Thales Sells Sonar as Demonstrator for LCS
BREST, France - Thales has sold one of its Captas 4 antisubmarine sonars as a demonstrator on the Littoral Combat Ship (LCS) program for the U.S. Navy, an executive of the French defense systems company said.
Thales Underwater Systems signed the contract in August with DRS Sonar Systems, which will deliver the towed array in the United States, the executive told journalists here ahead of the Euronaval trade show, which opens Oct. 25. Delivery of the Captas unit is due at the end of September 2011. There is potential for sales of 25 of the combined active and passive sonars to the U.S. Navy program. The sonar could be used with either LCS candidate. Captas 4 uses an automatic launch-and-recovery system at the rear of the ship and is designed for fast deployment and recovery in high sea states, the executive said. The Captas 4249 towed body handling system being built for the LCS will be similar to the S 2087 sonar gear being delivered to the British Royal Navy for the Type 23 frigate. In addition to the U.S. order, 22 of the Captas 4 sonars have been bought: eight for the Royal Navy, nine for the French FREMM multimission frigates in the antisubmarine warfare version, the four Italian FREMM ships and one FREMM bought by Morocco. The Captas sonar, which has a copper aluminum body, is used to detect torpedoes and submarines.

The contract includes both hardware and software and has a one-year term with three option years. The maximum total value of the contract is approximately $21 million.
NAVSUP intends to have the three companies bid for specific task orders which may be awarded under the ID/IQ contracts during the contracts’ duration. Two such task orders were bid simultaneously with the ID/IQ request for proposal, both of which were awarded to Astronics DME. The two task orders are cost plus fixed fee awards totaling $1.5 million, with work to begin immediately and carry into the second half of 2011.

The company's Shipbuilding sector in Newport News, Va. is the prime contractor and will provide engineering, design, configuration management, integrated logistic support, database management and modernization support. Work is expected to begin immediately and continue into 2011.

US Navy Selects Navistar Heavy Truck Tractors Navistar has won its first-ever contract from the US Navy to supply 38 International 5000-MV heavy truck tractors (HTTs), spare parts and training services. The 5000-MV HTT is a proven heavy-haul tractor that will support the navy's Seabee transportation needs. The vehicle incorporates a range of armouring solutions derived from the MaxxPro mine-resistant ambush-protected (MRAP) vehicle. The HTT units also include a manual 18-speed transmission and a MaxxForce D 13L engine. The $18.9m contract from the US Naval Facilities Engineering Command (NAVFAC) includes three option periods for additional vehicle orders, and production of the HTT vehicles is scheduled to begin in early 2012. Currently, the Iraqi Ministry of Defence and KBR have 600 HTT units in service to support security and rebuilding efforts.

Orbit International has been awarded multiyear indefinite delivery / indefinite quantity (IDIQ) agreements from US Navy for its mk119 gun computer system cabinet (GCSC) and mk437 gun mount control panels (GMCP). The mk119 GCSC is an unmanned shipboard enclosure that houses a standard 19in electronics rack containing equipment that perform functions to meet the navy's operational systems requirements. The mk437 GMCP is a significant subsystem component that supports the naval mk160 gun computer system. The GCSC and GMCP are used on all Aegis cruisers and destroyers, and are operationally integrated with the 5in/54 mk45 gun mount systems. Orbit president and CEO Dennis Sunshine said the multiyear contracts were designed and funded to upgrade and modernise the US Navy fleet. Deliveries are expected to begin in the first quarter of 2011 and will continue through the third quarter of 2011.

U.S. Buys More High-Speed Vessels, Orders More
Two virtually unused high-speed ferries once planned for service in the Hawaiian Islands have been acquired by the U.S. government at apparently bargain-basement prices. The two ships, named Alakai and Huakai, belonged to the now-defunct Hawaiian Superferries project once headed by Reagan-era Navy Secretary John Lehman The ships are the largest commercial vessels built by Austal USA which is one of two competitors bidding for the U.S. Navy's Littoral Combat Ship (LCS) program. Austal USA already is building as many as 10 Fortitude-class Joint High Speed Vessels (JHSVs), which are similar to the Superferries, for the Army and Navy. Austal specializes in the design and construction of all-aluminum, high-speed ships. The Hawaii Superferries project collapsed in the face of locally based protests that the ships would threaten the way of life in the islands. The initial service was between Oahu and Maui, and the company hoped to expand to Kauai and Hawaii islands. The Alakai arrived in the islands in mid-2007 but ran only a handful of voyages before being closed down by legal protests. The Huakai was completed in early 2009 just as the company suspended its attempts to operate and the ship never went to Hawaii. The Alakai soon returned to Mobile, where the ships were laid up, and in July 2009 both were abandoned. But the federal government had backed the construction of the ships with a $150 million loan guarantee, and it was widely expected the ships would be acquired for use by the Navy, which has operated several similar ships. On April 6, 2009, during a news conference to accompany submission of the 2010 defense budget, Defense Secretary Robert Gates noted that, "to improve our inter-theater lift capacity, we will increase the charter of joint high-speed vessels from two to four until our own production program begins deliveries in 2011." The two additional vessels were widely thought to be the former Hawaii Superferries. The Alakai and Huakai were seized by U.S. Marshals and moved in mid-2009 to a lay-up berth in Norfolk, Va. To support relief efforts in Haiti, the Huakai was activated earlier this year under a government charter and, still wearing its incongruous and festive Superferry livery, carried supplies to the earthquake-stricken island. The 373-foot-long ships can carry about 800 passengers and travel over 30 knots. Their vehicle and cargo decks have a capacity of about 25,000 square feet. The Huakai is fitted with a folding ramp that allows vehicles to drive on and off. The ships were auctioned Sept. 30 by the U.S. District Court for the Eastern District of Virginia. The Maritime Administration (MARAD) confirmed the sale but would not reveal the purchase price, although news reports indicate the ships were acquired for $25 million each. It is not known if there were any other serious bidders. MARAD said the ships had been purchased with a credit bid, using the original $150 million guarantee the federal government already spent on the ships. In response to queries, neither MARAD, nor the Military Sealift Command, which operates MARAD ships for the Navy, nor the Navy could say Oct. 13 exactly what use the ships would be put to under government orders. Meanwhile, Austal USA's JHSV program got a boost Oct. 12, when the Navy announced a total of $204.6 million in construction orders for the fourth and fifth ships. The yet-to-be-named JHSV 4 will be built for the Navy, while JHSV 5 is intended for Army use. Both ships should be delivered by the end of 2013. Austal USA also is building its second LCS, the Coronado. The first Austal LCS, the Independence, was commissioned in January. The company is in competition with Lockheed Martin to build as many as 51 more LCS ships. The Navy, which has put off a decision several times, expects to announce a winner before mid-December.

Raytheon has been awarded two contracts for the AN/AQS-22 airborne low-frequency sonar (ALFS) for the US Navy's MH-60R multimission helicopter. The $115.7m contracts were awarded by the US Naval Air Systems Command and Defense Logistics Agency Aviation Strategic Acquisition. Under the first contract, worth $59.7m, Raytheon will manufacture, integrate, test and deliver ALFS systems and also provide data and weapons replaceable assemblies for systems and helicopter maintenance trainer assets. The second contract, valued at $56m, will see the company provide spares for fleet-deployed systems. ALFS provides critical undersea warfare mission support capabilities, including submarine detection, tracking, localisation, classification, acoustic intercept, underwater communication and environmental data collection. US Navy Rear Admiral Steven R Eastburg said the sensor provided an essential capability and was the centrepiece of airborne anti-submarine warfare missions.

The Office of Naval Research (ONR) has selected Northrop Grumman Corporation to develop and demonstrate an innovative new scalable suite of electronic warfare, information operations and line-of-sight communications on naval surface platforms. The initial contract value is $18 million, with a total estimated value of $109 million over the next four years, if all contract options are exercised. Building off of ONR's past effort with the advanced multi-function RF concept and the multi-function electronic warfare system, the Integrated Topside (InTop) program will optimize the use of open architecture, moving the Navy toward its plan for information dominance, while making upgrades to improve system cost effectiveness and reduce obsolescence. InTop will reduce the number of multiple topside apertures that are in use today. The new system will increase communications bandwidth, and help resolve electromagnetic interference/electromagnetic compatibility issues currently caused by the large number of antennas on current ships. "Northrop Grumman has been a long-term partner with ONR on developing innovative solutions for the warfighter and InTop represents the future of naval capabilities when it comes to shipboard protection," said Steve McCoy, vice president of the Advanced Concepts business unit for Northrop Grumman's Electronic Systems sector. "ONR has implemented a plan to leverage state-of-the-art foundation technologies towards multi-function systems that provide warfighters with affordable and effective technologies, supporting multiple platform installations.
