KAF to Receive F/A-18 Trainers

Kuwait Air Force (KAF) will receive two F/A-18C Tactical Operational Flight Trainers (TOFTs) and associated training equipment from L-3 Communications Link Simulation & Training division.
Under the $24.1m contract, L-3 will also provide two instructor operator stations, a brief/debrief system, associated computational systems, a night-vision training system and a theatre-specific visual system database.
The networked simulators will allow KAF pilots to jointly conduct simulated air-to-air and air-to-ground tactics, normal and emergency procedures as well as night-vision goggle operations.
Both the simulators are integrated with L-3 Link's SimuSphere 360° field-of-view visual display.
The training system is being sold to the KAF through the US Foreign Military Sales programme.

Kuwait and Malaysia have ordered training simulators for their army, navy and air force under the U.S. foreign military sales (FMS) program. Boeing, Computer Sciences Corp., Cubic Technical Services, Engineering Support Personnel, Fidelity Technologies, L-3 Link Simulation & Training and LB & B Associates, all U.S. based companies will receive multiple contracts together worth $900 million.

Services to be provided include operations and maintenance support, instruction, training device modifications, training device relocations, training system management, in-service engineering office support, spares, product support, and other related trainer support services.

Work will be performed in various locations throughout the United States and various outside the continental United States locations. Work performed under these contracts is expected to be completed in December 2015, a U.S. government contracts announcement said.

Raytheon Company (NYSE: RTN) has received a $145 million Foreign Military Sales production contract for Patriot Guidance Enhanced Missiles – Tactical (GEM-T) to augment Kuwait’s air and missile defense.
The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., issued the contract to complement Kuwait’s Configuration-3 radar system upgrade work already underway at Raytheon.
“This new GEM-T missile production contract highlights the efforts by Kuwait Air Defense to maintain readiness and effectiveness of the Patriot Air and Missile System to counter evolving regional threats,” said Sanjay Kapoor, vice president of Patriot Programs at Raytheon Integrated Defense Systems (IDS). “We continue to modernize the Patriot system and are committed to providing Kuwait and our 11 other partner nations globally with increased system reliability and reduced life-cycle costs.”

GD Austrian Unit Discusses Pandur Sale to Kuwait



PARIS - Steyr Daimler Puch, the Austrian unit of General Dynamics Land Systems Europe, is in talks with the Kuwait National Guard for the sale of a new generation of its Pandur armored personnel carrier, an industry executive said.

The discussions are understood to be for several dozen units of the armored vehicle, which is available in six- and eight-wheel configurations in the Pandur II version. Steyr declined comment.
General Dynamics plans to present is Mowag Piranha armored vehicle at the IDEX show in Abu Dhabi, which opens Feb. 20.

Kuwait Requests Technical, Logistics Support for F/A-18 Aircraft Valued at $100 Million

WASHINGTON | The Defense Security Cooperation Agency (DSCA) notified U.S. Congress Nov. 8 of a possible Foreign Military Sale (FMS) to the Government of Kuwait for continuing logistics support, contractor maintenance, and technical services in support of the F/A-18 aircraft and associated equipment, parts, training and logistical support for an estimated cost of $100 million.

The Government of Kuwait has requested a possible sale of continuing logistics support, contractor maintenance, and technical services in support of the F/A-18 aircraft to include Contractor Engineering Technical Services/Contractor Maintenance Services, Hush House Maintenance Support services, and Liaison Office Support Services, U.S. Government and contractor technical and logistics personnel services and other related elements of program support. The estimated cost is $100 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in the Middle East.

The Government of Kuwait needs this logistics support, contractor maintenance, and technical services to maintain the operational capabilities of its aircraft.

The contractor maintenance and training technical services will not alter the basic military balance in the region.

The principal contractors will be The Boeing Company in St. Louis, Missouri; Kay and Associates in Buffalo Grove, Illinois; Industrial Acoustics Company in Winchester, United Kingdom; and General Dynamics in Fairfax, Virginia. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any U.S. Government or contractor representatives to Kuwait.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

TCOM, L.P., Columbia, Md., is being awarded a $10,414,828 firm-fixed-price contract for the contractor engineering technical support (CETS) services in support of Kuwait Low Altitude Surveillance System (KLASS) Program for the government of Kuwait under the Foreign Military Sales Program. The CETS personnel perform operation and maintenance of the KLASS aerostat, which is a mission essential asset for this sensitive region of the world. Work will be performed in Kuwait (90 percent); Columbia, Md. (five percent); and Elizabeth City, N.C. (five percent). Work is expected to be completed by December 2013. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured, due to sole-source direction by international agreement. The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-12-C-2404).
