It is the Disposal Services Authority (DSA) intention to invite expressions of interest in tendering for the Type 22 Frigates (HMS Chatham, HMS Campbeltown, HMS Cumberland and HMS Cornwall) for the following:
•Further Use
•Sinking for an Artificial reef
•Recycling

At this stage the DSA does not require interested parties to specify which Vessel/s they wish to bid for.

It is the DSA intention to award at least one vessel to a UK Ship Recycler; this is in part to secure detailed knowledge of the UK’s capacity to recycle vessels. Any decision to award to a UK Ship Recycling company will be made in accordance with transparent and objective evaluation criteria which will be issued at the Invitation to Tender stage.

All interested parties should note that only Bidders that have completed and passed a Pre-Qualification Questionnaire (PQQ) will be sent an Invitation to Tender (ITT) for the vessels and allowed access to view the vessel.

The vessels are moored at Portsmouth and will be sold from there.

The DSA are planning on hosting viewings 25th February - 15th March 2013.

As previously requested all bidders intending to undertake inspection of the vessels will be required to wear the correct PPE clothing i.e. steel toecap boots, high vis jackets (overalls optional). Please be assured that if you do not have steel toecap boots on arrival you will be refused access to the vessels.

Only Bidders that have received a copy of the ITT will be allowed access to inspect the vessels.

Bidders should not book travel until they have received a copy of the ITT and understood the requirements.

The closing date for returning the PQQ to the DSA and expression of interest is 17.00 GMT Wednesday 23rd January 2013.

formally a Warship Frigate F85 was built at Yarrow Shipbuilders, Glasgow UK in 1988 and is now lying at HMNB Portsmouth. The vessel ceased service on the 23rd September 2011 and is due to be tendered early 2013.
All interested parties should beware that only companies that have successfully completed a Pre Qualification Questionnaire (PQQ) will be sent an invitation to tender for this vessel.

-- HMS CAMPBELTOWN
formally a Warship Frigate F86 was built at Cammell Laird ship yard Birkenhead UK in 1987 and is now lying at HMNB Portsmouth. The vessel ceased service on the 7th July 2011 and is due to be tendered early 2013.
All interested parties should beware that only companies that have successfully completed a Pre Qualification Questionnaire (PQQ) will be sent an invitation to tender for this vessel.

At the start of the month Reservists from 4 PARA returned from their validation exercise to confirm the Battalion's capability to deliver direct support to the British Army's Rapid Reaction Force. On Exercise BLACK JAGUAR 2 the Paratroopers' infantry skills were put through their paces as they conducted live firing Section and Platoon attacks, both by day and night, utilising night vision and infrared laser technology to close with and engage the enemy under cover of darkness.

The Battalion now stands ready to deliver soldiers and Officers to 2 PARA's rotation through the Air Manoeuvre Battle Group, on very high readiness to deploy anywhere in the World, at any time, on a full-spectrum of operations.

Around 1,400 soldiers from Royal Artillery Regiments across the UK have come together to participate in a major synchronised training exercise on the Otterburn Training Area in Northumberland this month.

Exercise Steel Sabre is 1 Artillery Brigade’s capstone tactical exercise and takes place every year alternating between the Salisbury Plain Training Area and Otterburn in the north of England. It is the culmination of months of preparation to deliver elements of artillery, air and aviation training and validation for forces earmarked for High Readiness (HR) and Very High Readiness (VHR) roles.

In previous years the exercise focus has been to prepare troops for the conflict in Afghanistan but emphasis this year has been on getting back to fundamentals. By using the co-ordinated fire power of Mortars, Artillery Systems, and L118 Light guns, collectively known as ‘Fires’, along side air capability, surveillance, intelligence and acquisition.

Brigadier Jez Bennett, Commander of 1 Artillery Brigade said: “It is about getting back to the basics of being expert Joint Fires and Air Land integration Gunners. It is also about providing the necessary fires cohesion to enable brigades or a division to manoeuvre. It therefore trains my staff to resource the close battle and fight the deep battle simultaneously.

“It differs from its predecessors as all Defence's surface to surface artillery now comes under a single special to arm authority that is 1 Artillery Brigade and South West. It is also the first time for a decade that the exercise has focused on training for 'a war' rather than 'the war' in Iraq or Afghanistan.”

Citation :: WAH-64 made emergency landing on a school field

A British Army WAH-64 attack helicopter had to make an emergency landing on a school field on Mar. 12.

Monmouth School provided a safe place to land for an Army Air Corps Apache gunship when the aircraft’s warning light started flashing. The impressive helicopter landed on the School’s playing fields at around 11am this morning (Thursday, March 12).

The two pilots from Middle Wallop Airfield had completed about half of their training flight to Shawbury when the flight management computer warned them to make an emergency landing.

Luckily, an Old Monmothian flying in formation with them suggested Monmouth School’s sports ground would be the perfect place to stop.

The landing went smoothly and attracted around 50 members of the public to come and take photographs.

The engineers have been summoned and it is thought the gunship will be fixed and on its way in the next 48 hours.

Des CFT pour les C-130

Citation :: RAF Hercules get extended-range upgrade

Several of the Royal Air Force’s Lockheed Martin C-130J tactical transports have been upgraded for extended-range operations, the UK Ministry of Defence says.

Nine of the service’s Hercules have been equipped with external fuel tanks under a modification activity valued at around £7 million ($10.3 million), minister for defence equipment, support and technology Philip Dunne said earlier this month, responding to a parliamentary question.

“In addition to increased air-to-air refuelling capacity, the external tanks have extended the range of the C-130J to around 3,000nm [5,550km],” the MoD says.

Flightglobal’s Ascend Fleets database records the RAF as currently flying 24 C-130Js. Its last examples of the type are expected to leave operational use in 2022, with their duties to be progressively assumed by its Airbus A400M Atlas fleet.

Citation :: UK mothballs quarter of Apache fleet with end of Afghan ops

The UK has mothballed a quarter of its AgustaWestland-Boeing WAH-64 Apache Longbow AH.1 helicopters following the end of combat operations in Afghanistan, the Ministry of Defence (MoD) confirmed to IHS Jane's on 19 March.

In January, 16 of the British Army's 66 Apaches (67 were procured, but one was lost in an accident in Helmand Province) were placed into storage, leaving a force of 50 helicopters now operating out of Wattisham Airfield in Suffolk.

"The 2010 Strategic Defence and Security Review and 2012 Planning Round identified the need to adjust the Apache aircraft numbers in line with the drawdown of operations in Afghanistan. With the end of combat operations, the fleet was adjusted to 50 in January 2015," said an MoD spokesperson.

While the 16 helicopters have been withdrawn from service, the MoD said 'key components' will be removed as required to sustain the remaining fleet.

The MoD did not disclose if the drawdown of Apache numbers will affect the Army Air Corps' force structure. Currently, the Apache is fielded by 653 (operational conversion unit), 662, and 663 Squadrons of 3 (Attack) Regiment, and 656 and 664 Squadrons of 4 (Attack) Regiment.

Citation :: Des députés britanniques appellent leur gouvernement au réarmement face à la Russie

La Grande-Bretagne doit d'urgence reconstruire ses capacités de défense abandonnées après la fin de la guerre froide, face à des menaces mondiales croissantes notamment de la part de la Russie, a estimé mardi une commission parlementaire.

La Commission de Défense, chargée d'examiner les dépenses et la politique du ministère de la Défense, a estimé dans un communiqué qu'une capacité nucléaire, des chars, des navires de guerre et des avions étaient nécessaires comme armes de dissuasion face au président russe Vladimir Poutine.

"Le monde est plus dangereux et instable que jamais depuis la fin de la guerre froide", ont-ils indiqué dans un communiqué en référence au rattachement de la Crimée par la Russie et à l'avancée des jihadistes de l'organisation Etat islamique et du groupe islamiste Boko Haram.

"Mais les moyens actuels de défense dont dispose la Grande-Bretagne ne sont pas suffisants face à cet environnement transformé. La Grande-Bretagne doit reconstruire ses capacités conventionnelles rognées depuis la guerre froide", a-t-elle poursuivi.

Le communiqué intervient alors qu'un cessez-le-feu entre rebelles prorusses et forces ukrainiennes est globalement respecté depuis la mi-février dans l'Est rebelle. Le conflit, qui a fait quelque 6.000 morts depuis avril, a sérieusement mis à mal les relations entre la Russie et les pays occidentaux.

La commission a ajouté qu'il sera nécessaire pour la Grande-Bretagne de respecter ses engagements dans le cadre de l'Otan prévoyant des investissements de défense à hauteur de 2% de son PIB, tout en précisant que ce ne sera "pas suffisant".

"Il est vital de repenser les fondamentaux de nos plans de défense, si nous devons aider à stopper la spirale du chaos, qui menace de s'étendre de l'ouest de la Méditerranée à la Mer noire", selon la même source.

La commission a souligné par ailleurs les faiblesses de la défense de l'Otan, indiquant que la Russie pourrait déployer 150.000 hommes en 72 heures, alors que cela prendrait 6 mois pour l'Otan.

L'Otan a récemment annoncé que sa nouvelle force de réaction très rapide en Europe, annoncée en septembre pour faire face entre autres à la menace russe, pourrait déployer 5.000 hommes en l'espace de 48 heures, mais ne serait pas prête avant 2016, selon la commission.

Citation :: Crew back on board revamped warship

The brightest jewel in the Royal Navy’s crown is gearing up for a return to life on the high seas following a multi-million pound upgrade.

The crew of HMS Diamond is back on board the Portsmouth-based Type 45 destroyer which has undergone extensive maintenance and improvements since it returned from operations last July.

The vessel, which is affiliated to Aberdeen, has had a potent Harpoon missile system installed and upgrades to communications and IT equipment.

The 8,000-tonne ship also has a new gas turbine and stabilisers plus upgraded high-pressure salt water and air systems.

HMS Diamond commanding officer, Commander Marcus Hember, said: “The day the ship’s company move back on board is a big day for us.

“It marks the point at which we can take back full ownership of our ship and begin the process of regeneration.

“Whilst it is a long process, we are all, ultimately, working towards our deployment in 2016, getting back out on operations and doing what the Royal Navy does best.”

The new systems and equipment will now be fully tested during several months of trials at sea and alongside in Portsmouth.

HMS Diamond is one of six Type 45 destroyers – the most advanced warships the nation has ever produced.

Their mission is to shield the fleet from air attack but also to hunt pirates, drug runners and submarines, and provide humanitarian aid after natural disasters.

Every new Royal Navy ship is affiliated with two UK cities – one coastal and one land-locked – and in HMS Diamond’s case, Aberdeen and Coventry.

In February 2011, HMS Diamond made her first official visit to her adopted city, giving the public a chance to look around.

Six months later she was declared operational and completed rigorous training before her first deployment to the Middle East for six months.

In 2012, she played a pivotal role in the Queen’s diamond jubilee celebrations, kicking the festivities off with a 21-gun salute across Portsmouth Harbour.

In January 2014, she was deployed for the second time, originally bound for the Persian Gulf but re-tasked en route to help transport chemical weapons out of Syria.

Her motto also befits her name: honor clarrissima gemma – honour is the brightest jewel.

In the second week of live fire training in Castlemartin, the Fusiliers combined the firepower of the Warrior Infantry Fighting vehicle with the flexibility and aggression of the dismounted soldier. Taking on a variety of integrated attack lanes, the Fusiliers trained in the shock tactics that are the trademark of British Armoured Infantry. These attacks saw the troops delivered onto the target by armoured vehicle, before dismounting, engaging and destroying the enemy at close quarters.

Citation :: XI Squadron based at Royal Air Force Coningsby, proudly unveiled a new paint scheme to commemorate their 100th anniversary.

The Typhoon aircraft, emblazoned with the black and gold markings of XI, reflects the squadron’s formation at Netheravon, Wiltshire in February 1915, and its current location at RAF Coningsby.

Officer Commanding XI Squadron, Wing Commander Chris Layden said, “This scheme is one of the many ways in which we are celebrating our centenary this year. I am indebted to the personnel on the squadron who designed the scheme, as well as our civilian colleagues who have completed such a dramatic work of art.”

100 years ago the squadron served on the Western Front, where one of its pilots, 2nd Lt Insall received a Victoria Cross for gallantry.

XI Squadron based at Royal Air Force Coningsby, proudly unveiled a new paint scheme to commemorate their 100th anniversary.

Following the First World War the squadron was sent overseas, being based outside of the UK for the entire second war, and not returning to the UK as a squadron until 1967.

After 17 years of being equipped with the Lightning aircraft, an example of which is still with XI squadron, the squadron flew Tornado F3s before becoming a Typhoon squadron in March 2007.

Wg Cdr Layden said, “Our squadron is now just over 100 years old, our personnel have been defending the UK’s interests, whether at home or abroad, for all of that time, a role we continue to carry out today. I am hugely proud to be part of this squadron, and to work with its men and women.”

The Fusiliers

Well another week has passed and the Battalion is now on leave. Y Company’s final exercise involved fighting in built up areas and woods and forests across Salisbury Plain against a determined enemy from Support Company. In addition, the Fusiliers conducted some low-level training with students from Southampton University Officer Training Corps before culminating with some real-time rehearsals with our colleagues from the Royal Tank Regiment.

After what has been an exceptionally demanding period of training, the Fusiliers are now enjoying some well-earned down time before starting back in a couple of weeks and, for some, heading straight out to Canada to put all aspects of this training into practice on the Prairie.

Un sous-marin nucléaire d’attaque britannique a été endommagé dans une collision avec un objet non identifié, révèle ce dimanche la presse britannique.

Le sous-marin HMS Talent est rentré au port, le kiosque présentant les marques d’une collision sur près de 2 m. Il pourrait rester indisponible pour plusieurs mois. La Royal Navy enquête sur les circonstances de cet indicent.

Des responsables de la défense ont refusé de donner des détails sur la collision, quand et où elle est survenue. Mais selon, la collision s’est produite avec de la « glace flottante ».

Mais pour la presse britannique, c’est un navire russe que le Talent a heurté. Selon des sources de la Navy, les dégâts que présente le kiosque seraient « compatibles » avec une collision alors que le sous-marin venait à l’immersion périscopique.

Dans la collision, une partie du revêtement acoustique, des tuiles carrés épaisses de 5 cm, a été arraché.

Les journaux britanniques rappellent que, par le passé, la Royal Navy avait déjà utilisé l’explication de la “glace flottante” pour justifier des dégâts en réalité provoqués par des navires soviétiques.

La RAF dispose d'une force offensive répartie entre Chypre et le Koweït et axée sur huit Tornado GR4 et six drones MQ-9A Reaper pour des frappes sur la Syrie et l'Irak.
Pour soutenir ce dispositif, le 906e Expeditionary Air Wing dispose également de deux Sentinel R1, de deux Sentry AEW1, d'un Voyager KC3 et d'un RC-135W Rivet Joint.
Sans oublier les Hercules et les Globemaster pour la chaine logistique. Le dispositif est évolutif et au 1er mars dernier, la RAF avait mené 374 sorties.

Un technicien naval, qui a mis en ligne un document alarmant sur la sécurité autour des sous-marins nucléaires britanniques, a été placé en détention provisoire mardi après s'être rendu dans la nuit, a annoncé le ministère de la Défense.

"Nous pouvons confirmer que le matelot breveté McNeilly a été arrêté la nuit dernière par la police de la Royal Navy Police et qu'il a été placé en détention provisoire dans un établissement militaire en Ecosse où il est traité à la même enseigne que tout le monde", a indiqué le ministère dans un communiqué.

William McNeilly, 25 ans, avait annoncé dans les médias lundi qu'il allait se rendre à son retour au Royaume-Uni.

Ce sous-marinier, fraîchement qualifié en tant que mécanicien naval, avait disparu la semaine dernière après avoir publié sur internet un rapport de 18 pages intitulé "The Nuclear Secrets" dans lequel il affirme que le programme de dissuasion nucléaire Trident est "un désastre qui ne demande qu'à arriver".

Le jeune homme affirme avoir décelé une trentaine de failles dans la sécurité autour des quatre sous-marins nucléaires rattachés à la base navale de Clyde, située à seulement 40 kilomètres à vol d'oiseau de Glasgow et de ses 600.000 habitants.

Persuadé de finir en prison, il a dit lundi à la BBC que ce serait "une belle récompense pour avoir tout sacrifié afin d'avertir la population et le gouvernement".

Il décrit des mesures de sécurité défaillantes pour accéder à la base. "Ce n'est qu'une question de temps avant qu'on soit infiltrés par un psychopathe ou un terroriste", a-t-il assuré.

Il explique aussi que certains systèmes d'alarme ont été mis en mode silencieux parce qu'ils se déclenchaient souvent, et que des procédures de sécurité autour du maniement des missiles nucléaires ont été "ignorées".

La Royal Navy a fait part de son "total désaccord" avec les "opinions personnelles subjectives et non-étayées d'un naviguant très junior".

"La Royal Navy prend très au sérieux la sécurité nucléaire et nous allons nous pencher à la fois sur la publication non-autorisée de ce rapport et son contenu", a répété la marine mardi.

Thales is to supply an improved version of its Searchwater radar and Cerberus mission system to deliver the UK Royal Navy’s Crowsnest airborne early warning (AEW) capability, following a selection announced on 22 May.

To be integrated with some of the RN’s upgraded AgustaWestland Merlin HM2 multirole helicopters, the equipment will feature numerous enhancements from that used with the service’s current Westland Sea King 7 airborne surveillance and control system rotorcraft – the last of which will be retired in three years’ time.

According to Thales, the selected system “will maximise re-use of the Ministry of Defence’s existing investment in equipment, training and expertise by upgrading, updating and adapting a battle-proven capability”.

System improvements will include new modes for the mechanically-scanned Searchwater radar, enhanced performance and data processing, an improved human-machine interface, reduced weight and in-built training features, it adds.

Merlin system prime contractor Lockheed Martin UK will conclude the Crowsnest programme’s £27 million ($41.8 million) assessment phase with Thales and AgustaWestland during 2016, ahead of a decision to proceed with manufacturing. The company selected the Searchwater/Cerberus combination after a competitive phase in which it had teamed first with Northrop Grumman and then Elta Systems to promote a solution using twin active electronically scanned arrays.

“We have accelerated our programme delivery strategy in order to sustain the capability seamlessly through our Merlin Mk2 helicopters as the Sea King Mk7 fleet retires from service in 2018,” says Air Vice-Marshal Julian Young, director helicopters at the UK’s Defence Equipment and Support organisation. “We are confident that the programme will be delivered as planned.”

Previously valued at up to £500 million for 10 systems, the Crowsnest project will deliver a critical capability in providing AEW cover for the RN’s future pair of Queen Elizabeth-class aircraft carriers. The MoD says the Merlin-mounted system will also be used “to support wider fleet and land operations”, following its introduction to service.

Thales says its mission system for Crowsnest will also be suitable for installation aboard other helicopters, plus fixed-wing platforms.

Troops from 2nd Battalion The Royal Gurkha Rifles have today donned the maroon
berets of 16 Air Assault Brigade, the British Army's rapid reaction force.
Brigadier Nick Borton DSO MBE welcomed 2 RGR to the Brigade at a parade at Sir
John Moore Barracks in Folkestone.

Citation :: Londres réduit son budget de la défense de 500 millions de £, soit 1,5% du total

Le ministre britannique des Finances George Osborne a annoncé jeudi des mesures d'économies budgétaires de trois milliards de livres au total.

Parmi ces mesures, certaines concernent le MoD. Les économies annoncées s'élèvent à 500 millions de £, ce qui représente selon un communiqué
du MoD 1,5% du budget total. Depuis 2010, le budget britannique de la Défense a perdu 8%.

La mesure a été annoncée au plus grand déplaisir des Américains qui voient leur supplétif britannique rogner une fois de plus sur ses moyens
militaires. Le SecDef US Ashton Carter, avait rappelé mercredi que son pays avait besoin d'un "Royaume-Uni engagé" et consacrant 3% de
son budget à la Défense.
