Chinese Navy Fourth Type 071 LPD Amphibious Vessel Started Sea Trials

Chinese media recently released pictures showing the fourth People's Liberation Army Navy (PLAN or Chinese Navy) Type 071 amphibious transport dock LPD Yimeng Shan (hull number 978) on sea trials. Yimeng Shan was built Hudong-Zhonghua Shipbuilding, a wholly owned subsidiary of China State Shipbuilding Corporation (CSSC, the largest shipbuilding group in China) as was the case for the first three Type 071 vessels. It was launched in January this year.


imeng Shan is set to be delivered to the PLAN in December 2015. In addition to the three vessels already in service: Head of class Kunlun Shan (998) commissioned in 11/2007, Jinggang Shan (999) commissioned in 10/2011, Changbai Shan (989) commissioned in 09/2012 and the new Yimeng Shan, two more vessels of the class are reportedly under construction at Hudong shipyard.

Type 071 landing platform dock
Type 071 (Yuzhao-class) LPD are the main amphibious platforms of the PLAN. They displace approximatly 25,000 tons, measure 210 meters long and 28 meters wide. The ship complement is 156 sailors plus 23 officers.
Each Type 071 has the capacity to accomodate one marine battalion, including 500 to 800 troops. During a visit in the UK, it was announced that the ship can carry up to 65 amphibious armored vehicles. The well deck was designed to hold four Yuyi-class LCAC. In addition, Type 071 LPDs can also supposedly carry 6 Z-8 medium (10 tons class) helicopters.
The ship is armed with one 76 mm gun and four 30 mm close-in weapon systems.

China conducted the first launch of the China Aerospace Science and Technology Corporation's (CASC) 58-ton Long March-11 (LM-11) solid-fuel small satellite space launch vehicle (SLV) on 25 September.

This follows the 20 September first launch of the CASC 100-ton liquid-fuelled Long March-6 small satellite SLV.

Launched from the Jiuquan Satellite Launch Centre, the LM-11 also came two years after the September 2013 launch of the China Aerospace Science and Industry Corporation (CASIC) 32-ton solid-fuel Kuaizhou SLV.

All three SLVs are designed to loft small satellites within brief launch cycles in order to achieve efficient civil launch services, or during wartime to rapidly replace civil-military satellite capabilities lost from attack.

It also noted that the Dalian city dry dock where the keel had been laid was the sight of major refitting and repair of China's first aircraft carrier — Liaoning — before it entered service in September 2012.

The Liaoning, a Soviet-era Kuznetsov-class carrier purchased from Ukraine in 1998, has served as a training ship for the People's Liberation Army Navy (PLAN), which is in the process of learning how to operate and integrate carrier-based activities into its operations.

Speculation over China's military build-up in the disputed South China Sea has created diplomatic tension in the region, where several nations including Vietnam, the Philippines and Malaysia lay claim to the islands.

Last month, IHS Jane's reported that China had completed construction of a two-mile runway on reclaimed land in the area.

Little is known about China's carrier plans and ambitions, but in recent years it has developed fighter aircraft such as the Shenyang J-15.

The Pentagon's 2015 White Paper on China's military capabilities also noted that Beijing "continued to pursue an indigenous aircraft carrier program and could build multiple aircraft carriers over the next 15 years."

Airbus Defence and Space imagery captured on 22 September suggests that the possible carrier is under construction in the dry dock associated with the refit and repair of Liaoning (CV16), the Soviet-era Kuznetsov-class carrier acquired from Ukraine that is now in People's Liberation Army Navy (PLAN) service.

The new hull, first noted under construction in imagery captured on 10 March, is in an advanced state of assembly.

IHS Jane's first noted preparations for a new vessel's assembly at the dry dock in Airbus Defence and Space imagery captured on 27 February. After the launch of a large commercial cargo vessel, the empty dry dock contained multiple support blocks used to provide a base for keel assembly. On 10 March, further imagery showed the initial stages of hull construction. At the time, the support layout suggested a hull of 150 to 170 m in length with a beam of about 30 m.

The hull assembly continued through the summer. Imagery from 22 September shows a lengthened aft section and expanded bow. The hull is currently assessed to have a length of about 240 m and a beam of about 35 m. The incomplete bow suggests a length of at least 270 m for the completed hull.

Given the incomplete nature of the upper decks, definitive identification of the Dalian hull as the first so-called '001A' aircraft carrier is not possible.

Un sous-marin nucléaire lanceur d’engins chinois Type 094, équipé de missiles nucléaires JL-2 pouvant atteindre les Etats-Unis, aurait effectué sa première patrouille opérationnelle de dissuasion.

Le quotidien de l’Armée Populaire de Libération a annoncé jeudi que Liu Mingli, commissaire politique de la flotte de mer de Chine méridionale, avait remis des récompenses de 1ère classe à 41 membres de l’équipage du sous-marin, à la base navale de Yalong Bay, sur l’île de Hainan. Selon un journal de Hong Kong, cela signifie que le sous-marin de la classe Jin a effectué sa première patrouille opérationnelle.

La Defense Intelligence Agency avait indiqué en septembre que la marine chinoise allait envoyer un SNLE en patrouille, mais sans préciser de date.

« La capacité de maintenir en permanence des patrouilles de dissuasion est une étape majeure pour une puissance nucléaire, » expliquait en septembre Larry Wortzel, un membre de la U.S.-China Economic and Security Review Commission du Cingrès. « Je pense que les Chinois l’annoncerait comme une démonstration de puissance et pour le prestige. »

Le missile JL-2 a une portée de 14.000 km et pourrait atteindre l’Alaska depuis le Japon, et les 50 états américains depuis Hawaï.

En novembre 2013, un SNLE Type-094 avait lancé des missiles JL-2.

Le SNLE Type 094 serait toutefois très bruyant. Il serait facilement détectable par les moyens de reconnaissance américains en mer de Chine du Sud.

China’s New Attack Helicopter Takes to the Skies for First Flight

Designed as a military improvement over the AC-311, China’s Avicopter Z-11B made its first successful flight late last month.

In November of 2010, Chinese state-owned manufacturer Avicopter unveiled the AC-311, a single-engine helicopter capable of carrying up to six people.

On September 28, the company conducted the first test-flight of its military version, the Z-11WB. Maintaining the high visibility of the AC-311, the new helicopter has modifications which allow it to “carry out ground support, attack, battlefield reconnaissance, command, counter-terrorism, counter-narcotics, counter-smuggling, and other tasks,” according to Chinese reports.

Early images of the aircraft also suggest that the Z-11B will feature an electro-optical pod. If the new chopper is anything like the Z-11, a predecessor of the AC-311, then it will be powered by the WZ8D turboshaft engine.

Chinese reports indicate that the helicopter will be ready for operations sometime in 2016.

While the Army Aviation Corps of the People’s Liberation Army could be one major customer, it’s unclear whether other parties have expressed interest. In 2011, Argentina signed a deal with Avicopter to construct the Z-11, and there is no word on whether Buenos Aires will purchase the new aircraft.

The Chinese military is also hard at work upgrading its navy. Newly captured satellite images indicate that Beijing may be nearing completion of its first indigenous aircraft carrier.

Experts estimate the ship to be roughly 787 feet long and 114 feet wide, and “is in an advanced state of assembly,” according to IHS Jane.

“The priority missions of building the aircraft carrier and nuclear-submarines have been carried out smoothly and with outstanding results,” read documents published by Taiwanese media outlets.

The Z-11WB was tested in Jingdezhen, in northeastern Jiangxi province.

China plans to recruit more civilian personnel for jobs in its People’s Liberation Army, the world’s largest standing army, the Economic Times reported Thursday. Spouses and children of military personnel who died while serving, as well as spouses of current military members, will be eligible to apply.

The changes have been implemented to improve recruitment in remote areas and for unpopular positions, according to the state-run news agency Xinhua. More positions are expected to be made available for candidates with relevant work experience. People will be able to sign up for examinations on a website, and tests will be held Nov. 22. The General Political Department of the PLA has called for a transparent recruitment process.

The announcement comes shortly after a government decision to lay off 300,000 troops by 2017. At least 170,000 officers, from lieutenants to senior colonels, are expected to be laid off after two of the existing seven military commands and three army corps are scrapped, a source told the South China Morning Post.

“The PLA's land forces will definitely be the main targets for downsizing because it has more personnel than the air force and navy combined. This is not the right path for China's defense strategies," said Xu Guangyu, a senior adviser at the China Arms Control and Disarmament Association in Beijing, the South China Morning Post reported last month. "Because of its expanding national interests overseas, China's defense strategies have shifted from 'offshore defense' to 'protecting both offshore and open seas.' "

There are 2.3 million troops serving on the ground, in the air and in the increasingly vigorous force that China has been deploying on the high seas, the Los Angeles Times reported. China has increased its military budget by over 10 percent a year for the past five years.

China's leading aircraft manufacturer is about to start exporting its fifth-generation fighter jet, according to industry sources.

In a recent report, China Aviation Industry Corporation (AVIC) revealed some tactical and technical characteristics of the J-31 Gyrfalcon fighter at the last air show in Beijing.


Li Yuhai, deputy general manager of AVIC, told reporters in November, “Since the start of the J-31's development, we have planned to use the plane to end some foreign nations' dominance of the fifth-generation fighter jet. One of its variants will be specifically designed for export,” Chinese media reported.
Export of the J-31 would be a breakthrough for China's aviation industry because the plane would give AVIC a substantial boost in competition with Western defense aircrafts.
The J-31 has a combat range of 1,200km and a top speed of 2,205 km/h. The fifth-generation fighter jet also has a maximum payload capacity of 8 metric tons and service span of 30 years.
Xu Bangnian, a professor at the PLA Air Force Command Institute, said he expected international demand for the plane as it seemed to be the only choice for developing countries who are interested in an affordable fifth-generation stealth aircraft.

La Chine compte renforcer ses relations militaires avec l'Iran, a assuré un amiral de la flotte chinoise en visite à Téhéran, trois mois après la conclusion d'un accord international sur le nucléaire iranien, selon un communiqué jeudi du ministère chinois de la Défense.

L'amiral Sun Jianguo a tenu ces propos lors d'une rencontre mercredi avec le ministre iranien de la Défense Hossein Dehghan, et souligné que Pékin entendait approfondir ses relations militaires avec Téhéran, selon le communiqué. La visite de l'amiral Sun est destinée à "développer l'amitié, approfondir la coopération et les échanges de vues sur les sujets d'intérêt mutuel des deux armées", déclare le communiqué.

La Chine est le premier client du pétrole iranien et s'était attirée des menaces de sanctions de la part de Washington pour cette raison au plus fort du blocage des négociations entre l'Iran et la communauté internationale sur son programme nucléaire. Pékin a aidé depuis à la conclusion de l'accord obtenu le 14 juillet à Vienne entre Téhéran et les grandes puissances, au terme de deux ans d'âpres négociations.

Le président américain Barack Obama a remercié en juillet son homologue chinois Xi Jinping pour son aide apportée à l'accord. Adopté mardi par le Parlement iranien, l'accord ouvre la voie à la levée des sanctions économiques internationales imposées à l'Iran, en échange de son engagement à renoncer à l'arme atomique, et limite son programme nucléaire civil. Suivant la rencontre avec l'amiral Sun, la presse iranienne a fait savoir jeudi que Téhéran était d'accord pour élargir sa coopération militaire avec la Chine.

Le commandant de la flotte iranienne, le vice-amiral Habibollah Sayari, s'est prononcé pour une coopération sino-iranienne dans la protection des routes maritimes de l'océan Indien, a rapporté la chaîne iranienne Press TV.
De même source, les entretiens ont également porté sur les échanges de renseignements et la coopération anti-terroriste, à l'heure où la Chine s'inquiète de l'agitation dans sa population musulmane ouïghoure du Xinjiang.
Les bâtiments des deux flottes ont procédé à des escales mutuelles depuis au moins 2013 et conduit des exercices anti-piraterie ainsi que des opérations conjointes de recherche et de sauvetage en mer.

China has reportedly tested a high-altitude airship (HAA) to an altitude of 20 km, demonstrating that it is making progress towards longstanding ambitions to exploit 'near space' - the region between 20 km and 100 km above the Earth - for multiple military and civil missions.

On 13 October it was reported in China's state media that the Yuanmeng (Dream), a 75x22 m airship with a volume of 18,000 m 3 , was tested to an altitude of 20 km at a test area near Xilinhot, Inner Mongolia. A Chinese television report showed the Dream being inflated for launch.

With solar cells powering three propeller engines, Dream's test was to last 48 hours. Reports noted it carried "broadband communications, data relay, high-definition observation, space situational awareness, and airborne imaging systems".

Dream is reportedly a product of the Beijing Aerospace Technology Company and the Beijing University of Astronautics and Aeronautics (BUAA). At a civil-military technology exhibition in Beijing in early July, both companies displayed their ambition to produce large HAAs for persistent near-space operations similar to US concepts from the early 2000s.

Another centre for China's airship development is Base 068 of the China Aerospace Science and Industry Corporation (CASIC), which has developed a series of smaller unmanned airships for civil-military missions, even conducting co-ordinated multiple unmanned airship exercises.

Chinese reports stress civilian missions for HAAs, such as a domestic security, weather monitoring, and disaster relief assistance. However, a Chinese report from 14 October notes that "from a national security perspective near-space steerable airships can rely on their height advantage for early warning, wartime communications support, or aiding attack platforms".

In an early 2015 academic engineering paper four authors from the China Satellite Maritime Tracking and Control Department of the General Armaments Department proposed using near-space HAAs networked with ships to extend direct maritime tracking and control into the mid-Pacific Ocean.

L'armée de l'air chinoise a introduit en service l’avion école avancé Guizhou JL-9 au sein de son école d’aviation militaire. L'avion, également désigné « Shanying» FTC-2000 pour l’exportation, a commencé la formation des premiers cadets, durant ce mois d’octobre, selon un bref communiqué du ministère chinois de la Défense.


Le Guizhou JL-9 doit permettre de préparer les jeunes pilotes chinois en vue de leur transition sur avions de combat de types : J-7, Shenyang, J-8 Chengdu, Aeronautical Complex JF-17 et Sukhoi Su-27.


Guizhou JL-9/FTC-2000 « Shanying » (Mountain Eagle) :

Le Guizhou Jl-9/FTC-2000JL-9 est en fait un descendant du J-7, soit un Mig-21 sinisé ! Avion d’entrainement biplace en tandem, développé par Guizhou Aviation Industry Group Co (GAIGC). Le premier prototype vola pour la première fois le 13 décembre 2003.

Afin d'économiser du temps et les coûts de développement, CAIGC a conçu l'avion en s'appuyant sur le J-7, issus des Mig-21 biplaces qui ont servi comme avion école dans l’aviation chinoise.

L'avion est équipé d'une avionique en partie étrangère, tels que le radar italien Selex Galileo S-7 Grifo. Les autres équipements de l’avionique comprennent un système d’échange de données de type 1553B MILSTD, un head-up display (HUD) viseur tête haute et dispose d’un affichage multifonctions (MFD).

Le JL-9 est propulsé par un turboréacteur WP-13F de conception chinoise, alimenté par un réservoir de carburant interne de 2660 litres. L'avion dispose d’une capacité de ravitaillement en vol à l'aide d’une sonde fixe. A noter, que l’avion emporte un canon de 23mm et peut tirer plusieurs variétés de bombes, roquettes et missiles chinois.

L’Indonésie a commandé la version FTC-2000 de l’aéronef.

China has published photos of People’s Liberation Army Naval Air Force (PLANAF) J-11BH/BHS fighters deployed to Woody Island in the Parcel archipelago in South China Sea.

Woody Island, also known as Yongxing Island and Phu Lam Island , is the largest of the Paracel Islands in the South China Sea. It is part of the Amphitrite Island Group in the eastern Paracels.

Woody Island under PRC control, it is administered by the Yongxingdao Neighborhood Committee and is the seat of Sansha, a prefecture-level city of Hainan province. In June 2014, UK newspaper The Independent stated that the island had a population of 1,443.

Un haut responsable de l'armée chinoise a visité Djibouti ce week-end, ont rapporté mardi des médias d'Etat, tandis qu'un journal officiel tentait d'apaiser les inquiétudes sur une possible implantation par Pékin d'une base militaire sur ce territoire stratégique de la Corne de l'Afrique.

Le général Fang Fenghui, chef d'état-major de l'Armée populaire de libération (APL), a rencontré durant le week-end le président djiboutien Ismaël Omar Guelleh, selon un portail d'informations officiel de l'APL, China Military Online.

D'après celui-ci, qui rapportait des propos au discours indirect, le général Fang aurait assuré son interlocuteur de la volonté de Pékin "d'approfondir la coopération pragmatique entre les deux pays et leurs armées respectives".

Djibouti dispose d'une situation stratégique sur le détroit de Bab-el-Mandeb, un des corridors maritimes les plus fréquentés au monde.

La marine militaire chinoise est présente depuis fin 2008 au large de la Somalie et dans le golfe d'Aden dans le cadre des efforts internationaux pour combattre la piraterie dans cette région.

Le général Fang, selon les informations de presse, a d'ailleurs visité à Djibouti la frégate chinoise Sanya, en escale portuaire après une mission de patrouille de plus de 90 jours.

Dans une interview à l'AFP en mai, Ismaël Omar Guelleh avait annoncé que la Chine était en "discussions" avec Djibouti pour y installer une base militaire, comme en disposent les Etats-Unis, la France et le Japon.

La Chine finance déjà par ailleurs plusieurs projets de ports, d'aéroports et de lignes ferroviaires en cours de construction à Djibouti.

Pékin cherche à étendre les capacités de déploiement de son armée, avec un budget de la Défense qui connaît des hausses annuelles à deux chiffres, mais le pays ne dispose pas officiellement de base militaire à l'étranger.

Les inquiétudes suscitées par de tels projets étaient balayées mardi par le Global Times, un quotidien au ton volontiers nationaliste lié au Parti communiste chinois (PCC).

Celui-ci citait Li Jie, un expert militaire, assurant qu'il "n'était pas juste de parler de +menace chinoise+", et qu'"une base militaire chinoise servirait principalement à fournir du carburant" tout en appuyant les missions contre la piraterie et les groupes terroristes.

The test of a Dong Neng-3 exoatmospheric vehicle was carried out Oct. 30 from China’s Korla Missile Test Complex in western China, said two defense officials familiar with reports of the test.

However, the defense officials said the DN-3 is primarily a direct-ascent missile designed to ram into satellites and destroy them, even if intelligence assessments hold that the weapon has some missile defense capabilities.

The DN-3 flight test was the eighth time China carried out an anti-satellite missile test. An earlier test occurred in July 2014, which China also asserted was a missile defense test.

State Department and Pentagon officials declined to comment on the anti-satellite test.

A Chinese Embassy spokesman said: “I don’t have detailed information about the missile test you mentioned.”

“China advocates for the peaceful use of outer space, and opposes space weaponization or arms race in space,” the spokesman said in an email.

A State official referred to a speech from February by Frank Rose, assistant secretary of State for arms control, verification and compliance, who commented on the 2014 test.

“Despite China’s claims that this was not an ASAT [anti-satellite] test; let me assure you the United States has high confidence in its assessment, that the event was indeed an ASAT test,” Rose said.

“The continued development and testing of destructive ASAT systems is both destabilizing and threatens the long-term security and sustainability of the outer space environment,” he added.

China’s most disruptive ASAT test occurred in January 2007 when a direct ascent missile destroyed a Chinese weather satellite, creating tens of thousands of debris pieces that pose a continuing danger to both satellites and manned spacecraft, like the International Space Station.

Rose said the secrecy surrounding China’s ASAT program is preventing any U.S. cooperation with Beijing on space. Cooperation will only possible after “China changes its behavior with regard to ASATs,” he said.

Documents disclosed by Wikileaks revealed that the United States and Asian allies issued protests to China over a January 2010 flight test of an anti-satellite missile from an SC-19 rocket booster.

It could not be learned if protests were lodged over the Oct. 30 test.

China’s Guancha.com reported Nov. 1 that the unusual contrails near the city of Korla, in Xinjiang province, that appeared to be signs of a spacecraft launch or possibly “a midcourse anti-missile test.”

“In recent years, similar clouds have appeared over the skies of Xinjiang many times,” the report said. “A few of them have been linked to land-based midcourse anti-missile interception tests.”

Hong Kong’s Ming Pao then reported Nov. 4 that the test appear to be a “final-phase missile interception test had been conducted in the upper atmosphere.”

“The capability to intercept was one of the capabilities of the PRC Hongqi-19 missile, and may be employed to intercept high supersonic gliding targets on the offensive,” Ming Pao stated.

A forthcoming report by the congressional U.S.-China Economic and Security Review Commission contains an entire chapter on China’s military and civilian space capabilities.

The report discusses two anti-satellite missiles, the SC-19 and the larger DN-2, which are meant to be fired in pre-determined flight paths as a satellite passes over Chinese territory.

The report suggests that China disguised its anti-satellite tests in 2010, 2013, and 2014 as missile defense interceptor tests. It stated that each test involved a high-speed intercept of a mock warhead launched by a ballistic missile and not a satellite as a way to avoid debris.

“Although China has called these tests ‘land-based missile interception tests,’ available evidence suggests they were indeed antisatellite tests,” the report said.

The May 2013 DN-2 anti-satellite test involved “nearly geosynchronous orbit” where most intelligence and navigation satellites are located. The commission described that test as demonstrating “a new high-altitude anti-satellite capability” that could be deployed as early as 2020.

The 2013 test, which reached 18,600 miles into space, was first reported by the Washington Free Beacon.

Since 2005, China has conducted seven anti-satellite direct-ascent missile tests, according to the commission report. The report did not include the latest DN-3 test.

“China is pursuing a broad and robust array of counterspace capabilities, which includes direct-ascent anti-satellite missiles, co-orbital anti-satellite systems, computer network operations, ground-based satellite jammers, and directed energy weapons,” the report said.

Air Force Lt. Gen. John “Jay” Raymond, commander of the Joint Functional Component Command for Space, said at a House hearing in March that “we are quickly approaching the point where every satellite in every orbit can be threatened.”

Rick Fisher, a military analyst with the International Assessment and Strategy Center, said if the DN-3 interceptor test is confirmed, “this is the first mention of the DN-3, apparently either a modified version of the DN-2 or a new anti-satellite weapon.”

Fisher said the missile designated as the DN-1 was based on the SC-19 anti-satellite missile first tested in 2007, and that the DN-1’s booster appeared to be based on the KT-1 solid-fueled space launch vehicle, produced by China Aerospace Science and Industry Corporation. “It would follow that the DN-2 and DN-3 may also be [the corporation’s] products,” he said.

China recently developed two new and more powerful space launchers called the KZ-1 and KZ-11.

A DN-3 weapon based on the KZ-11 launcher would be capable of hitting targets at higher orbits.

If the recent test involved missile defenses, “China may be developing [anti-ballistic missile] ABM systems capable of intercepts at much longer ranges than U.S. Ground-Based Interceptors based at Fort Greely in Alaska,” Fisher said.

China has been harshly critical of U.S. missile defenses and has said it opposes all space weapons.

However, the development of both missile defenses and anti-satellite missiles by China has been underway since the early 1990s, Fisher said.

“The United States so far has not developed very high-altitude ASAT systems like the DN-2 and DN-3, also proving that China has little intention to follow the example of American restraint,” he said.

A report by the Rand Corporation published in September concluded that the Chinese threat to U.S. satellites is increasing.

“The risk to most U.S. space functions appears to be growing faster than the U.S. ability or effort to mitigate them,” the report said, noting that Chinese space warfare capabilities “are increasing across the board.”

“In a number of areas, the U.S. military is taking steps to mitigate the threat,” the report said. “Whether these efforts succeed in making U.S. systems safe or, at least, unattractive targets should a U.S.-China conflict occur will depend on what investments the United States makes in space defense in the coming years and whether it can find ways to reduce its systems’ vulnerabilities.”

Air Force Gen. John Hyten, head of the Air Force Space Command told CBS’s 60 Minutes in April that U.S. weapons are being developed to counter China’s space arms.

Hyten said if U.S. satellites are threatened, “we have the right of self defense and we’ll make sure we can execute that right.”

On the possible future use of military force in space, Hyten bluntly said: “That’s why we have a military … I’m not NASA.”

Defense Secretary Ash Carter told sailors aboard the aircraft carrier USS Roosevelt last week that the Pentagon is closely watching Chinese weapons developments. “And so, we see them building a system that’s new, we make sure we have countermeasures to that and actually, we’re making new substantial investments, new investments,” he said, noting electronic warfare, cyber defenses, air defenses, cruise missile defenses.

“All that’s really important because we’ve got to make sure the balance doesn’t change here, qualitatively or quantitatively, and we’re not going to let that happen,” Carter said.

A top Chinese military officer visited Djibouti at the weekend, official media reported, prompting a state-run newspaper Tuesday to downplay concerns Beijing is planning to establish a base in the strategically vital African entrepot.

The chief of the People’s Liberation Army (PLA) general staff, General Fang Fenghui met Djibouti’s president at the weekend, the official PLA news source China Military Online reported.

Fang told President Ismail Omar Guelleh that China was willing to “deepen pragmatic cooperation between the two countries and two militaries”, the report paraphrased.

Beijing is expanding its military heft and reach as China becomes more powerful, with annual double-digit defence budget increases and its first aircraft carrier entering service.

A former French colony, Djibouti guards the entrance to the Red Sea and, ultimately, the Suez Canal, and has been used by international navies — including China — as a base in the fight against piracy from neighboring Somalia.

In May, Guelleh told AFP that “discussions are ongoing” with China for a military base in the tiny Horn of Africa nation, saying that Beijing’s presence would be “welcome”.

Chinese officials say the country does not have any overseas military bases.

But Chinese contracts to build or manage Indian Ocean ports have raised concerns it is seeking to establish a so-called “string of pearls” in the region.

The state-run Global Times on Tuesday said that Fang’s visit had prompted overblown fears of Chinese military expansion.

“It is unfair to hype up the ‘China threat’ as China’s military base will mainly serve as a supply station even if it is created to support escort groups engaging in anti-terrorist and anti-piracy missions,” it paraphrased a navy military expert, Li Jie, as saying.

It also cited unnamed analysts urging people “not to politicize or over-interpret the visit”.

The US, France and Japan already have facilities in Djibouti, and China Military Online said that Fang visited the Chinese guided missile frigate Sanya, which was making a port call after patrolling in the Gulf of Aden and off the Somali coast for more than 90 days.

Des sources chinoises ont affirmé, à la fin du moins d’octobre, que l’Armée populaire de libération (APL) avait déployé des avions de combat de type J-11 BH/BHS sur l’île de Woody, laquelle fait partie de l’archipel Paracel, en mer de Chine méridionale, dont Pékin revendique des droits sur la quasi-totalité.

Depuis quelques mois, faisant fi des revendications territoriales de ses voisins, la Chine aménage des îlots inhabités situés dans les archipels Spratleys et Paracel. Et cela, à des fins militaires. D’où l’inquiétude de pays comme le Vietnam, les Philippines, la Malaisie, Taïwan ou encore le sultunat de Bruneï d’un éventuel coup de force les mettant devant le fait accompli.

Pour rappel, la mer de Chine méridionale est une zone stratégique, étant donné qu’elle est située à un carrefour de routes maritimes essentielles pour le commerce mondiale et que ses fonds marins sont susceptibles de receler d’importantes réserves de pétrole et de gaz.

La stratégie chinoise est claire : en aménageant des îlots dans les deux archipels contestés, Pékin fortifie ses approches maritimes et rend plus compliquée toute contestation légale, voire militaire, au sujet de leur appartenance. En outre, ces récifs « militarisés » permettent à l’APL d’étendre ses capacités opérationnelles.

Cela étant, aucun avion de chasse chinois n’est venu intercepter deux bombardiers stratégiques B-52 de l’US Air Force alors qu’ils évoluaient à proximité de ces îlots revendiqués par la Chine. Les équipages américains ont cependant reçu des avertissements par radio émis par un contrôleur aérien chinois.

Les deux B-52, partis de l’île de Guam, « ont reçu deux avertissements verbaux d’un contrôleur au sol chinois, alors même qu’ils ne se sont jamais approchés à moins de 15 milles d’une des îles » contestées, a expliqué le capitaine de frégate Bill Urban, un porte-parole du Pentagone, le 12 novembre. « Les deux avions ont continué leur mission sans incident », a-t-il ajouté.

Ce n’est pas la première qu’un avion américain est ainsi « averti » par radio. En mai dernier, un appareil de patrouille maritime américain P-8A Poseidon avait été aussi interpellé de la même manière.

En outre, fin octobre, l’US Navy a envoyé un de ses destroyers, l’USS Lassen, patrouiller dans les zones contestées pour faire comprendre à Pékin que la liberté de navigation dans ces eaux n’était pas négociable.

Interrogé sur le vol des deux B-52, le porte-parole du ministère chinois des Affaires étrangères, Hong Lei, a réaffirmé que Pékin « s’opposait à toute action qui, menée sous le prétexte de la liberté de navigation et de survol, est susceptible de porter atteinte à la souveraineté de la Chine ou à sa sécurité. »

Lors du forum Reagan sur la défense nationale, le 7 novembre, en Californie, Ashton Carter, le patron du Pentagone, a affirmé que les « États-Unis partagent les profondes inquiétudes de pratiquement tout le monde dans la région sur le rythme et la portée des revendications territoriales en mer de Chine méridionale ».

Et de se dire également « préoccupé » par « les perspectives de militarisation accrue, ainsi que par le potentiel qu’ont ces activités d’accroître le risque de mauvais calculs ou de conflit entre les Etats ayant des revendications. »

La veille, l’Union européenne (UE), par la voix de Federica Mogherini, Mme le Haut Représentant de l’Union pour les affaires étrangères et la politique de sécurité, a dit s’opposer « à toute tentative de défendre des revendications territoriales ou maritimes par l’intimidation, la contrainte, la force ou toute action unilatérale qui pourrait causer davantage de frictions. »

« Même si nous (l’UE) sommes loin d’un point de vue géographique, nous avons des intérêts à faire valoir dans ce débat, en raison des interconnexions et de l’interdépendance, à commencer par celle de nos commerces et économies », a expliqué Mme Mogherini. « Nous soutenons un ordre maritime basé sur les principes du droit international », a-t-elle ajouté, à l’issue d’une réunion entre les ministres des Affaires étrangères des 28 États membres de l’UE et ceux de pays asiatiques.
