It is the Disposal Services Authority (DSA) intention to invite expressions of interest in tendering for the Type 22 Frigates (HMS Chatham, HMS Campbeltown, HMS Cumberland and HMS Cornwall) for the following: •Further Use •Sinking for an Artificial reef •Recycling
At this stage the DSA does not require interested parties to specify which Vessel/s they wish to bid for.
It is the DSA intention to award at least one vessel to a UK Ship Recycler; this is in part to secure detailed knowledge of the UK’s capacity to recycle vessels. Any decision to award to a UK Ship Recycling company will be made in accordance with transparent and objective evaluation criteria which will be issued at the Invitation to Tender stage.
All interested parties should note that only Bidders that have completed and passed a Pre-Qualification Questionnaire (PQQ) will be sent an Invitation to Tender (ITT) for the vessels and allowed access to view the vessel.
The vessels are moored at Portsmouth and will be sold from there.
The DSA are planning on hosting viewings 25th February - 15th March 2013.
As previously requested all bidders intending to undertake inspection of the vessels will be required to wear the correct PPE clothing i.e. steel toecap boots, high vis jackets (overalls optional). Please be assured that if you do not have steel toecap boots on arrival you will be refused access to the vessels.
Only Bidders that have received a copy of the ITT will be allowed access to inspect the vessels.
Bidders should not book travel until they have received a copy of the ITT and understood the requirements.

UK Army reservists conduct Exercise Sava Star 10 September 2013
The UK Army soldiers from third battalion The Royal Anglian Regiment have participated in the Exercise Sava Star at the Combat Training Centre in Zaghreb, Croatia.
Involving participation from approximately 140 personnel, the exercise was aimed at providing the army reserves with an opportunity to develop and practise their infantry skills, including patrols, section attacks, harbour security and forest fighting missions.
The two-week exercise also marks the return of British soldiers to the Balkans, 20 years after they served as peacekeepers in the bloody conflict in the region as part of the Nato Stabilisation Force.
The reservists were joined by their regular counterparts from second battalion The Royal Anglian Regiment throughout the exercise, which also incorporates dismounted tactical engagement simulation (DTES) equipment to develop the soldiers' basic infantry skills within a non-Afghanistan environment and also bring them into action for the relevant army 2020 policy.
The third battalion The Royal Anglian Regiment commanding officer, lieutenant colonel Paul Morris, said the completion of training confirms that the soldiers are in the best shape they have ever been.''The training we have completed here has been superb, unlike any training the soldiers would have experienced before,'' Morris said.
''Joint exercises like this can only improve that capability and we can look forward to more of this pairing in the future.''
A second battalion private, Luke Call, said participation in such exercises helps soldiers to get to know one another and how to react to a situation, which benefits them when it comes to operations.
''We need to do more of this type of training; it helps build a bond,'' Call said.
Carried out at the invitation of the Croatian Armed Forces, the exercise culminated with UK troops training alongside Croatian soldiers, and living in the field, in dense jungle-like forest.
Royal Navy frigates to be equipped with Sea Ceptor air defense missiles
A new British naval air defense system that can intercept and destroy enemy missiles is to be manufactured in the UK under a £250 million contract. Sea Ceptor, which will be fitted to the Royal Navy’s Type 23 frigates and, in future, the Type 26 Global Combat Ship, is a cutting-edge missile designed and built by MBDA.
Capable of traveling at speeds of more than 2,000 miles per hour, it will be able to intercept multiple targets and protect an area out to a range of 25 kilometers.
It will complement the longer range Sea Viper system on the Type 45 destroyers, providing the Royal Navy with a full range of missile systems to defeat current and future threats.
Speaking at the Defense and Security Equipment International exhibition at London’s ExCeL Centre, Defense Secretary Philip Hammond said the contract to manufacture Sea Ceptor will sustain around 250 jobs at MBDA sites in Stevenage, Filton and Lostock.
It is also estimated that a further 250 jobs will be secured in companies in the supply chain.
MOD has also extended an agreement made with MBDA in 2010 to manage the UK’s complex weapons portfolio. Under this agreement, MOD and MBDA are working together to deliver savings of around £1 billion over the next decade.
Defense Secretary Phillip Hammond said that the production of Sea Ceptor will be “a huge boost to the UK’s world-leading missile industry, providing hundreds of jobs, and once again proves our commitment to providing battle-winning technology to our Armed Forces. Having balanced the defense budget we continue to order new equipment for our forces with confidence”.
First Sea Lord Admiral Sir George Zambellas said he was delighted by the announcement which marks an important milestone in the Sea Ceptor project.
“This state-of-the-art missile system is part of an exciting renaissance in our naval equipment program – and when fitted to Royal Navy frigates it will further enhance our global authority as a leading maritime power”, added the First Sea Lord.
Although Sea Ceptor will initially be used by the Royal Navy, its flexible design means that in future it could also be adapted for use by the Army and RAF. (RN).-

Le prince William quitte l’armée pour se consacrer à ses activités royales

Le prince William, deuxième dans l’ordre d’accession au trône britannique, quitte l’armée pour se consacrer à ses activités royales et ses actions caritatives, a annoncé jeudi le Palais de Buckingham.
Le Duc de Cambridge, 31 ans, clôt ainsi une période de plus de sept années et demie dans les rangs de l’armée, dont les trois dernières en tant que pilote d’hélicoptère de sauvetage sur la base de la Royal Air Force dans l’île d’Anglesey, à la pointe ouest du Pays de Galles.
Cette décision doit lui permettre de participer à davantage d’engagements royaux, au moment où sa grand-mère Elizabeth II, 87 ans, tend à déléguer de plus en plus, notamment à son fils Charles, le père de William.
«Il va continuer de soutenir le travail de la reine et de la famille royale à travers des engagements au pays et à l’étranger, en compagnie de la Duchesse de Cambridge», a indiqué le Palais qui confirme par ailleurs que le prince William s’installe pour de bon au palais londonien de Kensington avec sa femme Catherine et leur fils, le prince George, né le 22 juillet.
Le Palais a ajouté que le prince William était «en train d’étudier plusieurs options en termes d’engagements publics» et qu’une annonce à cet égard allait intervenir ultérieurement.
L’armée britannique modernise ses hélicoptères de transport et d’attaque
Un contrat de modernisation des Apache et des Merlin a été passé avec le MoD.
Le Ministry of Defence (MoD) a signé un contrat avec Rolls-Royce et Turbomeca pour un montant global de 367 millions de livres. Ce contrat porte sur la maintenance des hélicoptères d’attaque Apache de la Royal Air Force et des hélicoptères de transport Merlin de la Royal Navy. La durée du contrat est de six ans.
L’objectif de la maintenance porte sur les moteurs RTM322 utilisés à la fois par les Apache et les Merlin. Les appareils ont été particulièrement sollicités en Afghanistan dans des conditions parfois difficiles du fait du relief et des fortes températures des zones montagneuses afghanes.
Ce nouveau partenariat doit permettre à l’armée britannique de réaliser des économies en rationnalisant la maintenance avec des chaînes de support logistique simplifiées et des réparations majeurs moins courantes qu’auparavant. En pleine crise budgétaire, le MoD doit trouver inévitablement des sources d’économies aussi bien en terme de ressources humaines que techniques.
Les appareils concernés sont basés sur quatre bases différentes : la base de Benson de la Royal Air Force, la base navale de Culdrose ainsi que les sites de l’Army Air Corps de Wattisham et Middle Wallop. Le contrat aura un impact sur l’emploi pour les chaînes de Rolls-Royce et Turbomeca présentes en Grande-Bretagne et en France.
THE third in a series of nuclear-powered submarines built in Barrow shipyard will be officially named today.
A naming ceremony for Artful, boat three in the Astute class programme, will take place in Devonshire Dock Hall at BAE Systems. The traditional occasion marks the end of Artful’s build programme.
In a proud moment for Ulverston Victoria High School, its Big Band will lead the celebration, which will be enjoyed by invited guests – including Furness school children, members of BAE Systems staff and selected guests from the Royal Navy and the Ministry of Defence.
Audacious and Anson, the fourth and fifth of the seven-strong Astute class family, are also under construction in the DDH – along with the sixth of class, Agamemnon, after its first ‘keel’ unit was laid in July.
The submarines are capable of circumnavigating the world without surfacing, with the boat able to manufacture its own oxygen and fresh water from the ocean.
Commander Scott Bower, of the Artful crew, said: “We’re thoroughly looking forward to the naming ceremony. “It’s a big occasion and really marks the beginning of the end of the build process and we look forward to getting the sub out to sea.”

New Images Of UK’s Queen Elizabeth Class Aircraft Carriers Released
The Aircraft Carrier Alliance has today released new computer generated images showing in detail what the two ships will look like when fully operational. The new pictures have been developed by designers at the Aircraft Carrier Alliance and show the Queen Elizabeth Class ships – HMS Queen Elizabeth and HMS Prince of Wales - as they will look when in-service, complete with helicopters and the F-35B Joint Strike Fighter.
Aircraft Carrier Alliance Programme Director, Ian Booth, said: “There are 10,000 skilled people involved in creating these two ships in the UK, and together we are making tremendous progress. The first, HMS Queen Elizabeth is now almost fully assembled and we are looking forward to her taking to the water for the first time next summer.”
The Queen Elizabeth Class aircraft carriers – HMS Queen Elizabeth and HMS Prince of Wales - will be the largest ships ever to enter service with the Royal Navy. Weighing in at 65,000 tonnes, they will be home to as many as 1,600 men and women and will operate a mix of fixed-wing aircraft and helicopters.
The aircraft carriers HMS Queen Elizabeth and HMS Prince of Wales are being delivered by the Aircraft Carrier Alliance, a unique partnering relationship between BAE Systems, Thales UK, Babcock and the UK Ministry of Defence.
Queen Elizabeth Class facts: • The ships will be 65,000 tonnes at full displacement – over three times the size of the current Invincible Class Aircraft Carriers • Length: 280m – 90m longer than the existing aircraft carrier • Width: 70m – twice the width of the existing aircraft carrier • Range: 8,000 to 10,000 nautical miles. • 56m from keel to masthead – 6m taller than Nelson's Column • Each ship will have a crew of 679, however, including the air group, the total complement will be 1,600 • Each ship has two propellers weighing 33 tonnes each, together they will output 80MW of power - enough to run 1,000 family cars or 50 high speed trains • The distribution network on board will generate enough energy to power 300,000 kettles or 5,500 family homes • Each ship needs 1.5 million m2 of paintwork, which is 370 acres or slightly more than acreage of Hyde Park

ROYAL AIR Force/101 Squadron VC10 K3 ZA147 ‘F’, the last of the type airworthy anywhere in the world, completed its final on Wednesday 25th September. After being delayed by lingering fog, the aircraft finally took off from RAF Brize Norton, Oxfordshire, for Bruntingthorpe, Leicestershire, where it landed safely. The aircraft will now be reduced to scrap.
The type is being replaced in RAF service by the new Voyager, provided by the Air Tanker consortium. Pending entry into service of the full complement of Voyagers, some of the VC10′s tasks are being undertaken by the RAF Tristars of 216 Squadron, which are also scheduled for retirement shortly. A tentative date of March 14, 2014, has been set for Tristar withdrawal, although this could be extended by up to six months.
One of the VC10 taskings most recently taken over temporarily by a Tristar is that of providing air-to-air refuelling support to the four Typhoon FGR4s of 1435 Flight at RAF Mount Pleasant in the Falkland Islands. No 1312 Flight at Mount Pleasant had previously operated a detached VC10 K3 for this role, but this has now been replaced by one of 216 Squadron’s Tristars from Brize Norton. Ultimately, it is planned to detach a Voyager to 1312 Flight, after the Tristar fleet is retired.

Le gouvernement britannique est prêt à dépenser 600 millions d'euros pour constituer une force de frappe de "plusieurs centaines" de personnes. Il souhaite, en particulier, attirer les petits génies de l'informatique.
Finie la rigolade. Face aux dangers venus du web, Londres a décidé de se doter d’une importante force de frappe numérique, permettant non seulement de protéger l’infrastructure du pays, mais aussi de contre-attaquer voire attaquer un éventuel ennemi. Pour cela, le gouvernement britannique va créer une nouvelle unité militaire baptisée "Joint Cyber Reserve", qui sera composée de "plusieurs centaines" de personnes. Le recrutement commencera au mois d’octobre. Il sera ouvert non seulement au personnel militaire ayant déjà quitté les rangs et en passe de le faire, mais aussi - et surtout - aux civils disposant "des connaissances, compétences, expériences et aptitudes techniques pour travailler dans des domaines hautement spécialisés", comme l’explique Philip Hammond, le ministre de la Défense britannique. En d’autres termes, Londres veut recruter les hackers et autres petits génies de l’informatique qui n’ont jamais cherché à rejoindre à l’armée jusqu’à présent, ne serait-ce parce qu’ils n’avaient pas les capacités physiques. Pour eux, le gouvernement est d’ailleurs prêt à mettre la main au porte-monnaie: selon Daily Mail Online, il compte dépenser environ 600 millions d’euros sur les prochaines années pour mettre sur pied cette cyberarmée.
La cyberguerre, une guerre plus propre
Pour Philip Hammond, cette décision est plus que symbolique. Selon lui, les guerres du futur seront davantage gagnées par des "IT geeks" assis dans des bunkers informatiques que par "des soldats marchant dans la rue, ou des tanks ou des aéronefs". Par ailleurs, la cyberguerre serait également plus propre. "Pas de villes à rebâtir, pas d’infrastructure à reconstruire. Un homologue américain me disait: Pourquoi faudrait-il bombarder un aéroport si on peut l’arrêter de fonctionner au travers d’une cyberattaque?", explique-t-il auprès du Daily Mail. A l’instar des Britanniques, les forces françaises cherchent également à se doter d’une force de frappe numérique. Cette stratégie a été explicitée en avril dernier dans le "Livre blanc de la défense et la sécurité nationale".
Le Royaume-Uni va recruter pour sa cyberdéfense et se doter de cyber-armes
Sécurité : Invoquant une « menace réelle », le gouvernement britannique annonce sa volonté de recruter des experts, dont des civils, via la création, comme en France, d’une Cyber Réserve. Le Royaume-Uni souhaite par ailleurs se doter de moyens de riposter et lancer des attaques dans le cyberespace.
La cyberdéfense est un sujet majeur pour le gouvernement britannique. C’est ce que rapporte Reuters, qui cite des déclarations du secrétaire anglais à la défense, Philip Hammond.
Ce dernier a fait part de la volonté du gouvernement de recruter plusieurs centaines d’experts informatiques afin de renforcer la sécurité des réseaux vitaux contre les cyber-attaques. Des attaques qui sont nombreuses.
Des cyber-armes en plus des armes conventionnelles
Selon Philip Hammond, environ 400.000 cyber-menaces complexes ont visé l’année dernière l’internet sécurisé du gouvernement. « La menace est réelle » assure-t-il ainsi. Mais se doter de moyens défensifs n’est pas suffisant, juge néanmoins le secrétaire à la défense.
Le Royaume-Uni confirme ainsi une nouvelle fois sa volonté de se doter des moyens offensifs.
« Mais se contenter de construire des cyber-défenses n'est pas suffisant : comme dans d'autres domaines de la guerre, nous avons aussi à dissuader. La Grande-Bretagne va se doter d'une capacité spécifique pour contre-attaquer dans le cyberespace et si nécessaire d'attaquer dans le cyberespace » annonce clairement Philip Hammond.
Réseau « cyberdéfense » de la réserve citoyenne (RCC) en France
Si la nature de ces moyens cyber-offensifs n’est pas détaillée, le secrétaire à la défense précise néanmoins que ces attaques pourraient permettre de couper des moyens de communications ennemis, cibler des avions ou navires, ou d’autres équipements.
Dans ce cadre, les autorités britanniques prévoient de recruter, durant les prochains mois, des centaines d’experts, dont des civils amenés à rejoindre une Cyber Réserve. A noter que depuis 2012, la France dispose elle aussi d’une telle organisation via le réseau « cyberdéfense » de la réserve citoyenne (RCC).
Cette dernière a d’ailleurs organisé, tout récemment (18 septembre), son premier « Symposium Académique National de Recherche en Cyberdéfense », qui a accueilli militaires et experts civils de la cybersécurité.
Thales UK annonce qu’un certificat de type (STDA ou Statement of Type Design Assurance en anglais) lui a été délivré par l’autorité de l’aviation militaire du Royaume-Uni (MAA1) pour son système de drone Watchkeeper.
Ce certificat de type confirme que le drone Watchkeeper est conforme aux normes de conception approuvées par la MAA et que le système dans son intégralité (cellule, stations sol et logiciels systèmes) a atteint un niveau de sécurité et d’intégrité acceptable. Il représente un élément clé du processus de certification, ouvrant la voie pour le MoD britannique vers la délivrance d’une autorisation de mise en service.
Watchkeeper est le premier drone à recevoir une certification de ce genre de la part de la MAA. Il s’agit-là d’une étape importante vers l’acceptation des drones au sein de l’espace aérien. Cela sous-tend la possibilité de vols militaires dans un espace aérien approprié partout dans le monde.

HMS Queen Elizabeth Aircraft Carrier Flight Deck Completed
The flight deck of the first of the Navy's new aircraft carriers is now finished, with the last 2 sections added to HMS Queen Elizabeth. The sponsons, each weighing just under 500 tonnes, roughly the same as a Sandown Class minehunter, have been carefully inched into place in Rosyth in Scotland.
The mighty Goliath crane lifted the sponsons – the sections protruding from the hull which give an aircraft carrier its unique shape – to join the remainder of the ship in her dry dock. By the standards of the Queen Elizabeth, the segments are relatively small; the larger sections weighed in at more than 10,000 tonnes (heavier than a Type 45 destroyer).
Now physically complete the flight deck is the size of 60 tennis courts or just a bit smaller than 3 football pitches.
To accommodate the F-35 Lightning II jets, which will land and take off from the ship, a ski ramp will be installed next month – mirroring the feature which propelled the Harrier skywards on the Invincible Class of carriers.
The Queen Elizabeth Class project is probably at the peak of effort, with around 10,000 people involved in building the 2 leviathans, or providing equipment and systems to be installed on them.
While almost all the media attention is focused on the future flagship, there’s also an all-out effort across the land to build her younger sister, the Prince of Wales, which is around 2 years behind Queen Elizabeth. Sections of 3-quarters of the Prince of Wales’s hull are under construction in Portsmouth, Govan, Merseyside and Tyneside.
The 65,000-tonne Queen Elizabeth Class aircraft carriers will be based in Portsmouth and will be the centrepiece of the UK’s military capability.
HMS Queen Elizabeth is due to begin sea trials in 2017 and flight trials from her deck using Lightning II fast jets in 2018.

Le 7 octobre 2013 a marqué le coup d’envoi de l’exercice Joint Warrior 13.2 dans le ciel britannique, concrétisant la coopération franco-britannique établie en 2010 par la signature du traité de Lancaster House. Pendant 10 jours, la France et le Royaume-Uni participent avec sept autres nations (Allemagne, Australie, Canada, Danemark, États-Unis, Italie, Norvège) à un exercice centré sur des manœuvres aéromaritimes, dans lesquelles une quarantaine d’aéronefs et une quinzaine de bâtiments sont engagés.

UK Army's Watchkeeper UAS secures Military Aviation Authority approval 9 October 2013 The UK Military Aviation Authority (MAA) has awarded a statement of type design assurance (STDA) to Thales UK's WK450 Watchkeeper unmanned air system (UAS), moving the system closer towards acceptance with the national army.
Confirming that both the air vehicle and software have reached an acceptable level for design safety and integrity to address the current developmental stage, the STDA enabled the Ministry of Defence (MoD) to proceed towards the initial release to service (RTS) certification.
The STDA certification has delayed the UAS's scheduled entry into service with the British Army Royal Artillery by three years.
Thales UK intelligence, surveillance and reconnaissance vice-president, Eddie Awang, said STDA represents a significant milestone for the Watchkeeper programme, and a first for a UAS programme in the UK.
''It is the result of close collaboration between the MOD and Thales UK, and the culmination of a significant amount of work to build a comprehensive safety case,'' Awang said.
Expected to be awarded by the end of 2013, the RTS approval will enable Watchkeeper to start flights over the Salisbury Plain in support of the Royal Artillery from the Qinetiq-operated Boscombe Down airfield, as reported earlier by Aviation Week.
The UAS had until now been undergoing flight testing at the UAV test range in Aberporth, West Wales, UK.
A total of 54 Watchkeeper UAS have been manufactured by Thales under an £800m contract awarded in July 2005, to provide an intelligence, surveillance, target acquisition and reconnaissance (ISTAR) support to the UK armed forces operations.
Based on the Elbit Hermes 450 UAV, the next-generation platform is claimed to be the only tactical UAV to address European airworthiness criteria, having completed over 300 flights in the UK to date as part of its trials programme.

Thales strengthens its position in Advanced Weapon Systems
Thales UK today confirmed that it has signed a contract with the Ministry of Defence (MOD) for a further 200 STARStreak short-range surface-to-air missiles, a key component of the UK’s Ground Based Air Defence (GBAD) capability.
The multi-million pound contract was announced by the Prime Minister, the Rt Hon. David Cameron MP, in a speech to the Northern Ireland Investment Conference in Belfast.
Minister for Defence Equipment, Support and Technology, Philip Dunne MP said: “We saw during the Olympics last year how important our air defence capability is. This contract for 200 extra STARStreak missiles will not only provide our Armed Forces with a highly capable weapon, but it also secures hundreds of highly skilled defence jobs in Northern Ireland and should provide confidence to the export markets of the STARStreak system.”
The order has been placed to increase STARStreak stocks as part of the Government’s transformation agenda for the Armed Forces, Force 2020, to equip both the Regular and Reserve forces with the STARStreak systems.
David Beatty, Managing Director of Thales in Belfast, said, “Not only will this contract sustain jobs at our facilities in Northern Ireland, but it also demonstrates very clearly to our export customers the ongoing importance and trust that the UK MOD places in the STARStreak system and our design, manufacturing and support capabilities”.
The STARStreak missile systems, and its Air Defence Alerting Device, were deployed in the UK by the British Army during London 2012, where they were considered essential to the delivery of a safe and secure Olympic Games.

With nearly 1,000 squares miles of barren, sun scorched desert landscape in which to train, Royal Marines have launched themselves into Exercise Black Alligator.
Hundreds of Green Berets from 40 Commando Group have made the journey across the Atlantic to hone their war fighting skills in California's Mojave Desert, an area that provides excellent training opportunities the likes of which are not available in the UK.
Black Alligator has just kicked off at the US Marine Corps Air Ground Combat Centre in Twentynine Palms. Over the course of several weeks the Commando Group will: undertake live firing with heavy machine guns and mortars; perfect their urban combat drills; and conduct a Battlegroup sized live fire Commando raid, whilst working side-by-side with their US and Dutch colleagues.
Next year will see the men of 40 Cdo take over the nation's high readiness Lead Commando Group -- a contingency force able to deploy anywhere in the world at very short notice -- so training and validation of this nature is vital to ensure their combat readiness.

Three New Reapers Finalise Acceptance Testing in UK
The UK’s next batch of General Atomics Aeronautical Systems Reaper unmanned aircraft systems is nearing acceptance, with all five due to have completed testing before year-end. “Equipment delivery is ongoing, with the first three new Reaper aircraft nearing completion of acceptance testing,” says Minister for Defence Equipment, Support and Technology Philip Dunne. “The remaining two new Reaper aircraft are planned to begin and complete final acceptance testing over the next two months.” While he declined to detail precise timings in a Parliamentary answer on 15 October, Dunne says: “Once the new aircraft have completed acceptance testing, they will be moved to Afghanistan.” Ordered in 2010, the additional five aircraft will double the size of the UK’s Reaper remotely piloted air system capability, which is operated by the Royal Air Force’s 13 and 39 squadrons. The armed type has been operated by the service inside Afghanistan since 2007.

Royal Navy officials have admitted losing a £500,000 radar unit from a £1billion destroyer.
Naval personnel searched through skips for the state-of-the-art device, suspecting it had been thrown out with the rubbish.
Finally they concluded it was probably stolen by a thief who walked on to HMS Dauntless while moored at Plymouth.
The fiasco unfolded as the crew prepared for war games exercises with the US and French navies.
Commanders found a fault with the system which helps distinguish between British and other planes.
Engineers replaced the IFF (Identification Friend or Foe) 5000 unit and the faulty one should have been returned to suppliers to be fixed. Instead, it simply disappeared.
Stumped officials scoured storerooms for the 18in-square item – and even rummaged round in skips.
An MoD report reveals: “Concern was expressed that if the equipment had been left lying around it could have been placed in the disposals skip.”
Staff “proceeded to look, without success, in all the skips in the vicinity”.
The report, released under the Freedom of Information Act, says: “The most likely conclusion is that it was removed from the ship during the maintenance period by an unknown person”.
The captain of the Type 45 Daring Class destroyer wanted the police to investigate but MoD chiefs decided to write off the loss.
A ministry spokesman said there had been no security risk. He added: “On the rare occasions when items are unaccounted for, a full investigation is carried out.”
Two years ago, defence ministers admitted £700,000 worth of equipment had vanished from the MoD in 10 months.

Londres craint par-dessus tout de se retrouver en terrain de vulnérabilité et d’essuyer de nouvelles pertes au moment du départ de ses troupes. Depuis le début de l’engagement en Afghanistan en octobre 2001, 445 soldats de la Couronne ont été tués dans le pays. C’est près de deux fois plus que pendant la guerre des Malouines (255 morts) pour un résultat qui est tout sauf évident pour le grand public. Londres se félicite toutefois de laisser l’Afghanistan dans une situation favorable, avec des forces armées en capacité de gérer la situation insurrectionnelle du pays et une menace terroriste contre la Grande-Bretagne « fortement diminuée ». Ce qui n’empêche pas dans le même temps le Mi6 (services secrets britanniques) de plaider pour un accroissement de son empreinte dans la région après le départ du corps expéditionnaire britannique. On se croirait dans un remake du film « Attrape-moi si tu peux ». Dans ce film de Steven Spielberg, Leonardo DiCaprio incarne Frank Abagnale Jr., un faussaire de génie qui, arrêté après avoir encaissé 2,5 millions de dollars en chèques contrefaits, finit par intégrer les rangs du FBI pour traquer les arnaques aux chèques. Face à la recrudescence des cyber-attaques, le ministre de la Défense britannique, Philip Hammond, a eu la même idée que le FBI. Il propose aux pirates informatiques, même ceux qui ont fait l’objet d’une condamnation, de se reconvertir dans la Joint Cyber Reserve Unit.
Cette nouvelle unité est chargée non seulement d’empêcher les attaques sur Internet mais aussi de contre-attaquer en ciblant des adversaires, d’où l’intérêt de recruter des hackers. La nouvelle organisation, dont la création a été annoncée en septembre, cherche à recruter des centaines de cracks en informatique comme « réservistes », 19 jours par an au minimum, pour aider le personnel militaire permanent de la structure. « D’une façon générale, les forces armées n’excluent pas nécessairement les gens qui ont fait l’objet de condamnations. Chaque cas individuel est examiné en fonction des qualités » du candidat, a expliqué Philip Hammond lundi soir sur la BBC. Même un profil de condamné Si l’un d’entre eux a été condamné, les recruteurs « examineront la condamnation, à quand elle remonte, quelle était sa gravité, quelle peine a ensuite été effectuée », a-t-il expliqué. « Donc je ne peux pas exclure » qu’un candidat condamné par le passé soit sélectionné. Il n’y a pas de « règles absolues sur les caractéristiques personnelles » des candidats, a précisé le lieutenant-colonel Michael White qui commande la nouvelle unité de « cyber-réservistes ».
