La Défense a trouvé un successeur pour le C-130H Hercules dans le C-390M du constructeur brésilien Embraer. L’intention est que le premier nouvel avion de transport arrive aux Pays-Bas en 2026. C’est ce qu’écrit aujourd’hui le secrétaire d’État Christophe van der Maat à la Chambre des représentants.

Le premier exercice de niveau bataillon du Battle Group Forward Presence (BGFP) s’est tenu du 16 au 17 août 2022, sur le camp militaire de Cincu en Roumanie. À dominante défensive, la mission à du bataillon franco-néerlandais consistait à freiner puis détruire un ennemi dans la profondeur du dispositif.

Deux semaines après l’arrivée de la compagnie d’infanterie néerlandaise en Roumanie, les soldats français et néerlandais du BGFP ont conduit l’exercice BLACK MOUNTAIN II de niveau groupement tactique interarmées.

Après le rehearsal, les commandants d’unité des différentes compagnies ont lancé leurs manœuvres. que coordonnait étroitement le poste de commandement tactique (PCTAC) depuis une zone avancée. Les objectifs : éprouver les procédures tactiques des deux nations lors de différentes phases d’action, dans un scénario de guerre de haute intensité - embuscades, attaques chimiques, électromagnétiques. Ces phases défensives ont nécessité des interactions fines entre les compagnies lors des phases de repli, de coups d’arrêt ou de contre-attaques localisées. Elle ont ainsi permis de renforcer leur interopérabilité.

Grâce à la réussite de cet exercice, le BGFP confirme la pleine intégration de la compagnie d’infanterie néerlandaise et le haut niveau d’interopérabilité acquis par les unités du bataillon.

Lancée le 28 février 2022 en réaction à l’agression militaire de la Russie contre l’Ukraine et « au retour de la guerre en Europe », la mission AIGLE a été déployée par la France en Roumanie. Elle est composée d’un Battle Group Forward Presence (BGFP), d’un détachement Air MAMBA, d’un détachement du génie et d’un élément de soutien national (ESN). Un représentant national principal (SNR) assure le contrôle national sur l’emploi de ces détachements, et veille à leur intégration dans les plans de défense roumains. Une compagnie d’infanterie néerlandaises renforce le dispositif depuis le 3 août 2022, illustrant la détermination de l’OTAN et de l’Europe face aux menaces qui pèsent contre leurs populations, leurs territoires et leurs valeurs.

According to information published by the Dutch MoD on September 30, 2022, the Ministry has reached an important milestone in the submarine replacement project. The quotation request is ready. In mid-November 2022, this request will be sent to the 3 candidate yards. The yards are then expected to send their bids around summer 2023.

Defense needs several months to analyze these bids and then makes a decision on the award. This is what State Secretary Christophe van der Maat writes to the House of Representatives today.

As indicated in the Defense Memorandum 2022, Defense wants to invest in strengthening the armed forces' battle power. The replacement of submarines, a niche capability within NATO and the EU, is an important part of this.

The threat on the eastern flank of the NATO treaty area makes it all the more clear how important it is that NATO partners continue to invest in their capabilities.

For the Navy, Defense is also investing in the acquisition of long-range missiles that can be launched from frigates and submarines. The House of Representatives will be further informed of this need in 2023.

Budget increased

The budget for the project has been increased. This additional money is partly earmarked in the 2023 Defense Budget. Defense has also freed up money by identifying some projects from the long-term planning whose midlife update can be carried out later. Defense considers this acceptable for now because the effect on operational readiness would be limited. The cabinet considers the project worth this investment.

Dutch industry

Defense wants the shipyards to involve Dutch industry in the construction and maintenance of the boats. This will help Dutch industry, including in the international market, and create employment and retain knowledge.

Therefore, the winning shipyard will have to enter into an agreement with the Ministry of Economic Affairs and Climate: a so-called industrial cooperation agreement.

In November 2014, the Dutch Minister of Defence announced plans to replace the Walrus-class submarines in 2025.

In April 2022 it was announced that two of the Walrus-class boats would be extended in service until the mid-2030s and that in order to do so safely a different maintenance approach would have to be adopted for the entire fleet with one of the four existing boats to be decommissioned in the short-term, followed by a second boat later.

The revised schedule for the construction of the new replacement boats would likely see the first two vessels entering service in the 2034 to 2037 timeframe.

Boeing has delivered the first AH-64E Version 6, or v6, Apache helicopter featuring improved performance, sensors and software to the Royal Netherlands Air Force (RNLAF).

As part of a Foreign Military Sale through the U.S. Department of Defense, Boeing received a contract in 2019 to remanufacture 28 RNLAF AH-64 D-model Apaches to the advanced AH-64E v6. Delivery for the final E-model Apache to the country is targeted for 2025.

“The Apache is the most advanced and proven attack helicopter, and demand for it continues to increase worldwide,” said Kathleen Jolivette, vice president of Attack Helicopter Programs and Senior Mesa Site Executive at Boeing. “By upgrading from the D-model to the E-model Apache, the Royal Netherlands Air Force will gain a significant increase in attack power, versatility and situational awareness for decades to come.”

The Dutch have operated D-model Apaches since 1998. Deliveries of remanufactured E-model Apaches represents the next step in the long-term partnership between Boeing and the country. Apaches continue to be an important element of European defense, and are currently operated by several European allied nations.

“It is an honor to receive the first remanufactured Apache Echo. This updated attack helicopter is a great improvement and gives the Royal Netherlands Air Force more combat power and situational awareness. This first delivery is an important step in modernizing our entire Apache fleet,” said Vice Admiral Arie Jan de Waard, the Director of the Defence Materiel Organisation.

The AH-64E v6 is the most modern configuration of the Apache attack helicopter. Since 1984, over 2,600 Apaches have been delivered to the U.S. Army and 17 international customers. Currently, there are more than 1,260 Apaches operating worldwide with more than 665 representing the E-model.

20ème CH-47 F pour les Pays-Bas !

Boeing a livré le 20^ème hélicoptère lourd  CH-47F « Chinook » à la Royal Netherlands Air Force (RNLAF), concluant la dernière mise à jour de la flotte du pays. C’est avril 2020 que le premier des CH-47F est arrivé aux Pays-Bas.

Les 20 CH-47F « Chinook »  des Pays-Bas sont équipés avec le même état de technologie de pointe qui est en service dans l'armée américaine, y compris les commandes de vol automatique numérique, un cockpit avec écrans EFIS Système commun Avionics Architecture (CAAS) entièrement intégrée et capacité avancée de traitement du fret. La configuration commune vise à réduire les coûts du cycle de vie global. 

Les Pays-Bas sont l'un des huit pays de l'OTAN à exploiter le « Chinook » et ont déployé l'aéronef en continu depuis la réception de ses premiers modèles CH-47D en 1995. En 2016, la RNLAF a acheté 14 nouveaux CH-47F Chinook par le biais du programme de ventes militaires à l'étranger du ministère américain de la Défense. En 2017, la RNLAF a signé un accord pour mettre à niveau ses six hélicoptères Chinook de modèle D restants vers la dernière configuration de modèle F, garantissant la communité des systèmes pour l'ensemble de leur flotte de 20 aéronefs.

« Notre partenariat continu avec la Royal Netherlands Air Force illustre la valeur d'une flotte Chinook moderne et polyvalente », a déclaré Ken Eland, vice-président et directeur du programme CH-47.

Les nouveaux CH-47F disposent de caractéristiques améliorées en vue de la survie, avec notamment un système directionnel de contre-mesures électronique à infrarouges, une meilleure protection balistique et un carénage résistant à l'écrasement. L’équipage dispose de sièges blindés. Le CH-47F possède une cellule et une avionique modernisée, ainsi qu'un poste de pilotage automatique et numérique.

Assembly of first BLu Lightning II will start soon


Recently, the first parts (outer wing boxes) of what will become the initial Lockheed F-35A Lightning II (serial FL01 and customer number AY-01) of the Belgische Luchtmacht (BLu, Belgian Air Component, Belgian Air Force) were seen on the production line of Lockheed Martin's plant in Fort Worth (TX).


Contrary to the Koninklijke Luchtmacht (KLu, Royal Netherlands Air Force) F-35As, the Belgian ones will all be completed in the US with only the central wings and outer wing boxes constructed at the FACO facility in Cameri (Italy).


Once completed it seems unlikely that we will see the first four fighters any time soon in Europe as they will be based at Luke AFB (AZ) for initial pilot and crew training. The remaining thirty aircraft will be based at Kleine Brogel and Florennes air bases. However, the latter will not see the first aircraft arriving before April 2025 and Kleine Brogel will have to wait until 2027.


Once delivered they will slowly relieve the venerable F-16 Fighting Falcon of its operational duties after almost 50 years of service. Currently the BLu has some 45 single seaters and 8 double seaters still in operation. Whether these F-16s will see any service with a new operator seems doubtful given their age and the limited number of flight hours remaining.

Elbit Systems lands $305 million contract to supply PULS rocket launchers to Netherlands Army

New air defense systems of Dutch army will include modernized NASAMS & tracked air defense vehicles

Following a statement published by the Dutch Ministry of Defense on June 5, 2023, the Dutch Ministry of Defence is merging its projects to upgrade short and medium-range air defense systems, as announced by State Secretary Christophe van der Maat. He affirmed that a single supplier will be contracted to provide both missiles and launching installations, to optimize the integration of both capabilities. The Dutch armed forces will receive a new modernized version of the NASAMS as well as a new tracked armored air defense vehicle based on the German-made Armoured Combat Support Vehicle G5 (ACSV G5).

Actuellement, et à la suite d’un accord annoncé en 2013, la 11e brigade aéromobile de l’Armée royale néerlandaise – forte de plus de 2300 militaires – est subordonnée à la division de réaction rapide [Division Schnelle Kräfte] de la Bundeswehr, laquelle réunit notamment la 1ère brigade aéroportée [Luftlandebrigade 1], la 23e brigade légère de montagne [Gebirgsjägerbrigade 23], le commandement des forces spéciales [Kommando Spezialkräfte – KSK] et différentes unités d’hélicoptères de transport.

Évidemment cette proximité entre les troupes aéroportées néerlandaises et allemandes n’est pas sans conséquence sur leurs équipements… C’est en effet ce que démontre l’accord-cadre pluriannuel signé par le groupe Rheinmetall, le 10 juillet.


En effet, celui-ci prévoit la livraison potentielle de 3058 véhicules tout-terrain aéroportés « Caracal », dont 1004 destinés à l’armée néerlandaise. Le montant de ce contrat pourrait atteindre 1,9 milliard d’euros.

D’abord, une première commande de 1508 « Caracal » – 1004 pour la Bundeswehr et 504 pour l’armée néerandaise – a été notifiée à Rheinmetall pour une « valeur brute d’environ 870 millions d’euros ». Les premières livraisons des véhicules de série sont attendues en 2025.


« Nous effectuerons l’assemblage final de tous les véhicules allemands et néerlandais dans notre usine d’Ede et chez notre partenaire VDL Special Vehicles BV d’Eindhoven. Cela nous permet d’étendre notre production sur deux sites d’assemblage et de contribuer en même temps à la création de valeur durable chez notre pays partenaire, les Pays-Bas », a expliqué Björn Bernhard, directeur général de Rheinmetall Landsysteme.

Présenté lors de l’édition 2022 du salon de l’armement aéroterrestre EuroSatory, le Caracal a été développé à partir du SUV de type « classe G » commercialisé par Mercedes. Militarisé par Rheinmetall, en coopération avec Armoured Car Systems, il dispose d’un châssis renforcé et d’un moteur diesel Euro III de 6 cylindres développant une une puissance de 249 chevaux. Affichant une masse de 4900 kg, il peut rouler à la vitesse maximale de 140 km/h et franchir des pentes de 60 %. Enfin, il peut être héliporté par un CH-53 ou un CH-47.


Ces « nouveaux véhicules sont techniquement les mêmes pour l’Allemagne et les Pays-Bas », ce qui « présente des avantages opérationnels et logistiques », a fait valoir le ministère néerlandais de la Défense, via un communiqué. En outre, a-t-il souligné, cela « renforce l’intégration de la 11e brigade aéromobile au sein de la DSK.

Les Caracal « peuvent être équipés de divers moyens de communication et d’armes [mitrailleuses, missiles antichar Spike] ainsi que d’une protection balistique modulable », a encore souligné le ministère néerlandais.

Elbit Systems Awarded a $55 Million Contract to Supply a Counter UAS Solution to the Netherlands

Netherlands orders additional MQ-9A Reapers

On 21 August 2023, General Atomics Aeronautical Systems, Inc. (GA-ASI) confirmed that the Koninklijke Luchtmacht, KLu, Royal Netherlands Air Force) has doubled the number of MQ-9A Block 5 Reaper Unmanned Combat Aerial System (UCAS) from four to eight.

Scramble Magazine first reported on the additional order in June 2022, when the Defence Note 2022 was presented by the Dutch Minister of Defence, Kajsa Ollongren, to the Parliament. The Note mentioned the order for four additional MQ-9A Reapers and also included the statement that all Reapers will be armed.

The new Reapers will also be operated by 306 Squadron with their home at Leeuwarden air base. The order for the additional MQ-9As include three MQ-9A Mobile Ground Control Systems (GCS) and is valued at US 611 million.

Thales livrera un radar Ground Master 400 Alpha (GM400α) aux forces armées néerlandaises, solution retenue pour garantir la continuité de la surveillance aérienne d’ici à l’installation d’un système définitif.

Trois nouveaux clients en trois mois
Avec cette future commande au montant non divulgué, le GM400α sera parvenu à convaincre un troisième client export en seulement trois mois, après les succès engrangés en juin auprès de l’Indonésie et de l’Estonie.

Dernier-né de la famille GM400, ce radar offre cinq fois plus de puissance de traitement, une portée augmentée de 10 % (jusqu’à 515 km) et des capacités avancées en matière d’intelligence artificielle, indique son constructeur.

Selon la Défense néerlandaise, cet exemplaire devrait entrer en service à compter du troisième trimestre de 2024 sur le site de Nieuw Milligen, dans le centre des Pays-Bas. Il y remplacera un radar MPR responsable depuis plus d’un demi-siècle de la surveillance de la moitié méridionale de l’espace aérien.

Une solution intérimaire
Devenu « totalement obsolète », le radar MPR de Nieuw Milligen tirera sa révérence au printemps 2024. Trop tôt pour les militaires néerlandais, qui ne commenceront à opérer son successeur, un radar SMART-L fourni par la filiale locale de Thales, à Herwijnen qu’au mieux trente mois plus tard.

« Cela signifie que sans mesures provisoires, il y aura une perte importante de couverture radar dans la zone de responsabilité sud entre avril 2024 et fin 2026 », expliquait le secrétaire d’État à la Défense néerlandais, Christophe van Der Maat, lors d’une audition parlementaire.

À charge donc du GM400α de jouer les intérimaires de choc le temps que le SMART-L entre en service. Si le premier offre un haut degré de performances, la Défense néerlandaise « a des exigences plus élevées et souhaite surveiller l’espace aérien avec des stations radar SMART-L de pointe, nettement meilleures. Il est donc très important que la nouvelle station radar de Herwijnen soit construite le plus rapidement possible », pointait Christophe van Der Maat.

Une fois sa mission achevée, le GM400α restera dans l’arsenal de la Force aérienne royale néerlandaise « afin que les besoins de l’OTAN en matière de capacités radar mobiles puissent être satisfaits ».

L’OTAN à la rescousse
Ce jeu de chaises musicales s’étend également à la moitié nord du dispositif. Le radar SMART-L installé à Wier devra en effet être modifié. En cause, un usage 24/7 depuis mars 2022 justifié par « une situation sécuritaire dégradée en Europe » mais incompatible avec les normes de nuisance sonore.

Six mois, entre octobre prochain et mars 2024, seront donc nécessaires pour installer un dôme d’insonorisation ainsi qu’une motorisation optimisée. Un intervalle durant lequel les missions de surveillance dépendront d’un radar de défense aérienne déployable (DADR) fourni par l’OTAN et actif depuis la base aérienne de Leeuwarden.

Cette capacité DADR pourrait ensuite être repositionnée à Nieuw Milligen, où elle prendrait la suite en cas de défaillance précipitée du MPR et en l’attente du GM400α. Le scénario reste cependant incertain car requiert un nouveau feu vert de l’OTAN, et pourrait dès lors amener les militaires à chercher une nouvelle solution provisoire auprès d’armées alliées.
