The strengths of the Turkish defence industry have been a high-level of cost effectivity, high quality, on time delivery and a very effective after-sales support in all of those regions. We are also working on a new export credit mechanism for Government to Government (G2G) sales of defence products. We believe that Turkish defence products will be also advantageous in terms of finance after establishing this credit mechanism.

Tesiste üretilen 100 litrelik JP-10 sentetik yakıtı, geçtiğimiz aylarda ROKETSAN A.Ş.’ye araştırmalarında kullanmak üzere teslim edildi.

SOM-J development now under contract
Roketsan has received a contract to develop a SOM-J variant of its cruise missile for internal carriage on the Lockheed Martin F-35, a company representative told IHS Jane's during the DSEI exhibition held in London on 9-13 September.
This version will incorporate minor modifications in external configuration needed to ensure adequate mechanical clearance within the aircraft's weapons bays.
In February, Roketsan had described the F-35 variant of SOM as "a small R&D [research and development] project", but had predicted that the programme would become more active later in the year.
The basic SOM-A relies on INS/GPS guidance and is now in production.

ASELSAN AWARDED URUGUAYAN CONTRACT
Turkey's Military Electronic Industry ASELSAN for short has been awarded the contract by the Uruguayan government.
Uruguay has opted for ASELSAN for the first phase of the project to protect all its land and sea borders. A statement made by ASELSAN says that the $ 3,7 million contract with Uruguay involves the integration into tactical wheeled vehicles of an ASELSAN-made electro-optical package consisting of a reconnaissance-monitoring device, thermal camera, day vision camera, and a laser distance measuring tool.
The statement says further that the electro-optic elements to be used in the border security system will give the operator the opportunity to monitor the environment day and night regardless of what the weather conditions may be. The Uruguayan army plans to prevent smuggling and illegal activities on the borders, the biggest problem in the region, with the ASELSAN project.

C'est LALADMIS (faible altitude) et MALADMIS (moyenne altitude)

Turkey launches first national missiles
Turkey has completed the test launch of its first domestically developed and manufactured low altitude air defense missiles, which are aimed at reducing the country’s dependency on foreign defense systems.
The tests were successfully carried out on Oct. 6 and the projections of the missiles were in line with prior calculations, according to a written statement from the Undersecretariat for Defense Industries (SSM) on Oct. 7.
The missiles, which were tested in a field in Central Anatolia next to the Tuz Gölü (Salt Lake), were developed with the collaboration of Turkey’s two leading defense companies, missile manufacturer Roketsan and defense electronics producer Aselsan.
Under the 717.5-million Turkish Liras ($447.6-million) contract signed between the parties in 2011, Aselsan, the prime contractor, is developing all radar, fire control, command and control and communication systems for the program called HİSAR-A, while Roketsan is acting as the executive sub-contractor.
The HİSAR-A system, which will provide protection against all kinds of airborne targets thanks to its vertical launch capability will enter the Turkish military inventory in 2017, the SSM statement added.

Turkey Angers the U.S. by Offering Helicopters to Pakistan
Turkey is aggressively lobbying to give T-129 attack helicopters to Pakistan to replace its aging AH-1F fleet and is prepared to agree to generous terms with cash-strapped Pakistan to do so, according to sources.
The T-129 attack helicopter is a coproduction of the Turkish aerospace industries and a European consortium. However, the U.S. could sink the deal and make a counteroffer of helicopter gunships to Pakistan that could be too good to refuse.
Pakistani media reports state a deal with Turkey could lead to local production of the T-129 at Pakistan Aeronautical Complex (PAC), but speculation that preparations are already underway to build a new helicopter production facility there could not be confirmed.
According to Defense News, Turkey made its latest push during Pakistani Prime Minister Nawaz Sharif’s Sept. 16-18 visit to Turkey for the Third High Level Cooperation Council meeting. Sharif was given a demonstration of the T-129’s capabilities and a potential deal was discussed.
IHLS – Israel Homeland Security
Turkish officials confirmed talks have “matured to a certain extent,” and Turkey remains committed to any possible deal, not only for financial benefits but also potential strategic gains. “We see that both countries are keen to cooperate,” said one senior procurement official in Ankara. “We have a longer-term vision over any deal. We do not aim to win just one foreign contract but also view spillover benefits for the local industry. The Pakistani market may win international recognition for the T-129 and pave the way for future contracts.”
A U.S. industry source in Ankara said a U.S. export license for the T-129’s engine would be critical. “This may require complex deliberations in Washington, involving many industrial and political parameters,” he said. Nevertheless, Turkey hopes the T-129 will be an export success.
In remarks carried by Turkish daily Today’s Zaman, Turkey’s procurement chief, Murad Bayar, said Sept. 23 that the T-129 attack helicopter “had strong export potential.”
The T-129 has been going through acceptance tests before deliveries for the Turkish military. Officials expect the first delivery to be made within the next few weeks. “We may complete the delivery of the first nine helicopters by the end of the year,” Bayar said. “After these helicopters make their way into the Turkish inventory, I believe they will have strong chances for export.”

Countries have ‘own decision-making processes,’ Hagel says on Turkey’s China deal
The United States is continuing to work with the Turkish government on the issue of a controversial recent missile deal with China, U.S. Secretary of Defense Chuck Hagel has said, noting that every country has its own process of decision-making.
Hagel was attending an event at the Turkish Embassy to Washington when he was asked about Turkey’s decision to opt for a Chinese bidder in a missile defense system tender. “Turkey is a close friend and ally to the U.S., a strong member of NATO, and we will continue working together within the framework of mutual security interests. Each country has its own decision-making process, and we care deeply about Turkey as a friend, partner, ally and, most of all, as a NATO ally,” Hagel said.
The secretary of defense said the U.S. was working “with the Turkish government” on all related subjects, including the compatibility of the Chinese system with NATO ones.
The Turkish government’s decision to start negotiations with a Chinese firm for the co-production of the $3.4 billion missile defense system triggered serious concerns at NATO and among member countries, particularly the U.S.
Along with Rasmussen, U.S. officials voiced their concerns and made clear their expectation that Turkey should not sign a deal with a non-NATO country.
Turkey said the selection was not politically motivated and that the Chinese offer met Turkey’s main demands on price and requirement that production be undertaken in Turkey.
