non si tu lis bien ils veulent des subs conventionels US deja accordés par Bush en 2001..le probleme c´est qu´ils n´en construisent plus depuis +40 ans,voila ce que dit l´article
les allemands et espagnols ont refusé toute offre de vente pour ne pas froisser la chine,ce qui les a poussé a coller aux US
sinon ils n´ont pas besoin de quelconque accord,ils peuvent demander aux francais pour les Scorpene mais leurs antecedants conflictuels -affaire fregattes- doit etre penalisant.

Taiwan to receive more anti-submarine aircraft this year

Taipei, Oct. 16 (CNA) Taiwan will take delivery of three more submarine-hunting aircraft from the United States by the end of this year, as part of an order for 12 P-3C anti-submarine aircraft, the military said recently.

Taiwan took delivery of its first P-3C on Sept. 25, when the aircraft arrived at an air base in Pingtung Country from Guam. It was flown to Taiwan by American personnel for liability reasons, with Taiwanese military staff along for the flight, Air Force sources said.

According to the schedule, five more P-3Cs will be delivered to Taiwan in 2014, and another three in 2015, when the P-3C fleet will be commissioned, the Air Force said.

The Air Force is planning to build new hangars at the Pingtung air base to accommodate the P-3Cs, which will be used by the Air Force's 439th Combined Wing based in Pingtung, it said.

Capable of staying up in the air for 12 hours with a range of 2,800 nautical miles, the P-3Cs will help upgrade the military's anti-submarine warfare capabilities, according to the Air Force.

The P-3Cs will replace a fleet of 11 S-2T anti-submarine aircraft that has been in service for more than 40 years, the Air Force said.

"The S-2Ts will be totally decommissioned in 2017," the Air Force said, adding that the components and engines will be removed from the decommissioned aircraft and donated to private groups for exhibitions or sold to schools for educational purposes.

The P-3C is said to be the most capable of Lockheed's P-3 submarine-detecting aircraft.

The U.S. government approved the sale of the 12 P-3Cs with T-56 turboprop engines and related equipment and services in 2007 and estimated the price of the package at US$1.96 billion.

Taiwan to get first batch of new Apache helicopters in November

Taipei, Oct. 17 (CNA) Taiwan is expected to get six Apache attack helicopters from the United States in early November, a military source said Thursday.

The six AH-64Es will be the first batch of an order of 30 of the advanced U.S. attack helicopters that Taiwan bought for more than US$2 billion. The last batch should be delivered in 2014, the source said.

The helicopters will be shipped to a harbor in Taiwan's southern city of Kaohsiung and then will be flown to an Army Aviation Special Forces base in neighboring Tainan City, the source said, adding that the aircraft are expected to arrive on Nov. 4 at the earliest.

According to the source, the helicopters were previously expected to be delivered to Taiwan in late October, but the schedule was delayed due to the U.S.' partial government shutdown.

The second batch of the Apache helicopters is scheduled to arrive in Taiwan in December and the helicopters will be formally commissioned into service next year, the source said.

Taiwan has sent 61 pilots to the U.S. to undergo training in flying the Apache helicopters and they have all completed the training and returned to Taiwan, the source added.

The U.S. Army has been using the AH-64Es, and Taiwan will be the world's first country other than the U.S. to deploy this type of attack chopper, the source said.

The model E is the latest model of the Apache attack helicopter family.

Taïwan a commandé 30 exemplaires de l'Apache Block III, vu ici aux essais.

Un premier lot de six hélicoptères de combat AH-64E Apache Block III a été réceptionné par Taïwan lundi 4 novembre, selon les autorités locales qui ont confirmé l'information hier. Au total, 30 exemplaires ont été commandés par l'île-Etat, qui va devenir le premier opérateur de cette nouvelle variante de l'Apache après l'US Army. Contrairement aux Block III américains, qui seront modifiés à partir de cellules plus anciennes, les AH-64E taïwanais seront des appareils neufs.

Selon les officiels taïwanais, un deuxième lot de six machines devrait arriver dans le pays en décembre, tandis que les 18 hélicoptères restants seront livrés par l'industriel Boeing avant la fin 2014. Ces engins permettront à terme de remplacer un parc vieillissant d'hélicoptères d'attaque AH-1W Super Cobra.

Par rapport aux précédentes versions de l'Apache, le standard Block III introduit notamment une nouvelle motorisation avec les turbines T700-701D et de nouvelles pales en composites pour le rotor principal. L'avionique a également été complètement refondue. Dans l'US Army, cette version doit notamment permettre d'améliorer les interactions avec les drones, qui pourront être contrôlés de manière très étroite par les équipages de l'Apache.

Premier client export de l'Apache Block III, Taïwan n'est toutefois plus le seul. La Corée du Sud s'est prononcée en faveur de l'acquisition de 36 machines, tandis que l'Indonésie doit en réceptionner huit. L'Inde a également sélectionné l'appareil de Boeing mais n'a pas encore signé de contrat ferme.

Taipei, Nov. 4 (CNA) The surface-to-air missiles on the Navy's fleet of La Fayette Class frigates will be replaced with a more advanced system starting in 2017, a senior Naval officer said Monday. The U.S.-made RIM-72C Sea Chaparral missiles will be replaced with Taiwan's own Sky Sword IIs, Navy Chief of Staff Kao Tien-chung said when answering questions at the Legislative Yuan's Foreign and National Defense Committee. The ship-based Sky Sword II, or Tien Chien II, is a variant of the radar guided air-to-air missile developed by the Chungshan Institute of Science and Technology (CSIST) under the Ministry of National Defense. It has a range of about 100 kilometers, compared with the Sea Chaparral's 10 km. The U.S.-made missiles were first deployed by the Navy in the early 1970s. Taiwan took delivery of its first 3,200-ton La Fayette frigate from France in 1996. Navy christens new fast combat support ship

Taipei, Nov. 5 (CNA) The Navy christened a self-made fast combat support ship Tuesday in Kaohsiung, with the aim of putting the vessel into service by the end of the year, according to the Ministry of National Defense.
The ship, the second of its kind in Taiwan, was named Panshih after a mountain in eastern Taiwan in the hope that it will be as strong as a rock, the ministry said in a statement.
The vessel is designed as an AOE, in accordance with the U.S. Navy hull classification system, which means it is a logistics ship that will supply oil, ammunition and stores to other ships in a battle group.
It has a range of 8,000 nautical miles, maximum speed of 22 knots and the capacity to carry a complement of 165.
The new ship will help boost Taiwan's combat capability, according to Chief of General Staff Kao Kuang-chi.
Starting Tuesday, the ship will undergo various checks and will be put into service once the tests are completed successfully, said Kao, whose wife later christened the vessel with a bottle of champagne.
Panshih is 196 meters long with a beam of 25.2 meters and a draft of 8.6 meters. It has a full displacement of 20,859 tons and light displacement of 10,371 tons.

C’est la capacité taïwanaise à frapper les Chinois, alors qu’ils commenceront par envahir la première île (qui constitue le premier chaînon du petit archipel nordiste appartenant à Taïwan), qui sera décisive dans une éventuelle guerre sino-taïwanaise.
Telle est la conclusion d’un rapport de la Rand Corporation, qui explique que l’usage des premières salves de missiles antinavires (ASM) basés à Taïwan et dans les autres îles stopperait net l’offensive sur Taïwan.
Intitulé “Emploi des missiles anti-surfaces basés sur terre dans le Pacifique occidental”, le rapport explique que l’usage des ASM empêcherait les Chinois de rebondir pour mener d’autres attaques et en particulier lancer “une guerre prolongée” (concept stratégique inventé autrefois par Mao Zedong et mis au goût du jour).
D’autant que ces ASM hautement mobiles seraient difficiles à cibler préalablement par l’APL. Une frappe de saturation de ces missiles, basés à Taïwan et dotés d’une portée de 100 km, recevrait l’appui d’autres missiles US basés à Okinawa (portée de 200 km), empêchant ainsi toute activité navale au sud d’Okinawa. Le tout complété par des ASM basés, au sud, aux Philippines, voire en Malaisie, ou promptement déployés dans la région, en complément, par les Américains.

U.S House committee backs sale of warships to Taiwan

Washington, Nov. 20 (CNA) The U.S. House Committee on Foreign Affairs unanimously agreed to introduce legislation Wednesday that, if it passes Congress, will clear the way for the U.S. president to transfer Oliver Hazard Perry class frigates to "certain foreign recipients," including sales of the guided missile warships to Taiwan.

The Naval Vessel Transfer and Arms Export Control Amendments Act of 2013 would authorize the sale of four frigates to Taiwan, namely the USS Taylor (FFG-50), USS Gary (FFG-51), USS Carr (FFG-52) and USS Elrod (FFG-55).

The four warships were commissioned between 1984 and 1985 and, except for the USS Gary which was decommissioned in March, are all in active service.

The act would also authorize the transfer of two Oliver Hazard Perry Class frigates each to Thailand and Mexico.

Rep. Ed Royce (R-Calif.), chairman of the committee, said the legislation is aimed at helping the U.S. Navy manage decommissioned warships and strengthen the country's relations with its security partners.

Through the transfers, the U.S. government will be able to save an estimated US$40 million in maintenance costs and take in US$50 million from equipment upgrades and related services.

Rep. Steve Chabot (R-Ohio), chairman of the Foreign Affairs Subcommittee on Asia and the Pacific, said he will continue to promote the legislation in the House and Senate.

Taipei, Dec. 6 (CNA) Taiwan's military is developing weapons-capable unmanned aerial vehicles (UAV) with some stealth capabilities at the Chung-Shan Institute of Science and Technology, an official at the institute told CNA Friday.

This will mark the first armed UAV from the military-run research center, which has developed various tactical drones for surveillance and reconnaissance that cannot carry weapons, according to the source familiar with the institute's project, who requested anonymity.

Unlike previous models, the drone under development boasts short wings, stealth features and a weapons cabin that can carry missiles and bombs, the official said.

"The new UAV would be able to evade radar detection as its body is made from radar-absorbent materials," the official added.

The revelation came on the sidelines of a defense technology exhibition at Taoyuan County Stadium.

A dazzling array of high-tech devices and equipment developed under civilian and military collaborative projects are on display.

Exhibits featured at the Dec. 6-7 event include a variety of UAVs, Hsiung Feng (Brave Wind) III anti-ship missiles and Tien Kung (Sky Bow) III air defense missiles, as well as sophisticated devices in the fields of aerospace and green technology.

Taïwan a déposé une demande formelle auprès de la Suisse pour récupérer 340 millions de dollars de commissions liés au contrat controversé de frégates françaises il y a plus de 20 ans, ont rapporté mardi les médias taïwanais.

Taïwan avait acheté en 1991 six frégates au groupe français Thomson-CSF (Thales) sous la garantie de l'Etat français, pour un total de 2,8 milliards de dollars, un contrat qui avait tendu les relations entre Paris et Pékin.

Une enquête de la justice française avait ensuite établi que Thomson-CSF avait rémunéré des intermédiaires pour remporter la vente, un procédé pourtant strictement interdit dans le contrat signé. Le montant des commissions s'élevait à quelque 400 millions de dollars, qui ont été versés sur des comptes suisses.

La demande a été déposée formellement et les autorités helvétiques avaient accepté précédemment de rendre cet argent gelé sur les comptes, a précisé l'agence taïwanaise Central News Agency, qui cite des sources anonymes.

En mai dernier, la Haute cour de l'île avait maintenu la condamnation à 15 ans de prison de l'ancien capitaine Kuo Li-heng, pour prise de commissions. La justice taïwanaise avait estimé que Kuo avait été "acheté" par le marchand d'armes et intermédiaire Andrew Wang.

Elle avait ordonné aux deux hommes de rendre quelque 340 millions de dollars de commissions placées sur des comptes suisses. La principale agence taïwanaise de lutte contre la corruption avait chiffré à 400 millions de dollars le montant des commissions dans cette opération.

Le scandale avait éclaté à Taiwan en décembre 1993 lorsque le cadavre d'un haut responsable des forces navales, le capitaine de vaisseau Yin Chin-feng, avait été retrouvé flottant au large de l'île. Ce dernier s'apprêtait apparemment à révéler le scandale financier.

Taipei, Dec. 26 (CA) The United States has begun delivery of submarine-launched Harpoon missiles this year, the Ministry of National Defense (MND) has said in a report to the Legislative Yuan.

The anti-ship cruise missiles will become operational on Taiwan's two Dutch-built combat-capable submarines, the Tuesday report said.

The NT$5.87 billion (US$195.46 million) deal, to be fulfilled between 2008 and 2016, is aimed at extending the country's undersea force's strike capability, the MND said.

The deal reportedly includes 32 UGM-84L sub-launched Harpoon Block II missiles along with two UTM-84L exercise missiles and two weapon control systems, according to media coverage.

The supersonic sea-skimming missiles, which have a range of about 125 kilometers, would bring targets along the Chinese coast within range for Taiwan, the media has said.

The MND sent its report to the Legislature's Foreign Affairs and National Defense Committee a day before Deputy Defense Minister Andrew Hsia was scheduled to report on Taiwan-U.S. military exchanges and progress in Taiwan's arms procurement projects.

The MND report outlined plans to upgrade all three of Taiwan's Patriot-II anti-missile batteries and purchase three Patriot III batteries between 2007 and 2021 at a cost of more than NT$179 billion.

Two of the three batteries have been upgraded to date, the report said.

The upgrading of the Patriot anti-missile batteries is expected to improve Taiwan's capability to fend off a ballistic missile attack by China, it added.

Meanwhile, new military aircraft will soon take to Taiwan's skies as the country has begun taking delivery of new fixed-wing maritime patrol aircraft along with attack and utility helicopters.

The MND report said US$7.6 billion worth of new equipment and aircraft designed to beef up Taiwan's defense has begun filling arsenals this year, the report said.

The list includes 12 refurbished Lockheed Martin P-3C Orion maritime patrol aircraft, 30 Boeing AH-64E Apache Longbow attack helicopters, and 60 Sikorsky UH-60M Black Hawk utility helicopters.

Three P-3C Orion maritime patrol aircraft and six Apache attack helicopters have already been delivered and UH-60M utility helicopters are set to start arriving in November 2014, the report said.

Looking ahead, the MND said Taiwan could face more hurdles in procuring advanced weapons and military equipment from the U.S. as Washington-Beijing relations continue to get closer.

The military will therefore continue to push for a transfer of production technologies and know-how from the U.S. under various industrial cooperation programs to enable Taiwanese production of weapons and equipment, it said.

Taiwan to receive six more Apache choppers Thursday


Taipei, Jan. 1 (CNA) A second batch of six AH-64E Apache attack helicopters will arrive in Taiwan on Thursday as scheduled, a military source said Wednesday.

The U.S.-made helicopters will be shipped to a harbor in the southern city of Kaohsiung and later sent to an Army Aviation Special Forces base in neighboring Tainan City to be assembled there, the source told CNA.

The six aircraft are part of a 30-helicopter package purchased by Taiwan at a cost of more than US$2 billion. The model E is the latest in the Apache attack helicopter series.

Taiwan took delivery of the first batch of six Apache choppers in early November, all of which have been grounded for safety checks since mid-December after Taiwan was notified of a malfunction in a helicopter of the same model used by the U.S. Army.

However, no problems were found in the six helicopters already in Taiwan, the source said.

On Dec. 17, Taiwan's Army was notified of a main transmission failure in an AH-64E Apache helicopter being used by the U.S. military. The source said it was the first such problem encountered in the new Apache helicopter.

For safety concerns, Taiwan's Army has since grounded all of its Apache helicopters pending a full investigation by the U.S. into the cause of the malfunction.

"We have not received any further information from the U.S. on the cause of the problem," the source said.

The newly delivered choppers, therefore, will also be grounded for safety checks after their arrival, the source said.

In the meantime, "our pilots can use simulated aircraft for their training," the official said.

Delivery of the third, fourth and fifth batches of Apache helicopters is scheduled for March, May and July, respectively, the source said.

The U.S. and Taiwan are the only two countries that use the latest model of Apache helicopters.

Upgraded IDFs carrying cluster bombs to be revealed next month

Taipei, Dec. 31 (CNA) Taiwan's Air Force will showcase its upgraded Indigenous Defense Fighters (IDF) Jan. 16, when the Ching-kuo fighter jets will be armed with locally developed Wan Chien weapons systems, the Air Force said Tuesday.

Seventy-one out of more than 120 on-duty IDFs saw upgrades by state-run Aerospace Industrial Development Corp. to reinforce air-to-ground combat capacity on the decade-old jets.

To take some of the burden off of the nation's F-16 fleet, Wan Chien (literally "ten thousand swords") systems have been added to the IDFs, giving the fighters the ability to fire cluster bombs with a range of over 200 kilometers.

The bombs can be launched from the air over the Taiwan Strait to target troop concentrations, defensive positions, and harbors and airstrips on the Chinese mainland, said Lin Yu-fang, a veteran lawmaker and long-time supporter of beefing up national defenses.

The Kuomintang lawmaker said it took NT$3 billion (US$100.6 million) and several years to develop the Wan Chien system, which carries up to 100 warheads and is capable of launching attack from a distance.

So far, 40 of the fighters based in Tainan have been retrofitted to be able to launch the weapon, according to Lin's office.

Another wing based in Taichung is going through the retrofitting process, with all of the fighters expected to be capable of carrying the Wan Chien system by early 2017, the office said.

Malfunction delays U.S. delivery of P-3C aircraft to Taiwan

Taipei, Jan. 2 (CNA) The delivery of one of the 12 P-3C submarine-hunting aircraft from the United States was behind schedule due to a malfunction in its flight control system, a Taiwanese Air Force official confirmed Thursday.

Taiwan received the first P-3C aircraft last September, and three more were scheduled to be delivered to Taiwan by the end of 2013, according to the Air Force.

However, during a legislative committee session Thursday, lawmaker Lin Yu-fang of the ruling Kuomintag revealed that the three sub-hunters should have been flown to Taiwan from Guam in December, but only one arrived here on Dec. 12.

Delivery of the other two was delayed due to a serious malfunction, after being flown there from mainland United States, Lin said.

One of the two P-3Cs eventually arrived in Taiwan on Dec. 17, after its problem was fixed, Lin said, adding that the other one was still in Guam waiting to be repaired.

Fielding questions by Lin, Lt. Gen. Ting Chung-wu, chief of staff of the Air Force, said there was no P-3C supply facility at the military base in Guam and the U.S. personnel was on Christmas vacation.

The cost of repairs will be covered by the U.S., Ting said.

According to the schedule, five more P-3Cs will be delivered to Taiwan in 2014, and another three in 2015, when the P-3C fleet will be commissioned, the Air Force said.

The P-3Cs will replace a fleet of 11 S-2T anti-submarine aircraft that has been in service for more than 40 years, it added.

The P-3C is said to be the most capable of Lockheed's P-3 submarine-detecting aircraft.

The U.S. government approved the sale of the 12 P-3Cs with T-56 turboprop engines and related equipment and services in 2007 and estimated the price of the package at US$1.96 billion.

Newly arrived Apache helicopters to be shipped to base by road

Kaohsiung, Jan. 6 (CNA) Six AH-64E Apache attack helicopters, the second batch of a 30-unit deal with the United States to be shipped to Taiwan, will be transported by truck from Kaohsiung Harbor to a military base in Tainan Jan. 7-8.

The helicopters, which will be transported in two shipments over the two days, will be assembled at the Kueijen base, home to the Army Aviation Special Forces, according to the base command.

Sixty police and military police personnel will escort the shipment motorcade, the command added.

At Kueijen, the main transmissions of the helicopters, along with those from six other Apaches delivered in November, will be sent back to the U.S. for replacement.

The move is part of a series of safety checks following reports of a malfunction of a helicopter of the same model used by the U.S. Army.

The malfunction is reported to have been caused by failed torsion of nuts in the transmission.

Because of the glitch, the first six Apaches to arrive in Taiwan have been grounded.

The 12 Apaches at Kueijen will not be commissioned until the problematic parts are replaced and they have passed safety checks, the command said.

Taiwan spent more than US$2 billion on the model-E helicopters, the most advanced of the Apache series.

ROC Navy conducts anti-submarine drill ahead of holidays


The ROC (Taiwan) Navy held an anti-submarine drill in waters off southern Taiwan on Tuesday to highlight its combat readiness ahead of the Lunar New Year holiday that starts later this month.

The drill, which was open to the media, simulated an emergency in which the Navy dispatched frigates from Tsoying Naval Base in Kaohsiung to counter a potential submarine attack by enemy forces.

Two retrofitted US-made coastal minehunters were deployed to keep the sea free of mines, and two Chengkung-class frigates, one of them with a S-70C anti-submarine helicopter aboard, were also deployed to participate in the drill.

The high point of the drill came when the helicopter on the frigate and another S-70C at the naval base were dispatched to locate the "enemy" submarine, followed by a Chingchiang-class patrol vessel's simulated deployment of a depth charge to push the submarine to the surface.

That concluded the exercise, which was conducted in waters about 10 nautical miles from the Tsoying base, the Navy said.

The drill was designed to test the Navy's ability to fend off a possible submarine attack by enemy forces through the use of depth charges and other tactics, officials said.

The Navy had planned to use a real depth charge, but the plan was canceled due to bad weather conditions. Naval officials said the drill was held to highlight the military's efforts to stay alert and strengthen combat readiness ahead of the upcoming Lunar New Year break that starts on Jan. 30.

Reporters followed the exercise aboard the Dyihuah frigate — one of six Lafayette-class ships Taiwan purchased from France in the 1990s.

The Taiwanese Air Force on January 16 unveiled a new air-to-ground cruise missile that could play a major role in any military confrontation with China.

Known as the Wan Chien, or “Ten Thousands Swords,” the cruise missile was developed by the military-run Chung Shan Institute of Science and Technology (CSIST). Although serial production is not expected to begin until 2015, the missile is believed to have entered service on Aerospace Industrial Development Corp’s (AIDC) F-CK-1 Indigenous Defense Fighter (IDF) following a mid-life upgrade program.

Thursday’s ceremony, held at Tainan Air Force Base in Southern Taiwan, marked the completion of the Hsiang-Chan Project — a mid-life upgrade for the 71 IDFs in the 443rd Tactical Fighter Wing, based in Tainan. Another 56 IDFs, part of the 427th Tactical Fighter Wing in Taichung, are also expected to undergo upgrades starting this year, a project that is scheduled for completion in 2017. By then, all 127 IDFs will be Wan Chien-capable.

Initiated in 2006, the Hsiang-Chan Project IDFs underwent modernization in three principal areas, namely the aviation operating system, which now runs on a 32-bit platform, up from 16; in-air electronic equipment; and radar systems. A new tri-color multi-function heads-up display will enhance ease of navigation, while a software update for its radar system, developed by Han Shiang Corp, enables the tracking of multiple targets simultaneously and provides countermeasures against electronic jamming.

The upgraded IDFs can now carry four air-to-air missiles, against two initially, and are now armed with the Tien Chien II “Sky Sword.” Efforts are ongoing to also equip the aircraft with Tien Chien IIA anti-radiation missile.

Although improvements were also made to the aircraft’s avionics, the initial twin Honeywell F125-70 afterburning turbofan engines remain unchanged.

Perhaps the most significant aspect of the upgrade is its focus on enhancing the IDF’s ability to attack ground targets with the Wan Chien, a Joint Standoff Weapon (JSOW) whose capabilities have been likened to Raytheon Corp’s AGM-154 JSOW and the Storm Shadow, jointly produced by France and the U.K. The missile’s range of approximately 200 km means that it can be launched outside the envelope of existing air-defense systems deployed along the southeastern coast of China (longer-range systems like the S-400, which the People’s Liberation Army hopes to acquire from Russia, would likely be limited to major urban centers and critical military infrastructure), using a GPS-inertial navigation system to home in on its target.

Although the Taiwanese military has shied away from designating it as such, the Wan Chien is predominantly a delivery device for cluster bombs, with Chinese airstrips as the primary target, although other sites, such as radar installations and missile bases, are likely candidates.

The Wan Chien joins a number of weapons acquired or produced by Taiwan in recent years that are considered offensive in nature, such as CSIST’s Hsiung Feng IIE (HF-2E) land-attack cruise missile (LACM), which has entered serial production, and the submarine-launched Harpoon UGM-84L cruise missiles the Taiwanese Navy received in late 2013 (the “L” designates the capability to attack littoral targets, including port infrastructure, power grids, and military staging grounds). Despite relative improvements in relations between Taipei and Beijing since the election of Taiwanese President Ma Ying-jeou in 2008, the Taiwanese military has persevered in its efforts to procure or develop the means to attack targets in China (the ground-launched HF-2E has an estimated range of 650 km).

Also noteworthy is the fact that the United States, the island’s principal ally and source of defense technology, seems to have toned down its opposition to Taiwan putting its hands on offensive technology (though we could argue that even offensive articles remain defensive in nature, as Taiwan will not initiate hostilities). The U.S.’s attitude perhaps comes from the realization that détente notwithstanding, China has continued to bolster the military capabilities it would need to threaten the island with use of force.

TAIPEI: Taiwan has said it plans to slash its armed forces by up to 20 per cent from 215,000 over the next five years, in the latest sign of warming ties with former rival China.

Defence Minister Yen Ming said the military would be cut to 170,000-190,000, but that defence capabilities would not be compromised in the project to build "smaller but leaner and more professional armed forces".

"The planned manpower adjustment will be carried out in stages contingent upon the government's budgets, the acquisition of new weapons and demographic changes," he told reporters late Monday.

Yen said the cuts would come from across the army, navy and air force but did not give a breakdown.

Taiwan's military -- relatively large for its population of 23 million -- is a legacy of decades of tensions with China, which still regards the island as part of its territory after the two split at the end of a civil war in 1949.

The self-governed island's forces hit a record 600,000 in the 1940s and '50s during the Cold War when tensions across the Taiwan Straits were high, but numbers fell steadily to around 400,000 in the 1990s and to its current size following progressive cuts.

Ties have improved dramatically since President Ma Ying-jeou of the China-friendly Kuomintang party came to power in 2008, promising to boost cross-strait trade and tourism. He was re-elected in January 2012.

Despite the easing of tensions with Taiwan's giant neighbour, Ma says the island needs to maintain sufficient self-defence while pressing for dialogue with Beijing.

In January 2010, the US government announced a weapons package for Taiwan that includes Patriot missiles, Black Hawk helicopters and equipment for Taiwan's F-16 fleet, but no submarines or new fighter aircraft.

China's surging economic power has been matched by increasing military might, including investments in aircraft carriers, anti-ship ballistic missiles, satellites and other hardware.

China has said it wants to modernise its armed forces for defensive purposes, but some Taiwanese analysts view the expansion as geared in part at reclaiming the island as well as bolstering its military prowess as maritime disputes with its neighbours simmer.
