Le Brésil construira 6 frégates FREMM et 4 sous-marins Scorpène

Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.
L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.
En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).
La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.
Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.
FREMM signifie FRégate Européenne Multi-Missions.
C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

BRASILIA --- The Air Force Command has completed the selection process of the two large aircraft which will replace the KC-137 operated by the 2nd Squadron of the 2nd Transportation Group (2 ° / 2 ° GT).
The winning proposal was made by Israel Aerospace Industries (IAI), which will convert two Boeing 767-300ER commercial aircraft into platforms capable of performing refueling, strategic troop and cargo transport, and aeromedical evacuation, according to the requirements formulated by the Brazilian Air Force.

Exclusive: Brazil likely won't have new jets for World Cup
(Reuters) - Brazilian President Dilma Rousseff has again delayed choosing a provider for 36 new Air Force jets, meaning the country likely won't have any next-generation fighters available for security when it hosts the World Cup soccer tournament next year.
The Air Force sent embassies representing the three companies that are finalists for the $4 billion-plus deal a letter this week requesting they renew their applications, which formally expire on March 30.
The request extends the tender period by up to another six months, the Air Force said in an statement emailed to Reuters on Friday. The finalists are Boeing Co.'s F/A-18 Super Hornet, Dassault Aviation SA's Rafale, and Saab AB's Gripen.
The extension effectively ended the companies' hopes that Rousseff might announce her decision this month. The companies may now need to recalculate critical pieces of their offer, such as price.
Rousseff has been hesitant to make a decision on the jets, citing concerns over the hefty price tag at a time when Brazil's economy is stuck in a two-year slump.
The tender, one of the biggest such defense contracts in the emerging-market world and a critical piece of Brazil's strategic alliances for years to come, has been postponed by three different Brazilian governments over the past decade.
However, this latest delay could pose new problems.
Sources with knowledge of the tender process told Reuters that, because of the time needed to negotiate a deal and then manufacture the jets, it is now logistically impossible for new aircraft to be delivered before Brazil hosts the World Cup, starting in June 2014.
Meanwhile, the country's current fleet of Mirage fighters - which the new jets are meant to replace - is so old that the Air Force planned to ground them at the end of this year.
Asked about the delay on choosing the new jet, a defense ministry spokesperson said, "The matter is in the president's hands and she will decide at the appropriate time."
Whether Brazil actually needs the jets for security at the World Cup is a subject of debate.
Brazil has no real enemies, and has not been a target of terrorism in recent years. In 2010, then-Defense Minister Nelson Jobim dismissed any link between the procurement of the jets and the upcoming sporting event, declaring, "From what I know, planes don't play soccer."
However, at least one other recent World Cup host felt differently.
When South Africa hosted the tournament in 2010, Saab's Gripen jets were a fixture in the skies overhead, logging a total of 259 hours in patrols during the event, according to the company's official blog. Saab said the Cup was the South African Air Force's largest defense operation ever.
Brazil could delay the retirement of its Mirages or rely on its fleet of smaller, also aging F-5 jets for patrols during the Cup. One source said Brazil could also "rent" jets just for the tournament, although that could pose challenges for both equipment delivery and proper pilot training.
Rousseff has not indicated which option she favors, although Boeing appears to be the current frontrunner, thanks in part to efforts to deepen its strategic partnership with Brazilian aircraft maker Embraer SA.
Rousseff has said any purchase must lead to technology transfers and other long-term benefits for Brazilian companies. She has also repeatedly told visiting U.S. officials she believes the F-18 is technically the superior jet.
After the United States chose Embraer for a major defense contract on February 27, a senior Brazilian official told Reuters that was a "very good development" for Boeing's hopes in the jets deal.

Brazil announces $17 billion fund to drive defence and technology industries By Guy Anderson 3/18/2013 Brazil has launched a USD16.7 billion scheme to drive development in high-tech industries including defence and space, with an emphasis on industries developing military command and control technologies; satellites; and space propulsion systems.
The Inova Empresa (Company Innovation) plan - launched by President Dilma Rousseff on 14 March - includes a combination of state venture capital and subsidised loans.
The fund comprises USD609 million in economic subsidies for businesses; USD2.1 billion to fund partnerships between companies and research bodies; USD1.1 billion for government equity stakes in technology companies; and USD10.6 billion for loans that will offered at rates of between 2.5% and 5%.
As well as defence and space industries, the fund will be available to corporations active in health; IT; and environmental sustainability sectors.
The fund is the latest in a series of high-profile measures by Brazil to drive the capabilities and competiveness of high-tech sectors such as defence.
In 2012 Brazil activated Law 12.598, which allowed eligible national defence companies to benefit from substantial tax breaks of up to five years and export credit guarantees. The benefits are only available to companies majority owned by Brazilian individuals or organisations.

The use of US-made systems on the original F-100 Alvaro de Bazán-class built for the Spanish Armada, principally Lockheed Martin's Aegis integrated combat system, had not yet been discussed with the United States, he said.
But in the "extreme case" of a ban occurring there would be no problem in incorporating other "similar and sufficiently competitive systems", Morenés added.
Spain's state-owned Navantia shipyards has presented one of seven initial offers to Brazil for a package of 11 warships, including the frigates, that is expected to be worth close to EUR4 billion (USD5.2 billion).
Morenés said the proposed contract is of "enormous interest" to Spain, even though most of the work is scheduled to involve the transfer of technology to Brazilian shipbuilders.

Brazilian and Embraer Conclude Critical Design Review of the KC-390 Project

The Brazilian Air Force (FAB) and Embraer Defense & Security have successfully concluded the Critical Design Review (CDR) of the KC-390 military transport aircraft. The contract event, which is one of the main landmarks of the program, took place at Embraer’s facilities in the Eugênio de Melo district of the city of São José dos Campos, from March 11 to 22.
During the CDR, the definitive aerodynamic and structural configurations, as well as the architecture and systems installations were confirmed, and meaning that the design is sufficiently mature to begin the detailed project and manufacture the prototypes of the aircraft.
“It was two intense weeks of presentations and discussions, and we were very happy with the solutions presented by Embraer,” said Engineer Colonel Sergio Carneiro, Manager of the FAB’s KC-X Project. “We came out of these discussions convinced that the building of the prototypes can begin.”
Participating in the closing of the CDR were members of the Brazilian Air Force High Command, with special mention of Air Force Lieutenant General Aprígio Eduardo de Moura Azevedo, Air Force Chief of Staff. The FAB delegation got a close look at the tools and models used in developing the KC-390, such as an engineering simulator and a life-size model of the cockpit.
“We have concluded an important stage of the KC-390 Program and, therefore, we gave an accounting to the FAB of the work done. We will now begin the production phase of the prototypes,” said Luiz Carlos Aguiar, President and CEO of Embraer Defense & Security.
“This is a great program landmark, and we are proud of the result of our efforts to demonstrate the maturity of the project to the FAB,” said Paulo Gastão Silva, Director of the KC-390 Program at Embraer. “We are certain that the KC-390 will be another big success of the proven combination of the well-defined FAB requirements and the solutions developed by Embraer to meet them.”
The manufacture of the first pieces of the prototype will soon begin and all of the activities of the project are focused on taking the first flight in the second half of 2014. The KC-390 is the largest airplane ever conceived and built by the Brazilian aeronautics industry and will establish a new standard for medium-sized military transport aircraft, in terms of performance and payload, as well as advance mission and flight systems.
Russia Touts Possible Missile Deal with Brazil MOSCOW, April 8 (RIA Novosti) – Russia and Brazil will discuss the possibility of the joint development of an advanced surface-to-air missile system, Parana, at the LAAD 2013 defense exhibition in Rio de Janeiro, Russian state-owned defense firm Rosoboronexport said on Monday.
Brazil is showing keen interest in Russian-made missile defense systems, a Rosoboronexport spokesman said, adding that negotiations were also underway concerning licensed manufacturing and “the possible joint development and production of new missile defense systems, for example, the advanced Parana surface-to-air missile system.”
No details about the Parana have yet been disclosed.
The LAAD 2013 International Defence and Security International Exhibition will run from April 9 through 12 in Rio de Janeiro. Rosoboronexport will showcase more than 200 models of Russian arms and military equipment for all branches of service there.
Russian helicopters and armored vehicles, in particular the Tigr (Tiger), as well as small arms and light weapons, are also expected to generate high interest at the exhibition, the spokesman said.

UK Welcomes 250th Brazilian Navy Sailor for Maiden Sea Trials

The Brazilian Navy’s latest BAE Systems built warship has set sail for the first time to be put through her paces on an extensive programme of sea trials off the UK coast.
ARAGUARI, the third Ocean Patrol Vessel in the Amazonas Class, sailed out of Portsmouth this morning with her BAE Systems crew and Brazilian Navy observers. They will spend two weeks testing all elements of the ship’s functionality, including her propulsion and combat systems.
Members of ARAGUARI’s 81 strong crew have now moved into their new residence on HM Naval Base Portsmouth and have begun training to handle the Ocean Patrol Vessel. The naval base is already home to the Brazilian Navy support team, which is overseeing the delivery of the entire class of ships.
Nigel Stewart, Commercial Director of BAE Systems Maritime, said: “Today is the start of an exciting new stage in the delivery of this highly capable warship, as well as another milestone in our strong partnership with the Brazilian Navy. The BAE Systems team will test ARAGUARI’s performance and work with her crew to ensure they are ready for the challenges that the ship will face when delivered to Brazil to provide maritime security, humanitarian relief and search and rescue.”
Over 250 members of the Brazilian Navy have now been stationed in the UK since the contract was signed at the end of 2011 for three Ocean Patrol Vessels and ancillary support services, which includes a manufacturing licence to enable further vessels of the same class to be constructed in Brazil.
AMAZONAS, the first ship in the class, is already in operation after arriving in Brazil while APA, the second ship, is currently on her 10,000 mile delivery voyage. ARAGUARI is scheduled to be handed over to the Brazilian Navy in June.
The 90 metre Amazonas Class ships are based on the design of the Royal Navy’s River Class Offshore Patrol Vessels and are ideal for providing maritime security in Brazil’s territorial waters, including the protection of the country’s oil and gas platforms.
The ships are equipped with a 30mm cannon and two 25mm guns, as well as rigid inflatable boats and a helicopter flight deck. There is additional accommodation for 40, designed for use by a boarding party of troops or passengers such as evacuees.

La Russie a pris la décision de principe de livrer des systèmes de défense antiaérienne Pantsir-S1 au Brésil, a annoncé mercredi à Rio de Janeiro le directeur du Service fédéral russe pour la coopération militaire et technique (FSVTS) Alexandre Fomine.
"Ces systèmes peuvent protéger les sites sportifs de la Coupe du monde 2014 de football au Brésil", a indiqué M.Fomine devant les journalistes lors du Salon de défense et de sécurité LAAD 2013.
Le chef d'Etat-major des forces armées brésiliennes, le général José Carlos de Nardi, cité par les médias internationaux, a déclaré début février que le Brésil souhaitait acquérir trois batteries de systèmes antiaériens Pantsir-S1 et deux batteries de missiles portables antiaériens russes Igla. Un accord russo-brésilien pourrait également prévoir la construction d'une entreprise chargée de la production de ces armements ainsi que le transfert de technologies permettant de fabriquer les Pantsir-S1 et les Igla sur le territoire brésilien.
Le système antiaérien de courte portée Pantsir-S1 est destiné à protéger les sites militaires et civils (centrales nucléaires, grandes usines, sites importants) ou à appuyer les systèmes sol-air de longue portée S-300 et S-400. Chaque véhicule doté du système Pantsir-S1 est capable de protéger un terrain dans un rayon de 20 km et à une altitude allant jusqu'à 15 km.
Pantsir-S1 tire des missiles et des obus d'artillerie. Les missiles, d'une portée de 20 kilomètres, se déplacent à la vitesse de 1.300 mètres par seconde et sont capables de neutraliser les cibles aériennes les plus modernes (surtout les armes de haute précision). Les obus, d'une portée de 4 kilomètres, détruisent les cibles navales, terrestres ou aériennes à une altitude allant de 0 à 3 kilomètres. Le Pantsir-S est en mesure de frapper quatre cibles simultanément.

Russia to Complete Helicopter Deliveries to Brazil in Fall
RIO DE JANEIRO, April 10 (RIA Novosti) – Russia will complete the delivery to Brazil of 12 Mi-35 (AH-2 Sabre) attack helicopters worth $150 million by this fall, the head of the Federal Service for Military-Technical Cooperation (FSMTC) said on Wednesday. “As of today, nine helicopters have been delivered and the remaining three will be shipped in the fall,” FSMTC director Alexander Fomin said at the LAAD 2013 defense exhibition in Rio de Janeiro. The Mi-35M is an export version of the Mi-24 Hind that was used extensively in the Soviet war in Afghanistan. The Mi-24/35 is unique among dedicated attack helicopters insofar as it can carry troops, in addition to performing its attack role. Brazil signed the contract to purchase the helicopters back in 2008. The Sao Paulo-based newspaper Valor Economico previously reported that the Mi-35s would be used in the Amazon region, in conjunction with Brazil's Embraer land and ground surveillance jets. The Amazon region borders both Venezuela and Colombia, and is a prime location for transnational narco-terrorists and drug traffickers. Fomin also said on Wednesday Russia has decided to deliver Pantsir surface-to-air missile systems to Brazil. Brazil’s Defense Ministry said last month it wanted to buy three batteries of Pantsir-S1 missiles and two batteries of Igla missiles. The Pantsir-S, produced by Russia's KBP, is a gun-missile system combining a wheeled vehicle mounting a fire-control radar and electro-optical sensor, two 30-mm cannons and up to 12 57E6 radio-command guided short-range missiles, and is designed to take on a variety of targets flying at low altitudes. The Pantsir can engage targets up to 20 km (12 miles) by missiles and 4 km (2.5 miles) using cannons, KBP claims. The export version of the system, Pantsir-S1, has been sold to the United Arab Emirates, Syria and Algeria. The Igla is a Russian man-portable infrared homing surface-to-air missile. "I want all troops to be ready and trained to use this new (anti-aircraft) system at the opening and closing of the Confederations Cup and during the pope's visit to protect those who will be in stadiums," Heise said.
The other tanks are to be delivered by 2015.

Safran to support Brazilian Army's Esquilo and Fennec helicopters upgrade 19 April 2013 Safran Engineering Services has been selected as system integrator for the avionics systems modernisation of the Brazilian Army's AS350 L1 Esquilo and AS550 Fennec multi-purpose military helicopters.
The selection by Helibras includes supply of the installation design and full integration of multiple avionics communication and navigation systems, including a new Sagem-built glass cockpit system and integration of the auto-pilot system into the helicopters.
Safran Engineering Services general manager Ricardo Varela said the company was fully committed to support Helibras on the strategic project through its unique engineering and certification capabilities, and is also looking to establish a long-term partnership in future.
In addition, the company will support Helibras during the Denton County Transportation Authority (DCTA) certification of the helicopters.
Safran Brazil programmes senior vice-president Gérald Farrenc said: "This selection is the first stand alone contract of engineering for Safran in Brazil and widens our long-term partnership with Helibras already developed through Turbomeca and Sagem companies."
The Brazilian Army Aviation Command's Fennec and Esquilo helicopters are currently under a modernisation programme carried out at Helibras' facility in Itajuba, Brazil.
Started in January 2012, the programme features installation of Becker Avionics DVCS6100 digital ICS system, glass cockpit system with three displays, an automatic flight control system (AFCS), new communication and navigation equipment onboard a total of 36 helicopters.
New flight crew seating with energy absorption and height adjustment capabilities, improved ballistic protection for greater safety, as well as new weapon systems are also being integrated as part of the programme, which is expected to be compete in 2018.
Primarily used for utility transportation, the Fennec and Esquilo helicopters can also be equipped for anti-tank, air-to-air combat, ground support and training missions
The Brazilian navy has begun to evaluate unmanned air systems for its missions. The two current options are the Elbit Systems Hermes 450 and Israel Aerospace Industries Heron 1, both of which are already in service in Brazil in other configurations.
Elbit and IAI have already developed maritime versions of these two types equipped with a maritime search radar and electro-optical/infrared sensors, and Brazil's navy now wants to field its own maritime configuration.
The Brazilian air force's Horus squadron is operating its first two Hermes 450 systems from Santa Maria air base in Rio Grande do Sul, while the nation's federal police flies the Heron 1 from the Parana district. The type is mainly performing missions as part of an effort to fight drug trafficking.
According to the Brazilian police, four bases will be equipped with UAS by 2014.
Meanwhile, in preparations for Brazil hosting the 2014 World Cup and 2016 Olympics, the nation's defence ministry has dispatched 7,500 troops to its northwestern borders with Peru and Bolivia in an effort to stop cross-border crime.
