Brumeux le matin du premier jour de l'armistice. À mi-chemin de Debalcevo les militaires ukrainiens se reposent, en attendant des ordres ultérieurs de la direction. À la trêve, personne ne croit. Preuve en sont simples d'artillerie coups qui entendus à droite et à gauche de la route.
Les deux parties déclarent que dans certaines zones de la trêve n'est pas respectée, mais dans l'ensemble, la part des "essayent de respecter le silence". Intéressant, combien de temps durera cette accalmie? Sera-t-monde en Ukraine?

WASHINGTON, March 11 (Xinhua) -- The Obama administration on Wednesday announced an additional 75 millions dollars in non- lethal aid to Ukraine in parallel with sanctions on more rebel leaders.
Included in the package are radios, secure communications equipment, unmanned aerial vehicles, counter-mortar radars, medical equipment including first aid kits, medical supplies and military ambulances, White House spokesman Josh Earnest told reporters at a daily news briefing.
President Barack Obama has also approved the delivery of 30 armored and up to 200 unarmored Humvees, under an act passed by Congress last year in support of Kiev, press reports said.
Earnest said Washington has already provided military assistance worth some 100 million to 120 million dollars to Kiev in support of its battle against independence-seeking militants in Ukraine's east.
The fresh aid came as the administration slapped sanctions on more rebel leaders in eastern Ukraine in an effort to press for the implementation of peace deals.
Ceasefire agreements signed in September last year and in February this year in the Belarusian capital of Minsk have not been fully implemented, with sporadic fighting being reported daily in the eastern part of Ukraine.
"We do continue to have concerns about the commitment of the Russians and Russian-backed separatists to live up to the commitments that they made in Minsk, that there is still evidence that Russian military personnel are fighting alongside Russian- backed separatists," Earnest said.
"There continues to be evidence that Russia is continuing to transfer weapons and materiel across the border into Ukraine in support of separatists in eastern Ukraine," he added.
The Obama administration is mulling lethal aid to Kiev in case of the Minsk deals' failure to bring peace to eastern Ukraine, where at least 6,000 people have been killed in fighting that broke out in April last year.
Earnest said Obama "is very mindful of the potential risk that' s associated with providing additional lethal military assistance to the Ukrainians," including greater bloodshed in an escalated conflict.
The U.S. Department of Treasury on Wednesday targeted eight rebel leaders, a pro-rebel group and its three leaders, a Russian bank operating in Crimea, a Ukrainian region annexed by Russia in March last year, and three former officials who served under former Ukrainian President Viktor Yanukovych.

An Mi-24 military helicopter has crashed in Vasylkiv district of Kyiv region on Tuesday, one person was killed and several more were injured, the regional police department has reported.
"At about 14.00, an Mi-24 military helicopter crashed in Vasylkiv district. One person was killed and several others were injured," the press service of the Interior Ministry of Ukraine told Interfax-Ukraine.
Meanwhile, the press service of the Prosecutor's Office of Kyiv region told Interfax-Ukraine that an officer was killed in the crash, and that two others were injured.
"A lieutenant was killed, and a captain and a major were injured. They were hospitalized," the press service said.
According to their information, the helicopter belonged to a military unit based in Lviv region.
"The investigation will be conducted by the military prosecutor's office," the regional prosecutor's office said.

The United States has delivered on March 25 ten armored vehicles to Ukraine as part of a $75 million non-lethal military support program intended to assist the fight against Russian-backed separatist forces in the country's east.
Ukrainian President Petro Poroshenko has welcomed a U.S. Air Force plane carrying the first batch of American armored vehicles, which he personally met at Boryspil International Airport. During a meeting ceremony, Poroshenko said that the provision of the equipment had demonstrated real support from the United States for Ukraine's struggle to protect its territorial integrity and sovereignty.
The arrival of the American vehicles was heralded as a triumph not only on the Ukrainian side, but also by their enemies, the pro-Russian separatists. Rebels expressed their glee, saying it was inevitable that the new vehicles would fall into the hands of separatist militias in self-declared eastern Ukrainian republics, as happened during the fight for Debaltseve, where Ukrainian Humvees were seized by the Russian rebels.

L'armée ukrainienne a reçu 55 véhicules blindés britanniques Saxon, a annoncé le conseiller du président ukrainien Piotr Porochenko, Iouri Birioukov.
"55 véhicules blindés sont arrivés en Ukraine et se trouvent actuellement sur le territoire d'une unité militaire", a écrit M.Birioukov sur sa page Facebook.

Auparavant, une vingtaine de blindés Saxon ont été livrés en Ukraine par une société privée britannique en vertu d'un contrat signé en 2013. Le secrétaire du Conseil de sécurité nationale et de défense ukrainien (SNBO) Alexandre Tourtchinov a annoncé que ces véhicules devraient être modifiés, car ils avaient été livrés sans armement.
Les livraisons ont été cependant critiquées par l'ex-commandant en chef de l'armée britannique Richard Dannat, qui a qualifié les véhicules de camions semi-blindés de "non adaptés aux conditions de la guerre".
"Les déclarations selon lesquelles le Royaume-Uni fait preuve de son soutien à l'Ukraine en livrant à Kiev des véhicules retirés de service pour des raisons de sécurité il y a dix ans semblent assez étranges", a indiqué le général.
Les véhicules blindés Saxon ont été construits dans les années 1970 dans l'objectif d'assurer un moyen efficace de transporter des troupes à de longues distances.
Précédemment, un Saxon s'est renversé sur la route reliant Kiev à Kharkov, causant la mort du conducteur. Une enquête a été ouverte par l'armée ukrainienne suite à l'incident.
Second and final batch of AT-105 Saxon APC arrived to Ukraine An adviser of the Ukrainian President announced that the second and final batch of retired British wheeled armoured personnel carriers AT-105 Saxon was delivered to Ukraine. 55 Saxon APC have to be added to the 20 previously delivered armoured vehicles.
75 armoured personnel carriers AT-105 Saxon from the British Army were purchased for the Ministry of Defense of Ukraine in late 2014 for $ 3.8 million (€3.35 million). The first batch of 20 purchased vehicles was delivered to Odessa on February 11, 2015, and was distributed between the 25th airborne brigade and the 79th and 95th airmobile brigade of the Ukrainian Armed Forces. On 3rd and 4th June 2015 several armoured personnel carriers Saxon of the 25th Airborne Brigade were first used in combat in Marinka, near Donetsk.
On April 4th, the specialists of “Mayak” company, which is part of Ukroboronprom presented to the President of Ukraine, the Minister of Defense and the heads of other law enforcement agencies, the armed version of AT-105 Saxon APC. AT-105 Saxon are equipped with two 7.62mm machine guns above the rear compartment and one 12.7mm DSHKM heavy machine gun above the turret. All those weapons are fitted with holographic sights.
The recently delivered vehicles will probably also be fitted for the combat before being delivered to Ukrainian army's units.
Ukraine Seeks American Javelin Missiles For Giving Up on Nuclear Weapons
Ukraine has sought a thousand US-made Javelin shoulder-fired missiles for giving up on its nuclear warheads arsenal in the past.
"We need to understand that we must be prepared for any situation in the southeast. And also need to understand that Ukraine, which gave (up) 1,240 nuclear warheads, should have the right to receive, if necessary, at least a thousand Javelins", Ukraine’s newly-appointed Ambassador to the US Valeriy Chaly was quoted as saying by Ukraine's Mirror Weekly newspaper on Friday.
On Thursday, US Joint Chiefs Of Staff Chairman Nominee Joseph Dunford said in his confirmation hearing that it would be “reasonable” to provide Ukraine with anti-tank missiles.
Ukrainian authorities have often requested western states for lethal aid after Russia annexed its Crimea province and Russia-backed rebels are waging a separatist war against Kiev.
Ukraine had given up over 1250 nuclear warheads which fell into its possession following the break up of the Soviet Union by signing the Budapest memorandum between the US, Russia, the UK and itself some 20 years ago. A decision it now regrets.
The European Union is opposing the US arming of Ukraine with lethal weapons but Chaly has revealed that Ukraine is receiving arms, including lethal weapons, from more than ten European nations.
"We are receiving weapons, including lethal weapons, and nobody can deny a sovereign Ukraine doing this.” Chaly added.
The nation does not reveal the list of countries, which provide weapons, “But there are more than ten countries just in Europe.” He said
We have various levels of military-technical cooperation with them, and at this stage it is developing," Chaly is quoted as saying by Ukraine's Mirror Weekly newspaper.

United States plan to train Ukrainian army soldiers after the National Guard troops.

The commander of U.S. Army forces in Europe says the United States is planning to train Ukrainian army soldiers after completing the current training of Ukraine’s National Guard troops. Lt. General Ben Hodges told reporters at the Pentagon Monday, July 13, 2015, the so-called “phase two” of training would begin in late November if the plan is approved.

The Ukrainian Defence Company Lviv Armor has demonstrated new military vehicles, including the new Dozor B 4x4 armoured vehicle personnel carrier, Tuesday, July 14, 2015. According to Mr. Roman Romanov, Director General, Ukroboronprom, the Ukrainian Armed Forces will receive the first vehicles in the beginning of September.
The Dozor B is a 4x4 light armoured personnel carrier (APC) designed, developed and manufactured by the Ukrainina Defense Company Kharkiv Morozov Machine Building Design Bureau (KMDB).
The previous version of the Dozor was unveiled for the first to the public in 2007 during the defense exhibition in Abu Dhabi, IDEX. The vehicle is designed to be used mainly as armoured personnel carrier (APC), but the vehicle can also be used for special operations forces and law enforcement missions.
The Dozor B offers a protection against anti-tank mines and small arms fire. It has an armoured hull for protection of the crew and internal equipment against firing of small arms 7.62mm caliber.
In January 2015, President of Ukraine Poroshenko has presented new version of Dozor-B armored car. According our first information, the Dozor B has been tested by the Ukrainian armed forces but has never been put into service.
The power pack consists of a four cylinder turbocharged IVECO engine coupled to a mechanical transmission. The roof of the Dozor B is fitted with a remote weapon station which can be armed with a 12.7mm heavy machine gun.
Ukraine takes delivery of new batch of British non-lethal military equipment
The British Defence Secretary Michael Fallon has announced on Monday, July 13rd, the delivery of vital equipment support for Ukrainian troops The Royal Air Force C-130, which flew with its cargo from the UK on 3 July, was loaded with high-priority items requested by the Ukrainian government, including first aid kits and helmet-mounted monocular night vision goggles.
The Ukrainian armed forces on Monday received 1,000 individual First Aid Kits, 54 helmet-mounted monocular night vision goggles (MNVGs), and 2,000 Mk6 helmets.
The equipment forms a significant part of the extensive package of support pledged to the Ukrainian Armed Forces by the Secretary of State in March this year, designed to improve the situational awareness and resilience of troops fighting Russian-backed separatists in the east of the country.
"The RAF has now delivered more than 3000 combat helmets, goggles and first aid kits to Ukrainian troops, and we have already trained 850 personnel. We will step up our training over the summer and we will be providing further equipment, although not of the lethal variety," said the Defense Secretary Michael Fallon.
"We stand firm with Ukraine in the face of Russian aggression, and we continue to assist its defence of its sovereignty, independence and territory."
The UK is also providing 200 global positioning (GPS) units, 220 hardened laptops, and a further 100 MNVGs, all of which will contribute significantly to the ability of Ukrainian soldiers to defend themselves and civilians, and reduce casualties from the on-going conflict.
The total value of this package is approximately £850,000 (US $1.33 mn), and is being provided alongside other short term training activities being delivered by UK military personnel to the Ukrainians in-country. UK trainers have been in Ukraine since March, and have already trained over 850 Ukrainian troops.
As the Secretary of State announced during the NATO defence minsters’ meeting in June, UK personnel will step up the existing training programme.
Around 250 personnel will be trained in August alone in additional infantry, medical, and survival skills, further adding to their resilience and reducing casualties.

The Ukrainian military has received a first batch of eight modernised T-80 main battle tanks (MBTs) from the Kharkiv Morozov Machine Building Design Bureau (KMDB).
According to Ukroboronprom, the T-80s would soon enter the "zone of the antiterrorist operation" (ATO), a term Kiev uses to refer to the conflict in east Ukraine. The Ukrainian Ministry of Defence (MoD), meanwhile, noted that the T-80s would be delivered to a mobile armoured unit of the country's airborne forces.
The MoD said the modernisation of the first eight T-80s was completed by KMDB a month ahead of schedule, with the vehicles handed over on 13 July.
The modernisation work is stated to have included changes to the vehicle's turrets, hulls, and the installation of Kontakt explosive reactive armour (ERA).
At the same time as the handover of the first eight modernised T-80s, the MoD announced that, following trials, a first production batch of Dozor-B 4x4 protected patrol vehicles is scheduled to be supplied to the Ukrainian military in September

Ukraine took delivery of 100 additional Humvee 4x4 light tactical vehicles from United States
According a tweet from Geoffrey Pyatt official account, the United States Ambassador to Ukraine, of Saturday, July 18, 2015, 100 more US military Humvees 4x4 llight tactical vehicles have been delivered to Ukraine's port city Odesa.
These vehicles formed the second batch of some 230 expected as part of Washington's multi-million dollar package of non-lethal aid for Ukrainian government forces and Ukraine's State Border Guard Service.
IN March 2015, Ukraine President Petro Poroshenko took delivery of 10 US armored vehicles, two days after American lawmakers voted to urge President Barack Obama to provide "lethal" aid to Kiev.
Dressed in camouflage, the Ukraine leader thanked Washington for the 10 Humvees, the first of 30 promised by Washington, as they arrived at Kiev's Boryspil International Airport.
In total, the US plans to send 200 regular Humvees, radios, counter-mortar radars and other non-lethal equipment worth $75 million.
In December 2014, A $1.1 trillion spending bill that includes provisions to assist Ukraine and punish Russia for its annexation of Crimea has passed the U.S. House of Representatives.

L'Ukraine est en droit de recevoir au moins un millier de lance-missiles antichars américains Javelin, estime l'ambassadeur ukrainien aux Etats-Unis Valeri Tchaly.
Dans une interview accordée à l'hebdomadaire ukrainien Zerkalo nedeli, le diplomate a rappelé que Kiev avait accepté en 1994 de renoncer à son arsenal nucléaire qui comptait à l'époque 1.240 ogives.
"Il faut être prêt à toute évolution de la situation dans le Donbass, et il faut également être conscient du fait que l'Ukraine, qui a renoncé à 1.240 ogives nucléaires, doit avoir le droit de recevoir si nécessaire au moins un millier de Javelin", a déclaré l'ambassadeur.
Les lance-missiles antichars portables Javelin sont destinés à détruire des véhicules blindés ainsi que des cibles volant à basse altitude.
Le président ukrainien Piotr Porochenko a également estimé que l'éventuelle livraison de "1.240 Javelin" à Kiev serait "absolument juste". Il souligne que l'Ukraine a abandonné son arsenal nucléaire en échange des garanties de sa souveraineté et de son intégrité territoriale de la part des Etats-Unis et du Royaume-Uni, conformément au mémorandum de Budapest signé en 1994.
En avril dernier, l'ambassadeur américain en Russie John Tefft a déclaré que Washington n'envisageait pas pour le moment de fournir des missiles antichars Javelin à l'Ukraine.
Les livraisons de Javelin à Kiev sont notamment défendues par le sénateur américain John McCain. Pourtant, une telle option ne fait pas l'unanimité au sein de l'élite politique US. Ainsi, en février dernier, le conseiller adjoint à la sécurité nationale de Barack Obama, Ben Rhodes, a estimé que la crise en Ukraine ne pouvait pas être résolue par la livraison d'armes létales aux autorités de Kiev.
Lithuania will train Ukraine military instructors for Marksmanship and Urban Combat Courses.
Lithuania responds to a request from Ukraine – Lithuanian military instructors will share their expertise in a two-week course organised for their counterparts from the Ukrainian Armed Forces, and will share experience in arranging Marksmanship Course and Urban Combat Course
23 Ukraine’s military instructors will attend the courses in Lithuania. Most of them will gather experience at the Urban Combat Course at the King Mindaugas Hussar Battalion in Panevežys while the rest will undergo the Marksmanship Course at the Gaižiunai Training Range in Rukla.
Both courses will be conducted by Lithuanian military instructors with Juozas Lukša Training Centre Rukla and other units of the Lithuanian Land Forces.
All the guests from Ukraine are veterans of the Anti-Terrorist Operation (ATO) in Eastern Ukraine or have arrived in Lithuania straight from it.
Lithuania's military assistance to Ukraine
Lithuania has been actively supporting Ukraine’s independence and territorial integrity, as well as providing support by every means possible and legally acceptable, including military assistance, since the beginning of the aggression of the Russian Federation in the country. The Ministry of National Defence of Lithuania is rendering humanitarian assistance, material support and handed over elements of military equipment in response to the need of the Ukrainian Armed Forces.
Wounded members of Ukraine’s Anti-Terrorist Operation (ATO) are treated at the Military Rehabilitation Centre Druskininkai and civilian healthcare institutions.
Lithuanian and Ukrainian armies cooperate in the area of military education and training. Ukrainian soldiers are invited to study at Lithuania’s military education institutions, Lithuania is providing financing for the studies of Ukrainian officers at the Baltic Defence College.
Lithuanian paramedics were involved in the United States-conducted training mission for the Ukrainian Armed Forces from February to April. Four instructors of the Lithuanian Armed Forces have also been training Ukrainian soldiers alongside U.S. troops since July.
Lithuania, Poland and Ukraine established the LITPOLUKRBRIG tri-national brigade together.
