defense Technology Exhibition (TADTE).
Designed by the Armaments’ Bureau's Chung Shan Institute of Science and Technology (CSIST), the HF-3 “carrier killer” was the highlight of TADTE 2011, where it was showcased as a direct response to China’s first aircraft carrier, the Liaoning, which had just embarked on its maiden sea trial. The display showed an aircraft carrier that bore a striking resemblance to the Liaoning being repeatedly struck by HF-3 missiles.
Production of the ramjet-powered supersonic anti-ship missile began in 2007. Since then, Cheng Kung-class (Perry) and Ching Chiang-class vessels have been outfitted with the HF-3, which can reach targets within a range of 130km. A new 500-ton radar-evasive fast attack corvette, which is also featured at TADTE 2013, will also be outfitted with the HF-3.
TADTE 2013 runs from Aug. 15 through Aug. 18 at the World Trade Center Exhibition Hall 1.

Until this week, the Ministry of National Defense had not confirmed the existence of a road-mobile launcher for the HF-3. According to officials, the launch canisters are the same as those used in the sea-based version. Defense News reported that the vehicle was built by DAF Trucks, a Dutch company. A similar-looking road-mobile launcher for the CSIST’s Hsiung Feng IIE (HF-2E) land-attack cruise missile has also entered service in the past year.
Navy personnel at the show said the road-mobile launcher was still in the prototype stage and would not discuss the expected deployment timeline or how many launchers are expected to be introduced.
The addition of a land-based HF-3 component will add depth to Taiwan’s ability to counter the threat of an amphibious attack by China. Among other things, road-mobile launchers are more easily concealable than large sea vessels and can be dispersed around the island. This will increase the HF-3’s survivability, which is currently limited by the fact that ships limited to a few naval ports are highly vulnerable to missile and air attacks by the People’s Liberation Army (PLA).
Another highlight of this year’s TADTE is the Navy’s fast-combat support ship. Under development by the Naval Shipbuilding Development Center (NSDC) and Ship Ocean Industries R&D Center (SOIC) since 2011, the support ship is now being built by Chinese Shipbuilding Corporation (CSBC). According to officials present at the booth, the Navy intends to build only one ship. Based on the information provided at the display, the ship is 196 meters long and 26.87 meters wide, with an operational range of 8,000 nautical miles and displacement of approximately 10,000 tons. It will reportedly have better replenishment capabilities, greater mobility, and self-defense capabilities. It also features a helipad in the aft section.
According to recent reports, CSBC will also soon begin construction of six domestic mine-sweeping vessels.

P-3C maritime patrol aircraft to arrive in Taiwan
The first of a batch of marine patrol aircraft purchased from the US will arrive in the country today or tomorrow depending on the impact of Typhoon Usagi, according to media reports.
The Chinese-language Apple Daily reported yesterday that according to the air force, the P-3C Orion will take off from the US and stop in Guam or Hawaii before arriving at Pingtung Air Force Base.
The aircraft will be flown by US pilots with Taiwanese air force personnel on board, the report said.
The manufacturer, Lockheed Martin, has posted pictures of the P3C carrying Republic of China Air Force markings, the report said.
The military has said that Taiwan would take delivery of four P-3Cs by the end of this year, which will bolster anti-submarine capabilities. The aircraft will be the first of 12 to be delivered by the end of 2015.
The P3Cs and associated equipment and services, worth US$1.96 billion, are part of an arms deal valued at US$2.23 billion announced by the US in 2007.
A new facility has been built in Pingtung County for the repair and maintenance of the P-3Cs. The 26 S-2T aircraft that currently fulfil maritime patrol duties, which were purchased in 1986, can only remain airborne for four hours, compared with the P-3C’s 12 hours. In addition the P-3C has a range of 2,800 nautical miles (5,185km) compared with the S-2T’s 450 nautical miles.

Surface-to-air and anti-ship missile systems to be tested
TAIPEI, Taiwan -- A live-fire exercise featuring two of Taiwan's main missile systems will be held later this week at sea off the island's east coast to showcase the armed forces' defense capability, local media reported yesterday. The exercise, to be held on Sep. 26 and 27, will feature the U.S.-made Standard Missile 2 (SM-2) surface-to-air missile and the locally developed Hsiung Feng III (HF-3, 雄風三型飛彈) “Brave Wind” surface-to-surface supersonic anti-ship missile, two Chinese-language newspapers reported yesterday.
During the upcoming exercises, the Navy will send its Kidd-class destroyers to test-fire the SM-2 surface-to-air missiles deployed on the warships, reports said.
The scheduled drills were originally set to be held yesterday and today, the reports quoted unidentified military sources as saying. But Typhoon Usagi, which devastated the country over the past weekend, prevented the drills from being held as scheduled.
The military, therefore, decided to postpone the drills until later this week.
The drills are to be held to showcase Taiwan capability to fend off Chinese forces in case of invasion, sources were quoted in the reports.
Chinese military aircraft and vessels are often spotted in Taiwan's waters and airspace. The military wishes to make use of the upcoming drills to show its determination to defend the nation, sources said.
SM-2 and HF-3
Taiwan bought a batch of SM-2 missiles together with four Kidd-class destroyers from the U.S. in 2005. The SM-2 missile has a maximum operational range of 170 km and a speed of Mach 3.5.
Meanwhile, the HF-3 are locally developed by the military's top research unit, the Chung Shan Institute of Science and Technology. They were made public during a drill in 2007.
The HF-3 is designed to penetrate an enemy vessel's hull before exploded inside the ship to cause greater damage, local experts previously told local media. It reportedly reaches speeds between Mach 2.5 and Mach 3, and has a range of between 150km and 200km.
The HF-3 is hailed by local military experts as “an aircraft-carrier killer” in response to the Chinese deployment of their first aircraft carrier. The Chinese People's Liberation Army (PLA) commissioned the Liaoning (遼寧號) on Sept. 25, 2012 after it underwent successful sea trials. Foreign experts have predicted that it is expected to be fully operational by 2017.

Taiwan will mass-produce Wan Chien cluster missiles starting in 2015, two or three years ahead of schedule, Chinese Nationalist Party (KMT) Legislator Lin Yu-fang (林郁方) said yesterday.
Lin said in a press release that he had been recently briefed by the Ministry of National Defense of the change to the production schedule, which he said could save the treasury NT$2 billion (US$50 million).
The Wan Chien missiles, whose name literally means “10,000 swords,” were developed by the military-run Chungshan Institute of Science and Technology and are seen as a weapon that could help the air force strike long-range targets, such as airports in inland China.
Lin said that missile integration and testing on the AIDC F-CK-1 Ching-kuo, also known as an Indigenous Defense Fighter (IDF), was completed in March.
In addition, the air force finished assessing how the missiles would meet its operational requirements in May and completed a systematic evaluation of the project last month, Lin added.
The air force has fitted the Wan Chien missiles on 40 upgraded IDF’s at the Taiwan Air Force Base, Lin said, adding that a total of 127 IDFs, scheduled to be modernized by 2017, will be equipped with the missiles by then.

Despite warming ties, Beijing still refuses to rule out the use of force to reunify with Taiwan and has been strengthening its own forces. "The Chinese mainland's military might keeps growing at a fast pace in the past few years, posing a grave threat to Taiwan," deputy defence minister Yen Teh-fa told reporters on the sidelines of the US-Taiwan Defence Industry Conference in Annapolis, Maryland from September 29-Oct 1. The conference, the 12th since 2002, discussed Taiwan's Quadrennial Defence Review and examined the island's defence needs against an increasingly assertive Chinese military, Taiwan's state Central News Agency reported. Regarding hoped-for weapons acquisitions from the United States, the island's leading arms supplier, Yen said Taiwan now gives priority to submarines. In April 2001 then-President George W. Germany and Spain have reportedly declined to offer their own designs for fear of offending China. The Taiwanese navy currently operates a fleet of four submarines, but only two of them could be deployed in the event of war. The other two were built by the United States in the 1940s. Taiwan is also looking for fighter aircraft more advanced than the current F-16s, Yen said.
