Washington, le Congrès américain a adopté un crédit d’urgence pour la production d’avions de combat Boeing EA-18G «Growler». Cette commande fait suite à une demande de la Marine.
Production jusqu’en 2017 :
La ligne de production des avions de combat Boieng F/A-18E/F/G «Super Hornet» & «Growler» devait être fermée pour le début de l’année 2016. Mais, la demande express de la Marine pour se doter de 22 EA-18G «Growler», pour un montant de 2,6 milliards de dollars de financement, va permettre de retarder l’échéance d’une année.
Mieux que le F-35 :
La décision de la Marine américaine de renforcer un peu plus sa capacité de guerre électronique avec plus de EA-18G «Growler» tient du fait, que celui-ci, permet de traiter une plage bien plus large de fréquences en matière de guerre électronique, que ne le fait le F-35.
L’idée de la Marine est d’engager à terme les EA-18G avec le F-35. En effet, ce dernier permet de lutter contre un éventail plus étroit de fréquences et ne peut brouiller ses adversaires, que dans une bande relativement étroite à l'avant de l'aéronef. Le EA-18G peut au contraire, engager la guerre électronique non seulement lorsqu’il vole en première ligne, mais également lorsqu’il commence à revenir à la base. De plus, le «Growler» peut générer assez de puissance pour une couvrir la zone en avant du F-35. Dans cette configuration, le F-35 jouerait de sa furtivité en première ligne et serait couvert électroniquement par le «Growler» qui le suivrait.
Le EA-18G «Growler» :
L’EA-18G dispose du radar AN/APG-79 à antenne active (AESA) lui permettant non seulement d’être autonome en comparaison de son prédécesseur le EA-6B en mode air-air, mais intègre des possibilités de liaisons de données numériques et de brouillage dirigé indépendant du reste des systèmes embarqués.
Pour la lutte contre les défenses ennemies, l’EA-18G dispose de pod ALQ-99 de brouillage couplé à un système d’analyse à large spectre ALQ-218, lui permettant de différencier les types de radars (surveillances, poursuites, sol ou embarqué) et l’analyse des types de fréquences. Le système enregistre et répertorie l’ensemble des menaces pour permettre leur restitution sur un écran tactique, avec une plus grande précision que par le passé.
Les systèmes embarqués du «Growler» lui permettent d’agir sur trois modes tactiques :
- Reconnaissance électronique (analyse des diverses menaces, radar et missiles) - Suppression des menaces connues et mémorisées selon un scénario prévu. - Réaction immédiate à l’engagement d’une nouvelle menace non répertoriée.
Du point de vue des communications, l’avion dispose du système AlQ-227 qui lui permet d’épier et de brouiller les communications adverses, en contre partie le «Growler» dispose pour sa propre protection le nouveau concept INCANS qui améliore les communications et transferts de données à l’intérieur d’un groupe naval.
Capacités ECM :
- Détection passive/active. - Analyse des menaces et classifications. - Brouillage actif, perturbation électronique (radar et communication). - Paralysie électronique avec des virus informatiques.
L’ensemble de ces possibilités offrent l’opportunité aux équipages du Growler de pouvoir participer directement à l’escorte d’un groupe d’attaque tout en étant susceptible de se défendre face à n’importe quelles menaces en vol.

Boeing Delivered All P-8As to U.S. Navy on Schedule and on Cost in 2014
SEATTLE, Jan. 9, 2015 – Boeing [NYSE: BA] last month delivered the eighth P-8A Poseidon of 2014, completing all planned deliveries to the U.S. Navy for the year on time and on cost.
That airplane, the 21st overall for the program, flew from Seattle to Naval Air Station Jacksonville in Florida on Jan. 8. It joined other P-8As being used to train Navy crews.
“Our U.S. Navy and P-8 industry team continues to meet milestone after milestone on this world-class program,” said Jimmy Dodd, Boeing Mobility, Surveillance and Engagement vice president and program manager. “We’re delivering an aircraft that is providing superior capabilities to the men and women in uniform.”
The ‘Mad Foxes’ of Patrol Squadron (VP) 5 are conducting operational missions during the second overseas deployment of a P-8A Poseidon squadron. Last summer the VP-16 ‘War Eagles’ completed 600 sorties and 3,500 flight hours on the P-8A’s maiden deployment.
“We put the Poseidon to the test,” said Cmdr. Daniel Papp, VP-16 squadron commanding officer, of the first deployment. “We tested the aircraft, our aircrew, and the logistics tails. Across the board, detachment after detachment, the message was Boeing delivers us a reliable and dependable aircraft, and our crews got on station and knocked it out of the park.
Based on the Boeing Next-Generation 737-800 commercial airplane, the P-8A provides the Navy anti-submarine warfare, anti-surface warfare, and intelligence, surveillance and reconnaissance capabilities.
The Navy plans to purchase the versatile multi-mission aircraft to replace its P-3 Orion fleet. Boeing is currently under contract for 53 P-8As.
Boeing’s industry team includes CFM International, Northrop Grumman, Raytheon, Spirit AeroSystems, BAE Systems and GE Aviation.

The final developmental free flight test of the JSOW C-1 demonstrated the weapon’s effectiveness against maritime moving targets, an essential capability to support the Navy’s anti-surface warfare mission.
“As we pivot to the Pacific, our capability to employ networked precision strike across our kill chains and engage in offensive anti-surface warfare is key to maintaining our strategic dominance in that theater,” said Capt. Jaime Engdahl, the Navy’s Precision Strike Weapons (PMA-201) program manager at Patuxent River. “I am proud of our Navy and Raytheon team’s commitment to providing these advanced capabilities to the warfighter.”

An update to the JSOW-C, the C-1 variant incorporates a two-way strike common weapon datalink enabling a moving maritime target capability. It is equipped with an imaging infrared seeker and an autonomous target capability to attack targets with precision accuracy.
During the test, the JSOW-C1, released from an F/A-18 Super Hornet, scored a direct hit to a moving maritime target and met all primary test objectives, Engdahl said. This event proved the system’s readiness to begin operational test next month.

When operational test commences, Air Test and Evaluation Squadron (VX) 9 will be responsible for implementing real-world scenarios using the JSOW C-1 to verify that the weapon’s capability, suitability and design will be fully responsive to warfighter needs.
“Operational test will provide the additional data points we need to further assess the weapon’s capabilities, as well as assess the JSOW C-1 in an operationally representative environment,” said Cathy Metz, JSOW deputy program manager.
The weapon is slated for delivery to the fleet in 2016 after the successfully completion of OT.
When operational, JSOW C-1 will provide joint force commanders with an affordable, air-delivered, standoff weapon effective against both moving maritime targets and fixed land targets.

Known as “Nixie”, the system lures torpedoes away from intended targets by mimicking a ship’s acoustic signature. It is currently installed on all U.S. Navy combatant ships and the vessels of more than 20 other naval forces.

Navy to Recertify, Modernize Tomahawk Missiles in 2019

ARLINGTON, Va. —The U.S. Navy’s arsenal of Block IV Tomahawk Land-Attack Missiles(TLAM) is due for a refurbishment beginning in 2019 as the missiles reach the end of their 15-year warranty. The Navy also will use the opportunity to modernize the weapons.
The Block IV Tomahawk entered service in 2014 with a 15-year life and the recertification by the missile’s manufacturer, Raytheon Missile Co., will renew the life of the missiles by another 15 years, Chris Daily, Raytheon’s Tomahawk deputy program manager, told reporters along with, Chris Sprinkle, the company’s senior program manager for Tomahawk, Jan. 13 at the Surface Navy Association Symposium in Arlington.
The TLAM is delivered in canisters and requires no field maintenance or preventable maintenance. All of its software is reprogrammable, Sprinkle said.
Sprinkle said the recertification process will allow the Navy to upgrade the missiles with a more robust anti-jam communications suite needed to be effective in an A2AD (anti-access area denial) environment, add a multimode passive/active radio frequency sensor for terminal guidance against moving targets and the Joint Multi-Effects Warhead System. Raytheon is developing the multimode sensor with internal funding to reduce developmental risk. The Navy is looking at adding an infrared capability to the sensor, Sprinkle said.
Sprinkle noted that the TLAM, while equipped with the Global Positioning System (GPS), still retains the inertial navigation capability designed into earlier versions of the Tomahawk and can navigate accurately to a target in a GPS-denied scenario.
Daily said the cost of a new all-up round TLAM is $1 million to $1.1 million. Sprinkle said that recertification of each TLAM would cost approximately $600,000. Adding a moving target capability would add approximately an additional $250,000 to the price.
Raytheon has built more than 3,000 Block IV TLAMs for the U.S. Navy and the U.K. Royal Navy. Raytheon anticipates a contract award by the end of January for an additional 200 missiles. Production in the 2016 is uncertain.
The Navy is scheduled to sponsor by the end of 2015 a study for the Next-Generation Strike Capability

First female officers report for duty on the USS Minnesota

Groton - The first three female officers assigned to the USS Minnesota have reported to the Virginia-class nuclear attack submarine, which is homeported in Groton. Of the three, one is a supply corps officer, which means she handles supply and logistic services for the Navy and therefore is not exclusive to the submarine community. The other two are submariner officers. They are among the first women to serve aboard a Navy fast-attack submarine.
The three female officers who will be assigned to the USS Virginia, also homeported in Groton, are expected to report there this spring as scheduled.

Par souci de simplification, l’administration américaine a décidé de renommer frégates (FF) les Littoral Combat Ship. C’est le secrétaire à la marine, Ray Mabus, qui l’a annoncé en fin de semaine dernière, expliquant que ce reclassement avec une dénomination traditionnelle est plus approprié et lisible. Il a au passage estimé que d’autres noms de bâtiments, comme le JHSV (Joint High Speed Vessel) et la MLP (Mobile Landing Platform), gagneraient aussi à être simplifiés.

USS Green Bay moves to Japan Another San Diego warship goes to Asia, part of plan to transfer best assets there
San Diego said goodbye to the amphibious ship Green Bay on Monday, as another local warship transfers to Japan.
Earlier this month, the Navy announced that the San Diego cruiser Chancellorsville will leave this summer as part of what’s being called a long-range plan to send the most advanced and capable units to the Asia-Pacific region.
Destroyers Milius and Benfold are also scheduled to leave San Diego for Japan in the next two years.
The Green Bay – a 6-year-old amphibious transport dock that carries Marine Corps vehicles and troops – will make a new home in Sasebo, Japan.
The ship replaces the decommissioned Denver, an older version of the same vessel. Green Bay will become the third ship in the Bonhomme Richard amphibious ready group, which usually carries the 31st Marine Expeditionary Unit on deployments.
Green Bay did its maiden deployment February 2011 and a second deployment in 2013. Since then, the ship has been in the shipyard in preparation for the move to Japan.
A Navy official said that while it might feel like San Diego is losing ships as they transfer to Japan, some forward-deployed ships eventually return. And, San Diego was assigned at least three newly built ships in 2014, the amphibious assault ship America, littoral combat ship Coronado and the amphibious transport dock Somerset.

La Marine américaine a annoncé mardi avoir sanctionné trois amiraux dans le cadre d'une affaire de corruption en Asie qui l'ébranle depuis des mois.
Les trois amiraux, qui n'ont pas été poursuivis par la justice dans cette affaire, ont reçu une "lettre de réprimande" de la part du secrétaire à la Marine, Ray Mabus, a annoncé la Marine. Les lettres de réprimande mettent fin dans les faits aux carrières des officiers.
Les trois amiraux, le contre-amiral Terry Kraft, actuellement commandant des forces navales au Japon, le contre-amiral Michael Miller, en poste à l'école des officiers, et le contre-amiral David Pimpo, chargé de fonctions logistiques, ont été admis à faire valoir leurs droits à la retraite. Les trois officiers "ont montré une faiblesse de jugement" et n'ont pas été à la hauteur de leurs responsabilités, a estimé M. Mabus dans un communiqué.
Selon la Marine, les officiers ont notamment reçus des cadeaux "inappropriés", et deux d'entre eux ont approuvé des liens avec une entreprise commerciale de manière là aussi "inappropriée". Le procès des principaux accusés de l'affaire de corruption s'est ouvert début janvier en Californie. Un chef d'entreprise malaisien, surnommé "Fat Leonard", a plaidé coupable d'avoir corrompu des officiers pour obtenir des contrats d'avitaillement de navires américains lors de leurs escales en Asie. Le patron de Glen Defense Marine Asia a reconnu avoir fourni de l'argent, des services de prostituées ou des mets de luxe pour obtenir les contrats. Selon l'accusation, les sommes en jeu se montent en millions de dollars.

New navy vessels to go into service late next month
The navy plans to put its first locally designed stealth missile corvette and a new locally manufactured supply vessel into service late next month, a navy source said yesterday.
“A ceremony to formally put the corvette Tuo Jiang and supply vessel Panshih into service is scheduled to take place in late March at the navy’s Zuoying base in Kaohsiung,” the largest naval base in Taiwan, the source said.
Training on the 502-tonne Tuo Jiang began after the corvette was delivered to the navy by local firm Lung Teh Shipbuilding at a ceremony on Dec. 23 last year at the commercial harbor in Suao (蘇澳), eastern Taiwan.
The twin-hulled Hsun-hai-class corvette is equipped with locally developed Hsiung Feng II and Hsiung Feng III anti-ship missiles, a 76mm gun and Mark 46 torpedoes, the source said.
The new ship, which cost about NT$2.1 billion (US$67 million), was purchased to modernize the navy’s fleet.
It has a range of 2,000 nautical miles (3,704km), is 60.4m long and 14m wide, and can carry up to 41 people.
One month after the delivery of the Tuo Jiang, the navy received the supply vessel, the Panshih, from local shipbuilder CSBC at a ceremony on Jan. 23 in Kaohsiung.
After the supply vessel is put into service, it will help extend the navy’s maritime combat capabilities through its support of warships, and the nation’s ability to provide international humanitarian assistance, the navy said.
The Panshih would be used to transport fuel, ammunition and other supplies to support the navy fleet in wartime.
In peacetime, it would be mainly used to carry supplies, conduct maritime rescue missions and provide humanitarian assistance, the source said.
Captain Cheng Nai-pin (鄭乃斌), the first captain of the Panshih, has praised the vessel’s mobility, stability and ability to travel long distances and carry large amounts of supplies.
It also has advanced medical equipment to provide better medical services than the Wuyi, the navy’s other supply vessel, he added.
There is a small hospital on the Panshih that includes an operating center, a dental room, three regular wards and an isolation ward.
It cost NT$4.09 billion to build, the source said.
The new vessel measures 196m in length and 25.2m in width. It can take a crew of up to 165 people and has a range of 8,000 nautical miles.

US Navy's P-8A Poseidon system enhancements by Raytheon add mission capabilities
The US Navy awarded a $15.5 million system development contract to Raytheon Company to develop a flexible, application-based architecture (ABA) for the P-8A Poseidon maritime patrol aircraft. The ABA will allow mission commanders to rapidly field new or enhanced capabilities through third-party software applications.
Raytheon's ABA design aligns with both the Department of Defense's "Better Buying Power Initiatives" and the Navy's move towards open system architecture.
"The goal is to use readily available technology to quickly upgrade the P-8A's warfighting capability," said Jerry Powlen, Raytheon Space and Airborne Systems' vice president of Intelligence, Surveillance and Reconnaissance Systems.
Raytheon will deliver two prototype ABA systems, leveraging unique expertise in: Airborne COTS computing; Services-Oriented Architecture and Infrastructure; and Software-based mission applications.
"This open systems architecture can easily be used for other domestic and international customers looking to affordably enhance their airborne platforms," Powlen said.
The work will be performed in McKinney, Texas, and completed by March 2017. The contract positions Raytheon for the engineering and manufacturing development phase scheduled for 2017.
"Raytheon is uniquely qualified to bring enhanced mission capability to the Poseidon platform thanks to decades of experience and our partnership with the Navy on advanced electro-optical, infrared and RF sensors for many maritime and overland surveillance platforms," Powlen said.
Raytheon's team of open system architecture experts includes: Northrop Grumman Information Systems; L-3 Communications ComCept; General Dynamics Advanced Information Systems; Rite Solutions, a service-disabled veteran-owned small business.

Le commandant du sous-marin nucléaire d’attaque américain USS Mississippi a été démis de ses fonctions vendredi, en raison de la perte de confiance dans sa capacité à commander, annonce l’US Navy.
Le Cmdr. Tory Swanson a été démis par le Capt. Harry Ganteaume, commandant du Submarine Squadron 1. Une enquête de commandement sur les circonstances ayant conduit à cette décision est en cours, a précisé la Navy.
Le Cmdr. Brook DeWalt, porte-parole de la flotte sous-marine du Pacifique, a expliqué que la décision avait été prise pour des « motifs professionnels, pas pour des motifs personnels. Il s’agit de problèmes liés à la prise de décisions opérationnelles. »
Le Cmdr. Swanson, qui commandait le Mississippi depuis avril 2013, a été réaffecté administrativement à l’état-major de la force sous-marine de la flotte du Pacifique, explique la Navy.
