- Un Mig-21 s'écrase en Croatie avant l'atterrissage

Mardi 05 Août, un Mig-21 de la force de défense aérienne de la République de Croatie s'est écrasé non loin d'un aéroport civil et militaire, à proximité de la capitale du pays, Zagreb, au Nord de la Croatie.
Alors que l'appareil et le pilote étaient en phase finale, quelques instants avant de toucher la piste, un train d'atterrissage de l'avion de chasse n'est pas sorti. Quelques instants après, le moteur et la partie arrière de l'appareil ont commencé à brûler. Le pilote de chasse croate a alors pris la décision de s'éjecter. Souffrant de blessures mineures, il a été transporté dans un hôpital de la région pour y subir des examens.
Le Ministre croate de la Défense a précisé, lors d'une conférence de presse, que l'appareil qui s'est écrasé ne provient pas du lot des douze Mig-21 qui ont été envoyés en Ukraine pour être modernisés par la firme ukrainienne Ukrspecexport. Le contrat, estimé à 10,5 millions d'euros, prévoyait la mise à niveau de l'avionique, des systèmes de communications et une meilleure sécurité du pilote. L'entreprise a également procédé à l'ajout d'un GPS russe qui permet à l'appareil d'être autonome en vol et des écrans remplaceront les instruments de vol.
La Croatie, entrée au sein de l'OTAN en 2009 avec l'Albanie, compte garder ses Mig-21 jusqu'en 2020, et dispose d'un léger parc de dix Mig-21, datant de l'ère soviétique.

Croatia has ordered 12 Panzerhaubitze 2000 (PzH 2000) 155 mm self-propelled howitzers from ex-German military stocks, it has been announced.
A contract for the order was signed in Zagreb on 5 December by Viktor Koprivnjak, Croatian deputy minister of defence in charge of material resources, and by Helmut Richter from the Federal Office for Defence Technology and Procurement.
The delivery of PzH 2000 to the Croatian Armed Forces (CAF) is to be done in two tranches of six systems: the first in the second half of 2015 and the second in 2016. Germany will prepare the artillery systems for Croatian service prior to their delivery, a process that will include upgrading their communications array and weapon control software.
During the signing, Koprivnjak stated: "The weapons themselves are priced at EUR12 million [USD15 million], while the overall project is valued at EUR41 million. Apart from the actual PzH 2000 howitzers, there is training, spares, and adjustment of the weaponry and their electronic systems for service in the CAF."
While this procurement is mentioned in the new CAF Long-Term Development Plan 2015-24 (still going through parliament) as a goal to be fulfilled by 2019, the new artillery systems are considered vital for the development of a CAF NATO force capability.
In order to lower the costs of the upgrades and for their operational usage, the contracting for these parts of the programme is being done by the NATO Support Agency's Land Combat Vehicle (Project PzH 2000) effort in order to benefit from economies of scale.

- Croatia to sell surplus military aircraft
Croatia is looking to sell a wide range of its surplus Croatian Air Force aircraft, with the state-owned Alan Agency issuing a new call to tender.
The country hopes to sell seven Mil Mi-24V 'Hind' attack helicopters (manufactured from 1978 to 1987), two Antonov An-32B 'Curl' tactical transport aircraft (manufactured in 1991 and 1993), and six Pilatus PC-9 turboprop trainer aircraft (three PC-9s manufactured between 1986 and 1991 and three PC-Ms built in 1993).
The aircraft have been offered for sale individually or in batches. The country has set a deadline of 28 January for interested parties to submit a letter of intent, backed by a returnable deposit of EUR15,000 (USD17,574). Potential bidders will then be invited to inspect the aircraft, with an offer expected no less than 14 days after inspection. ANALYSIS
The principal reasoning behind the sale of the aircraft is financial, caused by the declining state of the Croatian economy and its defence budget, although other reasons are also at play.
Croatia's Mi-24Vs were in limited use after the conflicts of the 1990s, and were withdrawn from service over a decade ago. Their sale has previously been contemplated on multiple occasions, but at least once a prospective sale is understood to have been squashed by active opposition from Moscow.
The two An-32Bs were recently used in Croatian Air Force service, including in both Iraq and Afghanistan, but with the aircraft due to undergo a period of deep maintenance Croatia now seeks to sell them. No official thought was given to their conversion for a naval surveillance role, although such aircraft are sorely missed in Croatia.
Meanwhile, the sale of the PC-9s is driven partially by the imbalance between the number of training aircraft Croatia has for its pilots and its meagre number of available supersonic fighter aircraft. However, with Croatia's MiG-21 upgrade programme finally reaching completion, and with demand for foreign pilot training growing, the sale of the PC-9s may be reconsidered in the near future. http://www.janes.com | |

Croatia's defence ministry has confirmed that six of country’s top instructor pilots – all of them members of Krila Oluje ("Wings of Storm") aerobatic display team – have applied to resign from active duty.
According to sources quoted by local media, the pilots have received a superior offer from Qatar, with the Croatian daily Slobodna Dalmacija reporting that the Gulf state plans to form a display team with its new Pilatus PC-21 trainers to include the Croatian pilots
Submitted on 4 March, the resignation requests will be decided on “after consultation with the pilots and in accordance with law”, the ministry says. It adds that any departure “will not compromise the combat readiness and of the Croatian armed forces, namely the education and training segment within the Croatian air force”.
The ministry says its pilots “have obviously opted for a much better [financial] offer that it could not match”, and notes that the approach "confirms the quality of Croatian air force training, that has been recognised not only in Croatia, but also abroad”.

The Croatian Armed Forces (CAF) presented new armoured vehicles at their Gasinci training grounds on 20 March.

Four variants of the Patria Armoured Modular Vehicle (AMV) were presented: medical, logistical, and command versions, plus an armoured personnel carrier variant fitted with a Kongsberg Protector weapon station armed with a 12.7 mm gun.
As well, three new types of mine-resistant ambush-protected (MRAP) vehicles donated by the United States were also shown - the Navistar MaxxPro, the Oshkosh M-ATV, and the BAE Systems RG33 HAGA (Heavy Armoured Ground Ambulance) - along with older Iveco Light Multirole Vehicles (LMVs) and Humvees received in an earlier US donation.
Just 16 of the planned total of 126 AMVs have entered service so far due to slow subsystem integration, according to the CAF. A further 33 are currently being prepared, while the remaining 69 should be in service by the end of 2015.
The remaining eight Patria vehicles are to be equipped with a 30 mm-armed weapon station (to be procured under an international bidding process that begins soon). All 126 AMVs are to be in CAF active service by the end of 2016.
The US donation of 212 used MRAPs to Croatia was made via the Excess Defense Articles (EDA) programme with two letters of offer and acceptance dated 10 September 2013 and 4 April 2014.
Of 162 M-ATVs received, 15 are going to the Croatian Special Forces Command (SFCOM), 5 will be with the Support Command (SCOM), 2 with the Military Police Regiment, and 78 are to enter service with the Croatian Army in 2015, with a further 62 to follow in 2016 (equipping the 1st Battalion of the Motorized Guards Brigade in Gospic).
Of the 30 MaxxPro vehicles received, 21 are for the Croatian Army, 5 will join SFCOM, and 2 each will go into SCOM and the Military Police Regiment. All of the 20 RG33 HAGA vehicles are to enter service with SCOM in 2015.
The 20 Humvees are to be used for training, to achieve NATO-mandated capability targets for Croatia, and also as forward observer vehicles for the PzH 2000 self-propelled howitzers that Croatia is to acquire from Germany.
Of the 10 Iveco LMVs that Croatia bought in 2006 and 2007, all nine sent to Afghanistan have returned and currently serve with the military police as part of Croatia's declared platoon-strong contribution to the NATO Provisional Response Capability force.

Israel is offering Croatia surplus Lockheed Martin F-16A/Bs upgraded to the ACE configuration, as replacements for its Mikoyan MiG-21 fighters.
The Israeli air force is phasing out its F-16A/B-model trainers, ahead of deliveries of the new-generation Lockheed F-35A, which are expected to begin in 2017.

Conducted by Israel Aerospace Industries, in co-operation with several other Israeli companies, the F-16 ACE upgrade provides an Elta Systems EL/M-2032 fire control radar with synthetic aperture radar mapping modes. Updated cockpit equipment includes a trio of 5 x 7in colour displays and an Elbit Systems helmet-mounted display system. The aircraft also can be equipped with a variety of new weapons and sensors.
If a buyer is found for the ex-Israeli air force fighters, they could receive advanced weapons, including Rafael’s Python 5 air-to-air missile, sources suggest.
The Croatian government earlier this year confirmed plans to replace its MiG-21 fleet, saying that it was “already evaluating three possible options”. Second-hand F-16s are being offered by the USA, while Sweden is promoting upgraded Saab Gripen C/Ds.

The delivery of PzH 2000 to the Croatian Armed Forces (CAF) is to be done in two tranches of six systems: the first in the second half of 2015 and the second batch in 2016. Germany will prepare the artillery systems for Croatian service prior to their delivery, a process that will include upgrading their communications array and weapon control software. All 12 howitzers should be in full operational condition for 2017, said the Chief of General Staff General Drago Lovric. Croatian Defence Minister Ante Kotromanovic said that Croatia is receiveing "the most powerful artillery weapons, that will significantly raise the level of CAF capabilities".
The price for the 12 howitzers is €12 million, and the remaining €29 million are adjustment costs for use in the Croatian Armed Forces. It includes training of Croatian soldiers, service, equipment, software upgrades, and systems for fire control, etc.
The PzH 2000 is a 155mm self-propelled howiter designed, developped and manufactured by the German Company Krauss-Maffei Wegmann (KMW) together with Rheinmetall Defence. The main armament consists of a Rheinmetall 155mm 52 cal. gun with a chromium-plated barrel and semi-automatic lifting breech block with integrated 32-round standard primer magazine. The 30 km range requirement with NATO standard shells and the 40 km requirement with base-bleed shells has been met with the development of a new 155 mm 52 cal barrel.

MiG-21 croates modernisés !
L'armée de l'air de la Croatie a reçu l’ensemble de ses Mikoyan MiG-21L modernisés. Le Ministère de la Défense Croate avait débuté la modernisation de sa flotte vieillissante de MiG-21L « Fishbed », auprès de l’entreprise ukrainienne Ukspecexport en 2011.
Au total, se sont douze MiG-21L qui ont subi une remise à niveau qui va permettre de patienter, jusqu’à ce que les finances du pays offre l’opportunité d’acquérir d’ici 6 à 8 ans, un nouvel avion de combat.
Si les détails complets de la mise à niveau ne sont pas entièrement connus, l’avionique et les communications et l’augmentation de la sécurité du pilote sont au menu. Ukspecexport a installé son système de navigation GLONASS (GPS russe) qui permet la navigation autonome et le ciblage. Les appareils ont également reçu un système de communication crypté de nouvelle génération. L’avionique comprend un écran EFIS en remplacement des instruments de vol de base de type analogiques. Des améliorations ont été apportées en ce qui concerne le siège éjectable.
Retards et sanctions :
La mise à jour des MiG-21L croates a souffert de nombreux mois de retard, suite à des problèmes de fourniture en ce qui concerne, le système de communication et l’amélioration de l’avionique. Zagreb semble préparer une demande de dédommagement aux fournisseurs.
Recherche d’un nouvel avion :
Le conseil de la défense de l'Etat croate, a annoncé avoir redémarré son programme de remplacement de la flotte de MiG-21L, des demandes d'information ont été envoyées à plusieurs avionneurs, soit une première étape dans l'acquisition d’un futur nouveau type d’avions.

Swedish defence export agency FXM announced on 24 October that the country was officially offering the Saab JAS 39 Gripen C/D for Croatia's fighter replacement requirement.
The announcement followed a request for information from the Croatian Ministry of Defence (MoD) in June to procure between eight and 12 newbuild aircraft to replace the country's ageing fleet of MiG-21bis 'Fishbed-L', which are currently in the process of being modernised.
According to the Croatian MoD's Long-Term Development Plan (LTDP) for 2015-2024, the MiG-21 fleet would remain in service until 2024 as a result of the aircraft's modernisation. Funding for the replacement aircraft is expected to begin from 2019.
The Croatian government may also be considering secondhand Lockheed Martin F-16 Fighting Falcons from another country to fulfil the requirement.
Saab first proposed the Gripen to Croatia in 2007, with a proposal for 12 aircraft (10 single-seat C-model aircraft and 2 two-seat D-model aircraft) that was valued at then EUR700 million (then USD1.1 billion). However, the procurement stalled due to the global financial crisis of 2008, and a resultant re-prioritisation of Croatian government spending.
