Cher ami vous n'avez pas de quoi être fière la Turquie comme le Quatar et les uae vous êtes de simple fonctionnaires dans la région, vous faites ce qu'on vous demande on sait très bien que les usa et les européens peuvent vous paralyser économiquement facilement, toute votre industries et armement est basé sur la collaboration avec eux donc sans leurs bénédiction et celle d'Israël vous n'êtes pas plus que l'Égypte ou les pays du Nord d'Afrique,

Il est entrain de développer les infrastructures du pays, train, route, autoroute, métro, port .... sans nous singer, il a compris que le développement passe par les infrastructures de base.

Connaissant MBS et son caractère, cela aura l'effet inverse. Si les démocrates croient pouvoir le tenir en laisse alors qu'ils font des concessions tout azimuts à l'Iran et aux Houthis, ils se trompent lourdement. Je ne serais pas étonné s'il prépare un méga contrat d'armement soit avec la Russie soit la Chine. Et il suffit de voir l'exemple Pakistanais, qui c'est presque complétement aligné sur la Chine tout en gardant des F16 en service pour voir que MBS n'hésitera pas à faire la même chose.

October 2021 marks the 27th anniversary of the Treaty of Peace between Jordan and Israel, considered at the time as a prologue to a swift ‘people to people peace’ and the beginning of the end of the tragically protracted Israeli-Palestinian conflict.

Best described as a Treaty of Peace and Amity, it incorporated an all-encompassing template for regional security and cooperation and emphasised the importance of ‘a regional framework of partnership in peace’, inclusive of a ‘Conference on Security and Co-operation in the Middle East (CSCME)’ and ‘The creation of a Middle East free from weapons of mass destruction’.

Unfortunately, regional politics took a different path.

Today, provided ‘normalisation’ goes beyond bilateral arrangements and business deals or providing a bulwark against a perceived enemy, we have a new opportunity to unblock the deadlock of permanent process and make way for a decade of comprehensive peacebuilding.

The world is witnessing a dangerous upsurge in proliferation. We already have three states in the region with nuclear capability: Pakistan, India and Israel, with others potentially joining them. And my poor country falls into the CEP – the circular error probability, so the threat of mutual destruction is real, but it is not inevitable if we share in using our cogens to develop a new moral authority for an alignment for peace.

It will require a concerted effort to move from hostility and humiliation, to dignity and the social equity that must underpin the same. The challenge that we face is ourselves. Do we have the will to make a new beginning?

First and foremost, Iran and the Israeli Palestinian conflict, the twin elephants in the room, must be at the top of the agenda.

A Middle East WMD free zone, coupled with a process for security and cooperation in the region, two of Jordan’s original priority initiatives, are now possibly within reach.

As a first step we should recognise the shifts in the global context. As much as the USA, the new power centres in Asia, Africa, China and Japan, all have a vested, not simply investment, interest in the stability of the region.

Is it beyond our imaginations to consider a new and inclusive arrangement for a Middle East WMD Free Zone, underwritten and in partnership with the ASEAN and AU powers, as well as the West / USA, Russia and of course the IAEA. In such a scenario the face saving right to acquire nuclear capability could be balanced by a commitment to the Nuclear Proliferation Treaty and all that that entails.

This year sees too the 100th anniversary of the Cairo Conference and the creation of my own small country amongst others. Our story of course goes back much further, not a 100, but thousands of years, to the Sumerians, the Hittites, to Babylonia and I firmly believe that it is time to revive the broader view of region, from Marrakesh to Bangladesh, encompassing the Levant inclusive of Egypt, Turkey and Iran and of course, Israel, if and when it becomes a part of the region in terms of mutual respect.

If the past is prologue we should learn from it. Our ‘people to people peace’ was undone by the derailing of the Israeli Palestinian peace process. The same should not be allowed to happen again. Apportioning blame is counterproductive; in the new peace between Israel and four Arab States full consideration should be given to the hinterland to oil in the Gulf, to gas in the eastern Mediterranean and above all to the people on the ground.

To date sadly, the priority has been pipelines, reducing the periphery to the marginalized whose needs are ignored whether in terms of the nexus between water, energy and the human environment, or health, sanitation, and ecology – the basics of human dignity. They are thus condemned to stunted lives and the rest of us to living precariously under the constant threat of attack and on the nuclear knife-edge.

We will all be at fault if the region fails to grasp the current opportunity.

A people-oriented and people-centred process is key, enabling citizens to take responsibility for their futures through empowerment, enablement and entrustment.

Early steps towards a Middle East Citizen’s Assembly, based loosely on the Helsinki model, could be revived within the new context, possibly harnessing ICTs (Information and Communication Technologies), to launch a parallel virtual Citizens’ Assembly.

Here we cannot ignore the wider picture. A new phase of socio-political instability has emerged in which inequality and corruption, rather than irredentist violent extremism or ethnic or sectarian division, are the driving factors, often uniting factions previously notable only for their mutual dislike. It is worth noting that while inequality has decreased globally, it remains constant in the Middle East ranked as the most unequal region in the world[1]. Gender issues, demographics and poor governance have further intensified societal anger.

The region is simultaneously facing an unenviable refugee crisis as a result of which one in three persons living in Jordan is a refugee. Jordan therefore faces the trilemma of hosting more refugees, taming the budget and supporting vulnerable communities.

The Covid-19 pandemic has exacerbated the situation. Of course we are not alone in this. Covid is a threat to health and economies everywhere and the health emergency must be the priority. It is perhaps the greatest test of global solidarity and compassion ever. From a broader perspective however, multilateral cooperation for a regional recovery will be of the essence.

The challenge now is to move from crisis management to recovery, restructuring and a new phase of peace and development. It is a challenge that I believe Jordan is well placed to meet.

I reflect back on the meetings between Chaim Weizman and my late great uncle Faisal 1st in the wake of the Versailles Treaty – their vision of the Arab States as a federated Arab State where Jews, Christians and Muslims of Arab culture would live in a context of inter intra-independence.

It was an enlightened vision, also espoused by my grandfather, underpinned by strong moral beliefs, but it was also structuralist; what Abba Eban in the 70s termed a Benelux for the region.

Moreover, I would emphasise that there is no dichotomy concerning peace within societies and peace between different societies in the region. The internal/external divide has become increasingly blurred.

The basic point is that no single country in the Levant can solve its problems alone. We have to work together to manage our regional commons. The alternative is a region-wide tragedy of the commons, in which countries, competing to maximize internal consumption, race towards unmitigated resource exhaustion.

Water cooperation, a water and energy commission for the human environment in this water scarce region would be a place to start. We could draw inspiration from Europe’s Coal & Steel Community, or the ASEAN models. It is remarkable, and encouraging, that despite the conflicts within ASEAN, the diversity of political systems, the ASEAN states cooperate over mutual challenges, not least in terms of trade, whilst inter-Arab trade, by contrast, stands at less than 10% of its total trade.

Our region has the combination of oil and human resource wealth that, properly deployed, can create modern pluralist societies and address political and economic reform and current inequities. We could restructure to empower stable states, including a stable Palestine, to live in economic and political proximity to Israel. Jerusalem must be shared in consultation between the Abrahamic faiths and the security and integrity of Al Aqsa institutionalized and collectively organized, thereby increasing stability and going some way towards rejuvenating Palestinian leadership in Jerusalem.

The multilateral complements the bilateral.

Israel and Arab countries that are ready can make a start. Others, including Turkey and Iran, can join when the time comes.

It’s time for a new beginning.

Pour ramener la.paix dans la région avec de vrais discussions, Netanyahu n'est pas l'homme de la situation. Il n'est pas de bonne foi avec les palestiniens. De plus, il baigne dans pas mal de scandale lui et son entourage familiale. A ça se rajoute sa longévité au pouvoir digne des plus grands dictateurs.
