The United States will re-visit the sale of Lockheed Martin F-16 C/D fighter aircraft to Taiwan, less than one year after shunning Taipei's request for new fighters.
Washington's apparent change of position became public on the web site of Texas senator John Cornyn, an implacable supporter of an F-16 C/D sale to Taipei. Cornyn, whose constituency includes Fort Worth, where Lockheed Martin has a major manufacturing presence, published a letter from Robert Nabors, assistant to the president and director of the office of legislative affairs.
"We are mindful of and share your concerns about Taiwan's growing shortfall in fighter aircraft as the [Northrop] F-5s are retired from service and notwithstanding the upgrade of the F-16A/Bs," writes Nabor.
"We recognize that China has 2,300 operational combat aircraft, while our democratic partner Taiwan has only 490. We are committed to assisting Taiwan in addressing the disparity in numbers of aircraft through our work with Taiwan's defence ministry on its development of a comprehensive defence strategy vis-à-vis China."
He adds that the issue will be a "high priority" for the next assistant secretary of defence.
"The assistant secretary, in consultation with the inter-agency and congress, will play a lead role as the administration decides on a near-term course of action on how to address Taiwan's fighter gap, including the sale to Taiwan of an undetermined number of new U.S.-made fighter aircraft."
The news will infuriate Beijing, which views Taiwan as a breakaway province.
Taipei has consistently requested 66 F-16 C/Ds, but has been continuously rebuffed. Instead, in 2011 Washington offered to upgrade 152 F-16A/Bs. If implemented as per the original Defense Security Cooperation Agency announcement, the package would make Taiwan's F-16s among the most capable in the world.
It envisaged 176 active electronically scanned array (AESA) radars, 176 Terma ALQ-213 electronic warfare management systems, 128 joint helmet-mounted cueing systems and several other avionics and systems upgrades.
If Washington decides to offer Taiwan more fighters, it could possibly offer the F-16V variant that Lockheed announced at the Singapore Airshow in February. Roughly equivalent to the F-16 Block 60, the F-16V is available both as an upgrade and as a new-build aircraft.

China's first aircraft carrier Varyag has gone on seven rounds of sea trials, according to local media reports.
The reports also cited military sources as saying that Taiwan has decided to have its 500-ton Chinchiang-class warships fitted with its locally developed Hsiungfeng III supersonic anti-ship missiles as part of its asymmetric warfare strategy in the face of China's fast military expansion.
The Hsiungfeng III (Brave Wind III) missile, developed by the military-run Chungshan Institute of Science and Technology, is designed to target China's surface warships, including its aircraft carrier, the reports said.
The following are excerpts from local media coverage of the military's missile deployment plans:
China Times:
Five of the Navy's 3,000-ton Chengkung-class frigates have been fitted with Hsiungfeng III missiles, military sources said.
In addition, a Chinchiang-class naval vessel has also been equipped with four Hsiungfeng III missiles.
The military is scheduled to produce 120 Hsiungfeng missiles by next year under a NT$12 billion (US$40.96 million) project. All of the eight Chengkung-class frigates will be fitted with Hsiungfeng III missiles.
Moreover, all of the Navy's seven Chingchiang-class warships will also be equipped with this supersonic anti-ship missile.
Military sources said Taiwan, Russia and India are the only three countries in the world that have successfully developed this type of supersonic anti-ship missile.
Hsiungfeng III missile was originally designed to have a shooting range of 300 kilometers, but its effective shooting range is only about 150 km. Previous reports said the military was planning to extend the missile's range. However, the Navy denied the report, saying the military has no such a plan.
With Chengkung-class frigates and Chingchiang warships fitted with Hsiungfeng III missiles, Taiwan should be able to enhance its naval deterrent force.
Meanwhile, military sources said five Chinese warships navigated southward through waters east of Taiwan last Friday.
As the fleet kept staying 400 nautical miles away, the sources, it should have no intention of intimidating Taiwan. Its passage should be part of China's efforts to flex its muscle amid a standoff with the Philippines over conflicting claims to disputed Huangyen Islands in the South China Sea, the sources said.
Since Taiwan has deployed Hsiungfeng II anti-ship missiles along its eastern coast, the sources said, Chinese naval fleets have usually kept certain distance when passing through waters around Taiwan to protect its shipboard intelligence systems from being detected by Taiwanese military personnel. Liberty Times:
Some U.S. and Chinese military experts said recently that Taiwan's planned "wolf pack" strategy to cope with China's aircraft carrier or large-scale warships may not be as effective as expected.
The "wolf pack" strategy refers to using locally developed supersonic Hsiungfeng II and Hsiungfeng III anti-ship missiles fitted on many frigates and speed missile boats to target large Chinese warships.
American military experts said such a strategy cannot work unless Taiwan has well-trained elite military personnel to carry out relevant operations. (May 14, 2012).

House votes to give Taiwan 66 F-16 fighter aircraft
The House late Thursday approved more than a dozen amendments to the 2013 National Defense Authorization act (NDAA) by voice vote, including language from Rep. Kay Granger (R-Texas) that would authorize the sale of 66 F-16 fighter aircraft to Taiwan.
Others approved would prohibit DOD contracts with anyone that has business operations located in a state sponsor of terrorism, require DOD to assess what military equipment shortages exist, and establish a Sexual Assault Oversight Council within DOD.

• Rep. Corrine Brown (D-Fla), authorizes the Corp of Engineers to accept non-federal funds and use such funds to construct the project for navigation, Jacksonville Harbor, Duval County, Florida.
• Rep. Joe Baca (D-Calif.), authorizes the US geological survey to conduct a study of water resources and perchlorate contamination in the Rialto-Colton Basin, which is near a former DoD installation in California's Inland Empire.
• Rep. Kay Granger (R-Texas), provides Taiwan with critically needed United States-built multirole fighter aircraft to strengthen its self defense capability against the increasing military threat from China.

TAIPEI — Taiwan and the United States are expected to sign a military contract next month as part of the $5.8 billion arms sales that had irked rival China, media reported Monday.
The United States announced in September that it would equip Taiwan's ageing US-made F-16 A/B jets with new technologies, in a deal which fell short of the island's fervent wish for 66 new and more powerful F-16 C/Ds.
Among the equipment to be upgraded is a new advanced radar -- Active Electronically Scanned Array -- which allows aircraft to broadcast powerful signals while still remaining undetected, the United Evening News said.
The United States has quoted a price of $600 million for the radars, it said, adding that Taiwan may finish the signing of the contract before July 26.
The defence ministry declined to comment on the report.
The air force said in a statement last month it had received a "letter of answer" from Washington and was screening the items and prices listed.
China had expressed "great indignation" over the arms deal, summoning the US ambassador and warning the move would undermine relations between the two world powers and affect ties with Taiwan.
Taiwan's defence ministry has said the proposed upgrade, which will take 12 years to complete, would give its F-16 A/Bs a significant boost.
The jets will be equipped with radar capable of detecting Chinese stealth aircraft and may also be armed with precision munitions, according to the ministry.
Ties with Beijing have improved since Ma Ying-jeou of the China-friendly Kuomintang party came to power in 2008 on promises of ramping up trade and tourism links with China.
Ma was re-elected in January for a second and final four-year term.
But Beijing has refused to renounce the use of force against Taiwan even though the island has ruled itself for more than six decades since they split in 1949 at the end of a civil war.

Taipei, July 16 (CNA) Taiwan has recently signed a proposal by the United States to retrofit the country's aging F-16 A/B jet fighters to seal the arms sales deal, Taiwan's Air Force said Monday.
"It (the letter of acceptance) has been signed," Lt. Gen. Wu Wan-chiao, director of Air Force Command's Department of Political Warfare, told CNA in a telephone interview.
"The United States will now begin selecting the contractor (of the upgrade program)," Wu said.
The proposal, sent to Taipei by Washington in early May, contained listed prices totaling some US$3.8 billion that were in line with the budget approved by Taiwan's Cabinet, military officials have said.
Included in the retrofit of Taiwan's A/B fighters is the installation of Active Electronically Scanned Array (AESA) radar. Equipping the fighters with AESA radar is a new initiative, officials said.
Other items on the list include AIM-9X Sidewinder air-to-air missiles and Joint Direct Attack Munition (JDAM) guidance kits, according to the officials.
The proposal came after the administration of U.S. President Barack Obama last September approved the sale of a retrofit and training package for the F-16 A/Bs instead of offering Taiwan the F-16 C/D fighters it had long wanted.

Hundreds of missiles placed ‘on hold’ as Taiwan awaits US investigation
Several hundred AIM/RIM-7 Sparrow air-to-air and surface-to-air missiles (SAM) used by the air force have been categorized as “for emergency use only” after three of the US-made missiles encountered technical failures during an exercise in January last year that left the military embarrassed.
Following the exercise, in which one RIM-7 climbed about 200m into the air before plummeting into the South China Sea, while another RIM-7 and one AIM-7 missed their targets, the military requested that US military personnel and Raytheon Corp, maker of the missile, investigate the reasons for the failures.
The Sparrow is a medium-range, all-weather and semi-active guided missile. Six hundred AIM-7Ms were part of a 1992 deal in which Taiwan procured 150 F-16A/Bs.
For its part, the RIM-7 SAM is used on towed launchers as part of the Skyguard Air Defense System. Five hundred entered service in 1991.
As Taiwan awaits a response, the air force has suspended the test-firing of Sparrow missiles, citing safety concerns.
The US has reportedly asked countries that have Sparrow missiles in their inventories not to fire them during exercises to diminish training risks. As a result, no Sparrows were fired during another major missile test in Jioupeng (九鵬), Pingtung County, on July 9, the same base used in last year’s exercise.
Citing sources in the military, local media said earlier this week that US military personnel had attributed the failure in last year’s exercise to problems with the missile’s rocket propeller and radar cross section, which plays an essential role in radar range calculation.
Until answers are received, Taiwan’s stockpile of Sparrow missiles will be kept in storage.
To address the impact of that decision on air defense capabilities, the military has reportedly decided to provide two additional battalions with Antelope Air Defense Systems, which are equipped with the a surface-to-air version of the domestically produced Tien Chien I missile.

Taiwan considering used Abrams MBT purchase from US Taiwan's Ministry of National Defence (MND) is planning to procure second-hand M1 Abrams main battle tanks (MBTs) from the US to upgrade the country's ageing armoured tank fleet.
M1 Abrams tanks, which entered into service in 1980, were used by the US military to conduct operations in Iraq and Afghanistan, some have reportedly been put on sale by the US Department of Defense (DoD) for its allies.
MND spokesman David Lo was quoted by Agence France-Presse as saying that the proposal was currently undergoing the army's evaluation, as the tanks have already been used for a while; he went on to add that US was yet to issue a formal notification.
"A lot of issues need to be considered," Lo said. "To name just a few, it's logistic support, if they could work under the current maintenance system for M60s." Deputy minister of national defence Chao Shih-Chang had earlier revealed in the parliament that the army was seeking to purchase a total of 200 tanks to boost its forces; in addition, majority of tanks would be based in Hukou Township, which hosts the 584th Armored Brigade, as reported by local media.
Taiwan has been trying to acquire Abrams MBTs since the early 2000s, despite insistence from military experts that the tanks would be unsuitable for local mountainous terrain.
However, the request for the sale of 48 M1 A2 MBTs, each costing around $4m, was turned down by the US Pentagon.
The Taiwanese Army's existing fleet of 1,200 modern battle tanks include M60A3 Patton and M48H MBTs, as well as dozens of Korean War and Vietnam War-vintage M41light tanks.
The M1 Abrams is a third-generation MBT, manufactured by General Dynamics Land Systems (GDLS) to replace the US Army's M60 tank, and is primarily designed for modern armoured ground warfare missions.

Taipei, Aug. 5 (CNA) Of Taiwan's military aircraft, the C-130 transport plane can be refitted as a tanker aircraft, which can beef up the country's air defenses in the event of war, military officials said recently.
Although the Air Force has no tanker aircraft, the C-130 is spacious enough to be turned into a tanker aircraft if it is equipped with refueling equipment such as oil tanks and hoses, the officials told CNA.
"Tanker aircraft can double the in-flight operating time for combat aircraft," they said, adding that the country's warplanes can remain airborne for only two hours at most without refueling.
Among Taiwan's main combat aircraft, the U.S.-made F-16 A/B jet fighters and Mirage 2000-5s from France can both be refueled in the air, the officials added.
Meanwhile, "our military pilots -- who have been trained in the United States or France on how to operate the F-16 and the Mirage 2000-5s -- know how to refuel in the air," according to the officials.
The issue of tanker aircraft, however, is a sensitive one. With such planes, the F-16s and the Mirage 2000-5s would be seen as attack aircraft rather than defense ones.
Due to this sensitivity, which could spark concerns among neighboring countries such as China and Japan, it is unlikely Taiwan will be able to acquire such equipment from the United States, the country's main arms supplier.

TAIPEI (AFP): Taiwan has received two coastal minehunters from the United States, its navy said Friday, as part of an arms deal that has upset relations between Washington and Beijing.
The Osprey class vessels, the world's second largest minehunters, were refitted after they were decommissioned from the US Navy in 2006 and arrived in Taiwan on Thursday, the navy added.
The vessels, capable of finding, classifying and destroying mines, will help Taiwan increase its anti-blockade capabilities in case of war with rival China, analysts say.
The sale of the minehunters is part of a USD 6.4 billion arms deal between Washington and Taipei that also includes Patriot missiles, Black Hawk helicopters and communications equipment for Taiwan's F-16 fleet of fighter jets.
China retaliated swiftly to the arms deal when it was announced by the United States in 2010, suspending military exchanges and security talks with Washington.
Beijing sees Taiwan as part of its territory awaiting reunification, by force if necessary, even though the island has governed itself since 1949.
China has repeatedly threatened to invade Taiwan should the island declare formal independence, prompting Taipei to seek more advanced weapons, largely from the United States.

Taiwanese Army receives Thunderbolt-2000 MLRS 5 September 2012 The Taiwanese Army has taken delivery of its first country-developed Thunderbolt-2000 artillery multiple-launch rocket system (AMLRS) from the Chungshan Institute of Science and Technology (CSIST).
All MLRS units falling under the Army's 21st Artillery Command are scheduled to start training with the new system following the completion of installation, as reported by local media.
The Thunderbolt is a wheeled MLRS, developed primarily to help replace the army's existing Kung Feng VI 117mm rocket system, which entered into operational service 30 years ago.
Under development since 1997, the modular, truck-mounted, multi-barrel MLRS provides quick-fire against enemy amphibious assault landings, prior to disembarkation from the sea and also to boost firepower of conventional tube artillery.
Operating from an M977 Heavy Expanded Mobility Tactical Truck (HEMTT), the system can launch 40 rockets a minute, with a range of 28m. In addition, it requires only eight minutes to be combat-ready, which is less than half the time used by the current MLRS to position itself.
The launcher is equipped with systems for automatic fire control, elevation and azimuth, as well as a global positioning (GPS), providing rockets with a circular error probability of less than 1% of the target.
It can be integrated with three types of rockets, including 60 tubes of 117mm rockets to fire MK15, 27 tubes of 180mm rockets to shoot MK30 or 12 tubes of 230mm to launch the MK45 rocket.

Top military unit showcases air combat skills

Taipei, Sept. 11 (CNA) An Air Force tactical fighter group, which was selected as a model military unit, showcased its combat readiness and flight skills Tuesday at an air base in Taichung.
Pilots of the 28th Tactical Fighter Group, flying Indigenous Defense Fighters (IDFs), performed a series of maneuvers such as short landings, inverted flying, rotations and slow flight.
During a media tour of the Ching Chuan Kang Air Base in the central city of Taichung, the pilots also displayed their combat readiness.
They can be in the air within five minutes of receiving an emergency deployment order, Air Force officials said as the pilots demonstrated their response. In two minutes, they can fly to the median line of the Taiwan Strait to fend off opposing forces and safeguard the country, the officials added.
The locally-made IDFs are among Taiwan's main combat aircraft, along with the French Mirage 2000-5 jet fighters and the American F-16 A/Bs.
During the tour, a maintenance unit also demonstrated the procedure for loading Tien-Chien II air-to-air medium-range missiles and Sidewinder AIM-9P-4 missiles on the IDFs in the event of war.
Over the past year, the Air Force unit has taken part in a number of activities such as an air show at National Day celebrations and a low altitude flying over a section of a highway in Pingtung, southern Taiwan.
The fighter group was chosen as a model unit for the fifth year, said Col. Michael Tung, head of the unit.
"It's our pleasure to be selected as a model military unit," Tung told the local media.
