- 'No plans to replace MiG-29, Sukhoi jets with newer models'http://www.nst.com.my
KLUANG: There are no plans for the government to replace the country's current fleet of MiG-29 and Sukhoi fighter jets with newer models soon.
Defence Minister Datuk Seri Hishammuddin Hussein said any replacement and purchase for new fighter jets has to be looked at in the context of the country's present security and threats.
"For the time being, the government does not have plans to replace the current MiG-29 and Sukhoi fighter jets yet.
“We are looking more at the possibility of equipping the present fleet of Agusta with weapons or upgrading the Nuri helicopters,” he said after the Merdeka Raya 2013 celebrations at the Sembrog parliamentary constituency here today.
Meanwhile, Hishammuddin who is also the acting Transport Minister, reminded bus and transport companies to not increase their fares indiscriminately as to burden the people.
He said any fare increase cannot be implemented yet until a comprehensive study has been carried out by the Public Land Transport Commission (SPAD).
Hishammuddin said his ministry will assist by amending transport policies to avoid burdening the people following the increase in the fuel prices.
"SPAD and the Transport Ministry officials are still in discussions with bus companies to look into the issue of how to the fuel subsidies can be channeled to them to avoid a fare hike,” he said.

- Malaysia Has An Option Now To Consider Advanced Super Hornets, Says Boeing Official
KUALA LUMPUR, Sept 25 (Bernama) -- Malaysia can now consider the Advanced Super Hornet for its multi-role combat aircraft needs, which offers significant retrofittable enhancements, including a 50 per cent increase in the capability to avoid radar detection, an enhanced engine and additional 260 nautical miles range.
Mike Gibbons, Boeing's Vice-President for F/A-18 & EA-18 Programmes, said the fighter aircraft's additional combat range has been made possible because of the conformal fuel tanks, which gives it a great advantage in being able to fly faster than with external tanks, making it more formidable against enemy aircraft and other threats.
This, along with other advanced features such as an upgraded electronic warfare system, integrated counter-measure system and enclosed weapons pod, has caught the eye of many of the Super Hornet's current and potential customers including the US Navy and Royal Australian Air Force.
Gibbons said the increase in price for the Advanced Super Hornet package would currently be nil because Malaysia can buy the Block II Super Hornet and then decide what it wants to do later in terms of retrofitting.
These advancements, which could be affordably retrofitted on an existing Block II Super Hornet aircraft or included on a new jet, were relayed to the Royal Malaysian Air Force (RMAF) and Defence Ministry officials during Gibbons recent visit to Malaysia.
RMAF reportedly has a requirement for 18 fighters to replace its MiG-29s as well as for three airborne early warning aircraft.
Depending on what the customer wants, Gibbons said the additional cost of the full suite of the enhancements and what he describes as technology evolutionary changes to the renowned Super Hornet fighter aircraft would be about 10 per cent.
"We, the Hornet Industry Team, comprising Boeing and our partners Northrop Grumman, Raytheon and GE Aviation, always like to push the edge of what we can do to the jet beyond the customers' requirements," he told a media briefing.
Designed with a lot of growth, he said: "Customers see what we can do (when) we mature the technologies and they want those (advancements)."
Boeing and the Hornet Industry Team are investing in next-generation capabilities, so warfighters have what they need and when they need it, which enables the customer to acquire it in a cost-effective manner.
The improvements will ensure that the Advanced Super Hornet outpaces enemy aircraft and defences through 2030 and beyond, especially when that enemy tries to deny access to a specific area, such as skies over international waters near its assets.
The enhanced features of the Advanced Super Hornet could be made available to customers as early as in 2018, Gibbons said, adding that its advanced crew station was in immediate demand in the international fighter market.
Additional advanced features customers can get the Advanced Super Hornet include enhanced survivability, internal infra-red search and track (IRST), radar upgrades, an enhanced engine that includes a 20 per cent greater thrust, and a next-generation cockpit.
Advanced Super Hornet prototype flights commenced on Aug 5, 2013 from Boeing's manufacturing plant in St Louis, the United States.

- LCS will begin operations in 2018, saya Hishammuddin
Posted on October 11, 2013, Friday
PORT KLANG: Malaysia’s Littoral Combat Ships (LCS) will begin operations in 2018 and will be the main asset of the Royal Malaysian Navy (RMN) in safeguarding the country’s waters and sovereignty, said Defence Minister Datuk Seri Hishammuddin Tun Hussein.
He said six LCS will patrol the nation’s waters especially in areas of high economic activity.
At the same time, he said the Defence Ministry will also procure critical assets from countries which have a close relationship with Malaysia in the defence industry.
“Procuring defence assets this way is more cost effective and faster with lower risks as compared to developing an an indigenious (defence) industry,” he told a media group, including from Bernama, that was specially invited to tour two of the ships here yesterday.
The LCS were the KD Kelantan and KD Laksamana Tun Abdul Jamil.
Elaborating further, Hishammuddin said the LCS initiative was a short-term measure to achieve ‘self-reliant’ status in developing the local defence industry and that major development like the LCS by using local companies would continue to be a model for procurement of defence assets for the nation.
He said the ministry was also making efforts to procure important assets like amphibious landing ships, fighter aircraft and tanks.
Meanwhile, he said the ministry was also drawing up plans to further boost the country’s defence capabalities which among others included setting up a marine operations force and building a new RMN base in Bintulu, Sarawak.
As such, Hishammuddin said in Budget 2014, the ministry would try to get a higher allocation to enable the procurement of new assets and equipment as well as upgrading existing assets in all three branches of the armed forces with the priority given to the Eastern Sabah Safety Zone (ESSZONE). — Bernama

- Malaysia to establish marine corps, naval base close to James Shoal
Malaysia is to set up a marine corps and establish a naval base close to waters claimed by China, Defence Minister Hishammuddin Tun Hussein said in a statement on 10 October. According to the statement, the Royal Malaysian Navy (RMN) base will be established at Bintulu on the South China Sea (SCS) to protect the surrounding area and oil reserves. Unstated by the minister is the base's proximity to James Shoal, which is 60 n miles away and was the location for the People's Liberation Army Navy (PLAN) exercises on 26 March that were the most recent example of China asserting its claims to most of the SCS. Hishammuddin's description of the marine force only states that it will be established for amphibious operations, drawn from all three services and essential for security in the East Malaysian state of Sabah, where Sulu militants staged an incursion in February that was subsequently repelled by a military operation. The statement did not give any further details but IHS Jane's understands that the marine corps proposal was planned before the Sulu incursion but has since been prioritised. While the marines will be drawn from all three services, the bulk is expected to be drawn from one of the three parachute battalions of the 10th Parachute brigade, which will be redesignated as a marine battalion. The 9th Royal Malay Regiment (para) and 8th Royal Ranger Regiment (para) have both conducted amphibious warfare training as a secondary mission, most recently in June during the CARAT exercise with the US Marine Corps (USMC) and subsequently in an amphibious landing exercise with French troops and the landing platform dock FNS Tonnerre . The marines will be drawn from existing personnel because of a government cap on the number of armed forces personnel allowed on active duty. The Ministry of Defence is yet to decide whether marines will fall under Malaysian Army or Royal Malaysian Navy control. Initial plans call for the unit to be an independent force under the control of the Malaysian Joint Force Headquarters until operational experience determines which service is better suited. Malaysia is keen to draw on the USMC's expertise and has been in discussions with the United States (US) over support, training and expertise exchange. Malaysia has been without an amphibious naval platform since the loss of Newport-class landing ship-tank KD Sri Inderapura in an October 2009 fire. Plans to obtain an LPD, with France offering a downsized Mistral design and South Korea offering a downsized Dokdo design, have been stalled due to budgetary constraints. The US has offered the LPD USS Denver , scheduled to be decommissioned from US service in 2014, to Malaysia on a hot transfer along with some equipment, which likely includes AAV-7 amphibious vehicles. The US would welcome Malaysia's establishment of a marine force as current Pentagon regulations restrict the USMC to conducting exchanges and training with marine units of non-US treaty ally nations - an exception being in the case of multiservice exercises such as CARAT. Likewise, Malaysia has been keen to further develop joint amphibious training exercises and exchanges with the US but has been hampered by the absence of a marine force. Other than equipment for the marines, the US has offered Malaysia surplus equipment from operations in Afghanistan, including infantry weapons and sights, night-vision goggles and mine-resistant ambush protected vehicles. The US is also offering the AH-1Z Super Cobra to meet Malaysia's requirement for an attack helicopter. While Boeing has been marketing the AH-64 Apache, the prospect of a purchase by Kuala Lumpur is unlikely due to Malaysia's disinclination to buy key military equipment in service with its neighbours: the Apache is in service with Singapore and on order by Indonesia. France has been marketing the Eurocopter EC 665 Tiger for the same requirement and hopes to leverage the French Army's long-time assistance in training the Malaysian Army Air Corps. Hishammuddin's announcement of a new naval base at Bintulu follows a number of unpublicised incursions by Chinese naval and maritime surveillance forces into Malaysian waters off East Malaysia and the Malaysian portion of the Spratly Islands. Unlike Vietnam or the Philippines, Malaysia does not make public such occurrences to avoid jeopardising its strong economic ties with China. China's activities in its near waters are of concern to Kuala Lumpur, however, which has stepped up naval patrols in the area. The RMN is hampered by its small fleet and the need to maintain a strong naval presence off Sabah to discourage further intrusions by Sulu militants. In this light, another portion of Hishammuddin's statement - that the first in class of the Second Generation Patrol Vessel - Littoral Combat Ship (SGPV-LCS) programme will start operations in 2018, gains greater importance. Six of the SGPV-LCS corvette-class ships, which are based on the DCNS Gowind corvette family, are to be built by Boustead Naval Shipyard. Construction is expected to begin in 2014.

- SAAB remains confident on securing fighter jets contract
Swedish jet maker SAAB remains optimistic of securing an order for its Gripen fighter jets from the Malaysian government, which has now delayed plans to phase out the ageing fleet of 18 Russian-made MIG-29 of the Royal Malaysian Air Force.
The replacement plan, worth billions, was deferred by Prime Minister Datuk Seri Mohd Najib Razak as the country focuses on trimming its fiscal deficit.
SAAB International Malaysia Sdn Bhd MD Thomas Linden remains confident SAAB will clinch the contract, banking on Gripen aircraft’s affordability and cost-efficiency, which is suitable for moderate defence spenders like Malaysia.
“The Gripen is widely used in Switzerland, Sweden, Czech Republic and Thailand. In fact, Thailand would be the largest user of Gripen in coming years. “We have the capability to cater jets to the government in a fast phase, even if the number is higher than 18 units,” he told The Malaysian Reserve yesterday.
Malaysia had in March shortlisted five combat aircraft, principally the Eurofighter Typhoon — made by European consortium BAE Systems plc, European Aeronautic Defence and Space Company NV and Finmeccanica SpA — France’s Dassault Aviation Rafale, Boeing’s F/A 18E/F Super Hornet and Russia’s Sukhoi Su-30 and Sweden’s SAAB JAS-39 Gripen.
The Malaysian government, if it places an order next year, will most probably choose the newest Gripen versions — JAS 39E or JAS 39F — roughly priced at US$60 million (RM190.86 million) a piece.
The Royal Thai Air Force had ordered 12 JAS 39 Gripens (eight single-seat JAS 39C and four JAS 39D two-seaters), to add its existing six Gripen aircraft in use as of January 2013.
On Oct 18, 2013, the Thai government announced their intentions to purchase another six additional Gripens combat jets. http://themalaysianreserve.com

- Malaysia mulls changes to anti-piracy mission in Gulf of Aden
Malaysian Defence Minister Hishammuddin Tun Hussein said on 19 November that a decision will be made by the end of 2013 on whether to continue Operation 'Fajar', the Royal Malaysian Navy's (RMN's) anti-piracy escort mission in the Gulf of Aden for ships belonging to the Malaysian International Shipping Corporation (MISC). "It has been decided that within the next two months ... that the government, RMN, and MISC will assess the mission and decide upon the mission's future," he said at a press conference in Kuala Lumpur. RMN Chief Admiral Aziz Jaafar told IHS Jane's that an alternative being considered was for MISC to station private security teams on its ships, a course of action being considered because MISC ships faced the threat of pirate attacks beyond the range that they are under escort. The MISC security teams would comprise ex-RMN navy commandos "so we have no reservations about the security teams' capabilities as they were formerly our men," Adm Aziz said. Should the option to field private security contractors be undertaken, the RMN auxiliary ships carrying out the mission on a rotational basis, Bunga Mas 5 and Bunga Mas 6, both of which are loaned by MISC, would be de-flagged and revert back to their merchant status under MISC. Operation 'Fajar' began on 30 August 2008 when an RMN task group carrying a tri-service commando force with helicopters was dispatched to rescue the crew of two MISC tankers hijacked by Somali pirates (although the force did not go into action as the hostages were freed after a ransom was paid). A series of RMN warships then carried out the escort mission until it was taken over by the Bunga Mas 5 in June 2009. The vessel was supplemented by a second auxiliary, the Bunga Mas 6, in August 2011.

- Malaysia; Singapore accused of aiding foreign espionage
WISMA Putra yesterday summoned Singapore's High Commissioner Ong Keng Yong to Putrajaya to explain allegations that the city state had been spying on Malaysia on behalf of other nations. Ong met with the Foreign Affairs Ministry's secretary-general, Datuk Othman Hashim, for about 15 minutes. Singapore is the third mission to be hauled up by Wisma Putra since whistleblower Edward Snowden's revelation that a grouping of intelligence services, known as "Five Eyes", had been carrying out espionage activities in Malaysia.
The city state was thrust into the spotlight on Monday after Snowden's latest revelations - that the country's southern neighbour was a key "third party" in providing intelligence on Malaysia to "Five-Eyes" - were picked up by Australian media group Fairfax Media.
Documents leaked by Snowden alleged that Singapore's military intelligence helped US and its intelligence partners -- the United Kingdom, Australia, Canada and New Zealand -- tap high-speed fibre-optic cables at 20 locations worldwide.
It was reported that American, British and Australian spy agencies harvested data passing through a major undersea cable, called SEA-ME-WE 3, that is partly owned by SingTel.
SEA-ME-WE3 which stands for Southeast Asia, Middle East and Western Europe, connects more than 30 countries, including China, Indonesia, Malaysia, Saudi Arabia, Vietnam, Britain and France.
The undersea cable interception operations were alleged to be part of a global web that, in the words of another leaked National Security Agency planning document, enabled the "Five Eyes" partners to trace "anyone, anywhere, anytime", in what was described as "the golden age" of signals intelligence. The "Five Eyes" term originates from the shorthand for the "AUS/CAN/ NZ/UK/US EYES ONLY" classification level.

- Lucky escape for RMAF six
PETALING JAYA: Six Armed Forces personnel had a lucky escape when their Nuri helicopter crash-landed in Pulau Perak, Kedah.
Sources said the helicopter, which departed from the Butterworth air base, landed on the island at about 11.34am on Sunday.
It is learnt that four of those on board suffered minor injuries. They were treated at the Seberang Jaya Hospital in Penang.
A Royal Malaysian Air Force (RMAF) spokesman said the pilot’s expertise and quick-thinking enabled him to safely land the aircraft, saving the lives of everyone on board.
“The squad was on a mission to send supplies to other air force personnel near the Pulau Perak area,” he said.
“The RMAF has already formed an investigation board to probe the cause of the incident,” added the spokesman.
The last Nuri crash was on Aug 15, 2004, when three RMAF personnel were killed. Their helicopter had crash-landed about 15km from Ba’Kelalan, near the Sarawak border with Kalimantan. Seven others survived. http://www.thestar.com.my

- Malaysian naval chief says procurements unlikely in 2014 given fiscal climate
The Royal Malaysian Navy (RMN) does not expect to undertake any significant development programmes in 2014 beyond existing commitments due to budgetary constraints, the navy chief Admiral Aziz Jaafar has said. Speaking to reporters following his annual New Year address to the RMN at the Ministry of Defence in Kuala Lumpur, Adm Aziz said the current financial situation precluded any major programmes, including the procurement of additional ships. That said, he added that should any opportunities to purchase secondhand ships that met the RMN's operational criteria come up, the RMN would ask the government to fund such a purchase. "We are open to such possibilities, if it arises but it would depend on the financial situation of the government," he said, citing previous failed attempts to purchase the Bruneian Nakhoda Ragam-class OPVs because no funding was available.

- Malaysian sources deny report of PLAN drill at James Shoal
Key Points
- Malaysia has denied Chinese reports that PLAN vessels conducted operations around James Shoal in the South China Sea on 26 January
- The submerged shoal is the southernmost feature claimed by China in the South China Sea
Malaysian military sources have denied Chinese media claims that a People's Liberation Army Navy (PLAN) task group patrolled around the James Shoal region of Malaysia's exclusive economic zone on 26 January. The sources told IHS Jane's that Malaysian ships and aircraft operating in the area, which lies 50 n miles from the East Malaysian town of Bintulu, reported no sightings or electronic surveillance returns of the three ships cited in Chinese media reports: the Type 071 dock landing ship (LSD) Changbaishan (989); Luyang I-class (Type 052B) destroyer Wuhan (169); and Luyang II-class (Type 052C) destroyer Haikou (171). Xinhua news agency reported that the PLAN task group patrolled Zengmu Reef, the Chinese name for James Shoal, and held a ceremony in which sailors and officers swore to safeguard China's sovereignty. The Malaysian sources said Malaysian oil platforms in the region also reported no visual or radar sightings of the Chinese ships during that period, adding that it was physically impossible for the PLAN ships, which had been in the Paracel Islands carrying out military exercises, to have sailed to James Shoal that quickly and undetected. A PLAN exercise around the shoal in March 2013 was monitored by the Royal Malaysian Navy (RMN) Kedah-class patrol vessel KD Perak , which subsequently asked the PLAN ships to leave the area. The Malaysian Ministry of Defence and the RMN have declined to comment or issue a statement on the reports. The sources said the Malaysian government and armed forces are confident the news is false but want to avoid a war of words, particularly as the account came from Chinese media rather than the Chinese military, with which Malaysia has a working relationship. Malaysia's Minister of Defence Hishammuddin Tun Hussein and Chief of Defence Force General Zulkifeli Mohamed Zin paid official visits to China in 2013. Malaysia is also scheduled to hold a humanitarian assistance and disaster response command post exercise with China in April. ANALYSIS China's repeated claims that James Shoal is its southernmost land feature must be understood in the context of one important fact: the shoal is 22 m below sea level and so under international law cannot be claimed. BBC correspondent Bill Hayton, who is writing a book on the history of the South China Sea, has previously written that the claim is based on a translation error made by the Republic of China - then the government of mainland China - in the 1930s. Instead of completing its own survey of the South China Sea, Hayton writes that they "simply copied the existing British charts and changed the names of the islands to make them sound Chinese. We know they did this because the committee's map included about 20 mistakes that appeared on the British map - features that in later, better surveys were found not to actually exist." James Shoal, or Zengmu Reef, falls into this category although the People's Republic of China continues to reinforce the claim by regular visits to the area, during which - in Hayton's words - it customarily deposits large pieces of "engraved stone over the side of the ship". There is a more serious side to the shoal, not least that it completes China's 'nine-dashed line claim' to nearly all of the South China Sea and so brings Chinese warships into waters where they are not welcome. Given Malaysia's desire to avoid a confrontation, the risk of it initiating an incident is low, although it is unclear whether the PLAN would adopt the same restraint if it came across an RMN vessel.

- PUTD and The Tiger
As has been revealed by the Army Chief of Staff during the 80th Army Day, several PUTD pilots have been sent to France on attachment with French Army’s ALAT squadron to undergone training on the latter’s Eurocopter EC-665 Tiger HAP attack helicopter. (here)
Since 2010, various Malaysian Army Chiefs have expressed and reasserted the Army’s interest on the French made attack helicopter in which its track record over the past years have shown the helicopter’s suitability for COIN operation beside its main anti-armour role.
The February intrusion by Sulu terrorist in Lahad Datu and Semporna further highlight the need of immediate aerial fire support provided by suitable platform such as attack helicopters. PUTD has its fair share during Ops Daulat when two of its AgustaWestland A-109LOH were deployed to Lahad Datu as part of support effort for ground troops conducting mopping up operations. (here , here and here) Despite its arms package, the A-109LOH nevertheless is more suited as Light Battlefield Helicopter rather than a dedicated attack helicopter.
During a visit to PUTD’s booth in conjunction with the Putrajaya Youth Festival 2013, I’ve noticed several pictures which shows the unit’s pilots undergoing attachments at 5’e Regiment d’Helicopter de Combat (5th Combat Helicopter Regiment), one of ALAT units which operated the Tiger.

5 RHC is based at Pau in the Pyrenees province and is currently operating a mix of 16 Aerospatiale Gazelle, 16 Aerospatiale Puma, 7 Eurocopter Cougar and 9 Eurocopter Tiger.
Since 2009, the French Army has been using the Tiger in various major combat operation covering the hot and blistering deserts of Libya and Mali to the mountainous region in Afghanistan. The flexibility of the Tiger allows it to be operated from the sea, the desert or the highland.
In July 2009, three Tiger HAP helicopters of the 5 RHC arrived at Kabul International Airport in Afghanistan, marking the first active deployment of the Tiger into an active combat zone. The helicopters performed armed reconnaissance and fire support missions, acting in support of coalition ground troops fighting the Taliban insurgents. The Tiger and Caracal in Afghanistan
The Tigre and Caracal in Afghanistan
A French officer had described the Tiger’s role in the theatre as “find, attack, suppress, seize, raid, and support”.By July 2010, it was reported that the Tiger detachment had totaled 1,000 operational hours in Afghanistan. On 4 February 2011, a French Tiger crashed during a nighttime operation about 30 miles east of Kabul, both crew members suffered light injuries.
Beside the French, other European Tiger operator such as Germany and Spain also deployed their Tigers to Afghanistan. During December 2012, a total of four German Tiger UHTs were deployed to Afghanistan. The UHTs are operating from Mazar-i-Sharif Air Base. In March 2013, Spain also deployed three Tiger HAPs to the region to operate in support of Spanish ground forces.
ALAT’s Tigers have been operated from an amphibious assault vessel known as the Tonnere during Operation Harmattan in Libya. They were used against static facilities such as radar installation as well as moving targets such as heavily armed technicals operated by Col Muamar’s regime.
During the peak of Operation Serval in Mali, Tiger helicopters from 5 RHC are highly regarded by the troops on the ground for its close air support role against the militant. When French troops move to their next waypoint, the Tigers provide armed overwatch for the military convoy. The Tiger attack helicopter were also instrumental during the fighting in Gao on January and February this year. (here)
Attachment of PUTD pilots to 5 RHC is very benificial should the Tiger is indeed being inducted into the Army Aviation’s service. The 5 RHC is a very experience Tiger unit hence lesson learned from the squadron could be implied and used by PUTD as part of security operations along the ESSCOM area of responsibilites.

- PUTD Helicopter Carrying Four Military Personnel Crashes
Agusta A-109LUH - Pic Jetphotos.netJOHOR BAHARU, Jan 31 (Bernama) An Army Air Corps (PUTD) helicopter, an Augusta A-109 LUH, crashed in the jungle near the Bekok Dam between 9pm and 10pm Thursday night, according to sources Friday.
However, all the four people on board the helicopter, which was on a training flight, were safe and had been taken to the Kluang District Hospital.
"The helicopter was on a night training flight before it crashed in the jungle near Bekok Dam in Segamat," said the sources.
The sources said that a PUTD rescue team had been despatched to the crash site and succeeded in taking the victims out before sending them to the Kluang Hospital at about 1am.
The four victims, including a foreign military officer with the rank of Lieutenant-Colonel who was the flight instructor, did not suffer serious injuries, the sources added.
Bernama learnt that the foreign military officer was from France, while the other three people on board were locals holding the ranks of Major, Captain and a Sergeant.
The sources said the impact of the crash resulted in the tail and the rotor blades of the helicopter to break into two and the wheels of the aircraft were damaged badly.
"The helicopter was described as a total loss," the sources said.
According to the sources, night flight training involved high risks as the pilot had to rely on the 'night vision goggle' and other flight instruments in flying the helicopter.
Meanwhile, Batu Pahat OCPD ACP Din Ahmad, when contacted, confirmed receiving the report on the incident from the military this morning.
However, he said he was informed that the helicopter did not crash but had made an emergency landing due to problems faced by the aircraft.
He said no serious injury was reported on the four victims.

- BAE Systems says Malaysia seeking fighter jet leasing bids
Feb 20 (Reuters) - BAE Systems expects to submit a leasing proposal for the Eurofighter Typhoon jet to Malaysia next month, as its cash-strapped government mulls over renting, rather than buying fighter aircraft.
"The Malaysian government is openly saying they have some issues on finance, and while they're ending subsidies and bringing in new value added tax, it's unlikely there's an appetite to buy Typhoon at this point," BAE's Group Business Development Director Alan Garwood told analysts on Thursday.
"What they have done is solicit leasing proposals from every major aerospace company. We will be submitting a leasing proposal next month for Typhoon together with a purchase option and expect to have further discussions later in the year or maybe even early next year around that," he said.
Last year Malaysia, which had wanted to buy 18 combat aircraft by 2015, said it was choosing between Boeing's F/A-18, Dassault's Rafale, Saab's Gripen and the Eurofighter Typhoon which is built by BAE, Airbus and Italy's Finmeccanica.
Industry sources said in March that the purchase could run into billions of dollars. Malaysia's Prime Minister Najib Razak told Reuters in October the purchase might be delayed.

- Malaysia offered Saab fighter jets leasing deal
Swedish aerospace and defence company Saab Group says it has packaged a “competitive and cost-effective” deal for the Malaysian government to lease its Gripen fighter aircraft.
Saab Asia-Pacific president and CEO Dan Enstedt said the company is fine-tuning the deal with the Malaysian government but said he could not disclose the numbers of aircraft or costs at present.
“The leasing deal between Saab and the Malaysian government will include the transfer of technology, which will be capable of adapting our open technology to integrate with the existing Malaysian legacy systems,” Enstedt said on the sidelines of the Defence Services Asia (DSA 2014) Exhibition and Conference in Kuala Lumpur yesterday.
He said the company’s strong partnership with DRB-Hicom Bhd has also opened up opportunities for the company to introduce its civil security products and services, such as its air and naval traffic control systems, to the Malaysian government.
“Although our primary partner is DRB-Hicom, we are also open in establishing partnerships with other Malaysian companies in offering our products and services to the various defence and security agencies under the Malaysian government,” he said.
To date, Saab has sold 274 Gripen fighters to various governments and has 118 fighters on order, with a target of 400 fighters to be sold for this year.
Defence Minister Datuk Seri Hishammuddin Hussein later said the government has yet to make any decision on the replacement of the MiGs for the multirole combat aircraft programme for the Royal Malaysian Air Force.
“For now, we will be focusing our efforts on two aspects, namely to strengthen our defence security assets to be competitive within Asean in terms of defence capabilities and to address our radar systems.
“This combination gives us opportunities in terms of acquiring and upgrading our assets, for example how the Lockheed P-3 Orion and the Boeing P-8 Poseidon were utilised for the search and rescue mission for MH370,” he said during the Defence Ministry's briefing at the DSA 2014 in Kuala Lumpur yesterday.
Saab signed a memorandum of understanding (MoU) with DRB-Hicom in March 2013, among others, to forge industrial cooperation in areas of technology transfer and bringing expertise to Malaysia.
In 2011, DRB-Hicom and Saab signed an industrial cooperation teaming agreement to collaborate on an Airborne Early Warning and Control system, with both parties agreeing to explore the various areas of cooperation that included the design and manufacturing of advanced composite system and components for military and commercial aerospace applications and composite repair technology.
The agreement also covers unmanned aerial vehicle systems and technology, system integration of electronic warfare, avionics and other airborne systems. http://themalaysianreserve.com

- 'Navy needs modern assets'
SECURITY: They can boost capabilities, says RMN chief
KUALA LUMPUR: THE disappearance of Malaysia Airlines flight MH370, the Lahad Datu intrusion and yet another kidnapping in Sabah by Filipino militants have boosted calls to acquire new assets for the Royal Malaysian Navy (RMN).
RMN chief Admiral Tan Sri Abdul Aziz Jaafar said sophisticated technological assets were needed not just to protect the country's maritime territories, but also to boost search-and-rescue operations.
"To fulfil our geostrategic needs in the face of multilateral threats, we need to fortify ourselves with new-generation assets to enhance our capabilities as a formidable navy. RMN is turning 80 and it is time to heighten our preparedness against any spectrum of eventualities to protect our sovereignty," he said in an interview in conjunction with RMN's 80 anniversary on Sunday.
Short of implying that finances should no longer be an excuse for compromising safety and security, Aziz said there would be greater savings in the long run by replacing near-obsolete assets with modern equipment that required less maintenance.
One of the immediate measures RMN had undertaken, he said, was the service life extension programme (SLEP) for the 30-year-old frigates KD Kasturi dan KD Lekir.
SLEP involves the upgrades and refurbishments of its anti-ship armaments, radar, sonar and navigation equipment.
By 2019, RMN will take delivery of the first of its six littoral combat ships to complement its six new-generation patrol vessels.
Aziz said the celebration's theme would be "Preparedness to Protect the Waters".
Of special significance will be the conferment of pennants to the naval special forces base KD Sri Semporna in Sabah and the diving and mines warfare centre KD Duyong in Lumut by Yang di-Pertuan Agong Tuanku Abdul Halim Mu'adzam Shah, who is also commander-in-chief of the armed forces. Sultan of Selangor Sultan Sharafuddin Idris Shah, who is also RMN captain-in-chief, will attend the celebration.
