La situation au large du Vietnam ne cesse de s’envenimer. Alors qu’un différend territorial sur des zones maritimes au sous-sol riche en ressources d’hydrocarbures oppose déjà la Chine à ses voisins philippins malaisiens et vietnamiens, l’Inde vient d’annoncer l’envoi de bâtiments de guerre dans la zone. L’Inde n’a pas de revendication territoriale dans cette région, mais elle a des intérêts économiques, via l’entreprise d’Etat ONGC (Oil and Natural Gas Corp) dans le champ de gaz de Nam Con Son, au large de la côte sud du Vietnam.

La marine indienne annonce la tenue prochaine d’exercices dans cette zone, ce qui ne manque d’inquiéter les observateurs internationaux, qui craignent déjà les frictions entre les deux nations, dont les marines sont en pleine expansion.

La Chine a récemment annoncé qu’à compter du 1er janvier prochain, la police montera à bord et prendra le contrôle de tout navire entrant « illégalement dans les eaux de la province de Hainan », correspondant à une des zones disputées.

New Delhi: After clinching Rs 99,000-crore deal to equip the Indian Air Force with Dassault Aviation’s Rafale fighters, the government is now eying to acquire next generation submarines manufactured by France.

According to a report by the Hindustan Times, the government is willing to spend more than $10 billion ( Rs 55,000 crore) to strengthen Indian Navy’s undersea combat capabilities.

Confirming the development Navy chief Admiral DK Joshi said the Defence Ministry’s acquisition council had given the go-ahead for buying six submarines under a project codenamed P-75I.

Joshi also stated that a global tender in this regard would be floated very soon.

Joshi said the new subs – bigger than the Scorpene – would be equipped with air-independent propulsion systems to recharge their batteries without having to surface for more than three weeks. “The submarines would also be equipped with land attack missile capability,” Defence Minister AK Antony informed the Lok Sabha on Tuesday.

Currently, six Scorpene-class submarines are being built at the Mazagon Dock Ltd with technology from DCNS under a $4.3-billion ( Rs. 23,562 crore) project called P-75

The Indian Navy’s existing submarine fleet is rather humble, consisting of just 10 Russian Kilo-class, four German HDWs and an Akula-2 nuclear-powered attack submarine leased from Russia at $1 billion ( Rs. 5,500 crore).

After the go ahead, major shipbuilders including DCNS of France, HDW of Germany, Rosoboronexport of Russia and Navantia of Spain are expected to bid for the mega deal to build a second line of submarines for India.

Clearly, government’s move to acquire next generation submarines is aimed at countering the threat emerging from China, which has more than 50 conventional submarines in its fleet, but nearly two-thirds of those are outdated.

India is in the process of deciding whether its second indigenous aircraft carrier will be equipped with catapults.

The vessel, referred to within New Delhi naval circles as IAC 2 (indigenous aircraft carrier 2), will follow IAC 1, which is now being built in Kochi shipyard.

The lead ship will be similar in size to the INS Vikramaditya, formerly the Soviet carrier the Admiral Gorshkov, and displace approximately 36,000t, says a source familiar with Indian navy plans. As with the Vikramaditya, IAC 1 will launch aircraft using a "ski-ramp" structure.

IAC 2 is envisaged as a far larger warship - with a displacement of approximately 60,000t - and could enter the fleet within 10 to 15 years. Senior leaders within the navy are leaning toward deploying this ship with catapults, sources say, with a decision on whether to integrate steam catapults or an electromagnetic aircraft launch system to come as soon as July 2013. New Delhi is also considering the possibility of making IAC 2 a nuclear-powered vessel.

Indian navy plans call for a three-carrier fleet, with the service's only current example, the Viraat, to be retired in the coming years. This would allow one carrier to be stationed on each of India's coasts, while the third would undergo repairs or perform other duties such as training.

The Vikramaditya was supposed to have been delivered this month, but problems with the ship's propulsion system have reportedly delayed this until the second half of 2013. Prior to the emergence of these issues, Russian pilots in RAC MiG-29K/KUB aircraft conducted successful flight tests from the ship (below).

Through the use of catapults, IAC 2 would be able to operate larger, more powerful aircraft, such as the Dassault Rafale - the apparent winner of the Indian air force's medium multirole combat aircraft requirement - or the Boeing F/A-18E/F Super Hornet.

Catapults would reduce the deck space required for launching aircraft, while allowing them to carry more fuel and heavier payloads. Ramp-assisted operations require long take-off runs, and involve fighters burning considerable fuel just to get airborne.

The addition of catapults would also allow IAC 2 to operate fixed-wing airborne early warning and control system and battle management aircraft, such as Northrop Grumman's E-2D Hawkeye, providing the fleet with far greater situational awareness than helicopter-borne surveillance equipment.

Both the Russian upgraded Mi-26T2 Halo and the Boeing Chinook CH-47F had qualified in the technical trials and their financial bids, covering the initial acquisition cost as well as the lifecycle costs. The Indian media earlier cited cost effectiveness and after-sales service as main factors that tilted the scales in favor of the US aircraft.
“In the proposal initiated by Indian Air Force (IAF) for procurement of 15 Heavy Lift Helicopters, Boeing with Chinook Helicopter has emerged as the L1 Vendor,” the ministry said in a statement.
“The Field Evaluation Trials for these Helicopters conducted by the Indian Air Force have found them to be compliant with all the stated Air Staff Qualitative Requirements (ASQRs),” the statement said.
The cost of the future contract will be determined following contract negotiations with Boeing, which are currently underway, the Indian military added.
Russia’s state arms exporter Rosoboronexport has recently insisted that the outcome of the tender has not yet been determined.
Russia’s traditionally strong position on the Indian arms market has been recently undermined by fierce competition with US and European companies and failures to fulfill several contracts.
Last year Russian arms exporters suffered two painful losses at Indian tenders.
Russia did not win the contract to supply 22 helicopters to India, which preferred the US AH-64D Apache to Russia’s Mi-28N.
During the Medium Multi-Role Combat Aircraft (MMRCA) tender announced by the Indian Air Force to replace aging MiG-21s, the Russian MiG-35 did not even make it to the finals, where the Eurofighter Typhoon twin-engine multirole fighter lost a contract worth at least $10 billion to France’s Dassault Rafale.

IAF ready for biggest air exercise 'Iron Fist'


JAISALMER: The Indian Air Force will conduct its first ever day-night exercise and display its full combat capability during 'Iron Fist' to be held at [color:d324=#0000FF !important]Pokhran firing ranges here from February 22, 2013.

Work at the new air strip in [color:d324=#0000FF !important]Pokhran range has started and will soon be operationally ready for this mega event. [color:d324=#0000FF !important]IAF sources said all preparations of the program has been completed.

President Pranab Mukherjee, air and defence attaches of 50 friendly countries are likely to witness the full combat power of the IAF during 'Iron Fist'.

The pre-firing demonstration and rehearsal for the first ever day and night event will be in December last week. About 100 [color:d324=#0000FF !important]different aircraft Sukhoi 30, Mirage 2000, Jaguar, MIG 21, attack helicopters, UAV and high-tech AWACS will display their potential, an official said. The transport aircraft taking part in the exercise will include AN-32, Embraer, IL-76, IL-78 and C-130J while [color:d324=#0000FF !important]Mi-17V5 and Mi-35 attack helicopters will constitute the rotary wing ingredients.

The Airborne Warning and Control System (AWACS) will be used to monitor the mammoth exercise, while an unmanned aerial vehicle will stream live video images of the targets set for destruction. The air defence activities will include firing of surface-to-air guided missiles.

In addition to several aircraft participating from [color:d324=#0000FF !important]all IAF commands, many standby aircraft in air and an equal number on the ground will make the exercise one of the biggest air power demonstration ever. Trials of few newly acquired equipment are also likely to take place during the show to check their efficacy.

Mock radar sites, tanks, marshalling yards, terrorist camps, runway, BMP, blast pens and convoys are among the few targets that the IAF pilots will seek to destroy during the exercise. Para-drop and troop insertion of Garudas (IAF's special force) to neutralize a mock terrorist camp will also be on display.

Such fire power demonstration will be a collective display of skills and accuracy in weapon delivery by pilots at the end of their training year. The exercise will also aid commanders and planners to attain better insight into the IAF's potential and the deployment capabilities of aerial weapons, said defence spokesperson Col S D Goswami.

The President and supreme commander of the armed forces Pranab Mukherjee , Rajasthan Governor Margaret Alva, defence minister A K Antony, state chief minister Ashok Gehlot, MoS for defence, marshal of the IAF Arjan Singh, the three service chiefs, senior MoD officials, foreign military attaches of various countries and other senior members of the Union government and the armed forces are likely to witness the fire power demonstration, an official added.

New Delhi : A total of 66 Indian military personnel were killed in 54 accidents involving Indian Air Force (IAF) helicopters and jets from 2009, Defence Minister A.K. Antony said Monday.

Antony told the Lok Sabha that the government had taken several remedial measures to check the accidents that had taken place almost all over India.

According to a statement laid in the house, the crashed planes include Sukhoi SU 30, MiG 27, MiG 21, Sea Harrier, Kiran and Jaguar jets as well as Dhruv, Cheetah, MI-8 and Chetak helicopters. Among the places where most crashes took place included Hashimara (West Bengal), Pune, Barmer, Jodhpur, Goa, Guwahati, Gwalior, Jamnagar and Kalaikunda.

Antony said the IAF had taken steps to improve aviation safety by streamlining accident reporting procedures, quality audits of aircraft fleets, and ways to prevent bird hits.

Senior aviation safety functionaries from IAF have visited all flying bases to apprise and caution the operating units about the causes of the accidents, the minister said.

"Accident prevention programmes by the services have been given an added thrust to identify risk prone/hazardous areas specific to the aircraft fleets."

MOSCOW, December 11 (RIA Novosti) – The first three MiG-29UPG fighter jets have been delivered to India under a contract to modernize the fleet of MiG-29 aircraft in service with the Indian Air Force (IAF), the MiG aircraft maker said.
“The MiG corporation…has started deliveries of upgraded MiG-29UPG fighter jets to the Indian Air Force,” the company said in a statement on Monday.
“The first three aircraft have been transported to India on board an AN-124 heavy-lift transport plane,” the statement said.
The IAF has awarded the MiG corporation a $900 million contract to upgrade all of its 69 operational MiG-29s.
These upgrades include a new avionics kit, with the N-109 radar being replaced by a Phazatron Zhuk-M radar. The aircraft is also being equipped to enhance beyond-visual-range combat ability and for air-to-air refueling to increase flying time.
The service life of the modernized aircraft has been extended to 40 years.
The first six aircraft are upgraded in Russia while the remaining 63 will be refitted at the HAL facility in India.
In 2007, Russia gave India's Hindustan Aeronautics Limited (HAL) a license to manufacture 120 RD-33 series 3 turbojet engines for the upgrade.
“We are getting ready to carry out the work on the second part of the contract, which stipulates the modernization of the [MiG-29] aircraft in India in close cooperation with the Indian defense industry,” the MiG press service said.

JSC Russian Aircraft Corporation MiG (part of the United Aircraft Corporation) began to supply upgraded MiG-29 fighters to the Indian Air Force. The first three aircraft are delivered to India by An-124 transport aircraft.

Modernization significantly extends the range of tasks performed by MiG-29. The upgraded aircraft, along with increased capability to fight air targets, acquire the ability to strike ground (surface) moving and stationary targets with precision weapons by day and night and in any weather conditions.

The maiden flight of the upgraded MiG-29UPG took place on February 4, 2011 at the airdrome of the Flight Research Institute named after M.M. Gromov. The contract provides repair and modification of aircraft for the purpose of extending the life up to 3,500 flight hours and service life - up to 40 years. Developments of the RAC MiG can significantly extend the life cycle of MiG-29, which was proven by the experience of modernization in a number of countries.

General Director of JSC RAC MiG Sergei Korotkov said: "The aircraft delivery, upgraded in Russia - is the first step in the contract execution for the modernization of a large fleet of the Indian Air Force MiG-29s. We are getting ready for the second phase of work, which provides modernization of fighters in India in close cooperation with the Indian industry".

Israel Aerospace Industries' Barak-8 missile system is the focus of a memorandum of understanding (MoU) that has been signed by the company and India's Bharat Electronics (BEL).

The Barak-8 is a long-range anti-air and anti-missile naval defence system being developed jointly by IAI and India's Defence Research & Development Organisation (DRDO). Designed to defend ships from aircraft, unmanned air systems and anti-ship missiles, the missile is expected to enter service with the Indian navy during 2013.

In January 2006, India and Israel signed a $350 million agreement to co-develop a new generation long-range surface-to-air missile for the former's navy, and Israel in April 2009 received a $1.1 billion order to deliver Barak-8 systems. Deliveries are expected to be concluded by 2017.

IAI has for several years been engaged in joint development programmes with the DRDO and India's defence industry for the nation's navy and air force, including the joint manufacturing of subsystems.

According to the new MoU, BEL will function as the lead integrator and produce major subsystems for the Barak-8. IAI will continue to act as the design authority and to produce other subsystems as a main subcontractor to the Indian firm.

Barak-8 missiles will be installed on the three Project 15A Kolkata-class guided-missile destroyers under construction at the Mazagon shipyard in India. Delivery of the first vessel is scheduled for 2013.

Indian MoD: No Chinese Parts in U.S.-Supplied Aircraft

NEW DELHI — Responding to an earlier U.S. investigation about the possible use of defective parts from China in military equipment, the Indian Defence Ministry has said that no Chinese suppliers were among the companies providing parts to aircraft sold by the United States to India.

Indian Defence Minister A.K. Antony told the Indian Parliament Dec. 10 in a written reply, “the Indian Air Force (IAF) has acquired a list of supplier from the U.S. government with respect to aircraft procured from the USA and none of the suppliers are found to be Chinese manufacturers.”

The Defence Ministry carried out the investigations following media reports in May that said a U.S. Senate investigation had concluded that between 2009 and 2010, 1,800 incidents were detected in which more than a million fake parts had been sourced from China. The U.S. Senate panel report states that counterfeit electronic parts from China were used in the Air Force’s C-130J cargo plane, helicopters for special operations and the Navy’s Poseidon surveillance plane.

Both the C-130J and Poseidon have been contracted by India under the Foreign Military Sales (FMS) program with the U.S.

“While Government is aware of certain media reports regarding possible usage of Chinese counterfeit electronic parts in military aircraft manufactured in the U.S., no P8I aircraft has so far been delivered to India. Moreover, during the last four years of operation of the U.S. defence equipment, including C-130J transport aircraft, the IAF have not encountered any faulty spare parts and equipment,” Antony told Parliament.

India has purchased six C-130J aircraft from Lockheed Martin and the aircraft have joined the Indian Air Force. In addition, India has contracted to buy 12 Poseidon P8I surveillance planes from Boeing in two separate contracts worth more than $3 billion. The long-range maritime reconnaissance aircraft will replace the Indian Navy’s Russian-made TU-142 aircraft.

This year, the Air Force finalized procurement of Chinook Ch-47F heavy-lift helicopters and AH-64D Block-III Apache helicopters from Boeing, and final contracts are likely to be inked by the end of March

"Defense News": Israel is uncertain whether to let India have the technology to produce the rocket interception system.




Israel and India are discussing cooperating in the development of weapons systems. "Defense News" reports from New Delhi that one of the aspects of this trend is India's wish to procure and manufacture the Iron Dome system against short-range missiles.

During a visit to India last week, Ministry of Defense director general Udi Shani discussed with India's Defense Secretary Shashi Kant Sharma the progress of current defense projects by the two countries and plans for potential projects. "Defense News" said that Israeli diplomats in India and Israeli government officials and defense industry sources declined to comment on the report.

The discussions on the Iron Dome system focused on India's wish to procure it on a "buy and build" basis; in other words, to procure the Iron Dome and obtain a license from Israel to manufacture it. An Indian source said that Israel had agreed to sell the system to India, but was hesitant about selling to India the technology needed to manufacture it. The report did not say whether the US would agree to the proposed deal.

Current Israeli-Indian projects include development of a medium-range ballistic missile and development of a long-range ballistic missile at a combined cost of $2 billion. The two countries are also developing a ground-to-ground missile. India media reports say that this is a program of India's Defence Research and Development Organisation (DRDO), but that, in practice, Israel is a partner through three companies: Israel Aerospace Industries Ltd. (IAI) (TASE: ARSP.B1), its subsidiary Elta Sytems Ltd., and Rafael Advanced Defense Systems Ltd., according to sources quoted by "Defense News". Shani and Sharma discussed extending the range of this missile from 1,000 kilometers to 3,000 kilometers.

The list of future projects discussed included a plan to develop aircraft-launched micro-satellites, and plans to develop laser-guided missiles and munitions. According to an Israeli defense source, other possible plans include specialized radar systems, such as an airborne system for Indian-made light combat planes, and a long-range system for tracking ballistic missiles. At this stage, it is not known whether the parties reached a final agreement during Shani's visit about which projects will go ahead.

Shani and Sharma also discusses delays in the joint project to develop a long-range naval missile to protect India Navy ships from aerial attack. The $600 million project, begun in 2005, is still in the testing stage, even though it was supposed to be ready by mid-2012. IAI is the Israeli contractor in this project. The missile was tested in Israel in July. Sources said that the missile would probably be operational in mid-2014.

As informed by the Russian side the delivery of the aircraft carrier INS Vikramaditya (Gorshkov), after completion of repairs and sea trials, would be made in the last quarter of 2013. The aircraft carrier was subjected to extensive trials for the first time for 108 days from 8th June 2012 to 23rd September 2012, with a part of the Indian crew on board, undergoing training during the sea trials.

While a substantial scope of ship's equipment and aviation trials were completed during this period, the main propulsion plant trials to full power could not be completed due to defects encountered on boiler section. Rectification of the defect is likely to take six months.

Liquidated Damages (LD) clause for delays in delivery is incorporated in the contract. As per contract, LD is to be ascertained and levied within six months of ship's delivery.

The Russian side has been requested to take up necessary measures to ensure delivery of ship in the last quarter of 2013.

This information was given by Defence Minister Shri AK Antony in a written reply to Dr.ChandanMitrain Rajya Sabha today.

NEW DELHI — The Indian government has cleared a $390 million proposal to upgrade the country’s coastal security, which involves buying additional patrol vessels and improving the radar network.

The Cabinet Committee on Security, the highest body in the government responsible for making decisions about security and defense matters, cleared the proposal Dec. 13. Under the plan, five offshore patrol vessels would be acquired by the Indian Coast Guard. In addition, the second phase of the $116.3 million coastal radar project has also been cleared.

Under the second phase, 38 additional radars will be installed for coastal security. In all, the Coastal Surveillance Network, consisting of phase 1 and phase 2, will be operational by mid-2013. In the first phase 46 radars are being operationalized in clusters.

The Coastal Surveillance Network will consist of a chain of static radar and electro-optic sensors at 84 remote sites along the coast, including the island territories, to detect movement of suspicious vessels.

The placement of coastal radars is part of India’s plans to improve its maritime security agency, the Indian Coast Guard, with additional personnel and assets. The need to upgrade the Coast Guard followed the Nov. 26, 2011, Mumbai terror attacks, which took place through a sea route.

The Coast Guard is also acquiring 20 fast patrol vehicles, 41 interceptor boats, 12 coastal surveillance aircraft (Dorniers), and seven off-shore patrol vehicles.

YANGON, Myanmar — India is investigating how Swedish-made weapons bought by its army turned up in Myanmar, a minister visiting Yangon said Dec. 15, denying New Delhi had supplied arms in contravention of EU sanctions.

Sweden asked India on Dec. 13 to clarify how the weapons wound up in Myanmar after it was revealed the Indian Army had purchased them, Trade Minister Ewa Bjorling told the Swedish parliament.

Bjorling said the Swedish Agency for Non-Proliferation and Export Controls had informed her that the weapons had come from India.

Pictures taken in Myanmar and published in Swedish media this week showed a Carl Gustaf M3 anti-tank rifle and ammunition left behind by Myanmar government soldiers.

The weapon’s serial number is clearly visible in one of the photographs.

“One thing is clear ... we are not in the business of supplying weaponry,” Salman Khurshid, Indian Minister of External Affairs, told reporters in Yangon.

“We will try to find out how this happened. It’s one weapon, isn’t it? In a very big world, one single weapon has been identified,” he said, adding that the Indian Army will check its inventory as part of the probe.

The minister has met with Myanmar’s President Thein Sein and opposition leader Aung San Suu Kyi during his trip, holding discussions on energy, infrastructure and border issues.

According to a story published in The (London) Independent, the Swedish weapons were used by Myanmar troops in their fight against ethnic Kachin rebels in the country’s far north.

The rebels urged Myanmar’s military to end hostile operations in September after fighting broke out last year following the collapse of a 17-year cease-fire between the two sides, forcing tens of thousands of people to flee their homes.

Several rounds of talks aimed at resolving the conflict have been overshadowed by ongoing battles.

The European Union has had a weapons embargo against Myanmar since 1996.

An ISP spokeswoman said Dec. 12 it was “relatively unusual” for Swedish weapons to end up in the hands of third parties.

Against the backdrop of Army's plans to seek transfer of attack helicopters from the IAF, Air Force Chief N A K Browne today said the soon-to-be-procured Apache choppers from the US would remain with it as it was an ongoing acquisition.

"The Apaches are going to be with us only as it is an ongoing acquisition process," Air Chief Marshal Browne told PTI on the sidelines of a 1971 war anniversary function here.

Browne said the Apaches are not just for taking out enemy tanks or for air-to-ground operations but they can be used for multiple tasks such as taking out enemy radar stations and for air-to-air missions.

Recently, the Army had said that it was planning to send a proposal to the Defence Ministry for seeking transfer of attack helicopters from the Air Force at the earliest.

Sources said the Army had also suggested that the proposal would also include transfer of the Apache helicopters which are being procured.

The IAF and the Army in the recent past have been involved in a battle of sorts for controlling the attack helicopter fleet and the Defence Ministry has decided in favour of the Army.

The Army already has an aviation wing but Defence Minister A K Antony has approved a long-pending demand of the 1.3 million-strong force for attack helicopters, overruling stiff opposition from the Air Force.

The sanction has made it clear that all "future" procurements of such helicopters would be for the Army. The Army had been demanding attack helicopters, saying these are mainly used for operations by it.

The IAF had been strongly resisting it, with Browne saying the country cannot afford to have "small air forces". The IAF is in final stages of completing the acquisition process of 22 Apache choppers from the US after the American machine edged out the Russian Mi-28 Havoc in the tender.

NEW DELHI — The Indian Air Force will install anti-collision technology in all aircraft procured from now on, according to Defence Minister A.K. Antony.

“The type of equipment will depend on the role and operational employability of the aircraft,” Antony wrote in a Dec. 17 letter to Parliament.

So far, anti-collision devices have been installed in all the Air Force’s very very important person (VVIP) aircraft. “The Indian Air Force presently operates Embraer executive jets and Boeing business jets for VIP duties. All these aircraft are equipped with traffic alert collision avoidance systems and ground proximity warning systems,” Antony wrote. “The total cost of procurement of these aircraft and the associated equipment is inclusive of the collision avoidance systems mentioned above.”

Anti-collision devices were installed in VVIP aircraft after a near collision last year involving former President Pratibha Patil’s helicopter entourage.

The ground proximity warning system alerts pilots if the aircraft is in danger of flying into the ground or an obstacle. The traffic alert collision avoidance system monitors the airspace around an aircraft independent of air traffic control.

In a major blow for the pilot training programme of the Air Force, it has emerged that almost 25 per cent of the Hawk advanced trainer fleet has been grounded due to severe lack of spares. In a startling disclosure in Parliament, Defence Minister A K Antony admitted that 16 aircraft are on ground for the want of spares.

This has come as a surprise, given that the fleet is relatively new, with the first trainers inducted in 2008. A total of 66 Hawk trainers are currently in service with the IAF and are used for the final stage training of pilots. The grounding of 25 per cent of this fleet has come at a bad time for the IAF, given that it currently has no basic trainer aircraft in service after the grounding of the HPT 32 fleet over two years ago.

Antony said that efforts are on to procure spares for the grounded aircraft but did not go into details of the shortages.

A lack of spares and complaints from the IAF that the trainers have been fitted with old parts has been a recurring headache with the Hawk fleet. As reported by The Indian Express in 2008, the trainers faced several spares-related problems after they were inducted. In fact, the fleet was grounded for a week in May that year after a trainer crashed. While the crash was blamed on pilot error, the IAF complained that it was facing a serious problem of spares with the serviceability rate of the fleet at 40 per cent.
