The Su-30МКМ was developed by the Sukhoi Design Bureau on basis of the super maneuverable fighter the Su-30MKI. The aircraft has the same aerodynamically perfect airframe, state-of-the-art engine with the Thrust Vector Control (TVC) and the most advanced digital fly-by-wire system. The MKM version differs from the MKI by virtue of the composition of the onboard avionics. The French company ТHALES supplies the Head-up display (HUD), navigational forward-looking IR system NAVFLIR and Laser Designation pod (LDP Damocles). Aircraft carries missile approach warning sensor (MAWS) and laser warning sensor (LWS) manufactured by the AVITRONICS company (South Africa).
The electronic warfare (EW) system, up-to-date radar (with a phased antenna array capable of simultaneously tracking 15 and attacking 4 targets), optic-location system with the laser rangefinder are all produced by leading Russian manufacturers.

Northrop Grumman Adds Malaysia to E-2D Export Sales Campaign
Northrop Grumman (NG) is promoting the E-2D Hawkeye AEW aircraft to Malaysia, as well as India and the UAE. NG attended the recent LIMA show in Langkawi, where it was publicizing the recent go-ahead for full E-2D production by the U.S. Navy. Initial Operational Clearance (IOC) is expected in 2015. The Navy’s program of record is for 75 E-2Ds; nine have been built for development and operational testing, and 11 more are now in production.
The U.S. government has cleared India, Malaysia and the UAE to acquire this advanced aircraft. However, an exportable version is yet to be developed. Most likely, it will have datalink and communications systems different from those of the U.S. Navy version . Meetings with the Royal Malaysian Air Force (RMAF) have been conducted regularly, although that service has yet to formulate its requirements, Tom Trudell, Northrop Grumman manager of international business development for the E-2/C2I IPT, told AIN.
The three cleared countries are expected to order a limited number of aircraft and might want their aircraft to be more versatile. Trudell argues that the E-2D is “already a versatile aircraft: it can also be employed on SAR, coastline protection, ATC support and disaster relief missions.” The E-2D lacks a land surveillance mode, but the AN/APY-9 radar with the ADS-18 AESA antenna can potentially offer this capability through software development. The current system does well in detection and tracking of airborne targets flying at low level over land, Trudell claims.
Should Malaysia choose the Hawkeye, it will benefit from the E-2D’s performance in maritime surveillance mode, according to Trudell. The Hawkeye’s crew can detect and track numerous large and small targets in congested waters such as the Straits of Malacca. Malaysia would also benefit from the E-2D’s eight-hour mission endurance and in-flight refueling system.
Saab is providing the main AEW competition in Malaysia, promoting the Erieye through local partner DRB-Hicom. The partners claim that the Erieye is more cost-effective, and note that maritime surveillance capability has now been added to the original Erieye system, which was developed for air surveillance by the Swedish air force.
Malaysia is also shopping for a maritime patrol aircraft, which is a high priority. The country will have to decide the extent to which maritime surveillance can be accomplished by that aircraft, as opposed to the AEW aircraft that is eventually selected.

Royal Malaysian Navy Gowind class Corvettes for LCS program to be fitted with stealth 57mm Guns

Anuar Murad, Director of Defence & Security Division at BHIC, gave us the latest updates on the Gowind design for the Royal Malayasian Navy Littoral Combat Ship program.
It was confirmed during LIMA that the combat management system will be the SETIS by DCNS, the Fire Control Systems will be provided by Rheinmetall, and the engines will be provided by MTU. The design seems to have increased in size with the length of the LCS now at 111 meters (compared to 107 as previously reported) with a displacement of about 3,000 tons (compared to full load displacement of 2,730 tonnes as previously announced).
Integrated with SETIS, a combat system derived from FREMM class Frigates, Gowind Combat can tackle air, surface and submarine threats. The shock-resistant platform (built according to military standards), the small radar cross-section together with an excellent acoustic signature makes it a high-performance surface combatant.
Gowind Combat can be operated by a limited crew and has been designed to offer great at-sea availability and reduced life cycle costs.

BHIC Bofors Asia Sdn Bhd, the joint venture between Boustead Heavy Industries and BAE Systems (Bofors Asia), created in 2004, is set to benefit following the award to BAE Systems of a sub-contract for the sale of six 57mm Mk 3 naval guns for the Royal Malaysian Navy in a deal worth approximately RM175m.
The contract ‘letter of award’ was granted to BAE Systems during LIMA 2013 by the systems integrator, Contraves Advanced Devices, which is a joint venture between Boustead Heavy Industries and Rheinmetall Air Defence AG.
The 57mm naval gun, designed by BAE Systems in Karlskoga, Sweden, will equip the Malaysian Navy’s Second Generation Patrol Vessel – Littoral Combat Ships (SGPV-LCS). The contract includes ammunition hoists, simulator and initial support.
The 57mm Mk 3 naval gun with stealth cupola is already fitted on the Royal Swedish Navy Visby class stealth corvettes. Like on the Visby class, the stealth cupola will greatly contribute to lower the stealth signature of the Malaysian Gowind corvettes. An engineer from BHIC Bofors Asia SDN. BHD. told us during LIMA 2013 that the shape of the stealth cupola for the Gowind Corvettes will slightly differ from the one found on the Visby class to maximize the stealth characteristics of the corvette designed by DCNS.
A representative from BAE Systems Bofors informed us that the stealth variant of the 57 Mark 3 can fully utilize the 3P ammunition and this type of ammunition will be delivered to the Royal Malaysian Navy as part of the deal.The 6-mode programmable 40 and 57 mm Bofors 3P (for Pre-fragmented, Programmable, Proximity fused) ammunition can be programmed in six different function modes to provide optimised effect against any aerial, surface or shore target. This provides weapon systems with the highest possible combat flexibility. Each 3P fuse is automatically and individually programmed by a Proximity Fuse Programmer which continuously receives data from the Fire Control Computer System. Immediately before firing, the fuse is programmed to the selected mode. This time function makes it possible to engage concealed targets or manoeuvring speedboats that cannot be engaged with direct fire. The time function is used to create airbursts over the target area. The 57 Mark3/Mk110 with its 120 ready to fire, 4 rounds per second (220 rounds/minute) rate of fire, together with the shell’s large number of high-velocity/high-density fragments gives a devastating effect against targets like helicopters hovering behind treetops, rocks, sand dunes, concealed troops onshore and other targets that cannot be combated with direct fire. This function can also be used together with the gun's area covering burst pattern function to engage small, fast, manoeuvring speedboats.

The events in Sabah, Malaysia, this past March, when local forces conducted Operation Daulat used combat jets to quell the resistance of the Filipino gunmen on the island of Borneo, may have prompted a spate of arms sales to that country and her closest neighbors.

The armed forces do have a big wish list for weapons, but procurement processes for the most expensive and longest-lead items are likely to be launched properly only after the general elections in Malaysia later this year. In the meantime, the ministry of finance and the royal treasury–the two main watchdogs–are loosening their grips somewhat so as to give the air force the means to improve its fleet readiness.

In late March, Sukhoi won a three-year contract called “The supply of articles, services and technical assistance for Su-30MKM aircraft” worth RM300 million (more than U.S.$100 million), three times the allocation over the previous three-year period. Respective documents were signed by MOD secretary general Datuk Dr. Haji Ismail Haji Ahmad, with Sukhoi deputy general director for marketing Alexander Klementiev and director for after-sales support Vyacheslav Lozan.

The increased spending is meant to boost combat readiness of the Royal Malaysian Air Force (RMAF) Su-30MKM fleet from the current level of 65 to 70 percent to 85 percent in the “near term” and eventually increase this to 100 percent. The RMAF’s 11th Squadron stationed at Gong Kedak has 18 heavyweight twin-engine vectored-thrust fighters received new from Irkut’s IAZ factory in 2007-2011. After the manufacturer’s guarantee period expired, most of the Russian support team departed Gong Kedak AFB, leaving only three of their number–and they then left this past January following expiration of the previous service contract.

“The notable increase in spending on our services will allow our specialists to more closely monitor the aircraft operations and shorten the reaction time to RMAF requests for spares and repair services. Importantly, the new contract calls for a permanent presence of Sukhoi advisors and technicians at Gong Kedak,” Klementiev told AIN. The contract calls for deliveries of additional aerodrome equipment, increase of spares and expendables stocks, carrying out on-site repairs of onboard equipment, consultancy and training for RMAF maintainers.

As part of the aircraft delivery contract, Russia built the Sukhoi Technical Center (STC) at Gong Kedak. It was completed and handed over to the Malaysian government, which appointed Aerospace Technology Systems Corp. (ATSC) to be the operator. To work at full capacity, STC’s warehouses need to be filled with spares, expendables and maintenance tools, as necessary, which will be done under the new contract.
The facility has several workshops and will permit RMAF and ATSC to perform maintenance, except major overhaul of airframes, engines and the most complex parts of onboard systems. Sukhoi assessed ATSC staff members as “well educated” but indicated they need more training in performing manufacturer-prescribed work on Russian-made jets.

RMAF crews have mastered aerobatics and use of vectored thrust, attracting praise from the Russian air force commander Gen. Victor Bondarev, while he was attending the LIMA 2013 show. Following training of the initial group of Malaysian fighter pilots, Sukhoi and Irkut ceased such services four years ago. They hoped the customer would award them a new contract for pilot training “sometime in the future to ensure that the RMAF 11th Squadron crews are able to use the Su-30MKM capabilities to full extent,” including application of precision-guided munitions. “This would require us to send a group of highly skilled engineers and pilots there who have the complete knowledge of the type’s functional capabilities,” said Klementiev.
ATSC was founded in 1994 as a joint venture with a 70-percent stake held by National Aerospace and Defense Industries, and the rest by Russian partners, and runs the MiG Technical Center at Kuantan AFB and MiG Component Repair Center at MEC City. The company claims to have mastered checks on the Su-30MKM after each 200 flight hours and servicing procedures on the airplane’s OEPrNK optronic aiming and navigation complex system, OLS optical locator, N011M “Bars” fire control radar and fly-by-wire systems, as well as AL-31FP engine module changes.

Despite the increase in funding for RMAF, salesmen remain cautious about prospects of replacement for 18 MiG-29N/NUBs delivered in 1995. “We know about the plans of the military, but we also hear about the economy slowdown and the respective position of the ministry of finance. Cost-effective upgrade solutions may win over,” Victor Komardin, deputy head of Russia’s Rosoboronexport arms sales agency, told AIN.
Guided by this knowledge, Rosoboronexport is offering an upgrade package to the RMAF’s 18-year-old MiGs, which will boost their capability and extend their lifetime to 40 years. Should the customer decide to replace the MiGs with newer aircraft, Russia is ready to supply additional quantities of advanced Su-30MKMs or even consider a request for a fifth-generation fighter. “We are keen to take part in any competition in Malaysia that is officially opened,” Komardin said. Other candidates to replace RMAF MiG-29s are the Boeing F/A-18F Super Hornet, EF-2000 Eurofighter Typhoon, Dassault Rafale and Saab Gripen.

PARIS: RUSSIA'S official arms sales agency has offered an upgrade package for the Royal Malaysian Air Force's 18-year-old MiG-29N Fulcrum jet-fighters. Rosoboronexport's upgrade package will extend the aircraft's lifespan by 40 years. Sources said Rosoboronexport believed this to be a better option than the Malaysian government's plan to replace the Fulcrums in its multi-role combat aircraft (MRCA) replacement programme due to lower costs involved in an upgrade package compared with purchasing new aircraft. However, the sources said cost was not the only factor which needed to be evaluated. "There are a number of other things which need to be factored in. For instance, there are many things which need to be upgraded on the MiG-29s to ensure that the aircraft are on par, or at least as close as possible, with newer aircraft. "Maintenance costs will also have to be factored in. So, yes, while an upgrade will allow us to keep an aircraft which is loved by the pilots who fly them, there are still many factors which need to be considered," said the source. But Rosoboronexport deputy chief Victor Komardin told Paris Airshow News, published by AIN Publications, that if the upgrade package is rejected, Russia would want to be involved in RMAF's MRCA replacement programme. To this end, Russia would offer additional Sukhoi SU-30MKM Flanker aircraft, currently the most advanced jets that RMAF operates. Komardin also said Russia would also consider a request for a fifth-generation fighter, should the Malaysian government be interested in one. This would mean that the Sukhoi PAK FA or the more advanced version of the Flanker, the SU-35. Although the PAK FA is generally considered by the world as the only fifth-generation fighter in Russia, Sukhoi also considers the SU-35 a fifth-generation jet-fighter. The PAK FA, however, is still in development, one of only a handful of stealth jet programmes in the world. Though it is no secret that Malaysia intends eventually to replace the Fulcrums, the MRCA replacement programme had to be put on the backburner. At present, without the entry of Russia, four aircraft are said to be in contention for the MRCA programme. Saab's Gripen and Boeing's F/A-18E/F Super Hornet are two of the aircrafts said to be in the running, though not much is known of the other two companies. The Eurofighter Typhoon and Dassault Aviation's Rafale, on the other hand, have been keenly vying for the programme, with Dassault Aviation and Rafale International chief executive Eric Trappier firing the latest salvo last week, ahead of the Paris Air Show in Le Bourget. Trappier had said that any bid for the MRCA replacement programme would include an offer to set up an assembly line for Rafale in Malaysia. At present, however, there is still no official call for a tender from the Malaysian government.

According to Russian Media, Malaysia’s Foreign Minister Anifah Ahman on his visit to Russia last week has shown interest in Air Launched variant of BrahMos missile, Royal Malaysian Air Force already operates 18 Russian Su-30MKM flankers, which were bought under a contract signed in 2003.
Malaysia currently is also looking for a tender for 18 combat aircraft for delivery by 2015. These aircrafts would replace the country’s MiG-29s. Malaysia in past has shown interest in purchase of BrahMos missile system jointly developed by India and Russia.
Russia has assured Malaysia, that new batch of Su-30MKM flankers will come with capability to fire Air launched BrahMos . Indian Su-30MKI are been modified to carry our first firing of Air launched BrahMos missile which most likely will happen early next year.
Su-30MKM flankers are similar to India’s Sukhoi Su-30MKI. Like its Indian counterpart, the Su-30MKM is a substantial advance upon the original Su-30K export version, India’s HAL had supplied canards, stabilizers and fins for Malaysian flankers, IAF in past deputed Instructors and technicians in Malaysia to train pilots and Ground crews of Malaysian air force .
