L'inde de veut cesser d'être le premier importateur mondial d'armement et porter d'ici cinq ans à 70% la part de son équipement militaire produite sur son sol, a indiqué mercredi le Premier ministre indien Narendra Modi lors du salon aéronautique et de défense de Bangalore.
Le Premier ministre, qui a promis de relancer l'investissement, en particulier grâce à sa campagne "Make in India", a assuré que son gouvernement favoriserait les fournisseurs produisant en Inde lorsqu'il s'agira d'octroyer des contrats militaires.
"Nous avons la réputation d'être le premier importateur d'équipement militaire au monde", a-t-il dit à l'occasion du salon Aero India qui se tient tous les deux ans à Bangalore.
"C'est peut-être une musique qui est familière à certains d'entre vous présents ici. Mais c'est un domaine dans lequel nous aimerions ne pas être numéro un", a-t-il ajouté.
"Nous réformons notre politique d'approvisionnement en matériel de défense et allons accorder une préférence nette au matériel fabriqué en Inde", a dit Modi devant des centaines d'industriels indiens et étrangers.
L'Inde exprime depuis des décennies sa volonté de réduire sa dépendance envers l'industrie de défense étrangère mais n'y est pas parvenue, le pays devant en outre faire face à un équipement en voie d'obsolescence.
Depuis son arrivée au pouvoir en mai, le gouvernement de Modi a relevé à 49% la participation que peut détenir un investisseur étranger dans un groupe de défense en Inde.
Le Premier ministre a indiqué vouloir porter de 40% actuellement à 70% d'ici 2020 la production d'équipement matériel produite sur son sol.
"Une nation disposant d'une forte industrie de défense ne sera pas uniquement plus sûre. Elle en retirera également d'importants bénéfices économiques", a dit Modi.
"Environ 60% de notre matériel de défense continue d'être importé et nous dépensons des dizaines de milliards de dollars dans des acquisitions à l'étranger", a-t-il poursuivi.
"Certaines études montrent qu'une réduction de 20% à 25% de nos importations pourrait créer directement 100.000 à 120.000 emplois hautement qualifiés en Inde".
Le salon de Bangalore réunit des centaines de groupes de la défense et de l'aéronautique pendant cinq jours, notamment Dassault, Airbus ou Boeing.

India is likely to purchase a fresh batch of 464 Russian T-19 tanks for its armed forces in a contract valued at $1.93 billion (INR 13,800 Crore).
"Russia will prolong the license for production of T-90 tanks in India. This is in connection with the Indian government’s decision to purchase more tanks for its armed forces," TASS quoted the federal service as saying Tuesday.
The Indian defense ministry and Russia’s state arms exporter Rosoboronexport are reportedly expected to sign the $1.93 billion contract for 464 tanks in “the next few months," according to a Jane's report.
The Indian defense ministry’s acquisition body approved the purchase in November 2016.
India is now the largest buyer of Russian military hardware. India has signed a $5.4 billion contract for Russian S-400 defense systems, $900 million contract for 21 MiG-29 aircraft and a $819 million deal for 18 Su-30MKI aircraft.
India also inked a deal to lease a mothballed nuclear-powered Akula-1 class submarine from Russia for over $3 billion in early March.
The other major contracts include a $940 million deal for 2 Talwar-class frigates, $960 million for 2 Russian-Built Admiral Grigorovich Frigates, a $1.1 billion order for 48 Mi-17 helicopters and joint production of KA-226T helicopters for $1 billion.

The Indian Army (IA) has taken delivery of the first six of 114 Dhanush 155 mm/45-calibre towed howitzers ordered from the state-owned Ordnance Factory Board (OFB).
Officials said the OFB's Gun Carriage Factory (GCF) at Jabalpur, central India, handed over the licence-built guns to the army's Central Ordnance Depot at the same location on 8 April ahead of their formal induction into the IA at a later date.
The guns, which have an effective range of 38 km, are improved versions of the FH-77B 155 mm/39-calibre field howitzers originally produced by Sweden's AB Bofors (now BAE Systems).
The Dhanush weighs less than 13 tonnes, has a ground clearance of 400 mm, a range of elevation varying from -3 to 70° and a traverse of ±30°, according to IA sources.
Capable of operating in varied climatic conditions across India, the gun has been fitted with an automated gun-aiming and -positioning system that uses a global navigation satellite system, an inertial navigation unit, and an onboard ballistic computer. Also supplied is an advanced day/night direct-firing and target-acquisition sight, as well as various communication systems.

«Le lieutenant commander Chauhan a perdu la vie dans un incendie qui s'est déclaré à bord du porte-avions INS Vikramaditya alors que celui-ci entrait dans le port de Karwar. Le feu a été maîtrisé mais l'officier qui menait la lutte contre les flammes a perdu connaissance et n'a pas pu être ranimé», indique la Marine indienne.
L'INS Vikramaditya (ex-Amiral Gorshkov) a été construit par la Marine soviétique puis cédé gratuitement à l'Inde, laquelle a tout de même dû payer 947 millions de dollars pour les équipements du navire (auxquels s'ajoutent 800 millions pour le moderniser). La première escadrille de l'aéronavale indienne équipant ce porte-avions a été déclarée opérationnelle le 11 mai 2013. Ce bâtiment est à ce jour le seul porte-avions opérationnel du pays, l'INS Vikrant étant toujours en construction.

The Indian Defence Ministry has approved a $520 million (INR 3,600 Crore) deal for 10 Kamov Ka-31 helicopters with Russia to strengthen its capability against aerial threats to its aircraft carriers and large warships.
"The Defence Ministry cleared the INR 3,600 crore proposal for buying around 10 Kamov Ka-31 Airborne Early Warning and Control choppers for the aircraft carrier operations and deployment on future warships," government sources told ANI.
The helicopters will be tasked with clearing enemy presence in the airspace of the aircraft carriers. They will also be carrying out sea or anti-submarine warfare operations.
The Navy has a fleet of Russian Kamov Ka-28 choppers along with the seeking choppers which were procured in 1980s and need to be upgraded for future operations.
The contract will now be processed by the Navy and after negotiations, it would be presented before the cabinet committee on security for final approval

India's fourth Scorpene-class submarine INS Vela has completed its out fittings and will be launched on May 6 in the Arabian Sea after which it is set to begin sea trials.
“On May 6, the submarine will touch waters for the first time. Then the sea trials will begin,” a Navy officer said.
The INS Vela is one of the six French-origin Scorpene submarines being built in India, named as the "Kalvari class."
The contract for the licensed production of six Scorpene-class submarines for $3.75 billion was signed in October 2005 under Project 75. The entire project is expected to be completed by 2020.
The technology utilised for construction of the Scorpene class submarines has ensured superior stealth features such as advanced acoustic silencing techniques, low radiated noise levels, hydro-dynamically optimised the shape and the ability to launch a crippling attack on the enemy using precision-guided weapons.
The Scorpene submarines can undertake multifarious types of missions i.e anti-surface warfare, anti-submarine warfare, intelligence gathering, mine laying, area surveillance etc. The submarine is designed to operate in all theatres, with means provided to ensure interoperability with other components of a Naval Task Force. It is a potent platform, marking a generational shift in submarine operations.
India has also approved the acquisition of over heavyweight torpedoes to be equipped on these submarines

Des Kamov Ka-31 supplémentaires pour la marine indienne !
Le ministère indien de la Défense a donné l’approbation à la marine pour l’achat de 10 hélicoptères supplémentaires d’alerte avancée Kamov Ka-31 de fabrication russe. L’approbation de l’achat est venue du Conseil d’acquisition de la défense, dirigé par le ministre de la Défense, Nirmala Sitharaman. La transaction est évaluée à environ 515 millions de dollars.
Les nouveaux Ka-31 seront embarqués dans quatre nouvelles frégates furtives du Projet 11356M acquises de Russie. Ils feront également partie du complément aérien du porte-avions INS Vikramaditya et du porte-avions de construction indigène INS Vikrant, lors de la mise en service de celui-ci.
Modernisation et augmentation de la flotte :
La marine indienne a reçu ses premiers exemplaires d’hélicoptères Kamov Ka-31 d’alerte lointaine modernisés. Ces hélicoptères font partie du premier lot de six Ka-31 en service depuis 2003. Depuis, la marine indienne a acheté cinq Ka-31 supplémentaires.
Selon Russian Helicopters les Ka-31 de la marine indienne ont reçu plusieurs mises à jour nécessaires à la poursuite du bon fonctionnement de ceux-ci. De nouveaux logiciels ont été installés pour le radar E-801m OKO conçu par l'Institut de génie Radio de Nizhny Novgorod.
Le Kamov Ka-31 d’alerte avancée :
Dérivé du Kamov Ka-27, le modèle Ka-31 dispose d’un poste de pilotage plus large et peut accueillir deux membres d'équipage, le pilote et le navigateur. Le cockpit est protégé par des plaques de blindages, la suite de navigation comprend un système de positionnement par satellite Kronstadt Kabris 12, une cartographie numérique de terrain et un avertisseur de proximité du sol et d'obstacles.
Le train d'atterrissage se rétracte, afin d'éviter toute interférence avec le radar.
Le radar d'alerte précoce, E-801m OKO dispose d’une antenne radar de 6 m² rangé à plat contre la face inférieure du fuselage. L’antenne une fois déployée permet une détection à 360 ° de couverture azimutale sur 150km.

The Indian Navy is set to acquire 24 MH-60R Seahawk Anti-Submarine Helicopters from the US for $2.6 billion (INR 18,340 Crore), Strategic page reported Thursday.
Each helicopter will cost about $109 million (INR 764 Crore) which includes accessories, spare parts, tech support and the cost of establishing maintenance facilities for the new type of helicopter.
These copters can both be used for anti-submarine warfare and for attacks on surface vessels using hellfire missiles. In order to detect submarines the helicopters would be equipped with sonar and radar.
The radar system can be used to detect submarines travelling on the surface or just below. This is especially effective considering modern nuclear submarines travel just below the ocean surface to get rid of exhaust fumes.
These helicopters are the naval version of the US Army’s Sikorsky UH-60 Black Hawk helicopter and can be used for search and rescue operations

Inde, tir d’un BrahMos de guerre depuis un Su-30 !
L’Indian Air Force (IAF) a tiré avec succès le missile BrahMos version aérienne depuis un avion de combat Su-30 MKI. Le lancement à partir de l'avion s'est fait en douceur et le missile a suivi la trajectoire souhaitée avant de toucher directement la cible au sol. Contrairement au tir de 2017, le missile était cette fois doté de sa pleine capacité de guidage pour atteindre sa cible avec précision.
L'intégration de l'arme dans l'aéronef a été un processus très complexe impliquant des modifications mécaniques, électriques et logicielles de l'aéronef. L’IAF est impliquée dans l’activité depuis sa création. Le développement du logiciel de l'avion a été entrepris par les ingénieurs de l'IAF tandis que HAL apportait des modifications mécaniques et électriques à l'avion.
Les efforts dévoués et synergiques de l’IAF, du DRDO, du BAPL et du HAL ont prouvé la capacité du pays à entreprendre de telles intégrations particulièrement complexes.
Le missile BrahMos offre à l’armée de l’air indienne la capacité désirée d’attaquer à partir de vastes champs de bataille éloignés sur toute cible en mer ou sur terre avec une précision extrême jour et nuit et par tous les temps.
La capacité du missile, associée aux performances exceptionnelles de l'avion Su-30MKI, confère à l'IAF la portée stratégique redoutable pour la région.
Le BrahMos :
Le BrahMos est un missile de croisière supersonique pouvant être lancé à partir d'un sous-marin, d'un bâtiment de surface, d'un avion ou d'une station terrestre. Développé conjointement par l'Inde et la Russie. Les deux pays ont créé à cette fin une société commune, BrahMos Aerospace Private Limited.
Utilisé par l'armée indienne depuis 2005, le « BrahMos » est un missile supersonique à propergol solide pesant 2,55 tonnes. Le missile vol à des vitesses comprises entre Mach 2,5 et 2,8. Sa version originale est longue de 8,3 mètres pour 0,67 m de diamètre. Doté d'une ogive de 200 à 300 kg, le BrahMos est capable de neutraliser les cibles à une distance de 290 km avec une charge anti-blindage ou nucléaire. BrahMos est un acronyme composé des premières syllabes du fleuve indien Brahmapoutre et de la rivière russe Moskova.
Le Sukhoi Su-30MKI :
Le Sukhoi Su-30MKI ou « Super 30» bénéficie des capacités similaires à celle des avions de combat de cinquième génération. L’appareil est doté d’une avionique améliorée, d’un radar AESA de type Phazotron Zhuk-MA plus puissant, capable d’engager plus de quatre cibles simultanément et ceci également vers l’arrière. L’avion dispose d’une certaine capacité en matière de furtivité et ceci grâce à une diminution de la signature radar. L’autre nouveauté concerne l’adaptation des missiles indien BrahMos et du KH-59M Ovod-M. L’avionique dispose d’un mode carte numérique avec une capacité de guidage longue portée TV. L’appareil est doté de la version des moteurs AL-31FP de Saturn Corporation, dont la durée d’entretien est montée à 2’000 heures en lieu et place des 1’000 actuels. Un nouveau logiciel de contrôle de la poussée vectorielle (TVC) permet une meilleure sécurisation en cas de manœuvre extrême.

India's government-run Defence Research and Development Organisation (DRDO) is in advanced negotiations with Airbus Defence and Space to procure two A330 military transport aircraft for fitment with indigenously designed airborne early warning and control (AEW&C) systems that will enable for longer-range surveillance and target detection.
Industry sources told Jane's on 28 May that price negotiations to acquire the two platforms for the Indian Air Force (IAF) are expected to be concluded "imminently", with a contract set to follow by the end of the year.
According to the sources, Airbus would be required to deliver the A330s with structural modifications, power and endurance adaptations as well as assorted provisions to support the AEW&C systems designed by the DRDO's Centre for Airborne Systems (CABS).

The Indian Air Force (IAF) has formally obtained certification to operate its fleet of Antonov An-32 ‘Cline’ transport aircraft using blended aviation biofuel in an effort to reduce consumption of the more costly aviation turbine fuel (ATF).
The IAF said on 24 May that the Centre for Military Airworthiness and Certification in Bangalore had approved the blending of 10% biofuel with ATF for use with the service’s fleet of 105 An-32s currently being upgraded.
The service said that it would source the biofuel from tree-borne seed oils, adding that the move is also part of the government’s ‘Make in India’ initiative aimed at promoting indigenous technologies.

The Indian Army (IA) has awarded a USD127 million contract to Israel’s Elbit Systems to supply about 5,000 tactical radio systems for a number of the service’s main battle tanks (MBTs) and infantry combat vehicles (ICVs) at the battalion and company levels.
“These multiband combat net radios [CNRs], which are capable of voice and data communication, will provide the IA’s armoured formations with a comprehensive battlefield scenario,” Brigadier Rahul Bhonsle (retd), director of Security Risks Asia, a New Delhi-based defence management consultancy, told Jane’s on 29 May, adding that the UHF/VHF radios will also be capable of operating in an environment of heavy electronic jamming.

The Indian Army (IA) is expected to successfully complete user trials of the 155 mm/52 calibre Advanced Towed Artillery Gun System (ATAGS) within the next two months: a move that would pave the way to start series production of India's first locally designed howitzer.
Industry sources told Jane's that two different prototypes of the ATAGS, which was jointly developed by the state-owned Defence Research and Development Organisation (DRDO) and private-sector companies Tata Power SED, Bharat Forge and Kalyani Strategic Systems, have been undergoing trials with the IA since 24 May at Pokhran in India's north-western desert region.
India's locally built 155 mm/52 calibre ATAGS was displayed at the 11-14 April Defexpo 2018 exhibition in Chennai. The IA is expected to soon complete user trails, thus paving the way for series production of the weapon. (IHS Markit/Guruprasad Gangaramaiah)
They said that once these trials are completed around July, the Ministry of Defence (MoD) will issue a request for proposals to both Tata Power, which provided the 'G1' prototype, and Bharat Forge, which provided the 'G2' prototype, for the supply of 150 guns for the IA for an estimated INR36.65 billion (USD524 million). The MoD's Defence Acquisition Council had approved the ATAGS procurement in August 2018.
Thereafter, one of two howitzer prototypes, either Tata Power's G1 or Bharat Forge's G2, is expected to be shortlisted for procurement based on performance and commercial bids.
Officials said the lowest bidder, or L1, will be awarded a contract to build 100 of the 150 ATAGSs while the runner-up will be allowed to manufacture the remaining 50 guns (of the same model) in what will be India's first-ever public-private partnership (PPP) project in the defence sector.
The ATAGS programme was launched in 2013 by the DRDO's Armament Research & Development Establishment to boost the IA's depreciated artillery profile. In September 2017 the gun set a local record by firing three shells, reportedly undisclosed model high-explosive base bleed (HE-BB) projectiles, to a distance of 47.2 km at Pokhran.

Hindustan Aeronautics Limited (HAL) has offered 111 Advanced Light Helicopters (ALH), the “Dhruv” for $3 billion (INR 21,738 Crore) to the Indian Navy’s Naval Utility Helicopter (NUH) procurement plan.
“The Company’s NUH is an Advanced Light Helicopter `Dhruv’ with customisation designed to meet all the operational requirements of India,” a top officer told Financial Express Online Thursday.
“The flying machine can be fitted with torpedoes, Depth Charges & Missiles, Self Protection System (SPS) & Flight Crew Data (FCD). Besides having Software-defined radio (SDR), Data Link & SATCOM, these helicopters will have the main rotor blade folding and tail boom folding to enable stowage in Navy’s ship hangars,” he added.
Earlier this year at the Aero India 2019, HAL had demonstrated the Tail Boom folding and Main Rotor folding of the Naval Utility Helicopter.
The Indian Ministry of defense (MoD) invited expressions of interest (EOI) for 111 helicopters to be made in the country in collaboration with foreign partners earlier this year. Indian companies were given two months to respond to the EoI, while the foreign Original Equipment Manufacturers (OEMs) were given three months.
Tata Advanced Systems, Mahindra Defence, Adani Defence, L&T, Bharat Forge and Reliance Infrastructure were the Indian companies that were expected to participate in the bidding. These firms were required to collaborate with the foreign companies to make the helicopters in the country under India’s “Make in India” programme designed to build a domestic military industrial complex and reduce imports.
The foreign manufacturers have been mandated to set up dedicated manufacturing lines, including design, integration and manufacturing processes for the new helicopters, in India.
The new choppers will replace Chetak helicopters and will be utilised for search and rescue, casualty evacuation, light maritime operations, passenger roles and also dropping torpedo.
Lockheed Martin’s Sikorsky Helicopters is likely to drop out at the next level as it has multiple non-compliances. “Unless the Indian Navy dilutes its requirements at the Request for Proposal (RFP) Stage, the company might drop out since it is non-compliant to many of the specifications of the helicopter the navy is seeking,” a top official said.
Three companies Lockheed Martin’s Sikorsky Helicopter S 76D, European Airbus and Russia’s Kamov Ka-226T, have responded to the EoI floated by the MoD earlier this year. The companies last month submitted proposals to build their helicopters through an Indian industry designated as “strategic partner” (SP).
The European manufacturer Airbus has submitted proposals for two platforms: the H-145M and the Panther AS565 – to be manufactured in partnership with Mahindra Defence.
Under an Indo-Russian inter-governmental agreement (IGA), both HAL and Indo-Russian Helicopters Ltd (IRHL) already have a joint venture to manufacture the Kamov Ka-226T light helicopter in India.

Le Premier ministre indien Narendra Modi a inauguré samedi un radar côtier et un centre d'entraînement militaire aux Maldives, où New Dehli cherche à contrecarrer l'influence chinoise dans ce pays stratégiquement situé.
Les Maldives, un archipel de plus d'un millier de petites îles coraliennes situé au sud du sous-continent indien, se trouve sur la route maritime est-ouest la plus fréquentée au monde.
L'Inde, traditionnel allié du pays, avait observé avec inquiétude l'augmentation de sa dépendance politique et financière envers la Chine sous le règne de l'ex-président maldivien Abdulla Yameen (2013-2018).
La défaite de M. Yameen à la présidentielle en septembre dernier a vu la nouvelle administration du président Ibrahim Mohamed Solih se tourner à nouveau vers ses traditionnels bienfaiteurs à New Dehli.
MM. Modi et Solih ont inauguré le centre d'entraînement militaire samedi, ont annoncé les autorités, selon qui cette installation et le radar ont coûté à l'Inde 26 millions de dollars.
Selon un communiqué commun, les deux dirigeants ont parlé de la nécessité de maintenir la paix et la sécurité dans l'océan Indien. Ils se sont engagés à combattre la piraterie, le terrorisme, le crime organisé et les trafics en tout genre via "des patrouilles et une surveillance aérienne coordonnées, l'échange d'informations et l'augmentation des moyens", précise le communiqué.
Il s'agit du second voyage de M. Modi aux Maldives en moins de sept mois, et de son premier déplacement à l'étranger depuis sa confortable victoire aux élections en mai.
Il y a quelques mois, l'Inde avait ouvert une ligne de crédit de 800 millions de dollars pour les Maldives, qui restent très endettées vis-à-vis de Pékin.
Le Premier ministre indien doit ensuite se rendre brièvement au Sri Lanka voisin pour y rencontrer des leaders politiques.

Ministry of Defense (MoD) of India is evaluating whether it should continue to invest in the development programme of aircraft carrier-based version of the country’s Light Combat Aircraft (LCA), the Tejas.
The MoD is seeking a six-month time period to arrive at the decision, according to a report published by NDTV on Tuesday.
The government has already invested $504.8 million (INR 3,500 crore) on the project. It will assess whether the prototypes of the Tejas-N (Naval), currently undergoing tests, will result in a multi-role carrier-borne fighter. It will also analyse whether the advanced variants of the prototypes, “LCA-N Mk-2,” be developed, manufactured and deployed within a finite period of five to seven years, the report said.
To make a smooth “arrested landing,” an aircraft has to maintain a near-constant air speed of between 240-260 kmph (130-140 knots) as it makes its final approach, descend rapidly over the deck of the carrier, land, snare an arresting wire on the runway with a hook mounted in its fuselage, and then come to a violent halt in just 130 metres.
A fighter is must be undamaged even when it slams down on the deck of the carrier with a sink rate (rate of descent) of 7.5 m/s. Tejas-N has been tested for 5.1 m/s while the value required to qualify for carrier-trials is 5.6 m/s. Engineers and pilots in the project are certain that they are on track to meet their landing certification target.
The team in charge of developing the fighter told NDTV that key landing trials of the fighter will be conducted on a shore-based version of the aircraft carrier deck.
Trials on India’s INS Vikramaditya carrier will be carried out based on the shore-test results.
Test pilots will then have to perform several touch- and- goes on the deck of the Indian carrier before a full-fledged arrested landing.
In addition, INS Vikramaditya’s arrestor gear, used to rapidly slow down an aircraft as it lands, has key design differences from the gear installed at the Shore Based Test Facility where the LCA-N is now being tested.
The Indian Navy invited requests for proposals (RfPs) for a tender to procure 57 multi-role western fighters to operate off its Indigenous Aircraft Carrier-2 last year. According to Financial Express, the deal is valued at $13.7 Billion (INR 95,000 crore). Whether the Navy will have enough funds to procure Tejas-N aircraft after acquiring the western jets remains a question, the report added.

Indian Air Force Su-30MKI Flankers on their way to France
The Bharatiya Vayu Sena (BVS, Indian Air Force) is participating with four Sukhoi Su-30MKI Flanker fighter aircraft at this year's Garuda VI exercise at Mont de Marsan (France). The exercise will start on 1 July 2019 and continue till 14 July 2019.
In a brief video about the exercise, Air Commodore M. Ranade revealed that four Su-30MKI fighters, two Boeing C-17A Globemaster III transport aircraft and one Il-78MKI aerial refuelling tanker would depart from Bareilly AFS on Tuesday 25 June 2019. At this airbase in Uttar Pradesh, 15 Wing is based with two Su-30MKI squadrons; 8 Squadron 'Eight Pursuits' and 24 Squadron 'Hawks'.
The Garuda series of exercises have been held alternatively in India and France since 2003. The first edition of Garuda was held at Gwalior AFS (Madhya Pradesh) in 2003 and the second edition at Istres/Le Tubé in France in 2005. The second edition of Garuda was the first exercise the Indian Air Force participated in in Europe. The third (2007) and fifth editions of Garuda (2014) were held at Kalaikunda AFS (West Bengal) and Jodhpur AFS (Rajasthan), respectively. In the fourth edition of Garuda, held again at Istres/Le Tubé in 2010, Indian and French aircraft refuelled from each other's tankers, highlighting increased operating synergy.

10 P-8I supplémentaires pour l’Inde !
Le ministère de la Défense de l'Inde a approuvé l'acquisition de 10 avions de patrouille maritimes supplémentaires à long rayon d'action Boeing P-8I « Neptune » pour la marine indienne (IN) pour un total de 3 milliards de dollars us.
Les sources ont indiqué qu'au cours des prochaines semaines, le Conseil d'acquisition de la défense (DAC) du ministère de la Défense, présidé par le ministre de la Défense, Rajnath Singh, accorderait "l'acceptation de nécessité" (AoN) pour accélérer l'acquisition de l'aéronef et du matériel associé. Les formalités liées au FMS ont été accomplies. Le contrat actuel devrait être signé au début de 2020, ont déclaré des responsables.
Les 10 P-8 proposés devraient compléter les 12 plates-formes, dont huit ont été commandées en 2009 pour un montant de 2,1 milliards USD et livrées d'ici à 2015. Les quatre autres ont été commandées en 2016 pour un montant de 1,1 milliard USD et devraient être livrées à partir de 2021.
Le P-8I est la version indienne du P-8A destiné à l’US Navy, soit un appareil de reconnaissance maritime à long rayon d’action et de lutte anti-sous marine construit par Boeing est destiné à l'Inde dans le cadre d'un contrat attribué en janvier 2009. Le standard du P-8I dispose des mêmes équipements que la version destinée à la marine américaine, mais avec en plus un détecteur d’anomalie magnétique.
Le principe du P-8 A&I :
Les P-8A&I « Poseidon» sont conçus pour remplacer le P-3C « Orion » comme appareil longue portée de lutte anti-sous-marine (ASM) et anti-surface (LAN), de renseignement, surveillance et reconnaissance (RSR). La famille P-8 est capable de longues patrouilles proche et loin des côtes.
Les P-8 «Poseidon» sont conçus pour assurer l'avenir de la Marine à long rayon d'action dans les missions de patrouille maritime. Ils offrent une plus grande capacité de combat et demanderont moins d'infrastructure tout en se concentrant sur la réactivité et l'interopérabilité avec les forces traditionnelles. L’avion peut échanger ses informations avec l’ensemble des bâtiments de surface, sous-marins, avions et drones en service dans les marines utilisatrices.

The Indian Air Force (IAF) has signed a INR2 billion (USD29 million) deal with Russia for the acquisition of an undisclosed number of 9M120 Ataka (AT-9 ‘Spiral-2’) anti-tank missiles to arm its fleet of Mil Mi-25/35 ‘Hind’ twin-engined attack helicopters.
Official sources told Jane’s on 1 July that the IAF signed a contract in late June with Russia’s state-owned export agency, Rosoboronexport, to acquire the precision-guided weapons, deliveries of which are scheduled to begin later this year.
They said the Ataka missiles are expected to equip two IAF squadrons comprising 20-odd Mi-25/35s, most of which are deployed along India’s northern and western borders with Pakistan. Each of these platforms is capable of carrying up to eight Ataka missiles with a strike range of up to 6 km.
No details were provided about the Ataka variant(s) that were ordered.
Military sources told Jane’s that the deal was signed under the newly enhanced emergency financial powers granted to all three Indian military services in late 2018 to make ‘critical’ materiel purchases of up to INR5 billion each time to meet ‘urgent’ operational needs.
In this context they said this new financial provision was invoked by the IAF after the Ministry of Defence (MoD) had proven unsuccessful in procuring the missiles, despite years of negotiation.
The order comes as the IAF expects the first four of 22 Boeing ‘AH-64E (I)’ Apache Guardian attack helicopters it ordered in 2015 for INR139.5 billion to arrive in India later in July. The Apaches will be transported by a US Air Force C-17 Globemaster III transport aircraft to the Pathankot Air Force Station in northern India, close to the Pakistan border, where they will be commissioned into service and supplement the IAF’s Mi-25/35 helicopter squadrons.
The fifth and sixth of 15 Boeing CH-47F Chinook heavy-lift helicopters ordered by the Indian Air Force (IAF) in late 2015 for USD1.1 billion arrived at Mundra port in India’s western state of Gujarat on 8 July 2019.
The two Chinooks will join four others that entered service in March 2019 at the Chandigarh airbase, which is located about 250 km north of New Delhi.
Boeing officials said these two Chinooks will, like the previous four, be assembled at Mundra and ferried to Chandigarh.
They also said that the arrival of two more Chinooks is in “line with their planned delivery schedule”.

Indian aircraft carrier, INS Vikramaditya will undergo scheduled maintenance and upgrade to some of its systems in 2020 which will be carried out by Russian shipbuilding firm, Sevmash.
“Since ship delivery in 2013, its crew has been provided with qualified technical support in the maintenance and repair of shipboard equipment, regular supply of the necessary spare parts has been organized, and retrofitting of the corresponding onshore infrastructure has been underway,” Alexander Mikheev, head of Russian arms exporting agency, Rosoboronexport said.
“In 2020, Rosoboronexport and Sevmash, which is prime contractor, will take an active part in the upcoming scheduled maintenance of the aircraft carrier and upgrade of some its systems and complexes,” he added, according to a Rosoboronexport statement.
Rosoboronexport sees the growth and deepening of market interest in integrated servicing of the supplied weapons and military equipment, including naval hardware, the release said.
The focus on maintenance is a new thrust area for Russian arms exporters. Earlier, customers such as India have had to approach third parties as there was no organized post-sales support as the Russian arms industry was recovering from disarray of the Soviet Union’s break-up.
In January 2004, India signed a contract with Russia for the modernisation of its aircraft carrier, the Admiral Gorshkov. The refurbishment works were commenced at Sevmash shipyard in April 2004. The cost for repair and refit of the carrier, spares, infrastructure augmentation and documentation was estimated to be $974 million.
The modernised warship was initially scheduled to be delivered by August 2008 but was delayed due to cost overruns.
In December 2009, India finally signed a contract to purchase the upgraded carrier for $2.33 billion.
Sevmash delivered the carrier to the Indian Navy on November 16, 2013 on condition of a one-year warranty servicing. The company was also obliged to perform the Vikramaditya’s life-cycle support.
The displacement of the warship after upgrade was increased to 45,000 tons. The carrier was fitted with an up-to-date flight deck and a ski-jump ramp for ramp-assisted takeoff, navigation, radar, communication and aircraft control systems, etc. The ship carries 30 fixed-wing and rotary-wing aircraft, including MiG-29K combat aircraft.

India Looking To Purchase 18 More Su-30MKI Fighter Jets From Russia
India is seeking to buy additional 18 Russian-made new Sukhoi Su-30MKI fighter jets, Deputy Director of Russia’s Federal Service for Military and Technical Cooperation Vladimir Drozhzhov told reporters on Tuesday.
Drozhzhov was quoted as saying by TASS that Russia is processing India’s request for the purchase. "We have fully met our commitments on delivering all technological sets of Su-30MKI fighter jets and have received an additional bid for another 18 technological sets. The bid is being worked out," Drozhzhov said.
It will supplement the 13 squadrons totalling 272 Su-30MKIs that the IAF intends to operate by 2020-21, thus taking to 14 the number of squadrons with this fighter type.
Drozhzhov further said that Russia is also considering the delivery of the range of other military goods to New Delhi. "We have received proposals on supplying more than 20 modernized MiG-29 fighter jets and a request for modernizing some 450 T-90 tanks. We are working on these proposals to hand them over to India," he said.
During Aero India 2019, Hindustan Aeronautics Limited (HAL) Chairman R Madhavan had confirmed the Indian Air Force’s plans to purchase 18 Su-30MKI and 21 MiG-29 fighter jets to the media.
According to him, the procurement is intended to shore up the fighter fleet of the Indian Air Force (IAF) which has slunk to 31 squadrons; it’s lowest in over a decade. The jets would help to keep the manufacturing and servicing facilities of HAL afloat for several years more after the current order for the assembly of Su-30MKI gets exhausted in a year’s time.
Currently, the IAF operates about 250 Su-30MKIs, of which more than 200 have been licence-built.
