- Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.
L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.
En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).
La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.
Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.
FREMM signifie FRégate Européenne Multi-Missions.
C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

According the website Infodefensa, Brazil has take delivery of a new batch of Russian-made man portable air defense missile systems (MANPADS) 9K338 Igla-S. Brazil has signed a contract in 2014 with Rosoboronexport for the supplying of 26 9M342 missile launchers and 60 9P522 launching mechanism.
According TASS, the Igla-S would be integrated with M-60 Sabre ground/aerial surveillance radars developed by BRADAR Brazilian radioelectronic company. "The MANPADS and the radars will be included in the Operation Center of Anti-Air Artillery of Brazilian armed forces. The whole system has proven its effectiveness in climatic conditions of Latin American tropical forests", the source emphasized.
In 1994, Brazil has ordered a total of 112 Igla (SA-18) including 56 launchers. In 2010, Brazilian armed forces have taken delivery of 300 Igla-S (SA-24), followed by a new contract signed in 2014 for 60 Igla-S. The SA-18 Grouse or Igla or 9K38 is a Russian made man-portable infrared homing surface-to-air missile defence system (SAM/MANPAD). This is a third-generation, man-portable, surface-to-air missile system and it is given the Russian industrial index number 9K38, for the complete system.
The SA-24 Grinch (Russian name Igla-S 9K338) is the latest generation of Russian portable air defense missile system. The SA-24 Grinch Igla-S is a further development of the Igla family systems (SA-18 and SA-16).
The Igla-S has an extended firing range of up to 6.0 km as compared with 5.2 km for IGLA system due to missile improved aerodynamic characteristics.

The Brazilian Army has firmed up the requirement for a new Armoured Reconnaissance Vehicle (ARV) which will be the long-term replacement for the ENGESA EE-9 Cascavel 6x6 armoured cars that entered service over 40 years ago.
The ARV - designated VBR-MR (Viatura Blindada de Reconhecimento - Media de Rodas) - leverages technology from the Viature Blindada de Transportre de Tropas - Media sobre Rodas (VBTP-MR) 6x6 Guarani armoured personnel carrier (APC), which is produced in Brazil.
Key requirements for the new ARV include a high level of mobility and a stabilised 105 mm rifled gun - firing standard NATO ammunition - coupled to a computerised fire-control system (FCS) that incorporates a laser rangefinder capable of engaging targets day and night. The ARV will also feature a new all-welded steel hull.
Around 30 rounds of 105 mm ammunition will be carried and it will also have a 7.62 mm co-axial machine gun (MG).
Key user requirements include an operating range of 600 km, an NBC protection system, ballistic and mine protection, and the same command-and-control equipment as the Guarani.
Speaking at IQPC International Armoured Vehicles 2016 in London in late January, Brigadier General Amin, chief of the Brazilian Army Project Management Office stated that "there were currently four contenders to meet the 105 mm turret requirement." These are CMI Defence's CT-CV 105 HP, China North Industries Corporation (NORINCO) ST1, Oto Melara's HITFACT 105, and Denel Land Systems' MT 105.
One of the four contenders for the turret to be installed on the Brazilian Army's new ARV is the Oto Melera HITFACT 105 which is installed on the Centauro 8x8 MGS. (IHS)
According to Brig Gen Amin around 200 ARVs are due to be ordered by the Brazilian Army, although this figure will depend on available funding.
After considering five different designs, two 6x6 (HYP 1 and HYP 2) and three 8x8 (HYP 3, HYP 4 and HYP 5) with different engine and drive-line configurations, HYP 3 was selected as it offered "the lowest cost and timing a with better technical solution in terms of protection", said Brig Gen Amin. | |

The Brazilian Navy's new Navio Doca Multipropósito (NDM) Bahia (G 40) is scheduled to arrive in Rio de Janeiro on 11 April, a service spokesperson told IHS Jane's on 21 March.
The ship, a landing platform dock (LPD) that was incorporated on 10 March, departed from Toulon, France, on 21 March and is to make port call in Salvador (State of Bahia) prior to arriving at Rio de Janeiro Naval Base.
Formerly Foudre-class FS Siroco (L 9012) with France, Bahia was procured under a December 2015 Propriety Transfer Technical Adjustment between the Brazilian and French Ministries of Defence worth approximately EUR80 million (USD90 million).
The 12,000 tonne, 168 m long multi-purpose vessel has a 1,732 m 2 stern dock for eight landing craft, a hangar and flight deck for up to four helicopters, and a 500 m 2 hospital.
Bahia was commissioned by Brazil with some original equipment on board, including two 16PC 2.5 V400 diesel engines, DRBN 34A navigation radars, a DRBV-21A air search radar with integrated identification friend or foe (IFF) capability, SIGMA 40 inertial navigation system, DIBC 2A fire directors, and HF, VHF, and UHF communications. The original two SIMBAD twin-missile launchers and four 12.7 mm gun mountings also were included in the package.
However, the original three 30 mm Single 30 MFCS turrets were replaced by 20 mm turrets, and an undisclosed quantity of MISTRAL very short-range missiles was included.
No new Brazilian government-furnished equipment has been installed, and no modifications are done yet to meet the navy's specific requirements.
Landing boats Hallebarde , and CTM 14 and CTM 17 were also transferred and renamed to EDCG Marambaia (ComEsqdAp-1 20), EDVM Icaraí (ComEsqdAp-1 806), and EDVM Muriqui (ComEsqdAp-1 810), respectively.
French shipbuilder DCNS conducted maintenance activities on Bahia under a EUR7.5 million contract meant to guarantee the ship's availability for next 15 years.

Despite budget difficulties, the Brazilian Navy is maintaining its plan to buy 11 surface combat ships to modernise its fleet, a service spokesperson told IHS Jane's .
The so-called PROSUPER programme integrates the 'Construção do Núcleo do Poder Naval' strategic project and would buy five 6,000-tonne escorts, five 1800-tonne offshore patrol vessels, and one 24,000-tonne logistics support ship.
Navantia, BAE Systems, Fincantieri, ThyssenKrupp Marine Systems, DCNS, Daewoo Shipbuilding and Marine Engineering, and Damen Schelde Naval Shipbuilding have submitted design proposals. Chinese and US shipbuilders have also joined the competition.
However, due to budget constraints, no decisions associated to PROSUPER are to be made in 2016, the navy's spokesperson told IHS Jane's .

The Brazilian Army has selected Iveco Defence Vehicle's Light Multirole Vehicle (LMV) armoured vehicle as the winner of its Viatura Blindada Multitarefa - Leve de Rodas (VBMT-LR) programme, the service's Projects Procurement Office (EPEx) told IHS Jane's on 14 April.
The army is soon expected to enter negotiations with the company towards signing a contract for an initial 32 vehicles in multirole configurations.
The LMV submitted by Iveco Latin America was selected over the Avibras Tupi, a local version of Renault Trucks Defense Sherpa Light Scout vehicle.
Iveco's contract is to also include logistics support, spares, and on-the-job training. The vehicles in troop transport configuration must include provisions for government-furnished communications, smoke grenade launchers, a protected weapon mount, and an ARES Aeroespacial & Defesa REMAX (Reparo de Metralhadora Automatizado X) remote-controlled weapon station.

The Brazilian military is winding down Exercise 'Operation Celeiro', which ran from 1 to 16 April around the Paraguay River, about 220 km from Cuiabá, in the state of Mato Grosso by the Bolivian border.
The exercise's scenario is the invasion of Brazilian territory by an unknown foreign enemy, with an objective of re-taking lost territory.
Brazil's Sixth Naval District is overseeing the event, and is contributing troops as well as air and naval platforms. Some of the vessels participating are patrol boats Piratini (P 10) and Poti (P 15), support ship Potengi (G 17), and river transport ship Paraguassu (G 15).

The last of six Legacy 500s (designated IU-50 by the FAB) is to be delivered in November 2017, the spokesperson added.
The business aircraft, modified by Embraer Defense Systems, includes Rockwell Collins Pro Line Fusion integrated avionics system, Norwegian Special Mission (NSM) UNIFIS 3000 navigational aid automatic flight inspection system, a laser camera, and a range of external antennas.
The new aircraft, also known as an 'airborne laboratory', will initially replace the Embraer IC-95C/EC-95B (EMB-110 Bandeirante) aircraft within the FAB's Flight Inspection Group (Grupo Especial de Inspeção em Voo: GEIV) based in Rio de Janeiro, and later replace the Hawker Beechcraft IU-93A (800XP) type.

Santiago Rivas, Buenos Aires - IHS Jane's Defence Weekly 21 April 2016 The Brazilian Navy launched Penguin short-range anti-ship missiles and MM40 Exocet anti-ship missiles against its Inhauma-class corvette Frontin (V 33) during Exercise 'Missilex 2016', which ran from 11 to 20 April at sea, north of Rio de Janeiro.
On 12 April, two S-70B Sea Hawk (SH-16 Sea Hawk) helicopters fired a Penguin missile each against the ship, causing significant damage, and several minutes later the vessel was hit by an MM40 Exocet missile fired by frigate União (F 45). The corvette sank a few minutes after that.
The exercise is notable not only for being the first firing of Penguin missiles by the newly acquired Sea Hawks, but also because Frontin is the first vessel of the Inhauma-class to be retired.

A Request for Information was issued by the Brazilian Aeronautical Commission in Washington DC (CABW) to 16 companies that lease or operate the type; this led to four valid proposals. An invitation to bid was then issued with a 29 April deadline.
Brazil decided to lease an aircraft for logistical air transport because of delays in acquiring two multimission aircraft from Israel Aerospace Industries (IAI) as part of the service's KC-X2 project to replace Boeing KC-137s withdrawn from service in 2013.

The local aerospace company in December 2003 was awarded a BRL843 million (USD237 million) contract to modernise 43 aircraft (33 A-1A single-seats and 10 A-1B twin-seats) to the A-1M configuration.
Brazil originally received 55 A-1A/Bs between 1991 and 2000, the FAB said. To date, three upgraded single-seats were received, with the first inducted 3 September 2013 by Squadron Adelphi of Santa Cruz Air Base.

The Brazilian Air Force (FAB) is to receive three new C295 aircraft from Airbus Defence and Space between 2017 and 2019, a FAB spokesperson told IHS Jane's .
The first aircraft is scheduled for delivery in May 2017 and the third in May 2019, with a date for the second delivery yet to be established, the spokesperson said. Deliveries were initially scheduled for between 2016 and 2017.

Included on the newer aircraft will be an Airbus Fully Integrated Tactical System (FITS) mission system; Thales Topdeck avionics suite; ELTA Systems EL/M-2022A(V)3 radar; forward-looking infrared camera; Rockwell Collins SATCOM terminal, communications, navigation, surveillance/air traffic management system, and HF radio; Rohde & Schwarz's V/UHF communications; personnel locator system; and file transmission system.
Twelve C295s, comprising 10 C-105 transports and the two SC-105s, were received between March 2007 and June 2009 as part of the CL-X2 project, and are fielded by Squadrons Pelicano, Arara, and Onça.

The Brazilian government announced on 12 May that it will cut BRL161 million (USD45 million) from the Brazilian Air Force budget, with most of which to be culled from the AMX aircraft modernisation programme.
Work on the modernisation effort will mostly come to a halt for this year, and the air force will have to wait until 2017 to possibly restart work.
The plan was to modernise 33 single-seaters (locally called A-1A) and 10 two-seaters (A-1B) to the A-1M standard, and was already progressing at a slow rate with few aircraft delivered since the first was received by the air force in 2013.
The modernisation plan includes installing the SCP-1 Scipio radar, developed by Brazilian company Mectron and Italian company Galileo Avionica, while the cockpit will receive a heads-up display, three multifunction displays, HOTAS commands, a gyro electronic unit, and other improvements (Elbit Systems is doing much of the work). Aside from updating the electronics, survivability, and cockpit, the effort is to extend the airframes' service life by 20 more years.

Au Brésil, les restrictions budgétaires affectent les projets des forces armées. Jungmann, nouveau ministre de la défense, affirme que le cout de personnel consomme la presque totalité des budgets.
Le nouveau président par intérim, Michel, devra faire face au mécontentement des Forces Armées, compte-tenu des fortes restrictions budgétaires qui ont été imposées ces dernières années. 46 % des navires de la marine sont bloqués au port et elle n’a pas assez de navires pour la protection des plateformes off-shore. Le projet de construction de sous-marin nucléaire devrait connaitre un retard de 4 ans, au-delà de 2025 dernière date prévue.
« La presque totalité du budget est utilisée pour le personnel, laissant au second plan des projets fondamentaux pour la garantie de la souveraineté du pays et pour les avancées technologiques qui, bien qu’ils soient développés par la Défense, utilisés par la Défense, apportent aussi des bénéfices à tout le pays, » a déclaré devant le Sénat le nouveau ministre de la défense, Raul Jungmann. « Nous devons créer les bases d’une prévisibilité pour garantir les budgets qui donnent une continuité, à un rythme adéquat, des projets stratégiques. Il faut éviter que les projets qui devraient durer 5 ou 6 ans n’en durent 20 ou 30, comme nous le voyons aujourd’hui. »
La marine — dont les navires opérationnels ont un âge moyen de 33,3 ans — a aussi connu un revers majeur à la fin 2015 : elle a dû suspendre, en raison des restrictions budgétaires, le projet de contrôler et surveiller la zone économique exclusive de l’océan Atlantique, un projet baptisé Système de gestion de l’“Amazonie Bleue” (Sisgaaz). Il s’agit de protéger une zone de 4,5 millions de km² de l’Atlantique, où le Brésil a installé d’immenses plateformes pétrolières.

The Brazilian Army has formally received 50 tracked armoured vehicles from the US Department of Defense through the Excess Defense Articles (EDA) programme.
The fleet includes 12 M113A2 armoured personnel carriers (APCs), 34 M577A2 command post vehicles, and four M88A1 recovery vehicles.
These vehicles, all formerly fielded by the US Army, are to soon be moved from Anniston Army Depot in Alabama and Sierra Army Depot in California to New York, and then shipped by sea to Paranaguá in Brazil by US firm Tigers Global Logistics, the Brazilian Army told IHS Jane's on 2 June. Delivery of associated equipment and service are not part of the package. | |

Sans avion de transport à long rayon d’action depuis 2013 (date du retrait des trois derniers vieux Boeing KC-137 cinquantenaires à bout de souffle après un grave accident), de surcroît avec un budget aujourd’hui réduit à une peau de chagrin et dans l’incapacité de financer le futur avion de transport KC-390 d’Embraer, la Força Aérea Brasileira (FAB) est déjà contrainte, depuis plusieurs mois, de louer des heures de vol sur des avions civils de provenance diverse. Particulièrement pour assurer le déploiement et le rapatriement des relèves de militaires affectés à la Minustah à Haïti, mission de l’Onu placée sous la direction du Brésil. Obligée parallèlement de réduire le nombre d’heures de vol alloué à la douzaine de cargo C-130 Hercules qui lui restent, afin de les faire durer avant l’arrivée d’hypothétiques KC-390, la FAB est actuellement dans l’impasse. C’est pourquoi, dans l’attente des trois Boeing KC-767 qu’elle a commandés en 2013 chez IAI au titre du programme KC-X2 — des conversions d’avions civil réalisées à partir de cellules de 767-300ER de seconde main actuellement en chantier en Israël — la «Comissão Aeronáutica Brasileira em Washington» (BACW) a lancé un appel d’offres international pour le leasing d’un Boeing B-767-300ER (Extended Range) pour une période de 36 mois. Le choix de ce type d’avion est impératif car il devrait permettre aux équipages et mécaniciens du 2º/2º GT, actuellement sans avion, de se familiariser ainsi avec le premier cargo-ravitailleur KC-767 attendu pour 2017. Depuis l’an passé, les premiers équipages du 2º/2º GT ont été formés sur 767 chez ABSA-TAM cargo à Rio de Janeiro en avance de phase. Fin mai, c’est la société brésilienne Colt Transportes Aéreos SA de São Paulo qui a remporté l’offre de la BACW sur la base du prix le moins-disant. Paradoxe ou imbroglio typiquement brésilien : la société Colt Cargo ne possède qu’un 737-400F et pas de 767 !
