Thailand navy's 36 billion baht (about USD 988 million) plan to purchase three submarines from China may have to be delayed or even reviewed, navy chief Admiral Na Areenij said on Thursday.
The new navy chief insisted that submarines are a necessary capability. However, he understood that the economy is in a downturn with many limitations placed on the government in meeting the needs of people in every sector, the Bangkok Post reported.
This could affect the navy's bid for a submarine fleet, he said.
"We have to build opportunity from crisis. The navy will look to improving its knowledge, expertise and tactics. We have to increase the capability of our units under budget constraints. We may run short of funds, but we still can make improvements," Adm Na said.
"During my two years as navy chief, I will try to make the navy a place of learning and knowledge," he added.
Adm Na said if the submarines purchase plan was stalled, the navy would have an alternative to propose, but declined to elaborate, saying he is yet to discuss it with Prawit Wongsuwon, the deputy prime minister and defence minister.
The navy had submitted a proposal to acquire the submarines to the defence ministry, to be forwarded to the cabinet for consideration.
However, the proposal is still with the ministry at this stage, he said. | |

New contracts worth a total of 140 million Euro for Finmeccanica-AgustaWestland helicopters. During the Helitech International Show held in London, the company announced orders for the AW139 and AW169 new-generation helicopter models, by both commercial and Governmental European and Asian customers for a total amount of eleven.
Among the operators to mention which have chosen the AgustaWestland’s new-generation helicopters is the Royal Thai Army, that will use eight AW139s for transport and utility services in addition to the two currently in service and the company Heliservices International GmbH which will use its new AW169 for offshore activities in the North Sea.
The helicopters ordered will be used for the implementation of a variety of missions, like passengers transport, law enforcement and offshore transport; and the entry into service of these machines, specifically ten AW139s and one AW169, is planned to take place between the end of 2015 and the end of 2016.
The AW139 and AW169 helicopters, thanks to great performances, cutting-edge technology and operating flexibility, have reached a unique success in their respective categories (intermediate for the world class leading AW139 and light intermediate for the recently certified AW169), obtaining a total of over 1,000 orders signed to date on the world market. Ukraine and Thailand are close to finalising a programme that would support a Royal Thai Army (RTA) plan to locally build the 8x8 BTR-3E1 armoured personnel carrier (APC), a senior official from Ukraine's state-owned defence exports and industry agency Ukroboronprom told IHS Jane's on 3 November.
He said the plan would feature three phases and be implemented over the long term as Thailand gradually develops local industrial capability. The programme would support future RTA programmes to procure the BTR-3E1 as well as plans to export the APC to regional countries.
The RTA ordered in 2008 and 2011 more than 220 BTR-3E1s, which are being manufactured by the Kharkov Morozov Machine Design Bureau. Deliveries have been delayed by conflict in Ukraine but Ukroboronprom expects to hand over to the RTA the last of the ordered vehicles before the end of 2015, said the official, who did not want to be identified.
This would be followed, he added, by the programme to produce BTR-3E1s in Thailand. "We hope to sign a co-operation agreement in the near future," he said.
The BTR-3E1 programme would be carried out over several years and feature various levels of training and support for RTA technicians. Private industry in Thailand would not be involved in the programme with the RTA's own production units leading the project.
The first phase would feature RTA production units assembling the BTR-3E1 from kits supplied by Ukraine. If this is deemed a success, the two countries then hope to facilitate the RTA's manufacture of components and subassemblies, leading to full production of the vehicle. Under the final stage, elements of the BTR-3E1 that would not be manufactured in Thailand include armoury and weapons and the vehicle's MTU engine, which is sourced from Germany.

The Thai King, 87-year-old Bhumibol Adulyadej, also known as Rama IX, is one of the richest monarchs in the world with wealth of over $30 billion, according to Forbes. The Superjet 100, built by Sukhoi Civil Aircraft, is Russia’s effort to break back into the global civil aviation market after the collapse of its Soviet era industry. The plane has struggled to gain market share after setbacks including a disaster in 2012, when a promotional flight crashed into a mountainside in Indonesia killing all 45 people on board. Sales of the plane have gradually picked up, but Russia’s state-owned Aeroflot remains the biggest single buyer with 30 orders.

Thailand is interested in buying T-90MS or T-90S main battle tanks from Russia.
Thai delegation visited the Uralvagonzavod, and seems to do an assessment of the type of T-90 MBT, because the latest T-14 MBT Armata not be exported in the near future.
By visiting Uralvagonzavod, the Army has information as a guide in determining which one will be selected MBT after the supply of Ukrainian Oplot MBT stalled.
As is known, Oplot tank originally projected to strengthen two cavalry battalion to replace the aging M48A5 tank.
The T-90 is a Russian third-generation main battle tank that is essentially a modernisation of the T-72B, incorporating many features of the T-80U (it was originally to be called the T-72BU, later renamed to T-90).
T-90MS – New modernised (M) version of the export tank T-90S, with a 1130HP engine, a PNM Sosna-U gunner view, a 7.62 mm turret UDP T05BV-1 RWS, GLONASS, inertial navigation systems and new explosive reactive armour (ERA). Des fonctionnaires thaïlandais de haut rang se disent préoccupés par les retards de livraison de chars T-84 Oplot.
Les retards de livraison de chars ukrainiens T-84 Oplot poussent la Thaïlande à chercher d'autres options, notamment des véhicules de fabrication chinoise et russe, écrit le magazine asiatique The Diplomat.
En 2011, la Thaïlande a passé une commande d'un montant de 240 millions de dollars sur l'achat de 49 chars T-84 Oplot-M ukrainiens et de matériel de combat auxiliaire à la compagnie ukrainienne Ukrspetsexport. Mais fin 2015, l'armée royale de Thaïlande n'avait reçu que dix chars. Ces retards préoccupent des fonctionnaires thaïlandais de haut rang. Bien qu'Ukrspetsexport assure vouloir fournir cinq autres chars début 2016, des sources du Diplomat font savoir que Bangkok pourrait renoncer au marché. En effet, l'Ukraine devait livrer 20 chars en 2015.
"L'un des signes de renoncement est la création d'une commission spéciale en Thaïlande qui devra examiner des alternatives aux T-84 ukrainiens. Selon certains médias thaïlandais, la commission envisage deux options: les chars russes T-90 (ou T-90MS) ou les véhicules de combat chinois VT-4/MBT-3000. Ces deux modèles sont basés sur les chars soviétiques T-72 et armés de canons lisses de 125 mm", lit-on dans le magazine.
Selon The Diplomat, entre 1992 et 2013, la Russie a vendu 1.297 chars et la Chine 461. "Sur fond de concurrence entre la Russie et la Chine, l'Ukraine a annoncé sa volonté d'intensifier la production et de sortir chaque année 120 nouveaux chars T-84 à partir de 2016", indique l'article.
En septembre 2015, le directeur général adjoint de l'usine russe Uralvagonzavod, qui fabrique les chars T-90, Alexeï Jaritch déclarait que la Thaïlande s'intéressait au matériel militaire de son entreprise. Une délégation thaïlandaise, selon lui, a visité la ville de Nijni Taguil pour se pencher sur cette question.

Germany's Rheinmetall has announced it has secured a contract from the Royal Thai Army (RTA) for four Skyguard air-defence systems.
The contract, which was signed in July 2015 but only announced on 11 January, covers the provision of four Oerlikon Skyguard 3 fire-control systems and eight 35 mm Oerlikon GDF007 Twin Guns, as well as including the company's Ahead airburst ammunition and unspecified additional services.
A company spokesman told IHS Jane's , "The deliveries have not yet started; they will take place by the end of 2017."
He declined to specify the exact value of the contract, but a company press release said it was a "multi-million euro order" and that the company "attaches great commercial importance" to the deal.
"We are intending to win follow-on contracts," the spokesman added.
The contract is the company's first order from the RTA, although it has previously sold systems to Indonesia and Malaysia.
The four Skyguard systems will be operated by the RTA's anti-aircraft artillery division in central Bangkok, according to a source within the RTA. The new guns will replace ageing Chinese systems, namely the division's Norinco Type 74 (37 mm) and Type 59 (57 mm) anti-aircraft guns. The source confirmed that the RTA expects to procure additional air-defence systems to replace obsolete Chinese weapons.

During the ceremony of taking the oath of allegiance to the royal colors of the Royal Thai Air Force 2016. The Royal Thai Air Force Security Forces Command held a special demonstration the show capability of RTAF Security Force unit.
Personal are from 2nd Security Force battalion King’s Guard of Royal Thai Air Force Security Forces Command.
The unit demonstrated the tactical infantry weapon mission – or commonly known as rapid fire – in which the troops have been well trained to crouch, move, and take cover. The skill is used in the motorcycle patrol unit or the air base, combat information center, or air force operation center security unit.
In the next operation, the motorcycle unit demonstrated the rapid operation. Agility of their vehicle allow the two-men unit on the motorcycle to use their infantry weapon to counter threats within 5 minutes after the order was given. The unit also capable for surveillance, reconnaissance, search, contain, and destruction mission.
The unit also derived the Krav Maga from Israel and mixed with Muay Thai Chai Yut (ordinary Muay Thai mixed with Aikido and Judo). Krav Maga aims to destroy the five weak points of the human body. Royal Thai Air Force Security Forces Command train its personal on all of those hand-to-hand combats under the name Jarumporn.

The First Win 4x4 multi-mission armoured vehicle is manufactured by Chaiseri Metal and Rubber Company (Chaiseri), a defence company based in Thailand, for military, peace-keeping, administrative and homeland security missions.
The vehicle affords a high level of ballistic and blast protection for its occupants against threats in the modern battlefield. The First Win vehicles are operational with the Royal Thai Army and the Thai Ministry of Justice.
First Win E reconnaissance or security variant is the latest addition to the First Win family.
First Win armoured vehicle orders and deliveries
The Royal Thai Army received 29 units, as of April 2014, and placed an order for another 200 vehicles. Deftech signed a contract with Chaiseri to acquire the first batch of 20 First Win 4×4 tactical vehicles for the Malaysian Army.
The first six units, which will be manufactured by Chaiseri, are scheduled for delivery in 2016, while the remaining will be manufactured and assembled by DRB-HICOM Defence Technologies (Deftech). The vehicles will be known as AV4 in Malaysian service.

BAE Systems has signed a contract with Thailand's Bangkok Dock shipbuilder to support its programme to build a second modified River-class offshore patrol vessel (OPV) for the Royal Thai Navy (RTN).
BAE Systems said on 29 January that under the agreement it will provide engineering support and advice during the construction of the 90 m vessel at Bangkok Dock's facilities at the Mahidol Adulyadej Naval Dockyard.
A spokesperson from BAE Systems told IHS Jane's that the support will be focused on engineering and design, and will be provided through dedicated engineers in Bangkok and Scotland.
IHS Jane's also understands that in building the second OPV Bangkok Dock will have access to technical assistance provided by the project team involved in the ongoing construction of three River-class Batch 2 OPVs for the UK Royal Navy. This programme is worth GBP348 million (USD558.5 million) and was confirmed in August 2014.
Thailand purchased the design of the River-class OPV in support of Bangkok Dock's construction of HTMS Krabi , which was commissioned in August 2013. This vessel was also built in partnership with BAE Systems at Mahidol Adulyadej.
The programme to build the second OPV follows Bangkok Dock's signing of a THB2.85 billion (USD80 million) contract in September 2015 to lead the project in collaboration with other domestic shipyards. Bangkok Dock is aiming to build the second OPV in two to three years while other potential River-class OPVs contracts progress. The RTN requires at least five of the type, although the timing and scope of contracts will depend on finances.
There is also the possibility for additional sales of the River-class OPV in Southeast Asia, although these programmes would be led by BAE Systems. The company regards the success of the vessel in Thailand, the UK, and also Brazil, which ordered three OPVs in December 2011, as a potential driver of exports in the region.

Shephard recently witnessed new 12.7mm FN Herstal HMP400 gun pods and FZ220 70mm rocket launchers fitted to Airbus Helicopters AS550 C3e (since being renamed H125M) platforms of the Royal Thai Army (RTA).

These weapons will provide greater firepower for the RTA’s eight Fennec helicopters that are used mainly for armed reconnaissance missions, as well as forward air control, close air support, cavalry convoy escort, suppressive fire missions and to support drug suppression units in peacetime.

Forges de Zeebrugge (FZ) makes the FZ220, a seven-tube, 70mm, lightweight rocket launcher that weighs only 20kg. The FZ220 can fire FZ’s proprietary FFAR and WA rockets. The HMP400 gun pods, meanwhile, mount a 12.7mm FN M3P machine gun especially designed by the company for airborne applications. It offers accurate suppressive and defensive fire against troops at ranges of up to 3,000m, and suppressive fire against light armoured vehicles out to 1,000m.

The Royal Thai Navy receives two new H145M (previously known as the EC645) military helicopters.
The Royal Thai Navy signed for five H145Ms to be deployed on transport duties and other missions, with deliveries scheduled to begin in 2016. Its purchase represents the first export order of this militarized version of the EC145 T2, which is the newest and most powerful model in Airbus Helicopters’ proven EC145 light twin-engine helicopter family.
The H145M is equipped with a modern digital glass cockpit, night vision goggle compatability, and Airbus Helicopters’ advanced Helionix® avionics suite with a 4-axis digital autopilot.
Enhancements include an upgraded transmission system and incorporation of Airbus Helicopters’ signature Fenestron® shrouded tail rotor for improved anti-torque control.
For armed operations, the rotorcraft carries a mission computer, two rigid multi-purpose armament pylons that are easily removable, an infrared/TV electro-optical system, and a laser range-finder/designator/pointer. With its open system architecture, this innovative weapon system contributes to full situational awareness for the crew.
